Mukhyamantri Saksham Merit-Based Scholarship Scheme for Classes 6 to 8
Haryana state government scheme
Mukhyamantri Saksham Merit-Based Scholarship pays Haryana government school students of classes 6 to 8 up to Rs 6,000 a year for three years. The top 1,500 rankers in a SCERT competitive exam qualify, in slabs of Rs 6,000, Rs 3,000 and Rs 1,500. Selection runs through the school on the One School App Portal.
What is the Mukhyamantri Saksham Merit-Based Scholarship for classes 6 to 8?
Mukhyamantri Saksham Merit-Based Scholarship is a Haryana state scholarship for students of government schools, framed by the School Education Department under Notification No. 6/3-2019 Exam (1) dated 15 September 2020 and re-issued to field offices by the Directorate of Elementary Education on 29 October 2025.
The notification describes the scheme as one that "proposes to increase the availability of purely merit based Scholarships" for government school students of classes 6 to 12 in Haryana. The classes 6 to 8 block covered by this guide is the elementary half of that scheme and is administered by the Directorate of Elementary Education, Panchkula.
Mukhyamantri Saksham has two stated objectives in the notification: to make the scholarship aspirational so that it encourages healthy competition among students, and to increase the number of scholarships actually available so that more students are motivated to win one.
Mukhyamantri Saksham is one of the seven state scholarship and incentive schemes that the Elementary Education Department runs for classes 1 to 8. All seven were notified under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act 2016 through notification No. 3/2-2021 Sch (1) dated 18 May 2021, which is why Aadhaar and an Aadhaar-linked bank account matter so much in practice.
Who is eligible for the Saksham scholarship in classes 6 to 8?
You can be considered if:
- You are studying in a government school in Haryana.
- You are entering class 6, and your class 5 SAT result qualifies you to sit the special competitive scholarship exam. This is Stage I.
- You then rank in the top 1,500 in that competitive exam. This is Stage II.
- You maintain over 80 per cent in the SAT exam in classes 6 and 7 in order to keep the scholarship running into the next class.
- For class 7, you have cleared the scholarship exam conducted in class 6 and scored at least 80 per cent in the final exams of the preceding class. The same continuation logic applies for class 8 on the results of classes 6 and 7.
You are not eligible if:
- You study in a private school. The notification confines the scheme to government school students of classes 6 to 12, so private school students cannot apply.
- You rank outside the top 1,500 in the competitive exam, however close the score.
- You fall below the 80 per cent SAT threshold in class 6 or class 7. The scholarship is not restored automatically once the continuation condition fails.
- You are studying outside Haryana, since the scheme is limited to government schools in the state.
There is no income ceiling, caste condition or gender condition in the notification. Mukhyamantri Saksham is described as a purely merit-based scholarship, which distinguishes it from the department's stipend schemes for Scheduled Caste, BC-A and BPL students.
How much does the Saksham scholarship pay?
Table I of the notification sets three rank slabs, and they are identical in class 6, class 7 and class 8.
| Rank slab in the competitive exam | Number of scholarships | Amount per year |
|---|---|---|
| Top 500 | 500 | Rs 6,000 |
| Next 500 | 500 | Rs 3,000 |
| Next 500 | 500 | Rs 1,500 |
1,500 scholarships are therefore available in each of the three classes. A student who finishes in the top 500 and keeps the 80 per cent SAT record can draw Rs 6,000 a year for three years, a total of Rs 18,000 across classes 6 to 8.
The notification's disbursement clause states that scholarship payments are made to the bank accounts of selected students in quarterly instalments by the Education Department. Payment runs through DBT and PFMS with Aadhaar linking, as recorded in the Section 7 notification.

How to apply for the Mukhyamantri Saksham scholarship in classes 6 to 8
Mukhyamantri Saksham is not a form a parent fills in on a public portal. The route runs through the school and the district education office, and the steps below follow the process set out in the notification.
- Submit the class 5 SAT report card at the beginning of the new academic year, when the student is entering class 6. The notification allows this to be done through an online portal or manually through the school.
- Wait for verification by the District Elementary Education Officer. The DEEO checks the applications of all students, and the Department of School Education then publishes the final list of students who qualify to sit the competitive scholarship exam.
- Sit the district-level competitive exam conducted by SCERT Haryana, Gurugram. The paper is built on the NMMS framework, has a Scholastic Ability Test and a Mental Ability Test with 30 to 40 multiple choice questions in each section, and covers the entire class 5 syllabus.
- Check the published result list. SCERT processes results and releases them to the Academic Cell, which compiles the final list of awardees. The Department of School Education publishes each student's exam score and state rank, and the top 1,500 ranks are allotted the scholarship.
- Get the school to complete the payment record on the One School App Portal, PPP ID number, bank account number, bank IFSC code and bank name. Without this, no instalment can be released.
- Maintain over 80 per cent in the SAT exam in classes 6 and 7 so that the scholarship continues into the following year.
The notification says applications open after each academic year on the portal, so the practical trigger is the start of the new session rather than a fixed calendar date announced across the state.
How is the payment record maintained on the One School App Portal?
