Haryana state government scheme
Child Help Line in Haryana is the national toll-free number 1098, operated by the Women and Child Development Department through a Control Room at Panchkula and integrated with ERSS-112. The service answered 49,675 calls between 1 September 2023 and 11 November 2024. Dial 1098 free from any phone.
What is Child Help Line in Haryana?
Child Help Line is the operation of 1098, a national toll-free number dedicated to children in difficult situations, run in Haryana by the Women and Child Development Department. The department has set up a Child Helpline Control Room (WCD-CR) at its headquarters in Panchkula to operationalise the number across the state.
According to the department, the primary aim of the Child Helpline Service is to support and assist any child who has fallen out of the safety net, to provide an emergency and immediate response, and to connect that child to existing long-term services.
Child Help Line is not a scheme with money, forms or eligibility. It is a service, and the entire process of accessing it is a phone call. That simplicity is deliberate, a child in trouble cannot be expected to produce documents, know a scheme name or reach an office.
What does Child Help Line do?
Child Help Line acts, in the department's phrase, as a crucial link between children in distress conditions and the services available for their rehabilitation, restoration or social re-integration.
Support can range across:
- Medical help, emergency treatment for an injured, sick or malnourished child.
- Shelter; placement in a Child Care Institution, shelter home or open shelter where a child is homeless, abandoned or unsafe at home.
- Legal aid; assistance in cases involving abuse, POCSO offences, trafficking, child marriage or child labour.
- Emotional support and counselling, both for the child and, where appropriate, for the family.
- Guidance, including help with school re-admission, restoration to family and access to other departmental schemes.
For children with different needs, who call in anytime, anywhere and for anything, Child Help Line acts as a one-point contact that facilitates instant access to support, advice and active intervention.
How is 1098 connected to 112?
Child Helpline number 1098 is integrated with the Emergency Response Support System 112 (ERSS-112). This matters in practice for two reasons.
First, a caller who dials 112 in a child emergency does not have to redial, the case is routed into the same response system. Second, integration means the child response can draw on the police despatch network, which is what makes a physical rescue possible in a case such as a child found alone at a bus stand at night.
If you are unsure which number to use, dial either. 1098 is the child-specific number and should be preferred where the situation is about a child, because it reaches people trained for child cases. Dial 112 first if there is immediate physical danger.
Who can use Child Help Line?
Who can call:
- Any child in Haryana who is in difficulty, whatever the reason — abuse, violence at home, being lost, hunger, illness, being forced into work or marriage, or simply having nowhere to go.
- Any adult calling on a child's behalf, a neighbour, teacher, relative, shopkeeper, bus conductor, autorickshaw driver, health worker or a stranger who has noticed something wrong.
- Institutions; schools, hospitals, railway staff and NGOs reporting a child who needs protection.
Who cannot use it, or should use another number:
- Adults seeking help for themselves are not eligible under Child Help Line. Women in distress should call 181, the Haryana Women Helpline, and general emergencies should go to 112.
- Callers seeking a cash benefit cannot apply here. Child Help Line delivers no money. Cash and material benefits for children in Haryana come through separate schemes such as Apki Beti Hamari Beti, the Harihar Scheme and the Integrated Child Protection Scheme / Mission Vatsalya.
- Callers with a routine complaint about a department, school fee or service should not tie up an emergency line; those go through the departmental grievance route or the state grievance portal.
Prank and hoax calls are the one real cost to the system. Every hoax call occupies a line and an operator that a child in danger may be trying to reach.
How to apply for help from Child Help Line
- Dial 1098 from any landline or mobile phone in Haryana. The call is toll-free and works even from a phone with no balance. If there is immediate physical danger, dial 112 first.
- Say where the child is. Give the village or locality, a landmark, the block and the district. Location is the single most useful thing a caller can provide, and it matters more than the child's name.
- Describe the situation briefly, the child's approximate age, whether the child is alone, injured, being beaten, working, begging, being taken somewhere, or has run away.
- Stay reachable. Give a phone number the team can call back on, and stay near the child if it is safe to do so, until the response team or the police arrive.
- Follow up if nothing happens. Call 1098 again with the reference given to you, or approach the District Child Protection Unit (DCPU) of the Women and Child Development Department in the district.
