Haryana State Creche Scheme
Haryana state government scheme
Haryana State Creche Scheme runs day-care creches for children aged 6 months to 6 years of working mothers, open 8 to 10 hours a day for 26 days a month. Fees are income-linked and start at Rs 50 a month for families earning under Rs 1 lakh a year. Apply at the nearest creche or the District Programme Officer.
What is the Haryana State Creche Scheme?
Haryana State Creche Scheme is the state's day-care programme for children aged 6 months to 6 years, run by the Women and Child Development Department. It gives a working mother a safe, supervised, full-day place to leave her child while she is at work, and it gives the child a fed, monitored, stimulating environment during those hours.
According to the WCD Haryana creche page, the department defines a creche simply as "a safe place where parents, during their time of work, can leave their children." That plain definition matters, because it separates a creche from an Anganwadi centre and from a private play school. An Anganwadi centre runs a short daily session focused on supplementary nutrition and pre-school activity. A creche runs 8 to 10 hours a day and is built around the length of a working shift.
Haryana became the first state in India to notify a dedicated Creche Policy. The Haryana State Creche Policy 2022 was gazette-notified on 26 July 2023, and it is the document that fixes the age band, hours, fee slabs, staffing and workplace obligations described on this page.
Where the scheme stands today
As of January 2025, the department reported 477 functional creches serving 10,015 children. Those break into two kinds:
- 197 standalone creches covering 4,488 children, units set up as creches in their own right, often near a workplace or a residential cluster.
- 280 Palna creches (Anganwadi-cum-Creche or AWCC) covering 5,527 children; creche services layered onto an existing Anganwadi centre under the centrally sponsored Palna component of Mission Shakti.
The state earmarked Rs 32.15 crore for creches in FY 2024-25.
Who can use a creche under the Haryana State Creche Scheme?
Your child can be admitted if:
- The child is between 6 months and 6 years old on the date of admission.
- The family resides in Haryana and holds a Parivar Pehchan Patra.
- The mother is working, in salaried employment, in a shop or unit, in agriculture or in self-employment. The scheme's whole purpose is to free up a working mother's day.
- A creche within reach has a vacant seat. Seats are finite; 477 creches cannot cover every ward in the state.
Your child cannot be enrolled if:
- The child is under 6 months or has already crossed 6 years. Children above 6 belong in school, and infants under 6 months are outside the policy's staffing and safety norms.
- The family lives outside Haryana. The scheme is state-funded and residence in Haryana is the basic condition.
- No creche is operating in the block. This is the most common practical refusal, and it is not a rejection of eligibility, it means the department has not yet sanctioned a unit there.
Note that there is no income bar on admission. A family earning above Rs 5 lakh a year is not excluded; it simply pays the top fee slab of Rs 500 a month. Income decides price, not eligibility.
What does a Haryana creche actually provide?
A creche running under the policy provides:
- Full-day supervised care for 8 to 10 hours, on 26 days in a month.
- Three feeds: morning breakfast, lunch and an evening snack. The state bears the entire food cost; parents do not pay for meals.
- Sleeping arrangements, so an infant's nap schedule is not broken.
- Play material and early learning activity appropriate to the age group.
- Health check-ups and immunisation follow-up, coordinated with the ANM and the Anganwadi worker.
- Growth monitoring, which is how a creche often catches an underweight child earlier than a household would.
Each unit is staffed by a creche worker on a Rs 15,000 monthly honorarium and a creche helper on Rs 7,500. The policy sets a worker-to-child ratio of 1:25 and provides Rs 1,000 a month as a cleanliness allowance for the unit.
What does a creche cost per month?
Fees follow the annual family income recorded in the Parivar Pehchan Patra:
| Annual family income | Monthly fee per child |
|---|---|
| Below Rs 1 lakh | Rs 50 |
| Rs 1 lakh to Rs 1.80 lakh | Rs 100 |
| Rs 1.80 lakh to Rs 3 lakh | Rs 250 |
| Rs 3 lakh to Rs 5 lakh | Rs 350 |
| Above Rs 5 lakh | Rs 500 |
Rs 50 a month for 26 days of full-day care with three meals is the effective floor. Because the slab is read off the Family ID, a family whose PPP income is wrongly recorded may be quoted the wrong fee; get the PPP income corrected first rather than arguing at the creche counter.
How to apply for a creche seat in Haryana
- Locate the nearest creche. Ask at your Anganwadi centre first to 280 of the 477 units are Anganwadi-cum-creches, so your existing Anganwadi worker often knows whether her own centre or a neighbouring one runs Palna hours.
- Visit the creche with the child and ask the creche worker whether a seat is vacant in the 6-month-to-6-year band.
- Carry the document set, the child's birth certificate, the Parivar Pehchan Patra, Aadhaar of the child and mother, the immunisation card, and proof or a declaration of the mother's work.
- Fill the admission form at the creche. The worker records the child's details, the mother's work status and the PPP income slab that fixes your monthly fee.
- Pay the first month's fee against a receipt, and confirm the daily opening and closing hours of that specific unit; units run 8 to 10 hours, and the exact window varies with local working patterns.
- If no creche exists near you, write to the District Programme Officer (Women and Child Development) at the district headquarters asking for a unit to be sanctioned for your ward or village. Demand from a cluster of parents is what drives new sanctions.
How does the workplace creche obligation work?
Haryana State Creche Policy makes a creche mandatory in every institution with more than 50 employees, and requires it to be within 500 metres of the workplace. This is a compliance duty on the employer, not something an individual employee applies for.
