What is the Monthly Stipend for BC-A Students in classes 9 to 12?

Monthly Stipend for BC-A Students in Classes 9 to 12 is a Haryana state welfare scheme that pays a regular allowance to schoolchildren from Backward Class category A families studying in government schools. The Haryana Education and Languages Department introduced it through instructions issued on 2 March 2009, with effect from the financial year 2009-10, in the same order that created the parallel stipend for Below Poverty Line families.

Both were extensions of an earlier scheme. From the academic session 2008-09 the state had already been running a welfare scheme for Scheduled Caste students, with bank accounts opened for them in a designated bank. The 2009 order applied the same machinery; school-attached bank branches, restricted school accounts, quarterly transfers — to BC-A and BPL students.

Monthly Stipend for BC-A Students is administered by the Directorate of School Education under the Haryana School Education Department. The Directorate's August 2021 notification lists it as item (iii), "Monthly Stipend to BC-A Students in Classes IX-XII", and the Haryana State DBT Portal carries it under the Secondary Education department as "MONTHLY STIPEND FOR BC-A STUDENTS IN CLASSES 9th to 12th". Both confirm the scheme is current.

Main features

  • Restricted to Haryana Government schools.
  • Requires a BC-A certificate from the competent authority, obtained before the student's account is opened.
  • Rates vary by gender and class, with a premium for science students in classes 11 and 12.
  • Paid in four quarterly instalments through DBT/PFMS.
  • Conditional on 50 per cent attendance in the preceding quarter.
  • A student may draw only one of the SC, BC-A and BPL stipends.

Who is eligible for the BC-A monthly stipend?

A student qualifies if all of the following hold:

  • The student belongs to a family in Backward Class category A as recognised in Haryana, evidenced by a certificate from the competent authority.
  • The student is enrolled in a Haryana Government school.
  • The student is studying in class 9, 10, 11 or 12 for the rates set out on this page. Classes 1 to 8 are covered at lower rates under the same order.
  • The student maintains at least 50 per cent attendance in the quarter before each release.
  • The student has an Aadhaar number and a bank account able to receive a DBT credit.

Students who cannot apply or are not eligible:

  • Students of private, unaided or privately managed schools, whatever their category.
  • Students who cannot produce a BC-A certificate from the competent authority. The department's instruction is that the certificate must be obtained from the student before an account is opened, so an application without it does not proceed.
  • Students in BC-B or other categories. This particular monthly stipend names BC-A only.
  • Students already enrolled under the Scheduled Caste stipend or the BPL stipend, since only one scheme may be drawn.
  • Students whose attendance fell below 50 per cent in the previous quarter, for that instalment.
  • Students who have left the government school system.

How much does the BC-A stipend pay?

The rate table below is the one fixed by the Education Department's 2009 instructions. Girls receive double the boys' rate at every level, and science students in classes 11 and 12 draw the highest rate in the scheme.

Class Girls, per month Boys, per month
Classes 1 to 5 Rs 150 Rs 75
Classes 6 to 8 Rs 200 Rs 100
Classes 9 to 12 Rs 300 Rs 150
Classes 11 to 12, science students only Rs 400 Rs 200

Over a full session with complete attendance, a girl in classes 9 to 12 draws about Rs 3,600 a year and a boy about Rs 1,800 a year. A girl taking science in class 11 or 12 draws up to Rs 4,800 a year, the highest amount available under the scheme.

What documents are required for the BC-A stipend?

Document Mandatory Notes
BC-A category certificate Yes From the competent authority; required before account opening
Aadhaar card Yes Required under the department's Section-7 Aadhaar notification
Bank account passbook Yes Zero-balance account in the parent's or guardian's name, preferably the mother's
School enrolment record Yes Held by the school
Attendance record Yes Maintained by the school; drives each quarterly release
Parivar Pehchan Patra No Used for record matching

The BC-A certificate is the one item a family must arrange for itself. Everything else is either already with the school or arranged by the school with the attached bank branch.

How to apply for the BC-A monthly stipend

The BC-A stipend has no online student form and no citizen login. It is delivered through the government school. These are the steps that actually get a student onto the payment list.

  1. Obtain the BC-A certificate. Apply to the competent authority for a Backward Class category A certificate in the student's name or the family's name. This is the gate for the whole scheme, the department requires it before an account is opened.
  2. Submit the certificate to the school office. Hand the original and a photocopy to the Principal or Head Master, who records the student as a BC-A beneficiary.
  3. Attend the account-opening session at the school. The school arranges a fixed date with the attached bank branch. The account is opened in the name of the parent or guardian, preferably the mother where the branch is in or near the village. Bring Aadhaar and a photograph.
  4. Give the school the Aadhaar number and account details. Payment moves on DBT/PFMS, so an account that is not Aadhaar-seeded will not receive the credit.
  5. Maintain at least 50 per cent attendance every quarter. The class teacher checks this before each release.
  6. Check the passbook after each quarter and raise a missing instalment with the school office immediately.

