What is the Mahila Ashram scheme in Haryana?

Mahila Ashram, listed in Haryana government records as "Widows and Destitute Homes (Mahila Ashram)", is a residential care scheme of the Women and Child Development Department, Government of Haryana. Mahila Ashram provides a permanent roof, food, clothing and basic care to widows and destitute women who have no shelter and no means of supporting themselves, and to their dependent children.

Two Mahila Ashrams operate in the state. According to the department's own dashboard at wcdhry.gov.in, the Karnal ashram has a sanctioned capacity of 72 families with 42 families in residence, and the Rohtak ashram, located in Gandhi Nagar, has a sanctioned capacity of 116 families with 38 families in residence. The dashboard counts families rather than individuals because women admitted to the home usually bring dependent children with them.

Mahila Ashram sits alongside the department's other women's facilities. The Karnal ashram complex also houses a One Stop Centre under the Sakhi scheme, which handles emergency cases of domestic violence, sexual assault, trafficking, dowry harassment and acid attack, with medical aid, police assistance, psycho-social counselling, legal aid and short-stay shelter. A woman who needs a night's refuge goes to the One Stop Centre; a woman who needs a long-term home goes to the Mahila Ashram.

The Haryana state DBT portal lists "Widows and Destitute homes Mahila Ashram" against the Women and Child Development Department, which is how the scheme appears in official state records.

Who is eligible for a place in a Mahila Ashram?

A woman can be admitted if:

  • She is a widow with no family support and no independent means.
  • She is destitute, deserted or abandoned, whether or not she was ever married.
  • She is a permanent resident of Haryana, or was found within Haryana in a condition needing care.
  • She is 18 years or older. Girls below 18 are dealt with under the Juvenile Justice Act through a Child Welfare Committee and a children's home, not through a Mahila Ashram.
  • She has dependent children with nowhere else to live, in which case the children are admitted with her.

Who cannot apply or is not eligible:

  • Men cannot apply. Mahila Ashram is a women-only facility.
  • A woman with a functioning family home and adequate means of support is not eligible, because the scheme is restricted to women who are genuinely without shelter.
  • A girl below 18 cannot be admitted as an independent resident; she goes through the Child Welfare Committee route.
  • A rescued trafficking victim is normally placed in a Shakti Sadan, the merged Ujjawala and Swadhar Greh home under Mission Shakti, rather than a Mahila Ashram.
  • A woman in immediate physical danger is not made to wait for ashram paperwork; she is taken into a One Stop Centre or short-stay home first.
  • Admission is also constrained by vacancy. With 72 and 116 sanctioned family places at Karnal and Rohtak, an application in a district far from either town may involve relocation.

Haryana does not publish a rigid income ceiling for Mahila Ashram admission the way it does for the widow pension, where the annual family income limit is Rs 2,00,000. Destitution is assessed case by case by the District Programme Officer.

What does a resident of a Mahila Ashram receive?

Provision What it means in practice
Accommodation A family unit in the ashram at Karnal or Rohtak, free of rent
Food Regular meals provided at government cost
Clothing and personal items Issued to the resident and her children
Medical care Routine health checks, medicines and referral to the district hospital
Counselling Psycho-social support, including through the co-located One Stop Centre at Karnal
Schooling for children Enrolment of resident children in nearby government schools
Linkage to other schemes Help in applying for the widow and destitute women pension, ration card, Family ID and bank account

No cash is paid to a resident under the Mahila Ashram scheme itself. Cash comes separately: the Directorate of Social Justice and Empowerment runs the Pension to Widows and Destitute Women, introduced in 1980-81, for permanent residents of Haryana aged 18 and above with annual family income below Rs 2,00,000. A woman living in a Mahila Ashram who meets those conditions can and should draw that pension in addition to her shelter.

