Mukhya Mantri Doodh Uphaar Yojna
Haryana state government scheme
Mukhya Mantri Doodh Uphaar Yojna gives 200 ml of fortified flavoured skimmed milk free, six days a week, to children aged 1 to 6 years and to pregnant and lactating mothers at Haryana's Anganwadi centres. The Women and Child Development Department launched it on 5 August 2020. No form is needed: enrol at your Anganwadi centre.
What is Mukhya Mantri Doodh Uphaar Yojna?
Mukhya Mantri Doodh Uphaar Yojna is Haryana's fortified-milk supplementation programme, run by the Women and Child Development Department through the state's Anganwadi network. It was launched on 5 August 2020, and it serves 200 ml of fortified flavoured skimmed milk, six days a week, free, to young children and to pregnant and lactating mothers.
The scheme is often written as Mukhyamantri Dudh Uphar Yojana or simply the Haryana milk gift scheme, and the transliterated spelling varies across documents. All refer to the same programme.
Mukhya Mantri Doodh Uphaar Yojna exists to attack two specific, measurable problems in Haryana, anaemia and micronutrient malnutrition in the first six years of life and during pregnancy. Ordinary cereal-based supplementary nutrition delivers calories and protein but is weak on calcium, Vitamin A, Vitamin D and Vitamin B12. Fortified skimmed milk is a direct fix for exactly that gap, which is why the department chose milk rather than adding more of the existing ration.
The milk is fortified with Vitamin A and Vitamin D3, and carries protein, calcium, magnesium and Vitamin B12. It is supplied as skimmed milk powder, reconstituted and served at the centre.
The programme received a SKOCH Gold Award in the Women and Child Development category in May 2023.
Who is eligible for Mukhya Mantri Doodh Uphaar Yojna?
You or your child can receive the milk if:
- The child is aged 1 to 6 years and is registered at a Haryana Anganwadi centre. The department's stated nutrition target group under the programme is the 6-month-to-6-year band, with milk served from age one.
- You are a pregnant woman registered at an Anganwadi centre in Haryana.
- You are a lactating mother registered at an Anganwadi centre in Haryana.
- The family resides in Haryana and holds a Parivar Pehchan Patra.
You cannot receive the milk if:
- The beneficiary is not registered at an Anganwadi centre. This is the only real gate. The scheme has no independent list of its own, it uses the Anganwadi register.
- The child is above 6 years. Children above six are covered by school nutrition programmes instead.
- The family lives outside Haryana. The scheme is entirely state-funded.
There is no income test, no caste condition and no BPL requirement. A child who attends the Anganwadi centre gets the milk regardless of family income. This is deliberate; universal coverage at the centre avoids the sorting and stigma that means-testing creates inside a single village.
What exactly does a beneficiary receive?
- 200 ml of fortified flavoured skimmed milk per day.
- Six days a week, at the Anganwadi centre.
- Free of cost, with no fee of any kind.
- Six flavours in rotation: chocolate, vanilla, rose, cardamom, butterscotch and plain.
The flavour rotation is not decoration. Fortified skimmed milk has a flat taste, and a one-year-old who refuses it delivers zero nutrition. Rotating six flavours across the week is the operational trick that keeps intake high.
Scale of the programme. The scheme was designed to reach roughly 9.03 lakh children and 2.95 lakh pregnant and lactating mothers through Haryana's Anganwadi centres, with an outlay of about Rs 216 crore for fortified flavoured skimmed milk powder.
How to get Doodh Uphaar milk. The steps
- Find your Anganwadi centre. Every village and urban ward in Haryana is mapped to one. Ask a neighbour, the ASHA worker or the panchayat if you do not know where yours is.
- Register the beneficiary on the Anganwadi register. For a child, the worker records name, date of birth and the Family ID. For a pregnant or lactating woman, she records the pregnancy or delivery details from the Mother and Child Protection card.
- Get the entry made on the Poshan Tracker app. Haryana records ICDS beneficiaries digitally. Registration on the Poshan Tracker is what puts the beneficiary into the count that drives supply to the centre.
- Attend the centre on distribution days. Milk is served at the centre, six days a week. There is no home delivery and no coupon.
- Check the register entry periodically. Ask the worker to show your name in the daily distribution record. This is the simplest protection against a name silently dropping off the list.
