What is the State After Care Home for Girls: Nari Niketan?

State After Care Home for Girls: commonly called Nari Niketan: is a Haryana government residential institution that shelters and rehabilitates destitute, deserted and vulnerable girls and women. It is run under the Women and Child Development Department, Haryana, which publishes the State After Care Home (Girls) document on its portal.

Nari Niketan is not a scheme you apply to for money. It is a place, and the benefit is the place itself, a roof, food, medical care, safety, schooling and a trade, provided free, for as long as a resident needs it.

The institution exists to give protection and rehabilitation to deserted and destitute women, unwed mothers, and women and girls facing moral danger who are in need of protection, and to hold women and girls sent by a court of law in proceedings under the Immoral Traffic (Prevention) Act and the Juvenile Justice (Care and Protection of Children) Act.

Haryana's principal state-run shelter of this kind operates at Karnal, where a purpose-built Nari Niketan building houses residents and, for a period, also served as the state's observation home for girls. The building is equipped with consultation rooms, dormitories, a dining room and kitchen, a library, classrooms, a computer lab, a training room and a recreation room, along with paramedical facilities for residents who are physically or mentally challenged.

Who can be admitted to Nari Niketan?

A girl or woman can be admitted if she is:

  • Destitute or deserted, with no family able or willing to keep her safe.
  • An unwed mother in need of protection.
  • Facing moral danger or at risk of exploitation, trafficking or violence.
  • Placed by a court order in proceedings under the Immoral Traffic (Prevention) Act or the Juvenile Justice Act.
  • A care leaver. A girl who has turned 18 in a Child Care Institution and needs after-care while she finishes education or training and finds work.
  • Rescued by the police, an anti-trafficking unit or a child protection unit.

A girl or woman cannot be admitted by simply applying, and the following do not qualify:

  • Families seeking free hostel accommodation for a daughter studying away from home. That is a hostel need, not a protection need, and there are separate girls' hostel schemes for it.
  • Cases where no protection concern exists and the family is intact and willing. The home's capacity is scarce and reserved for girls with nowhere else to go.
  • Adult women from outside Haryana in ordinary circumstances, though a woman rescued or in immediate danger is never turned away, she is sheltered and then transferred to her home state's system.

Admission is by referral and order, not by a filled-in form. That is the single most important thing to understand about this institution.

How to get a girl admitted to Nari Niketan

  1. If she is in immediate danger, call 1098 or 181 first. Child Helpline 1098 covers anyone under 18; Women Helpline 181 covers adult women. Both are toll-free, both operate round the clock, and both can arrange transport to a place of safety the same day.
  2. Approach the nearest police station or the District Child Protection Unit if the situation involves a rescue, trafficking, or an FIR.
  3. Produce the girl before the Child Welfare Committee (CWC) of the district if she is under 18. The CWC is the statutory authority that orders placement in a children's home or shelter and reviews it periodically.
  4. For an adult woman, approach the District Programme Officer (Women and Child Development) or the One Stop Centre in the district, which can refer her to the state home.
  5. Carry whatever documents exist; age proof, Aadhaar, any police report, and for a care leaver the file from her previous Child Care Institution. Missing documents delay records; they do not delay shelter.
  6. Attend the periodic review. The CWC reviews each placement and decides restoration to family, transfer, or continued institutional care.

There is no fee, no application charge, and no agent involved at any step.

What happens when a girl turns 18 in a Child Care Institution?

This is what "after care" means, and it is the reason a State After Care Home exists as a distinct category from a children's home.

The Juvenile Justice (Care and Protection of Children) Act, 2015 provides for after-care of a care leaver up to the age of 21, extendable to 23 in specified circumstances, so that a girl who has grown up in institutional care is not simply discharged onto the street on the day she turns 18. After-care covers continued accommodation, education, vocational training and support into employment.

Haryana adds a state layer on top of this through the HARIHAR scheme; Homeless, Abandoned and Surrendered Children Rehabilitation Initiative Haryana. HARIHAR provides free education and training up to the age of 25 and employment support on compassionate grounds to children of Haryana Child Care Institutions who have completed 18 years of age.

