One Time Allowance to Scheduled Caste Students in Classes 9th to 12th, Haryana
Haryana state government scheme
One Time Allowance to SC Students in Classes 9th to 12th is a Haryana Secondary Education scheme paying a cash award of Rs 1,450 a year to every Scheduled Caste boy and girl in classes 9 to 12, science stream included. The allowance is paid once a year by Direct Benefit Transfer through the school.
What is the one time allowance for SC students in Haryana?
One Time Allowance to Scheduled Caste Students in Classes 9th to 12th is a Department of Secondary Education scheme of the Government of Haryana. It is listed under exactly that name, "One Time Allowance to SC Students in Classess 9th to 12th": on the state's Direct Benefit Transfer portal, dbtharyana.gov.in, among the fourteen Secondary Education schemes that pay money straight into a beneficiary's bank account.
District administrations describe the same benefit under the heading "Cash Award to all SC Students", with a column labelled "One Time Allowance". That is the clearest way to understand what the scheme actually is: an annual cash award paid to Scheduled Caste school students, on top of the monthly stipend they already receive, to meet the lumpy once-a-year costs of schooling: stationery, books, uniform, examination-related expenses, that a small monthly stipend does not cover well.
The name causes real confusion, so it is worth settling immediately. "One time" here means one payment per year, not one payment per lifetime. The official rate is expressed as an amount per year, and the scheme runs across the full school range at graded rates. A Scheduled Caste student who stays enrolled and eligible is covered in each year of classes 9 to 12.
How much does the one time allowance pay?
According to the incentive scheme tables published by district administrations in Haryana, the cash award to Scheduled Caste students runs as follows:
| Class | Boys; one time allowance | Girls, one time allowance |
|---|---|---|
| 1st | Rs 740 per year | Rs 740 per year |
| 2nd | Rs 750 per year | Rs 750 per year |
| 3rd | Rs 960 per year | Rs 960 per year |
| 4th | Rs 970 per year | Rs 970 per year |
| 5th | Rs 980 per year | Rs 980 per year |
| 6th to 8th | Rs 1,250 per year | Rs 1,250 per year |
| 9th to 12th | Rs 1,450 per year | Rs 1,450 per year |
| 9th to 12th (Science stream) | Rs 1,450 per year | Rs 1,450 per year |
Two features stand out.
First, the allowance is gender-neutral. Boys and girls receive the same Rs 1,450 a year. That is unusual in Haryana's school incentive structure, where girls' rates are almost always higher, and it means the gender differential is carried entirely by the monthly stipend rather than by this cash award.
Second, the science stream carries no premium under this head. Rs 1,450 is the figure for both the regular stream and the science stream in classes 9 to 12. The science premium exists, but it lives in the monthly stipend.
Rates in state incentive schemes are revised from time to time. Ask your school for the rate notified for the current session before relying on any figure.
How does this fit with the monthly SC stipend?
A Scheduled Caste student in class 9 to 12 in Haryana is normally covered by two separate Secondary Education heads at the same time, and both appear separately on the state DBT portal:
| Benefit | Classes 9 to 12, regular | Classes 9 to 12, science stream |
|---|---|---|
| Monthly stipend, boys | Rs 250 per month | Rs 400 per month |
| Monthly stipend; girls | Rs 400 per month | Rs 600 per month |
| One time allowance (cash award) | Rs 1,450 per year | Rs 1,450 per year |
The monthly stipend appears on the DBT portal as "MONTHLY STIPENDS TO ALL SCHEDULED CASTE STUDENTS IN CLASSES 9th to 12th"; the cash award appears as "One Time Allowance to SC Students in Classess 9th to 12th". They are not alternatives. A student who receives one should be receiving the other, and a school that has recorded a child correctly for one will normally have recorded them for both.
Haryana also runs parallel monthly stipend schemes for BC-A students and for BPL students in classes 9 to 12, at Rs 150 a month for boys and Rs 300 for girls in the regular stream, and Rs 200 and Rs 400 in the science stream. Those are separate schemes for separate categories.
Who is eligible for the one time allowance?
A student is eligible if:
- The student belongs to a Scheduled Caste and the caste is correctly recorded in the school register and the education management information system.
- The student is studying in class 9, 10, 11 or 12.
- The student is enrolled in a school in Haryana covered by the Secondary Education Department's incentive schemes.
