What is the Mushroom Cultivation Subsidy Scheme?

The Mushroom Cultivation Subsidy Scheme is the mushroom component of the Department of Horticulture, Haryana's horticulture development programme. Mushroom growing sits under horticulture rather than agriculture in Haryana, so the sanctioning officer is the District Horticulture Officer and the application route is the department's HORTNET subsidy portal.

The scheme exists because mushroom cultivation is one of the few farm activities in Haryana that does not need land area to scale. A low-cost thatched hut unit can be built on a few square metres beside an existing house, uses paddy straw that the state produces in enormous quantity, and yields a crop within weeks rather than a season. For a small or marginal farmer, or for a landless family with a small yard, that combination is difficult to match.

Haryana is also unusually well equipped for it: the state's own agricultural university at Hisar has a long record of mushroom research, and compost and spawn supply chains are established in the Sonipat, Karnal and Panipat belt.

What the scheme supports

The subsidy is directed at the two things a beginning grower actually has to buy:

  • Low-cost thatched hut production units. The simple insulated growing structure of bamboo, straw and polythene in which button or oyster mushrooms are grown, subsidised against a notified unit cost.
  • Mushroom trays. The stacked trays in which compost is filled and the crop is raised, subsidised against a notified per-tray cost.

Related inputs a grower needs to start, spawn, compost and the basic handling material — are covered under the department's horticulture norms where they are listed for the year.

A note on rates. Haryana's Department of Horticulture publishes its unit costs and subsidy percentages in a Norms and Guidelines document each year on hortharyana.gov.in. The current year's per-unit and per-tray figures could not be read from that published document at the time of checking, so this guide does not state them. Ask your District Horticulture Officer for the current unit cost and subsidy percentage in writing before you start building. It is the number that decides whether the project makes sense at the scale you are planning.

Who is eligible for mushroom subsidy in Haryana?

You can apply if:

  • You are a farmer in Haryana taking up mushroom cultivation.
  • You hold a valid Parivar Pehchan Patra (Family ID).
  • You have a site available to you for the unit, supported by a land record.
  • You have a DBT-enabled, Aadhaar-linked bank account.
  • You are willing to have the unit physically inspected before the subsidy is released.

You are not eligible if:

  • You cannot show that the site is available to you, a unit built on land you neither own nor hold on a documented arrangement will not be sanctioned.
  • You have already drawn subsidy for the same component within the period the department specifies for repeat assistance.
  • You build the unit before the sanction is issued, since the department's inspection is meant to establish that the assisted asset was created under the scheme.
  • Your bank account is not DBT-enabled, which will stop the payment even after approval.

Scheduled Caste farmers are covered under the state's Scheduled Caste Sub Plan (SCSP) component of the horticulture development scheme, which carries a higher share of unit cost than the general category rate. A caste certificate is required to claim it.

How to apply for mushroom subsidy in Haryana

  1. Visit or call the District Horticulture Officer and confirm that the mushroom component is open for the year, and get the current unit cost and subsidy percentage from the department's Norms and Guidelines.
  2. Register or log in on the HORTNET portal at hortnet.hortharyana.gov.in and open the mushroom component of the horticulture development scheme.
  3. Enter your Family ID (PPP). Correct anything wrong in the PPP record first, because the portal fetches those details and will not let you overwrite them.
  4. Fill in the site details and the number of units or trays you propose, and upload the land record, Aadhaar and bank details, plus the caste certificate if you are claiming the SCSP rate.
  5. Submit and save the application number, then wait for the district-level sanction. Applications are cleared in seniority order, subject to availability of funds.
  6. Build the unit and buy the trays and spawn after the sanction, keeping every bill.
  7. Present the completed unit for physical inspection by the horticulture staff, after which the subsidy is credited to your bank account.

Practical points before you build

  • Get trained first. Mushroom growing fails on contamination and temperature control far more often than on money. District horticulture staff and CCS Haryana Agricultural University, Hisar, are the usual training routes in the state.
  • Line up spawn and compost supply before the hut is ready. A finished hut with no reliable spawn source is dead capital.
  • Plan for the market. Fresh mushroom has a short shelf life; growers near the NCR belt sell into Delhi and Gurugram markets, and those further out generally need a tie-up before the first crop is ready.
  • Keep the bills. The inspection and the subsidy both depend on them.

Where to get help

The District Horticulture Officer is the single most useful contact for this scheme, for the current year's norms, for whether the component is open, and for the status of a pending file. The department's scheme documents, including the annual Norms and Guidelines, are published on hortharyana.gov.in, and applications run through hortnet.hortharyana.gov.in.

