What is Mukhya Mantri Matritav Sahayta Yojana?

Mukhya Mantri Matritav Sahayta Yojana is a maternity benefit scheme of the Women and Child Development Department, Haryana. The scheme pays Rs 5,000 in one instalment to a pregnant woman or lactating mother on the birth of her second child, where that child is a boy, provided the family meets the eligibility conditions listed by the department.

According to the department's scheme page on wcdhry.gov.in, Mukhya Mantri Matritav Sahayta Yojana has two stated objectives. The first is to provide a cash incentive as partial compensation for wage loss, so that a woman can take adequate rest before and after delivery instead of returning to daily-wage work too soon. The second is to improve health-seeking behaviour among pregnant women and lactating mothers, by tying the payment to antenatal check-ups, birth registration and the first cycle of immunisation.

Mukhya Mantri Matritav Sahayta Yojana applies to children born on or after 8 March 2022 in any family in the State of Haryana that fulfils the eligibility criteria. The date is International Women's Day, and the scheme was announced as part of Haryana's Women's Day commitments that year.

The scheme is often written in Hindi as Mukhya Mantri Matritva Sahayata Yojana and is sometimes shortened to MMMSY, which is how the department's own downloadable guideline file is named.

Why a state scheme in addition to PMMVY

Pradhan Mantri Matru Vandana Yojana, the central maternity benefit programme, covers the first living child for all eligible mothers, and in its revised form extends to a second child only when that child is a girl. That design left a gap: a mother delivering a second child who is a boy received no maternity cash benefit at all. Mukhya Mantri Matritav Sahayta Yojana fills exactly that gap in Haryana. The two schemes therefore sit side by side rather than compete, and a woman may receive PMMVY for her first child and MMMSY for her second.

Who is eligible for Mukhya Mantri Matritav Sahayta Yojana?

Eligibility is category-based. A pregnant woman or lactating mother in Haryana qualifies if she falls into at least one of the categories the department lists.

You can claim the benefit if you are:

  • A woman belonging to a Scheduled Caste or Scheduled Tribe.
  • A woman who is partially (40%) or fully disabled. A Divyangjan.
  • A holder of a BPL ration card.
  • A beneficiary under Pradhan Mantri Jan Arogya Yojana (PMJAY) of Ayushman Bharat.
  • A holder of an e-Shram card.
  • A woman farmer who is a beneficiary under Pradhan Mantri Kisan Samman Nidhi.
  • A holder of an MGNREGA job card.
  • A woman whose net family income is less than Rs 8 lakh per annum.
  • A pregnant or lactating Anganwadi Worker, Anganwadi Helper or ASHA.
  • In any other category as may be prescribed by the Central Government.

You cannot apply, or are not eligible, if:

  • The child is your first child, that birth is covered by Pradhan Mantri Matru Vandana Yojana, not by this scheme.
  • The second child is a girl, the department's page limits this benefit to a second child who is a boy, and PMMVY covers the second girl child.
  • The child was born before 8 March 2022.
  • The family is not resident in Haryana, since the scheme is limited to families in the State.
  • The family falls in none of the listed categories and the net family income recorded in the Parivar Pehchan Patra is Rs 8 lakh a year or more.
  • The benefit for the same birth has already been claimed by another member of the family, or an Aadhaar-based duplicate check flags the claim. The department states plainly that benefits can be availed only on the basis of the Aadhaar number of the beneficiary, so as to avoid any duplication or malpractices.

Note that income eligibility is read from the Parivar Pehchan Patra. If your PPP shows an income higher than reality, the application will fail on that basis alone, and the fix is a PPP income correction rather than a fresh application.

What conditions must be satisfied for payment?

Mukhya Mantri Matritav Sahayta Yojana is a conditional cash transfer. All three conditions below must be met before the single instalment of Rs 5,000 is released.

Instalment Condition Amount
One instalment Pregnancy registered and at least one antenatal check-up within 6 months from the LMP date, at an Anganwadi Centre or an approved health facility identified by the administering district Rs 5,000
The child's birth is registered
The child has received the first cycle of BCG, OPV, DPT and Hepatitis-B, or its equivalent or substitute

Because the payment falls due after the birth, the practical sequence is: register the pregnancy early, keep the MCP card updated at every visit, register the birth with the local registrar, complete the first immunisation cycle, and then file the claim.

What documents are required?

Document Mandatory Notes
Aadhaar card of the mother Yes Basis for the whole benefit and for duplicate checking
Parivar Pehchan Patra (Family ID) Yes Payment flows through PPP and DBT; income is read from here
MCP card Yes Evidence of pregnancy registration and antenatal check-up
Birth certificate of the child Yes Birth must be registered
Immunisation record Yes First cycle of BCG, OPV, DPT and Hepatitis-B
Bank passbook Yes Mother's own account, Aadhaar-seeded
Category / income proof Yes SC-ST certificate, BPL card, PMJAY card, e-Shram card, MGNREGA job card, PM-KISAN record, disability certificate or income record

How to apply for Mukhya Mantri Matritav Sahayta Yojana

  1. Register the pregnancy at your Anganwadi Centre or an approved health facility and complete at least one antenatal check-up within 6 months of the LMP date. Keep the MCP card safely, it is the primary evidence.
  2. Register the birth of the child with the local birth registrar and obtain the birth certificate.
  3. Complete the first immunisation cycle — BCG, OPV, DPT and Hepatitis-B, or the approved substitute, and get it recorded on the immunisation card.
  4. Open saralharyana.gov.in, the Antyodaya-SARAL portal, and either sign in or create a citizen account with your mobile number and email.
  5. Search the service list for Mukhya Mantri Matritav Sahayta Yojana under the Women and Child Development Department. The department's own scheme page also carries a direct "Click here to apply" link to the SARAL service.
  6. Fill the application with your Parivar Pehchan Patra number, Aadhaar number, child's birth registration details and bank account details, then upload the scanned documents.
  7. Submit the form and save the SARAL reference / application ID shown on the acknowledgement.