- The student, or the guardian, has a bank account seeded with Aadhaar, since the benefit is a Direct Benefit Transfer.
- The Parivar Pehchan Patra (Family ID) record is current, because Haryana routes school benefits against the Family ID.
- Both boys and girls qualify, at the same rate.
A student cannot apply, or is not eligible, if:
- The student is not from a Scheduled Caste. BC-A and BPL students have their own separate stipend schemes at different rates, and general-category students outside those groups are not covered by this head.
- The student is below class 9. The lower classes are covered by the same cash award scheme but at the lower graded rates shown above, under a different scheme entry.
- The student is no longer enrolled in school. This is an enrolment-linked benefit, so a dropout stops being eligible from the point of leaving.
- The caste certificate is not on the school record, however well known the family's status locally. Selection is generated from the record.
- The student has already been paid for the same academic year. The award is once per year per student, not once per term.
What documents does the school need?
| Document | Mandatory | Notes |
|---|---|---|
| Scheduled Caste certificate | Yes | Drives selection from the school record |
| School enrolment record, class and stream | Yes | Determines which rate row applies |
| Parivar Pehchan Patra (Family ID) | Yes | Haryana routes school DBT against the Family ID |
| Aadhaar card | Yes | Needed for the Aadhaar-seeded bank account |
| Bank passbook of the student | Yes | Destination of the DBT credit |
| Haryana domicile or residence proof | Sometimes | Asked for in some districts |
How to apply for the one time allowance
- Check your entry at school. Ask the class teacher or school head to confirm that your Scheduled Caste category, class and stream are correctly recorded in the school register and in the education MIS. The eligible list is generated from that data, so an error here is invisible until the money does not arrive.
- Submit the caste certificate to the school if it is not already on file, and keep the acknowledgement.
- Update the Parivar Pehchan Patra. Confirm that the Family ID shows the current address, mobile number and caste field, since an unverified field blocks the record at the first step.
- Open or verify a bank account in the student's name and seed it with Aadhaar. This is the step at which most Haryana school DBT benefits fail.
- Confirm your name is on the school's eligible list for the session before the list is forwarded to the block and district. Adding a name later is much harder than getting it right the first time.
- Watch the bank account and update the passbook after the district announces the release for the session.
There is no public application counter and no form to buy. If someone asks you for money to "get the name added", that is not part of the process.
When is the allowance paid?
No fixed statewide last date is published for this scheme, because it is not an application-driven scheme. It runs on the academic calendar: schools compile the eligible Scheduled Caste list once admissions settle for the session, block and district offices consolidate it, and the annual cash award is released as a single credit through Direct Benefit Transfer.
The practical timing rule for a parent is to get the school record, Family ID and bank account correct within the first term of the academic year. That is the window in which the list is drawn.
Why does the allowance not reach some students?
- Caste category missing or wrong in the school register or the education MIS.
- Bank account not seeded with Aadhaar, so the DBT credit is rejected.
- Name mismatch between the school record, the Aadhaar record and the bank account โ a middle name present in one and absent in another is enough.
- Family ID data out of date, blocking the record before it reaches the list.
- Class or stream wrongly entered, which can put a student on the wrong rate row or off the list entirely.
- Student not enrolled for part of the session.
- Duplicate entry across two schools after a transfer, which flags the record for verification.
Almost all of these are fixed at the school. A parent whose child's allowance has not arrived should begin with the school head and the school's MIS entry rather than with a district office.
Where do I take a complaint?
- School head; holds the eligible list and the MIS entry.
- Block Education Officer, consolidates school lists at block level.
- District Education Officer, the district-level owner of the incentive schemes.
- Directorate of Secondary Education, Shiksha Sadan, Sector 5, Panchkula, the state-level owner, which publishes scheme information on schooleducationharyana.gov.in.
- Antyodaya-SARAL helpline, 0172-3968400, for a general Haryana service grievance, or lodge one on saralharyana.gov.in.
Related Haryana school incentive schemes
A Scheduled Caste student in classes 9 to 12 in Haryana may also be covered by:
- Monthly Stipend to all Scheduled Caste Students in Classes 9th to 12th: Rs 250 to Rs 600 a month depending on gender and stream.
- Providing Free Bicycles to SC Students in classes IX and XI. A bicycle at the two school-stage transitions for students living more than 2 kilometres away.
