Non-Creamy-Layer / OBC Certificate in Haryana
Haryana state government scheme
The Other Backward Class (OBC) certificate in Haryana is issued through the Antyodaya SARAL portal at saralharyana.gov.in and at SARAL Kendras, and the Parivar Pehchan Authority states it is available across the counter once your Parivar Pehchan Patra number, caste entry and income entry are verified in the family database. Certificates carrying the creamy-layer income condition expire on 31 March of the financial year following issue.
What is the OBC certificate in Haryana?
The Other Backward Class certificate in Haryana is the state's written proof that a named person belongs to a community notified as backward in Haryana and that the person's family income falls below the creamy-layer ceiling. Haryana delivers the certificate through Antyodaya SARAL, the single-window citizen service platform at saralharyana.gov.in, and through the network of SARAL Kendras and Common Service Centres in every district.
Haryana issues six distinct caste and class certificates, and the Parivar Pehchan Authority lists them separately: Scheduled Caste, Deprived Scheduled Caste, Backward Class, Other Backward Class, Tapriwas Jati and Vimukt Jati (Denotified Tribes). That distinction matters. The Backward Class certificate carries the Haryana BC-A or BC-B block used for the state's own reservation in state jobs, state colleges and state welfare schemes. The Other Backward Class certificate is the document that central government recruiters, central universities and central examination bodies normally ask for, and it is the one that carries the non-creamy-layer statement. Applying for the wrong one of the two is the most common avoidable mistake Haryana applicants make.
Who can and who cannot apply?
You can apply for a Haryana OBC certificate if you ordinarily reside in Haryana, your family's caste appears on the list of backward classes notified for Haryana, and your family's income as recorded in the state's family database falls below the creamy-layer ceiling in force.
You cannot apply in Haryana if your family's caste record belongs to another state; Haryana will not convert a Uttar Pradesh, Rajasthan or Punjab OBC certificate into a Haryana one, and reservation follows the state whose list your community is notified on. You are also not eligible if your family income crosses the creamy-layer ceiling, if your caste is not on any Haryana backward-class notification, or if your family holds no Parivar Pehchan Patra at all.
The Parivar Pehchan Authority is explicit that income verification is required specifically for the Backward Class and Other Backward Class certificates. A plain Scheduled Caste certificate in Haryana has no income test; the OBC certificate does, because non-creamy-layer status is by definition an income and status test rather than a caste test alone.
What documents are required?
Haryana's OBC certificate is unusual among Indian states because the heavy lifting is done by the Parivar Pehchan Patra (Family ID) rather than by a stack of paper. The Parivar Pehchan Authority states that the certificate is available across the counter provided three conditions are already met:
- a valid PPN (Parivar Pehchan number) exists for the family;
- the caste of the family is verified in the Family Information Data Repository (FIDR);
- the income of the family is verified, which is the condition specific to Backward Class and OBC certificates.
Alongside those, carry your Aadhaar card, a residence proof such as a ration card, voter ID, driving licence or passport, and a passport-size photograph. Some districts additionally take a short self-declaration of caste and non-creamy-layer status where the family record is being relied on for the first time.
If the caste field in your Family ID is blank, or shows a caste different from the one you are claiming, fix that first. The SARAL application reads the field rather than asking you to type it, so an unverified or wrong FIDR entry stops the application before it reaches an officer.
How to apply for a Haryana OBC certificate online
- Open saralharyana.gov.in and register. Choose "New user? Register here", and create the citizen account with your name, mobile number, email and password. Verify the OTP sent to the mobile number.
- Log in and search for the service. Use the "Apply for Services" menu and search for Other Backward Class Certificate. Confirm you are choosing the OBC certificate and not the separately listed Backward Class certificate.
- Enter your Family ID and authenticate. Type the Parivar Pehchan number, select the family member the certificate is for, and complete the Aadhaar-based authentication. The portal pulls the caste and income entries from the family database.
- Fill the remaining fields and upload documents. Add the residential address, the purpose for which the certificate is needed, the photograph and any residence proof the form asks to attach.
- Pay the fee displayed on the payment screen by net banking, card or UPI, and submit.
- Save the SARAL ID. The acknowledgement carries the SARAL ID you will need to track the application and to download the signed certificate.
How to apply offline at a SARAL Kendra
- Visit any Antyodaya SARAL Kendra, Common Service Centre or the district Antyodaya Bhawan with your Parivar Pehchan Patra, Aadhaar card and residence proof.
- Ask the operator to file the Other Backward Class Certificate service on SARAL in your name. The file enters the same online queue, not a separate paper channel.
- Pay the government fee plus the notified operator charge and collect the printed acknowledgement carrying the SARAL ID.
- Collect or download the digitally signed certificate from saralharyana.gov.in once it is issued.
