Rajiv Gandhi Education Encouragement of Excellence (EEE) Scholarship Scheme
Haryana state government scheme
Rajiv Gandhi Education Encouragement of Excellence (EEE) Scholarship is a Haryana state scholarship for government school students, covering classes 6 to 8 through the Elementary Education Department and classes 9 to 12 through Secondary Education. Money reaches the student's Aadhaar-linked bank account by DBT and PFMS, claimed by the school.
What is the Rajiv Gandhi EEE Scholarship in Haryana?
Rajiv Gandhi Education Encouragement of Excellence (EEE) Scholarship is a Haryana state scholarship scheme for students of government schools. The full official title appears in the Directorate of Elementary Education's notification memo No. 3/2-2021 Sch (1) dated 15 June 2021, which lists it as "Scholarships (middle) Education Encouragement of Excellence (EEE) Rajiv Gandhi Scholarship scheme for Classes VI to VIII".
The scheme runs in two halves. The middle school component for classes 6 to 8 is administered by the Directorate of Elementary Education, Panchkula, and is the subject of this guide. A secondary component for classes 9 to 12 is administered by the Directorate of School Education, and appears as "Scholarships (Secondary) Education Encouragement of Excellence (EEE) Rajiv Gandhi Scholarship Scheme for Classes IX-XII" in that directorate's memo No. 12/3-2021 Exam (1) dated 25 August 2021.
Rajiv Gandhi EEE is often written simply as "Rajiv Gandhi Scholarship EEE", which is the form used on the Haryana State DBT Portal, dbtharyana.gov.in, where it is listed among the ten schemes of the Department of Elementary Education. The short form is the reason many people searching for the scheme cannot find what the three Es mean, they stand for Education Encouragement of Excellence.
The scheme sits inside a group of seven state scholarship and incentive schemes that the Elementary Education Department was running for classes 1 to 8 as of 2021. The other six are the one-time Cash Award Scheme for Scheduled Caste students, the monthly stipend for all Scheduled Caste students, the monthly stipend for BC-A students, the monthly stipend for BPL students, free bicycles for Scheduled Caste students in class 6, and the Mukhyamantri Saksham merit-based scholarship. Rajiv Gandhi EEE is the excellence-encouragement scholarship in that set, and unlike the stipends it is not restricted to a single social category.
Who is eligible for the Rajiv Gandhi EEE Scholarship?
A student can be considered if:
- The student is enrolled in a Haryana government school.
- The student is in class 6, 7 or 8 for the elementary component, or class 9 to 12 for the secondary component run by the Directorate of School Education.
- The student has performed well in the preceding class, since the scheme is framed as an encouragement of excellence rather than a needs-based stipend.
- The student holds an Aadhaar number or has enrolled for Aadhaar.
- The student has a bank account in their own name that can receive a DBT credit.
A student is not eligible if:
- The student studies in a private school. The Elementary Education Department's state scholarship schemes are framed for students studying in government schools, so private school students cannot apply.
- The student is outside the covered class range.
- The student refuses to furnish Aadhaar. Under the Section 7 notification, a child who does not possess an Aadhaar number must apply for enrolment before registering for the scheme, with the consent of a parent or guardian.
What documents are needed?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar number of the student | Yes | Required under the Section 7 Aadhaar Act notification |
| Parivar Pehchan Patra (Family ID) | Yes | Must appear on the One School App Portal record |
| Bank account number, bank name, IFSC code | Yes | Credit goes to the student's own account by DBT/PFMS |
| Government school enrolment record | Yes | Held and certified by the school |
| Previous class examination result | Yes | The academic basis on which the scholarship is awarded |
None of these are submitted by the family at a public counter. They are given to the school and entered against the student in the departmental system.
How to apply for the Rajiv Gandhi EEE Scholarship
Rajiv Gandhi EEE has no separate citizen-facing application portal. The entitlement is generated from the school's own student record, and the steps below reflect how a claim actually moves.
- Enrol the child in a Haryana government school in class 6, 7 or 8 for the elementary component.
- Give the school the child's Aadhaar number and the family's Parivar Pehchan Patra ID. If the child has no Aadhaar, apply for enrolment at any Aadhaar enrolment centre listed on uidai.gov.in with parental consent, as the Section 7 notification directs.
- Open a bank account in the student's own name and hand the school the account number, the bank name and the IFSC code. The Directorate of Elementary Education has told schools to complete account opening down to class 1 entrants so that no eligible student is blocked at the payment stage.