A girl in a Haryana institution approaching her eighteenth birthday should be asking two questions of her Superintendent and the CWC: whether an after-care plan has been made under the Juvenile Justice Act, and whether she has been registered under HARIHAR. Both are entitlements, not favours.

What does the institution provide?

  • Residential accommodation in dormitories, with dining and kitchen facilities.
  • Food, clothing and bedding, free of cost.
  • Medical care, including paramedical support for residents with physical or mental disabilities.
  • Counselling, through dedicated consultation rooms.
  • Education, through classrooms and a library.
  • Vocational training, through the computer lab and training room.
  • Recreation, through a dedicated recreation room.

The institution's stated goal is reintegration, returning a resident to her family or to independent living where that is safe. Around 200 women had been reintegrated with their families through the Karnal facility, against a resident population reported at around 25 at a given time.

Related Haryana schemes worth knowing about

  • Integrated Child Protection Scheme (ICPS) — the umbrella under which Haryana provides institutional and non-institutional care for children in need of care and protection, including grant-in-aid to voluntary organisations running Child Care Institutions.
  • Mission Vatsalya. The current national child protection framework that now carries ICPS forward.
  • HARIHAR: education, training and employment support for care leavers up to 25.

Where to get help

  • Child Helpline 1098: toll-free, round the clock, for anyone under 18.
  • Women Helpline 181, toll-free, round the clock, for adult women. Haryana also runs a WhatsApp women's helpline on 9478913181.
  • Child Welfare Committee of your district. The statutory authority for placement of a child in need of care and protection.
  • District Child Protection Unit and the District Programme Officer (WCD) at the district headquarters.
  • Director, Women and Child Development Haryana to 0172-2560349, Bays 15-20, Sector 4, Panchkula 134112.
  • Departmental website; wcdhry.gov.in.

A note on scope: the department publishes a State After Care Home (Girls) document, but detailed admission norms, capacity and per-resident maintenance rates are inside that PDF and are not reproduced on the public web page. For the exact norms applying to a specific case, ask the District Child Protection Unit in writing.

How to check your application status

Nari Niketan has no online application, so there is no portal login, ticket number or SMS tracker to check. A "status" here means the standing of a case that a Child Welfare Committee (CWC) or the District Programme Officer (Women and Child Development) is already handling, and it has to be followed up in person or by phone rather than on a website.

  • For a case before the CWC, contact the CWC office of the district where the girl was produced. Every placement the CWC orders comes with a review date; the family, the Superintendent of the home, or a concerned relative can ask the CWC office for the next review date and what was decided at the last one.
  • For an adult woman referred through the District Programme Officer (WCD) or a One Stop Centre, call or visit that office directly and quote the woman's name and the date she was referred; these offices keep their own case files rather than a searchable online record.
  • Through the Superintendent of the home itself. Once a resident has actually been admitted, her family (where contact with family is appropriate and safe) or the referring authority can ask the Superintendent for an update on her stay, her schooling or vocational training, and any plan for reintegration.
  • By phone, through the helplines. Child Helpline 1098 and Women Helpline 181 can confirm whether a case they registered was taken up and where it was referred, even though they are not a general status desk for every case in the system.
  • For a HARIHAR-linked after-care case, the follow-up point is the same Child Care Institution or CWC that handled the original placement, since HARIHAR registration is recorded against that file, not tracked separately online.

Because admission and continued stay are decided by statutory review rather than by a submitted form moving through workflow stages, expect an answer in the form of "the case was reviewed on [date], the next review is on [date]" rather than a percentage-complete or approved and rejected status.

Common reasons applications are not accepted

Because entry to Nari Niketan is through referral and statutory order rather than a form anyone can fill in, most "rejections" are really the CWC, court or DPO deciding that institutional placement is not the right outcome, or that the case belongs somewhere else. The concrete fix is different for each.