There is no fee at any stage, and no agent or middleman can get a name added.

How does the money reach the student?

Haryana routes this stipend through a deliberately restricted three-stage chain.

Every Haryana Government school is attached to a nearby bank branch, typically with four or five schools per branch. The state transfers a lump sum into a designated school account at that branch. The department directed that a separate school account be opened specifically for the BC-A scheme, distinct from the BPL account and from the older SC account, so that funds for the three schemes never mix.

That school account cannot pay out cash. The department instructed all bank branches to ensure no cash transaction is possible from it and that no transfer is made to any account other than a student's. The school in-charge then advises the branch, on the basis of enrolment and verified attendance, to move each quarter's instalment into the individual student accounts. Since the Section-7 notification, the chain runs on DBT/PFMS with Aadhaar linking.

How to check the status of your BC-A stipend

  1. Ask the school office whether the student's name went on the quarter's advice to the bank, and on what date.
  2. Update the bank passbook or check SMS alerts for a quarterly credit.
  3. Confirm Aadhaar seeding with the branch if the school says the advice went out but no credit arrived.
  4. Escalate to the District Education Officer with the school's written confirmation if neither the school nor the bank can resolve it.

Why BC-A stipend instalments get stopped

  • Attendance below 50 per cent in the preceding quarter.
  • BC-A certificate missing, expired or not accepted by the school as issued by the competent authority.
  • Bank account not Aadhaar-seeded, causing the DBT credit to fail.
  • Name mismatch across the school record, the caste certificate, Aadhaar and the bank account. Spelling differences in the student's or parent's name are a frequent cause.
  • Duplicate enrolment under the SC or BPL stipend, which leads to removal from one scheme.
  • Dormant or closed account, often one opened years earlier and never operated.
  • Student transferred to a private school, which ends eligibility.

If a drop in attendance was the cause, the scheme provides a route back. A student who rejoins after dropping out and then attends at least 50 per cent of classes over the following three months receives the previously withheld instalment together with the current quarter's payment.

Where to raise a grievance about the BC-A stipend

  • First level: the Principal or Head Master of the government school.
  • Second level: the District Education Officer (DEO) or District Elementary Education Officer (DEEO).
  • Certificate problems: the competent authority that issues BC-A certificates in your district.
  • Department level: Directorate of School Education, Shiksha Sadan, Sector 5, Panchkula 134109. Telephone 0172-2560246, email edusecondaryhry@gmail.com.
  • State level: the Haryana CM Window grievance system for cases that stall at district level.

Keep the BC-A certificate, the bank passbook and the attendance record together. Those three documents resolve nearly every dispute that arises under this scheme.

Frequently asked questions

How much is the BC-A stipend for a class 9 to 12 student in Haryana?

Girls in classes 9 to 12 receive Rs 300 per month and boys receive Rs 150 per month under the Haryana Education Department instructions that created the scheme. Science students in classes 11 and 12 receive more — Rs 400 per month for girls and Rs 200 per month for boys.

What certificate is needed for the BC-A stipend?

A BC-A category certificate issued by the competent authority is required, and the department's instructions specify that it must be obtained from the student before an account is opened for them. This is the one document that distinguishes the BC-A stipend from the parallel BPL stipend, which runs on the BPL list instead.

What is the difference between BC-A and BC-B for this scheme?

Only Backward Class category A students are covered by this monthly stipend. The Directorate of School Education's list of state scholarship schemes names it "Monthly Stipend to BC-A Students in Classes IX-XII", with no parallel BC-B monthly stipend at the secondary stage under the same set of schemes.

Can a BC-A student also draw the SC or BPL stipend?

No. The department's instructions state that a student is eligible under only one scheme — SC, BC-A or BPL. Schools maintain separate bank accounts for the BPL scheme and the BC-A scheme specifically so that the two are not mixed and a student is not paid twice.

How often is the BC-A stipend paid?

It is paid in four quarterly instalments into the student's bank account, not as a monthly cash payment. The school head advises the attached bank branch to make each transfer on the basis of enrolment and verified attendance.

What happens if attendance drops below 50 per cent?

The next quarterly instalment is withheld until attendance recovers. The scheme also provides that a student who drops out and rejoins, then attends at least 50 per cent of classes over the following three months, receives the previously withheld instalment along with the current quarter's payment.

Is the BC-A stipend available in private schools?

No. The scheme applies to Haryana Government schools only. A BC-A student studying in a private or unaided school is not eligible, because the entire disbursement mechanism runs through government school bank accounts attached to designated bank branches.
