What is the mustard oil distribution scheme in Haryana?

Distribution of Mustard Oil under Antyodaya Aahaar Yojna is a state-funded Public Distribution System benefit of the Department of Food, Civil Supplies and Consumer Affairs, Government of Haryana. Under the scheme, a family holding an Antyodaya Anna Yojana (AAY) or Below Poverty Line (BPL) ration card is entitled to 2 litres of mustard oil every month from its fair price shop, commonly called a ration depot, at a price fixed by the state rather than the open-market rate.

The scheme appears on the Haryana state DBT portal as "Distribution of Mustard Oil under Antyodaya Aahaar Yojna" against the Food, Civil Supplies and Consumer Affairs Department. The Haryana food department describes its own mandate as operating the Public Distribution System with special emphasis on Below Poverty Line families, including Antyodaya Anna Yojana ration card holders.

Cooking oil is the reason this scheme matters. A household drawing free wheat under the National Food Security Act still has to buy oil at market rates, and edible oil is one of the sharpest sources of month-to-month price shock in an Indian poor household's budget. The state quota of 2 litres covers a large part of a small family's monthly requirement.

Who is eligible for subsidised mustard oil in Haryana?

A family is eligible if:

  • It holds an Antyodaya Anna Yojana (AAY) ration card, issued in Haryana as a pink card, or
  • It holds a Below Poverty Line (BPL) ration card, issued in Haryana as a yellow card.
  • The family's card is active and mapped to a fair price shop, and the members are seeded with Aadhaar for ePOS authentication.
  • The family's income recorded in the Parivar Pehchan Patra (Family ID) supports the AAY or BPL classification, since Haryana now derives ration card category from verified Family ID data.

Who cannot get the subsidised oil:

  • A family holding an Above Poverty Line card cannot apply for the subsidised oil; the quota is restricted to the AAY and BPL categories.
  • A household with no ration card at all is not eligible, and must first get a card issued through the food department and the Family ID system.
  • A family whose card has been suspended, deleted or reclassified to APL following a Family ID income update is not eligible until the classification is corrected.
  • The benefit is per family, not per person. A large household does not get a larger oil quota; the entitlement is 2 litres for the card.

Scale of coverage: press reporting on the July 2025 price revision put the number of affected households at around 48 lakh BPL and AAY families across all 22 districts of Haryana, with Faridabad the largest single district at about 3,49,871 beneficiaries. An earlier count put AAY (pink) cards at about 2.48 lakh and BPL (yellow) cards at about 8.92 lakh, and card numbers have grown substantially since as the Family ID-based classification expanded the BPL list.

What does the mustard oil cost now?

Item Position
Quantity per family per month 2 litres
Earlier price Rs 40 for 2 litres, that is Rs 20 per litre
Revised price Rs 100 for 2 litres, that is Rs 50 per litre
Date of revision circular 2 July 2025
Issued by Directorate of Food, Civil Supplies and Consumer Affairs, Haryana
Instruction to depots Charge the revised price and ensure availability

The revision was communicated by circular from the Directorate to all District Food and Supplies Controllers, with the instruction to implement it with immediate effect. Depot holders were directed to charge Rs 100 for two litres of mustard oil from beneficiaries and to ensure its availability. Even at the revised rate, Rs 50 a litre remains far below the prevailing open-market retail price of packaged mustard oil.

Note the history: when open-market mustard oil prices climbed, supply to ration depots was interrupted rather than sold at a loss, and the state subsequently reset the issue price. A cardholder should therefore treat the oil as a monthly entitlement whose availability can vary with stock arrival, and check with the depot rather than assume the quota has been withdrawn.

How to apply for and collect your mustard oil quota

  1. Check your ration card category. Confirm you hold an AAY (pink) or BPL (yellow) card. If your card shows APL, the oil quota does not apply to you, and the route to reclassification is through your Parivar Pehchan Patra income record.
  2. Confirm which fair price shop your card is mapped to. The depot name and code are printed on the card and available with the District Food and Supplies Controller's office.
  3. Carry your ration card and the Aadhaar of the member who will collect. Any adult member seeded on the card can collect the quota.
  4. Authenticate on the ePOS machine at the depot using a fingerprint, or an OTP to the registered mobile number where biometrics fail.
  5. Collect 2 litres of mustard oil and pay the notified price of Rs 100, and collect your wheat and sugar entitlement in the same visit.
  6. Insist on the printed ePOS receipt. The slip is your proof of what was issued and what was charged, and it is the only evidence that works in a complaint.
  7. If stock has not arrived, ask the depot holder for the expected date and note it. Report a repeated failure to the District Food and Supplies Controller.