If your establishment crosses 50 employees and has no creche, the route is to raise it in writing with the employer first, and then with the District Programme Officer (WCD) of your district. The department is the policy owner and is the body that can take it up with the establishment.
The 500-metre rule is the practically important part. A creche across town is of no use to a mother who needs to feed an infant during the day; the distance cap exists precisely so she can reach the child within a break.
Why creche admissions get refused, and what to do
- No vacant seat — the commonest reason. Ask to be put on the waiting list in writing and ask for the list position.
- Child under 6 months or over 6 years, outside the policy band. For a child above 6, the route is school enrolment, not a creche.
- PPP income mismatch. The fee slab quoted does not match what the family believes it earns. Fix the income entry in the Parivar Pehchan Patra through the PPP update process, then return with the corrected record.
- Immunisation card missing; creches record vaccination status. Get the card reissued from the Anganwadi or the PHC rather than skipping enrolment.
- No creche sanctioned in the block: apply to the District Programme Officer for a new unit. Collective applications from several families carry more weight than one.
Where to complain or ask for help
- Director, Women and Child Development Haryana to 0172-2560349, Bays 15-20, Sector 4, Panchkula 134112.
- District Programme Officer (WCD) in your district headquarters, the first stop for creche admission, fee and quality complaints.
- Child Helpline 1098, toll-free, for any concern about a child's safety or treatment inside a creche.
- Departmental website; wcdhry.gov.in, which carries the Haryana Creches page and the gazette notification of the Creche Policy 2022.
No agent or middleman can charge you for a creche seat. The only money you owe is the monthly fee slab, and it must be given against a receipt.
How to check your application status
The Haryana State Creche Scheme does not run on an online tracking portal; there is no application ID or dashboard because admission happens directly at the creche counter, not through a web form. Even so, three situations come up where a parent needs to know where things stand, and each has a real, checkable answer.
If you were told to wait for a seat. Admission is first-come, first-served against whatever capacity a unit has that month. If the creche worker put your child's name on a waiting list rather than admitting on the spot, ask her to note the date you applied and your position on the list in the creche's own register, not just verbally. Go back to the same creche worker (not a different visit each time) after two to three weeks to ask where you now stand; seats free up when a child ages out at 6 years or a family shifts area, so movement is steady but not fast. If the same creche shows no movement after a month, take the written waitlist note to the District Programme Officer (WCD) at the district headquarters and ask them to confirm it against the unit's enrolment register.
If you applied to have a new creche sanctioned for your block. A request for a new unit is not a same-day decision; it goes through the District Programme Officer to the state Women and Child Development department for budget and staffing approval. Follow up with the same District Programme Officer's office you submitted the written request to, quoting the date of your letter, rather than starting a fresh request each time. Sanctioning a new creche depends on the Rs 32.15 crore annual creche budget for the year, so a firm timeline is rarely available; a written follow-up every four to six weeks keeps your request active in their file rather than forgotten.
If you corrected your Parivar Pehchan Patra income to fix a wrong fee slab. The PPP update itself is tracked through the Family ID portal's own correction request status, separate from the creche. Once the PPP record shows the corrected income, take a printout or screenshot of the updated Family ID back to the creche worker so she can re-enter your fee slab; the creche itself has no way to see that your PPP was corrected unless you show it.
For any of these, the Director, Women and Child Development Haryana (0172-2560349) is the escalation point if the District Programme Officer's office does not respond, and the Child Helpline 1098 remains available for anything touching the child's safety or treatment while enrolled, separate from these administrative follow-ups.

Frequently asked questions
What age children does the Haryana State Creche Scheme accept?
Haryana State Creche Scheme accepts children from 6 months to 6 years of age. That is the age band written into the Haryana State Creche Policy 2022 and it matches the Anganwadi age group, so a child can move from the creche into pre-school activity without changing centre in most Palna creches.
How much does a creche cost per month in Haryana?
Fees are linked to annual family income and start at Rs 50 a month. The published slabs are Rs 50 for families earning below Rs 1 lakh a year, Rs 100 for Rs 1 lakh to Rs 1.80 lakh, Rs 250 for Rs 1.80 lakh to Rs 3 lakh, Rs 350 for Rs 3 lakh to Rs 5 lakh, and Rs 500 above Rs 5 lakh.
How many hours a day is a Haryana creche open?
A creche under the policy stays open 8 to 10 hours a day, for 26 days in a month. The long day is deliberate — it is meant to cover a full working shift plus travel, which a 4-hour Anganwadi session does not.
Do parents pay for the food served in the creche?
No. The Haryana government bears the cost of morning breakfast, lunch and an evening snack served in the creche. The monthly fee slab covers the care service, not the meals.
Is a creche compulsory at my workplace in Haryana?
Yes, if the establishment has more than 50 employees. The Haryana State Creche Policy makes a creche mandatory for such institutions, and requires it to be within 500 metres of the workplace.
How many creches are running in Haryana?
477 creches were functional as of January 2025, serving 10,015 children. That figure splits into 197 standalone creches with 4,488 children and 280 Palna (Anganwadi-cum-creche) units with 5,527 children.
Who works in a Haryana creche and what are they paid?
Each creche has a creche worker paid Rs 15,000 a month and a creche helper paid Rs 7,500 a month. The policy also provides a Rs 1,000 monthly cleanliness allowance for the unit.
Can a father or grandparent enrol the child instead of the mother?
Yes, any parent or guardian can complete the admission formalities. The scheme is designed around working mothers, so the mother's work status is what is recorded, but she does not have to be physically present to enrol the child.