There is no application form, no fee, no online portal and no document upload for this scheme specifically. Anyone asking for money to "get your name added" to Doodh Uphaar is running a fraud.
How does Doodh Uphaar fit with regular ICDS nutrition?
Mukhya Mantri Doodh Uphaar Yojna is additional to the standard Integrated Child Development Services supplementary nutrition, not a replacement for it.
According to the WCD Haryana ICDS page, the regular supplementary nutrition norms are:
| Beneficiary | Daily rate | Nutrition target |
|---|---|---|
| Children 6 months to 6 years | Rs 6.00 per day | 500 kcal, 12-15 g protein |
| Severely malnourished children | Rs 9.00 per day | 800 kcal, 20-25 g protein |
| Pregnant and lactating mothers | Rs 7.00 per day | 600 kcal, 18-20 g protein |
ICDS meals in Haryana Anganwadis include preparations such as aloo-puri, stuffed parathas and meethe chawal. The Doodh Uphaar milk sits on top of that plate.
ICDS also delivers five other services alongside nutrition — health check-ups, immunisation, referral services, early childhood care and pre-school education, and nutrition and health education. A family that comes to the centre for milk ends up inside all six.
How is the milk distributed and monitored?
Fortified skimmed milk powder is procured centrally by the department and supplied to ICDS blocks, from where it reaches individual Anganwadi centres. The Anganwadi worker reconstitutes and serves it, and records daily distribution in the centre register.
Beneficiary tracking runs through the Poshan Tracker application, the same digital system used for ICDS registration and growth monitoring across India. Registration glitches on the Poshan app have been reported in Haryana and can delay a new beneficiary's entry: if that happens, the fix is to have the Supervisor or the Child Development Project Officer push the registration through, not to abandon the enrolment.
Common problems and how to fix them
- Milk not served for several days. Ask the Anganwadi worker whether the supply has arrived at the centre. If the gap continues, escalate to the ICDS Supervisor, then the Child Development Project Officer of the block.
- Name missing from the distribution register. Get the Anganwadi worker to re-enter the beneficiary and confirm the Poshan Tracker entry.
- Child turned one but is not being served. Milk is served from age one. Show the birth certificate or immunisation card to establish the date of birth.
- Quantity less than 200 ml. The entitlement is 200 ml per beneficiary per serving day. Raise short-serving with the Supervisor in writing.
- Someone demanding money. The milk is free. Report any demand for payment to the District Programme Officer immediately.
Where to complain or ask for help
- Anganwadi Supervisor, then the Child Development Project Officer of your ICDS block, the first two levels for any distribution complaint.
- District Programme Officer (Women and Child Development) at the district headquarters.
- Director, Women and Child Development Haryana to 0172-2560349, Bays 15-20, Sector 4, Panchkula 134112.
- Child Helpline 1098: toll-free, for any concern involving a child's welfare.
- Departmental website, wcdhry.gov.in.
How to check your Doodh Uphaar status
Mukhya Mantri Doodh Uphaar Yojna has no separate online tracking portal, no application ID and no SMS confirmation, because there is no application to track in the first place. Status here means confirming that a beneficiary is actually on the centre's active distribution list, and there are only two real places to check that.
- Ask at the Anganwadi centre directly. The daily distribution register kept at the centre is the actual source of truth. Ask the Anganwadi worker to show the beneficiary's name against the current week's entries. If the name appears and is being ticked off, the beneficiary is active.
- Ask the worker to confirm the Poshan Tracker entry. Registration on the Poshan Tracker app is what determines the milk supply the centre receives, so an unconfirmed Poshan Tracker entry is the usual reason a genuinely enrolled child or mother still misses out. The Anganwadi worker or the Supervisor can pull up this entry on request; a beneficiary has no separate login of their own.
If neither check turns up the beneficiary's name, that is not a rejection notice, it means the registration was never completed or was dropped, and the fix is to re-register at the centre rather than wait for a status update that will not arrive on its own. For a registration that seems stuck for more than a few weeks, escalate in writing to the Child Development Project Officer of the block, since the CDPO is the one who can push a pending Poshan Tracker entry through. There is no state-level toll-free number dedicated to Doodh Uphaar status; the Director, Women and Child Development Haryana helpline (0172-2560349) or the Child Helpline 1098 are for complaints and welfare concerns, not routine status queries.