  • The CWC finds no protection concern. If a girl has a family that is intact, willing and able to keep her safely, the CWC will not order institutional placement even if the family requests it, since capacity is reserved for genuine protection cases. The fix is not to reapply here; families looking only for accommodation near a school or college should look at the state's girls' hostel schemes instead.
  • The case is mistaken for a hostel request. Requests framed as "we need free stay for our daughter while she studies away from home" are routinely turned away at the first point of contact because that is a hostel need, not a shelter-and-protection need. Reframing the request will not help if there is genuinely no protection risk; the correct route is a hostel scheme, not Nari Niketan.
  • The woman is an adult from outside Haryana with no immediate danger. Ordinary out-of-state cases without a rescue or safety emergency are referred back to the woman's home state system rather than admitted in Haryana. A woman who is actually being rescued or is in immediate danger is never refused on this ground; she is sheltered first and transferred afterward.
  • Documents are missing or the girl's age is unclear. Missing age proof, Aadhaar or a police report does not stop emergency shelter, but it does slow the formal order that makes a stay official, and it can delay decisions like a HARIHAR registration for a care leaver. The fix is to get the CWC or DPO whatever documents do exist as soon as possible, and to explain clearly which are missing rather than leaving the file incomplete.
  • The case falls outside the two governing laws. Placement here is anchored in the Juvenile Justice (Care and Protection of Children) Act, 2015 and the Immoral Traffic (Prevention) Act; a request that does not fit either framework, and does not otherwise show destitution or moral danger, is not something the CWC or a court can order into this specific institution. In that situation the right step is to ask the CWC or DPO directly which scheme or institution does fit the circumstances, since Haryana runs several distinct protection and welfare homes for different situations.
  • A care leaver misses the after-care window. Because after-care under the Juvenile Justice Act runs up to 21, extendable to 23 in specified circumstances, and HARIHAR support runs to 25, a request raised well after these ages can be declined for being outside the eligible window. The fix is to raise after-care and HARIHAR registration with the Superintendent and CWC before turning 18, not after.

Documents required

Referral order from the Child Welfare Committee or a court
Admission to a state home is by order, not by walk-in application. The CWC is the usual authority for a girl under 18.
Age proof
Birth certificate, school record, Aadhaar or a medical age estimation. Age decides whether the girl is a child or a care leaver.
Aadhaar cardoptional
Recorded where available. The absence of Aadhaar cannot be a reason to refuse shelter to a girl in danger.
Previous Child Care Institution recordoptional
For a care leaver moving from a children's home at 18, the institution's file forms the basis of the after-care plan.
Police report or FIRoptional
Applies where the girl has been rescued, trafficked or is a witness in proceedings.

Frequently asked questions

Who can be admitted to Nari Niketan in Haryana?

Destitute, deserted and vulnerable girls and women in need of protection can be admitted, along with girls and women placed there by a court of law. The institution was set up to protect deserted and destitute women, unwed mothers and women facing moral danger.

Can a girl walk in and ask for admission?

A girl in danger should approach immediately by calling 1098 or 181, or by reaching the nearest police station. Formal admission is then made through the Child Welfare Committee or a court order, but no one is turned away from immediate safety while paperwork is arranged.

Is there any fee for staying in a state after care home?

No. Shelter, food, medical care, education and vocational training in a government home are free. No resident and no family pays anything.

What happens when a girl turns 18 in a children's home?

After-care applies. The Juvenile Justice (Care and Protection of Children) Act, 2015 provides for after-care support to a care leaver up to the age of 21, extendable to 23 in specified circumstances, so that a girl is not put on the street on her eighteenth birthday.

What support does Haryana give to care leavers after 18?

The HARIHAR scheme — Homeless, Abandoned and Surrendered Children Rehabilitation Initiative Haryana — provides free education and training up to the age of 25 and employment support on compassionate grounds to children of Haryana Child Care Institutions who have completed 18 years.

Which laws govern admissions to Nari Niketan?

Two mainly — the Juvenile Justice (Care and Protection of Children) Act for girls under 18, and the Immoral Traffic (Prevention) Act for women and girls sent by a court in trafficking proceedings. Both routes bring residents in by order rather than by application.

What facilities does the home provide?

Residential accommodation with dormitories, dining and kitchen, a library, classrooms, a computer lab, a training room, a recreation room, counselling rooms and paramedical support for residents with disabilities.

Who do I contact about a girl who needs shelter right now?

Call 1098 (Child Helpline) for anyone under 18 and 181 (Women Helpline) for an adult woman. Both are toll-free and operate round the clock, and both can arrange immediate transport to a place of safety.