The Directorate of Elementary Education issued a letter, memo No. 03/08-2023 Chhatravriti (1) dated 15 May 2025, addressed to all District Elementary Education Officers, on exactly this point. It directed that for the various scholarship and incentive schemes covering classes 1 to 8, the complete data of every student, Parivar Pehchan Patra ID number, bank account number, bank IFSC code and bank name; must be filled on the One School App Portal so that the money can reach students directly through DBT and PFMS.
The same letter records two further instructions that matter to families. First, schools were told to complete the process of opening bank accounts for children taking admission in class 1, so that no child is later blocked at the payment stage. Second, it placed responsibility for missing or duplicated data squarely on the district office, the Block Education Officer, the head of the school and the class in-charge.
Why a Saksham scholarship payment gets stuck
- PPP ID not recorded against the student on the One School App Portal.
- Bank account number, IFSC or bank name missing or wrong, which is the single most common reason payments fail at the PFMS stage.
- No bank account at all, particularly for younger children.
- Aadhaar not furnished, in a scheme notified under Section 7 of the Aadhaar Act 2016.
- Continuation condition failed β the SAT score in class 6 or 7 fell below 80 per cent, so the next year's instalment is not due.
- Duplicate entry in the school record, which the Directorate's letter specifically warns against.
The fix for the first four is with the school and the Block Education Officer, not with the family directly. Parents should ask the class in-charge to confirm on the One School App Portal that the four payment fields are filled and correct.
Where to raise a Saksham scholarship complaint
- Head of the school and class in-charge. The first stop for any data or payment problem, since they own the One School App Portal entry.
- Block Education Officer, then the District Elementary Education Officer for the district.
- Directorate of Elementary Education, Haryana, Panchkula. The department that issues the scheme circulars, reachable through the Directorate of School Education at Shiksha Sadan, Sector 5, Panchkula, telephone 0172-2560246.
- CM Window at cmharyanacell.nic.in for a written state-level grievance.
There is no fee at any stage of Mukhyamantri Saksham. No one can charge a student or parent to have a name added to the awardee list, and the merit list is published publicly with scores and state ranks precisely so that the selection can be checked.
How to check your application status
Mukhyamantri Saksham does not have a public tracking number or a status button that a parent can log into directly, because the record lives on the school's own One School App Portal account, not on a parent-facing dashboard. Checking status happens in stages that match the scheme's own timeline.
- After submitting the class 5 SAT report card, ask the class in-charge or the school head whether the student's name appears on the eligibility list confirmed by the District Elementary Education Officer. This list decides who is allowed to sit the competitive exam, so it is the first checkpoint.
- After the competitive exam, the result and state rank are published by the Department of School Education, not sent to individual students by SMS. Ask the school for the published merit list, or check for the result notice through the Directorate of Elementary Education, Haryana at harprathmik.gov.in. The list carries each student's score and rank, so a family can confirm exactly where the child stands against the top 1,500 cut-off.
- After the rank is confirmed, the next thing to verify is whether the school has entered the payment fields, that is the Parivar Pehchan Patra number, bank account number, IFSC code and bank name, on the One School App Portal. A confirmed rank with an incomplete portal entry will not produce a payment, so this step matters as much as the rank itself.
- For the quarterly instalment itself, ask the school or check the student's own bank passbook or bank SMS alerts for the DBT/PFMS credit, since disbursement is direct to the account and not routed through the school in cash.
- For continuation into class 7 or class 8, status effectively means checking the SAT result of the preceding class against the 80 per cent threshold. The school holds this record and can confirm whether the continuation condition has been met before the next instalment falls due.
If a status query does not get a clear answer at the school level, the next point of contact is the Block Education Officer, then the District Elementary Education Officer, and finally the Directorate of Elementary Education, Haryana, Panchkula on 0172-2560246, the same escalation chain used for payment complaints.

Who can apply for the Mukhyamantri Saksham scholarship for classes 6 to 8?
Students studying in Haryana government schools who are entering class 6 and whose class 5 SAT result makes them eligible to sit the special competitive exam. The scheme notification limits it to government school students of classes 6 to 12; students in private schools are not eligible.
What exam do I have to pass for the Saksham scholarship?
A special district-level competitive exam conducted by SCERT Haryana, Gurugram, built on the NMMS exam framework. It has two sections with 30 to 40 multiple choice questions each, a Scholastic Ability Test and a Mental Ability Test, and the class 6 paper covers the entire class 5 syllabus.
How many students get the Saksham scholarship each year?
1,500 students per class. The notification allots the scholarship to the top 1,500 rankers in the competitive exam, divided into three slabs of 500 students each.
Does the Saksham scholarship continue automatically for three years?
No, it continues only if the student keeps performing. The notification requires the student to score over 80 per cent in the SAT exam in classes 6 and 7 to carry the scholarship forward through classes 7 and 8.
How is the Saksham scholarship money paid?
The Education Department disburses the scholarship in quarterly instalments directly into the student's own bank account through DBT and PFMS. The school must first record the student's PPP ID, account number, bank name and IFSC on the One School App Portal.
Why has a selected student not received the Saksham scholarship money?
The most common cause is incomplete data on the One School App Portal. The Directorate of Elementary Education's letter of 15 May 2025 warned that where the PPP ID, bank account number, IFSC or bank name is missing, an otherwise eligible student is left out of payment.