You do not need to know the child, be related to the child, or produce any document. You may ask not to be named.
What happens after a call?
The Control Room at Panchkula answers the call, records the case, and decides whether it needs an immediate field response or a referral. Where the child must be reached physically, the case moves to the district response network, working with the police through the ERSS-112 integration. A rescued child is produced before the Child Welfare Committee of the district, which decides on care, protection, restoration to family or placement in a Child Care Institution under the Juvenile Justice framework and Mission Vatsalya.
Long-term follow-up: schooling, counselling, sponsorship, foster care or after-care, is handled by the District Child Protection Unit, which is why the helpline describes itself as connecting the child to existing long-term services rather than delivering them itself.
How much is Child Help Line used in Haryana?
The Women and Child Development Department reports that 49,675 calls were answered between 1 September 2023 and 11 November 2024. That is an average of well over a hundred answered calls a day across the state, and it is the clearest published measure of how heavily the service is used.
What documents does a caller need?
| Item | Mandatory | Notes |
|---|---|---|
| Any document | No | Nothing is required to call or to get a child helped |
| Location of the child | No, but critical | Village or locality, landmark, block, district |
| Child's name and age | No | Useful if known; never a condition for response |
| Aadhaar or birth certificate | No | May be needed later for restoration or care, never for rescue |
| School or institution details | No | Helpful in child labour, trafficking or institutional abuse cases |
Common reasons a case stalls, and what to do
- Vague location. "Somewhere near the highway" is not actionable. Give a shop name, a bus stop, a school or a temple as a landmark.
- Caller unreachable after the first call, so the team cannot confirm details. Keep the phone on.
- Child has moved by the time the team arrives, which is common at bus stands and railway stations. Call again immediately with the new location.
- Case treated as a family dispute rather than a child protection matter. If you believe a child is being harmed, say so explicitly and escalate to the District Child Protection Unit and the Child Welfare Committee.
- No follow-up on rehabilitation. Take the matter to the DCPU in writing, and to the District Programme Officer of the Women and Child Development Department if that fails.
Where to escalate
- Child Help Line: 1098, toll-free, 24x7
- Emergency Response Support System: 112
- Women Helpline, Haryana: 181
- District Child Protection Unit (DCPU) in your district, for follow-up on a rescued child
- Child Welfare Committee (CWC) of the district, which decides care and protection
- Women and Child Development Department, Haryana, Control Room and Directorate, Panchkula
- wcdhry.gov.in, under Children Schemes, for the departmental page and contact routes
Calling 1098 is free, no one may charge for it, and no document is needed. If you see a child who needs help in Haryana, the correct action is to call.
How to check your application status
Child Help Line is a 24x7 emergency response, not a scheme with a file number or an online tracking portal, so there is no login, no ARN and no dashboard to check. What exists instead is a set of practical ways to follow up on a case after the first call.
- Call 1098 again and quote the reference. When a call is answered, the Control Room at Panchkula logs it and can pull up the earlier record. Give the same location and details as the first call so the operator can match it to the existing case rather than opening a fresh one.
- Ask the operator directly whether the case has been closed, referred, or is still pending a field visit. The Control Room can tell a caller whether a response team or the police were sent, whether the child was found, and whether the case has moved to the district network.
- Approach the District Child Protection Unit (DCPU) in person or by phone if the call itself does not get a clear answer. The DCPU handles everything after the initial rescue, so it is the right office for status once a child has already been reached and the question is about ongoing care, restoration or schooling rather than the emergency response itself.
- Check with the Child Welfare Committee (CWC) of the district if the case has reached the stage of deciding a rescued child's placement, restoration to family, or admission to a Child Care Institution. The CWC's order is the record of what was decided for that child.
- Escalate to the District Programme Officer of the Women and Child Development Department if neither the Control Room nor the DCPU gives a satisfactory answer, especially for a long-term follow-up such as sponsorship or after-care that appears to have stalled.
Because there is no ticket number generated automatically, the details a caller gives the first time (date and approximate time of the call, the child's location, and a description of the situation) function as the case reference. Keeping these written down makes every follow-up call faster and helps the Control Room or the DCPU locate the case without delay.