How to apply for admission to a Mahila Ashram in Haryana

  1. Contact the District Programme Officer (DPO) of the Women and Child Development Department in your district, or reach the ashram Superintendent at Karnal or Rohtak directly. The DPO's office is the entry point for a planned, non-emergency admission.
  2. Explain the circumstances and submit a written request stating that you are a widow or a destitute woman, that you have no shelter or means of support, and how many dependent children will accompany you.
  3. Attach whatever documents you have; Aadhaar, husband's death certificate if you are a widow, Parivar Pehchan Patra (Family ID), a residence document, and a statement of income from the Sarpanch or Ward Councillor. Missing papers do not disqualify a genuinely destitute woman; the department verifies the facts itself.
  4. Allow the field enquiry. A supervisor, Protection Officer or the DPO's staff verifies your situation, usually through a home visit or a report from the anganwadi supervisor and the local panchayat.
  5. Wait for the allotment. Admission is subject to a vacancy at Karnal or Rohtak. Check the live capacity and occupancy figures on the Mahila Ashram dashboard at wcdhry.gov.in before you travel.
  6. Report to the ashram with your children on the date given, and complete the entry register formalities with the Superintendent.
  7. Get the term of stay recorded in writing, and note the review date so that an extension can be sought before the term ends.

Emergency route. If you are in danger tonight, do not follow the steps above. Call 181, the Haryana women helpline, which runs round the clock, or 1098 if a child is involved, or go to the nearest police station or One Stop Centre. Immediate shelter is arranged first and the paperwork follows.

How long can a woman stay, and what happens after?

Reported practice at the Haryana ashrams allows an inmate to stay for up to five years, with the period extendable by three years and then by a further five years where the need continues. The extension is not automatic. A resident should apply in writing to the Superintendent well before her term expires and keep a copy of the sanction.

Departure normally happens in one of four ways: a resident's family situation improves and she returns home; she becomes economically independent through skill training or employment and moves out; she is transferred to another facility better suited to her needs, such as a home for the mentally ill or the aged; or she remains in the ashram permanently where age or infirmity makes independent living impossible.

Why does an admission request get refused?

  • No vacancy at either Karnal or Rohtak at the time of the request. This is the most common practical obstacle, and the dashboard is the way to check.
  • The woman has family support or an inheritable share in a house, so she is not destitute in the sense the scheme uses.
  • The applicant is a minor, and must be routed through the Child Welfare Committee.
  • The case is really a domestic violence or trafficking case, and belongs with the One Stop Centre, the Protection Officer under the Protection of Women from Domestic Violence Act, or a Shakti Sadan.
  • The applicant does not reside in Haryana and has no connection to the state.
  • Field verification could not be completed because the address given was wrong or the applicant could not be traced. Give a working mobile number.

If a request is refused, ask for the reason in writing, correct the specific gap, and reapply through the same DPO. A refusal for want of vacancy is not a rejection on merit and should be revisited when the dashboard shows space.

Key dates and figures to remember

  • 72 families, sanctioned capacity, Mahila Ashram Karnal.
  • 116 families; sanctioned capacity, Mahila Ashram Rohtak.
  • 42 and 38 families, occupancy at Karnal and Rohtak on the last published dashboard update.
  • 1980-81 β€” the year Haryana introduced the linked Pension to Widows and Destitute Women.
  • Rs 2,00,000, annual family income ceiling for that pension.
  • 18 years, minimum age for both the ashram and the pension.

Where to get help or complain

  • Women Helpline 181; Haryana's round-the-clock women's helpline.
  • Childline 1098: where a child's safety is involved.
  • WhatsApp helpline 9478913181, listed by the Haryana WCD Department.
  • Directorate of Women and Child Development, Haryana, Bays 15-20, Sector 4, Panchkula 134112, phone 0172-2560349.
  • District Programme Officer in your district, for admission, transfer and extension matters.
  • Mahila Ashram Superintendent, Karnal or Rohtak, for day-to-day issues inside the home.

Admission to a Mahila Ashram is free. No middleman can charge to secure a place, and any demand for money should be reported on 181 or to the District Programme Officer in writing.