How to check your entitlement and card status

  1. Open the Haryana food department portal at haryanafood.gov.in and use the ration card and PDS services listed there.
  2. Check your Parivar Pehchan Patra record, since the Family ID income entry now drives ration card classification in Haryana. A wrong income entry is the commonest reason a genuinely poor family shows as APL.
  3. Ask your depot for the ePOS transaction history for your card, which shows month by month what was issued.
  4. Call 1967 or 1800-180-2087, the PDS toll-free helplines listed by the Haryana food department.
  5. Use 14445 or 1800-180-2405 for One Nation One Ration Card portability questions.

Why does a family not get its mustard oil?

  • Card category is APL, so no oil quota exists against it.
  • Family ID income record is wrong or outdated, which pushed the card out of the BPL list. Correct the income entry through the Parivar Pehchan Patra update process and the card category follows.
  • Aadhaar not seeded for any member of the family, so ePOS authentication fails at the counter.
  • Biometric mismatch, common with elderly members and manual labourers. Ask for OTP authentication on the registered mobile number instead.
  • Stock not received at the depot in that month. Supply has been interrupted before when market prices rose sharply.
  • Depot holder demanding more than the notified price. Rs 100 for 2 litres is the notified rate under the 2 July 2025 circular; anything above it is overcharging and should be reported.
  • Card mapped to a different depot after a shop was reallocated.

Key dates and figures to remember

  • 2 litres; monthly mustard oil quota per eligible family.
  • Rs 100: current price for 2 litres, that is Rs 50 per litre.
  • Rs 40. The earlier price for 2 litres, that is Rs 20 per litre.
  • 2 July 2025: date of the Directorate's price revision circular.
  • About 48 lakh β€” BPL and AAY families affected across Haryana.
  • 22 districts, the whole state is covered.
  • About 3,49,871: beneficiaries in Faridabad, the largest district count.
  • Pink card; AAY. Yellow card: BPL.

What else comes with an AAY or BPL card in Haryana

The mustard oil quota sits inside a wider Public Distribution System basket. As the District Food and Supplies Controller, Rohtak, has put it, besides mustard oil, wheat and sugar are also provided to BPL and AAY cardholders under the PDS. On top of that, AAY and priority households receive their free foodgrain entitlement under the National Food Security Act and the central free foodgrain programme.

Haryana has separately explored other edible oil options for BPL cardholders, so a cardholder should confirm at the depot which oil is being issued in a given month rather than assume it is always mustard oil.

Frequently asked questions

How much mustard oil does a family get, and at what price?

An eligible family gets 2 litres of mustard oil a month, and the price was revised to Rs 100 for 2 litres by a circular of the Directorate of Food, Civil Supplies and Consumer Affairs dated 2 July 2025, up from Rs 40 earlier. That is a rise from Rs 20 to Rs 50 per litre.

Who is eligible for subsidised mustard oil in Haryana?

Families holding an Antyodaya Anna Yojana (pink) or Below Poverty Line (yellow) ration card in Haryana are eligible. Around 48 lakh families across the state's 22 districts fall in these two categories, with Faridabad the largest single district at about 3,49,871 beneficiaries.

Do I have to apply separately for the mustard oil?

No. There is no separate application. The oil quota is attached to your AAY or BPL ration card, and you collect it at your fair price shop along with your monthly wheat, after biometric or OTP authentication on the ePOS machine.

Who cannot get subsidised mustard oil?

A family holding an Above Poverty Line card, or no ration card at all, cannot get the subsidised oil. The benefit is restricted to AAY and BPL categories, which in Haryana are determined from the income verified in the Parivar Pehchan Patra.

Has the mustard oil supply ever been stopped?

Yes. Supply to ration depots was interrupted when open-market mustard oil prices rose sharply, and the state then revised the issue price rather than continuing at the old rate. Depot holders were directed to charge the revised price and ensure availability.

What else does a BPL or AAY family get at the depot?

Besides mustard oil, wheat and sugar are supplied to BPL and AAY cardholders under the Public Distribution System in Haryana, in addition to the free foodgrain entitlement under the National Food Security Act.

What do I do if the depot holder refuses to give me the oil?

Call the PDS toll-free helpline on 1967 or 1800-180-2087, or complain in writing to the District Food and Supplies Controller of your district. Haryana also runs a District Grievance Redressal Officer for each district and a PPP grievance redressal system.

Can I collect my oil from any shop in Haryana?

Portability applies to foodgrain under One Nation One Ration Card, whose helplines are 14445 and 1800-180-2405. The state-funded mustard oil quota is normally issued at the depot your card is mapped to, so check with your District Food and Supplies Controller before travelling.