- Education Encouragement for Excellence (EEE), Rs 1,000 to the topper boy and topper girl of each class from 9 to 12 in each school, provided they secured a first division in the preceding class.
- Pre-Matric Scholarship for Scheduled Castes students studying in IX and X, run by the SEWA department of the Haryana government.
- Dr Ambedkar Medhavi Chhattar Sansodhit Yojna, merit incentive ranging from Rs 8,000 to Rs 12,000 a year for SC and BC students.
Each of these is a separate head with its own eligibility, and a student can qualify for several at once.
How to check your application status
There is no application ID, tracking number, or online status page for this scheme, because it is not something a student applies for individually. The school generates the eligible Scheduled Caste list from its own records and the payment goes out as a single Direct Benefit Transfer for the session, so "checking status" here really means confirming three separate things.
- Confirm the school has listed you. Ask the class teacher or the school head whether your name appears on the Scheduled Caste incentive list prepared for the current academic session. This is the single most useful check, since a name missing from that list is the root cause of almost every non-payment.
- Check the DBT Haryana portal. The scheme is listed on dbtharyana.gov.in under the Department of Secondary Education's list of schemes. Some district and school logins on this portal allow checking whether a beneficiary record has been pushed for payment; where that access is not available directly to a parent, the school's nodal teacher for DBT schemes can check it.
- Check the bank account. Because payment is a direct credit, the most reliable confirmation is the student's own bank passbook or account statement around the period the district announces release of the incentive amount for the session. A credit description referencing the Secondary Education Department or the scheme name confirms the payment; its absence after the district has announced release is the point to go back to the school.
- Ask the school for the payment cycle for the current year, since Haryana does not publish one fixed statewide release date; the school and the Block Education Office will know when the current session's list was forwarded and when the district released funds against it.
- If none of these confirm anything after a reasonable wait post the district's release announcement, raise it with the Block Education Officer or District Education Officer rather than waiting further, since a record stuck at the block or district consolidation stage will not resolve itself.
For a general Haryana service grievance connected to this delay, the Antyodaya-SARAL helpline (0172-3968400) or saralharyana.gov.in can also be used to log a complaint that gets tracked with a reference number, which is the closest thing to a formal "status" this scheme offers.

Frequently asked questions
How much is the one time allowance for SC students in classes 9 to 12?
The cash award is Rs 1,450 per year for Scheduled Caste students in classes 9 to 12, and the same Rs 1,450 applies to the science stream. Boys and girls receive the identical amount under this head, unlike the monthly stipend where the rates differ by gender.
Is the one time allowance the same as the monthly SC stipend?
No, they are two separate benefits paid under two separate scheme heads. The monthly stipend for SC students in classes 9 to 12 is Rs 250 a month for boys and Rs 400 a month for girls, rising to Rs 400 and Rs 600 in the science stream, while the one time allowance is an annual cash award of Rs 1,450.
Does "one time" mean I get it only once in my school life?
No. The allowance is described as a one time allowance because it is paid as a single annual instalment rather than month by month, and the official rate is expressed per year. A student who remains eligible in classes 9, 10, 11 and 12 is covered in each of those years.
Do science stream students get more?
Not under this head. The cash award is Rs 1,450 a year for both the regular stream and the science stream in classes 9 to 12. The science stream premium applies to the monthly stipend instead, where it lifts the rate to Rs 400 for boys and Rs 600 for girls.
Who is not eligible for this allowance?
Students who are not from a Scheduled Caste are not eligible under this head. Haryana runs parallel monthly stipend schemes for BC-A students and for BPL students in classes 9 to 12, at different and generally lower rates, and those students should look to those schemes instead.
Do I have to fill in an application form?
No separate public application form is published. The school identifies eligible Scheduled Caste students from its own enrolment and caste records, so the practical step is to confirm with the school that your caste, class, stream, Family ID and bank details are all recorded correctly.
How is the money paid?
The allowance is paid by Direct Benefit Transfer into the student's bank account, which is why the scheme is listed on the Haryana state DBT portal under the Department of Secondary Education. An account that is not seeded with Aadhaar is the commonest reason a credit fails.
What are the rates for the lower classes?
The same cash award scheme runs across the school range at graded rates: Rs 740 a year in class 1, Rs 750 in class 2, Rs 960 in class 3, Rs 970 in class 4, Rs 980 in class 5, Rs 1,250 a year for classes 6 to 8, and Rs 1,450 a year for classes 9 to 12.