How to check your application status

  1. Go to the HORTNET portal at hortnet.hortharyana.gov.in and log in with the same credentials and Family ID (PPP) you used to apply.
  2. Open the mushroom component under the horticulture development scheme section and look for the option that lists your submitted applications, such as "Application Status" or "My Applications".
  3. Your application number, saved at the time of submission, is what the portal uses to pull up the record. Keep it noted somewhere other than just your memory.
  4. The status shown will generally sit in one of a few stages: submitted and awaiting scrutiny at the district office, sanctioned and awaiting physical inspection, inspected and payment under process, or payment credited. A rejected application usually shows a remark alongside the status explaining why.
  5. If the online status has not moved for several weeks, or the portal shows nothing useful, call or visit the District Horticulture Officer directly with your application number. Since sanctions are cleared in seniority order and depend on available funds for the year, the district office is the only place that can tell you where your file stands in that queue, something the portal itself will not show.
  6. If you have reached the inspection stage, confirm with the district office that the inspection has actually been scheduled. Payment cannot be released before the completed unit is physically verified, so a delay at this step is common and is worth following up on directly rather than waiting on the portal.

Common reasons for rejection

  • Unit built before sanction was issued. The department's inspection exists to confirm that the hut, trays or other assisted items were created under the scheme after approval. Building first and applying for reimbursement afterward is routinely refused. The fix is to wait for the sanction letter before spending any money on construction or trays.
  • Site not clearly available to the applicant. If the land record does not show the applicant as owner, tenant, or otherwise entitled to use the site, the application is held up or rejected at scrutiny. Carry a jamabandi or fard, or a documented lease or family consent, that matches the site named in the application.
  • Family ID (PPP) details do not match. HORTNET pulls applicant details from the Parivar Pehchan Patra record. Where the name, address or family composition in the PPP record is outdated or wrong, the application either cannot be submitted cleanly or gets flagged during verification. Correct the PPP record first through the Antyodaya Saral or Family ID update process, then apply.
  • Bank account not DBT-enabled or not Aadhaar-seeded. Even after a sanction and successful inspection, payment fails silently if the account cannot receive Direct Benefit Transfer. Confirm DBT and Aadhaar seeding with the bank branch before submitting the application, not after.
  • Repeat claim on the same component. Farmers who have already drawn subsidy for a thatched hut unit or trays within the department's specified gap period are turned down on a fresh claim for the same item. Check with the District Horticulture Officer whether enough time has passed since your last claim before applying again.
  • Missing or mismatched purchase bills at inspection. The subsidy is checked against actual expenditure on the hut, trays, spawn and compost. Bills in a different name, undated bills, or no bills at all for major components lead to a reduced or rejected claim at the inspection stage. Keep every bill in the applicant's own name from the day construction starts.
  • SCSP rate claimed without a caste certificate. Scheduled Caste farmers applying for the higher SCSP assistance rate without uploading a valid caste certificate are processed at the general rate or asked to resubmit, which delays the file. Upload the certificate at the time of application, not afterward.
  • Funds exhausted for the year before the application's turn. Because sanctions are cleared in seniority order subject to available funds, an application that is otherwise complete can still be left pending or carried to the next year if the district's allocation runs out. This is not a rejection on merit, and following up with the District Horticulture Officer is the only way to know whether the file will be picked up when fresh funds are released.

Frequently asked questions

Who runs the mushroom subsidy scheme in Haryana?

The Department of Horticulture, Haryana. Mushroom cultivation is treated as a horticulture activity in the state, so the application goes to the District Horticulture Officer through the HORTNET portal and not to the agriculture department.

Where do I apply for mushroom subsidy in Haryana?

Online on the HORTNET subsidy portal at hortnet.hortharyana.gov.in, using your Parivar Pehchan Patra. Applications are cleared at district level by the District Horticulture Officer.

What does the subsidy cover?

Low-cost thatched hut mushroom production units and mushroom trays, along with the related inputs a small grower needs to start. The exact components and their unit costs are listed in the Department of Horticulture's Norms and Guidelines for the year.

How much subsidy will I get per unit?

The per-unit cost and the subsidy percentage are fixed each year in the Department of Horticulture's Norms and Guidelines document published on hortharyana.gov.in. Ask the District Horticulture Officer for the current year's rate before you build, since the sanction follows those norms and not your actual spend.

Do Scheduled Caste farmers get a higher rate?

Yes. Haryana runs a Scheduled Caste Sub Plan component within its horticulture development scheme under which SC farmers receive a higher share of the unit cost than general category farmers. A caste certificate is needed to claim it.

Can I apply if I do not own land?

A mushroom unit is built on a site, so the department needs to see that the land is available to you. Land in your own name is the clean case; a leased site should be discussed with the District Horticulture Officer before applying.

Is training available for mushroom growing?

Haryana has a strong institutional base for mushroom work, and growers are commonly directed to CCS Haryana Agricultural University, Hisar and to the district horticulture staff for training on spawn, compost and pest control before setting up a unit.