How do you check the application status?
Use the "Track Application Status" link on the Antyodaya SARAL home page and enter your SARAL ID. The Antyodaya SARAL helpline on 0172-3968400 is open 7:00 AM to 8:00 PM, Monday to Saturday except government holidays, and the portal also publishes the email address saral.haryana@gov.in for written queries. Haryana notifies its citizen services under the Haryana Right to Service Act, and the portal publishes a consolidated list of services with time limits and the designated and appellate officers for each — check that list on the portal for the current notified time limit against the OBC certificate before you escalate.
How long does a Haryana OBC certificate stay valid?
This is where the OBC certificate differs sharply from a plain caste certificate. The Parivar Pehchan Authority states that a Haryana caste certificate has lifetime validity unless the caste or tribe notification itself changes, but that certificates containing income or asset-based criteria, such as the creamy-layer condition, expire on 31 March of the financial year following the year of issue. Because the OBC certificate carries the creamy-layer income test, treat it as a limited-validity document: take a fresh one before each recruitment cycle or admission round, and check the date the recruiting body will accept.
Why are Haryana OBC certificate applications rejected?
- The caste entry in the Family ID is blank, unverified, or names a different caste from the one claimed.
- The income entry in the family database is unverified, or shows income above the creamy-layer ceiling.
- The applicant chose the Backward Class certificate when the recruiter wanted the OBC certificate, or the reverse.
- The community claimed is notified as backward in another state but not in Haryana.
- The name on Aadhaar does not match the name in the family member record.
- Residence in Haryana cannot be established from the documents attached.
What does it cost, and what about agents?
The Haryana OBC certificate is issued at the government fee that Antyodaya SARAL displays on the payment screen, plus the notified operator charge if you file at a SARAL Kendra or CSC. Nothing beyond that is payable. Agents who promise a certificate "the same day" for a few thousand rupees are selling a service you can file yourself in fifteen minutes; the file still runs through the same Family ID check and the same officer. Keep the SARAL receipt, and report any demand for extra money to the SARAL helpline on 0172-3968400 or to the Deputy Commissioner's grievance cell.
Where do you complain if the certificate is stuck?
Start with the SARAL helpline and your SARAL ID. If the notified Right to Service time limit passes without a decision, use the appeal route against the designated officer named in the portal's published list of services with time limits and officers. Separately, the Directorate of Welfare of Scheduled Castes and Backward Classes, Government of Haryana, at haryanascbc.gov.in, is the department that administers backward-class welfare in the state and publishes its own Right to Services page for citizen services in its charge.

Frequently asked questions
Which portal issues the OBC certificate in Haryana?
Antyodaya SARAL at saralharyana.gov.in issues the OBC certificate in Haryana, and the same service can be taken across the counter at any SARAL Kendra or Common Service Centre. The Parivar Pehchan Authority names SARAL as the delivery channel for all six caste and class certificates issued in the state.
Is the Haryana OBC certificate the same as the Backward Class certificate?
No — Haryana lists the Backward Class certificate and the Other Backward Class certificate as two separate services on SARAL. The Backward Class certificate names the state BC-A or BC-B block used for Haryana's own reservation, while the OBC certificate is the one central government recruiters and central educational institutions usually ask for.
How long is a Haryana OBC certificate valid?
A Haryana caste or class certificate carrying an income or asset condition expires on 31 March of the financial year following the year of issue, according to the Parivar Pehchan Authority. Because the OBC certificate embeds the creamy-layer income test, it is a limited-validity document and must be taken afresh each year for most purposes.
Do I need a Family ID to get an OBC certificate in Haryana?
Yes, a valid Parivar Pehchan Patra number is required, because Haryana draws the caste and income entries for the certificate straight from the Family Information Data Repository. An applicant with no PPN, a blank caste field or an unverified income entry cannot complete the SARAL application until that record is corrected.
What does a Haryana OBC certificate cost?
Antyodaya SARAL charges only the government fee shown on the payment screen of your application, plus the notified operator charge if you file through a SARAL Kendra or CSC. No clerk, agent or middleman is entitled to a cash payment beyond the amount the portal displays.
How do I check my Haryana OBC certificate application status?
Use the "Track Application Status" option on saralharyana.gov.in with the SARAL ID printed on your acknowledgement. The Antyodaya SARAL helpline on 0172-3968400, open 7:00 AM to 8:00 PM Monday to Saturday except government holidays, can also read out the stage of a pending file.
What if my caste is recorded wrongly in my Family ID?
Correct the Family ID record first — the OBC certificate copies the caste field from the family database, so a wrong entry there produces a wrong or rejected certificate. Raise the correction through the Parivar Pehchan Patra update route at a SARAL Kendra or Common Service Centre, and apply for the certificate only after the corrected entry shows as verified.