How to apply offline

  1. Visit your nearest Antyodaya-SARAL Kendra or Atal Seva Kendra, or speak to your Anganwadi Worker or Supervisor, with the full document set.
  2. Ask the operator to file the Mukhya Mantri Matritav Sahayta Yojana application on the SARAL portal on your behalf.
  3. Collect the printed acknowledgement slip carrying the SARAL application ID, and keep it until the money is credited.

The Child Development Project Officer (CDPO) of your block is the departmental officer who verifies these claims, and the district Programme Officer supervises them.

How to check your application status

  1. Open saralharyana.gov.in and select Track Application Status.
  2. Choose the Women and Child Development Department and the Mukhya Mantri Matritav Sahayta Yojana service.
  3. Enter your SARAL application ID and submit.

You can also send the SARAL ID by SMS as instructed on the portal, or ask your Anganwadi Worker to check the status. Once the claim is approved, the Rs 5,000 is credited by DBT to the mother's Aadhaar-seeded account, and the credit appears in the passbook as a DBT entry from the Women and Child Development Department.

Why applications get rejected, and how to fix them

  • Aadhaar not seeded with the bank account, the single most common reason a DBT payment fails. Complete Aadhaar seeding at your bank branch, not just Aadhaar linking.
  • Parivar Pehchan Patra income above Rs 8 lakh when no other category applies. Get the PPP income corrected through the PPP grievance route before reapplying.
  • Name mismatch between Aadhaar, the bank account and the PPP record. Correct the spelling on the weakest document first.
  • Birth not registered, or the birth certificate not uploaded. The condition is explicit and cannot be waived.
  • Immunisation record incomplete: all four of BCG, OPV, DPT and Hepatitis-B in the first cycle must be shown.
  • Antenatal check-up outside the 6-month window from the LMP date.
  • Duplicate claim flagged against the same Aadhaar or the same birth.
  • Wrong child, a first child, or a second child who is a girl. These are PMMVY cases, and the correct step is to file under PMMVY instead.

Where to raise a grievance

  • Antyodaya-SARAL helpline: 0172-3968400
  • Women Helpline, Haryana: 181, run by the Women and Child Development Department
  • Block CDPO office for verification and record disputes
  • District Programme Officer (WCD) for escalation within the district
  • Directorate of Women and Child Development, Haryana, Panchkula, for policy-level grievances

Mukhya Mantri Matritav Sahayta Yojana costs nothing to apply for. No official will ask for your OTP, and no agent can charge a fee for adding your name to the list.

Frequently asked questions

How much money does Mukhya Mantri Matritav Sahayta Yojana give?

Mukhya Mantri Matritav Sahayta Yojana pays Rs 5,000 in a single instalment after the birth of the second child. The Haryana Women and Child Development Department releases the amount through Direct Benefit Transfer into the mother's Aadhaar-seeded bank account, using the family's Parivar Pehchan Patra record.

Is Mukhya Mantri Matritav Sahayta Yojana only for a boy child?

Yes. The department's own scheme page states the benefit is for the second child who is a boy. The reason is that the central Pradhan Mantri Matru Vandana Yojana already covers the first living child for all mothers and, in its revised form, a second child who is a girl — so the Haryana scheme fills the remaining gap rather than duplicating it.

Which children are covered by the scheme?

Children born on or after 8 March 2022 in any family in Haryana that meets the eligibility criteria are covered. A second boy child born before that date does not qualify, because the scheme was given effect from International Women's Day 2022.

Who is eligible for Mukhya Mantri Matritav Sahayta Yojana?

Pregnant women and lactating mothers in Haryana who belong to at least one listed category are eligible — Scheduled Caste or Scheduled Tribe women, women with 40% or more disability, BPL ration card holders, PMJAY beneficiaries, e-Shram card holders, women farmers covered by PM Kisan Samman Nidhi, MGNREGA job card holders, women whose net family income is below Rs 8 lakh a year, and pregnant or lactating Anganwadi workers, Anganwadi helpers and ASHAs.

What conditions must be met before the Rs 5,000 is released?

Three conditions must all be met — the pregnancy must be registered with at least one antenatal check-up within 6 months of the LMP date at an Anganwadi Centre or approved health facility, the child's birth must be registered, and the child must have received the first cycle of BCG, OPV, DPT and Hepatitis-B or an equivalent substitute.

How do I apply for Mukhya Mantri Matritav Sahayta Yojana?

Apply online through the Antyodaya-SARAL portal at saralharyana.gov.in, where the Women and Child Development Department lists the scheme as a citizen service. The scheme page on wcdhry.gov.in carries a direct "Click here to apply" link to the SARAL service. Anganwadi workers and Antyodaya-SARAL / Atal Seva Kendra operators can also submit the form on your behalf.

Can I get both PMMVY and Mukhya Mantri Matritav Sahayta Yojana?

Yes, for different children. Pradhan Mantri Matru Vandana Yojana covers the first living child, while Mukhya Mantri Matritav Sahayta Yojana covers the second child who is a boy. The two are not paid twice for the same birth, and Aadhaar-based checking is used specifically to stop duplicate claims.

Is there a fee for applying?

No. Registration and application under Mukhya Mantri Matritav Sahayta Yojana are free. Antyodaya-SARAL and Atal Seva Kendra operators may charge only the notified service-delivery fee for assisted submission, and no agent can charge to "get your name added" to the beneficiary list.