Common reasons enrolment is refused or milk stops
Because there is no application form to reject, "rejection" here means the Anganwadi worker or Supervisor declines to enrol a beneficiary, or an already-enrolled beneficiary stops receiving milk. The real causes are narrow and mostly fixable at the centre itself.
- Child is outside the 1 to 6 year band. The milk starts at age one and stops at six; an Anganwadi worker cannot enrol a child outside that window regardless of how eligible the family otherwise is. Fix: keep the birth certificate or immunisation card handy so age is never in dispute, and move to school nutrition programmes once the child turns six.
- No Anganwadi registration exists yet. Doodh Uphaar rides entirely on the Anganwadi register; a family that has never registered the child or the pregnancy at the centre has nothing for the milk scheme to attach to. Fix: complete the basic Anganwadi enrolment first (name, date of birth or pregnancy details, Family ID), the milk follows automatically.
- Family ID or Parivar Pehchan Patra details do not match. Where the worker cannot reconcile the beneficiary's details with the Family ID on record, entry can be held back pending correction. Fix: get the Parivar Pehchan Patra corrected through the PPP portal or the local CSC, since this is a data-matching issue, not an eligibility one.
- Poshan Tracker entry was never confirmed. A beneficiary can be logged in the paper register at the centre but still be missing from the Poshan Tracker app, and it is the app entry that drives the milk supply count sent to the block. Fix: ask the Supervisor or CDPO to complete the digital registration rather than re-approaching only the local worker.
- Residence outside Haryana. The scheme is entirely state-funded, so a family without a genuine Haryana residence has no path into it however long they attend a Haryana centre informally. Fix: none available, this is a firm jurisdictional limit, not a paperwork gap.
- Confusing Doodh Uphaar with regular ICDS rations. Some families are told milk was "denied" when in fact only the separate cooked ICDS meal was affected by a local supply issue, or vice versa. Fix: ask the worker specifically which of the two, milk or the cooked ration, is short, since the escalation path and the cause differ for each.

Frequently asked questions
How much milk does Mukhya Mantri Doodh Uphaar Yojna give?
Mukhya Mantri Doodh Uphaar Yojna gives 200 ml of fortified flavoured skimmed milk per beneficiary per day, for six days a week, free of cost at the Anganwadi centre. The milk is fortified with Vitamin A and Vitamin D3.
Who is eligible for the Doodh Uphaar scheme in Haryana?
Children aged 1 to 6 years and pregnant and lactating mothers who attend a Haryana Anganwadi centre are eligible. The department has described the programme's nutrition target group as covering the 6 months to 6 years band, with milk itself served to the 1 to 6 year age group.
Do I have to fill a form or apply online for Doodh Uphaar?
No. There is no separate application form and no online portal for this scheme. Registration at the Anganwadi centre is the whole process — the milk is served to everyone on the centre's register.
Is the milk free, or is there a charge?
The milk is completely free. Mukhya Mantri Doodh Uphaar Yojna is funded by the Haryana government as part of supplementary nutrition, and no beneficiary pays anything at the Anganwadi centre.
What flavours of milk are served under the scheme?
Six flavours are used — chocolate, vanilla, rose, cardamom, butterscotch and plain. The flavour rotation exists for a practical reason: young children reject a repeated taste, and rejection defeats the nutrition purpose.
When was Mukhya Mantri Doodh Uphaar Yojna launched?
The scheme was launched on 5 August 2020 by the Women and Child Development Department, Haryana. It won a SKOCH Gold Award in the Women and Child Development category in May 2023.
Does this replace the regular Anganwadi supplementary nutrition?
No. Doodh Uphaar is served in addition to the normal ICDS supplementary nutrition, which is provided at Rs 6 per child per day for 500 kcal, Rs 9 for a severely malnourished child for 800 kcal, and Rs 7 per day for pregnant and lactating mothers.
What should I do if milk is not being distributed at my Anganwadi centre?
Raise it first with the Anganwadi worker and the Supervisor, then with the Child Development Project Officer of your ICDS block, and then with the District Programme Officer. Supply gaps at a single centre are usually a distribution problem, not a scheme closure.