- Ask the class in-charge to complete the entry on the One School App Portal, scheme by scheme. The head of the school is responsible for filling the complete data set of PPP ID number, bank account number, bank IFSC code and bank name.
- Follow the published merit position for the class, since the scholarship is awarded on academic performance in the preceding class rather than on application order.
- Track the credit in the student's bank account and escalate to the Block Education Officer if the school's record is complete but no money has come.
For 2025-26 the Directorate fixed 20 May 2025 as the deadline for schools to finish this student data work, in memo No. 03/08-2023 Chhatravriti (1) dated 15 May 2025, following earlier letters of 18 April 2025 and 8 May 2025. There is no public last date for families, because families do not file anything.
How the money reaches the student
The 15 June 2021 notification records the payment mechanism plainly: for the state scholarship and incentive schemes covering government school students of classes 1 to 8, the scholarship and incentive amounts are deposited in eligible students' bank accounts through DBT and PFMS with Aadhaar linking.
The Directorate's May 2025 letter adds the operational layer. It groups the scholarship amount together with the uniform, school bag and stationery allowances for classes 1 to 8, and requires that all of them be paid directly into students' bank accounts from a single complete student record on the One School App Portal.
The per-student rate for Rajiv Gandhi EEE is not stated in either notification, and no figure is asserted here for that reason. The head of the school is the right person to ask for the current year's rate, since the school files the claim.
Why a Rajiv Gandhi EEE payment gets stuck
- PPP ID missing from the student's One School App Portal record.
- Bank account number, IFSC code or bank name missing or incorrect โ the failure the Directorate named most often in its May 2025 letter.
- No bank account in the student's own name, which is why the department pushed schools to open accounts for even the youngest children.
- Aadhaar not furnished or not seeded to the bank account, in a scheme notified under Section 7 of the Aadhaar Act.
- Duplicate student entries, which the Directorate warned would be treated as a financial irregularity for which the district office, Block Education Officer, head of school and class in-charge are answerable.
A parent cannot repair any of these directly. The correct move is to ask the class in-charge to read back the four payment fields from the portal record and correct whatever is wrong or missing.
Where to raise a complaint
- Head of the school and class in-charge, who own the portal entry.
- Block Education Officer, then the District Elementary Education Officer.
- Directorate of Elementary Education, Haryana, Panchkula, reachable through the Directorate of School Education at Shiksha Sadan, Sector 5, Panchkula, telephone 0172-2560246.
- CM Window at cmharyanacell.nic.in for a written state-level grievance.
Rajiv Gandhi EEE costs nothing to claim. No agent, teacher or official may charge a family to have a student's name added, and any demand for a fee should be reported through CM Window.
How to check your application status
There is no student or parent login where a Rajiv Gandhi EEE case number can be tracked, because there is no separate application in the first place. The entitlement lives inside the school's own record on the One School App Portal, so checking status means checking that record and checking the bank account it feeds, not checking a form.
At home, without going anywhere:
- Check the student's own bank passbook or its linked mobile banking app for a credit from the state treasury or PFMS. Since payment is routed by Aadhaar-linked DBT, the credit lands directly in the account, not in a wallet or portal balance.
- Check for an SMS from the bank confirming a DBT credit, if the account has SMS alerts enabled. Banks usually message on every credit above a small threshold.
- If nothing has come and the academic year's internal school deadline (20 May for 2025-26) has already passed, that is the point to ask the school rather than keep waiting, since disbursal is meant to follow shortly after the data is locked.
Through the school, which is where the real record sits:
- Ask the class in-charge to open the student's entry on the One School App Portal and read back whether the PPP ID, bank account number, IFSC code and bank name are all filled in correctly. A payment cannot be generated against an incomplete or mismatched entry, so an incomplete field is itself a status: it means the claim has not left the school yet.
- Ask whether the school's data for the scheme was submitted before the Directorate's cut-off for that academic year. A student's individual record can be complete while the school as a whole missed the submission window, in which case the whole batch waits for the next cycle.
- If the school confirms the record is complete and submitted, but the account still shows no credit after a reasonable interval, ask the class in-charge to raise it with the Block Education Officer, who can check whether the batch cleared at the treasury or PFMS end.
There is no scheme-specific helpline number separate from the Directorate of Elementary Education's general line (0172-2560246); a status query by phone is best directed there only after the school-level check has failed to explain the delay, since the Directorate cannot see an individual student's bank account and will in turn ask the same PPP ID and bank-detail questions the school can answer faster.