How to check your application status

Mahila Ashram admission is not processed through an online tracking portal with a ticket or application number, so there is no website where a status can be looked up by ID. Status has to be followed up directly with the people handling the case.

  1. Call or visit the District Programme Officer (DPO) of the Women and Child Development Department in the district where the request was submitted. The DPO's office holds the written request and the field enquiry report, and can tell an applicant whether the enquiry is complete and whether a place has been recommended.
  2. Ask specifically about the field verification stage. Most delays happen here: a supervisor, Protection Officer, anganwadi supervisor or panchayat has to confirm the applicant's circumstances before the case can move forward. If the verification visit has not happened yet, that is the status.
  3. Check current vacancy directly on the Mahila Ashram dashboard at wcdhry.gov.in, which shows the sanctioned capacity and families in residence at Karnal and Rohtak. Even a fully verified and approved case waits for vacancy, so the dashboard tells an applicant whether a place is likely to open up soon.
  4. Contact the ashram Superintendent at Karnal or Rohtak once the DPO confirms a case has been forwarded for allotment. The Superintendent's office is the one that actually issues the reporting date once a family unit is free.
  5. Use the Women Helpline 181 if the DPO's office is unresponsive or the applicant cannot travel to the office in person. The helpline can record the complaint and prompt follow-up with the district office, and is also the right route if the situation has become urgent while the admission request is still pending.
  6. Keep a copy of the written request and any acknowledgement given at the time of submission. Referring to the date of submission when following up makes it easier for the DPO's staff to locate the file, since there is no digital reference number to quote instead.

Because admission depends on both verification and vacancy rather than a fixed processing timeline, an applicant should expect to follow up in person or by phone rather than wait for a notification, and should treat "no vacancy yet" as an active status to keep checking on the dashboard rather than a closed case.

Frequently asked questions

Where are the Mahila Ashrams in Haryana?

Haryana runs Mahila Ashrams at Karnal and Rohtak under the Women and Child Development Department. The department's dashboard shows a sanctioned capacity of 72 families at Karnal and 116 families at Rohtak, with 42 and 38 families in residence at the time of the last published update. The Rohtak ashram is located in Gandhi Nagar.

Is there any fee to stay in a Mahila Ashram?

No. Admission and stay are free. Shelter, food, clothing and medical care are provided at government cost, and no officer or agent may charge for admission.

How long can a woman stay in a Mahila Ashram?

Reported practice allows an inmate to stay up to five years, extendable by a further three years and then by five more years on review. The exact term is decided by the department, so a resident should get her extension recorded in writing before the initial period runs out.

Who cannot get admission to a Mahila Ashram?

A woman who has adequate means of support or a functioning family home is not eligible, since the home is meant for women with nowhere to go. Men cannot be admitted. Admission also depends on a vacancy at Karnal or Rohtak, and a rescued trafficking victim or a woman in immediate danger is routed to a Shakti Sadan or One Stop Centre instead.

Can a woman bring her children to the ashram?

Yes. The Haryana dashboard counts residents in families rather than individuals, which reflects that dependent children live with their mothers. Children of school-going age are enrolled in nearby schools.

Is Mahila Ashram the same as the widow pension?

No. Mahila Ashram is a residential shelter run by the Women and Child Development Department, while the Pension to Widows and Destitute Women is a monthly cash pension run by the Directorate of Social Justice and Empowerment for women aged 18 and above with family income below Rs 2,00,000 a year. A resident of an ashram can draw the pension as well if she qualifies.

What should a woman do if she needs shelter tonight?

Call 181, the Haryana women helpline, which operates round the clock, or go to the nearest One Stop Centre or police station. Emergency shelter is arranged first and the formal Mahila Ashram admission paperwork is completed afterwards.

How do I check whether a place is available?

The Women and Child Development Department publishes a live Mahila Ashram dashboard at wcdhry.gov.in showing sanctioned capacity and current occupancy for Karnal and Rohtak. The District Programme Officer of the relevant district can confirm the current position by phone.
