What is the Haryana EV purchase incentive?

The Purchase Incentive to Buyers of Electric Vehicles is a scheme notified by the Department of Industries and Commerce, Haryana on 3 November 2022, under Clause 6(a) of the Haryana Electric Vehicle Policy 2022, which was itself notified in the Gazette on 8 July 2022.

The stated objective is to reduce the upfront cost of an electric vehicle, which is higher than that of a comparable petrol or diesel vehicle, so that demand is sufficient for wider adoption in the state. The incentive is a one-time payment to the buyer, not a discount routed through the dealer, and it is transferred directly into the buyer's bank account.

Two things about this scheme surprise people. First, it is limited by unit counts, not just by dates, each category has a fixed number of vehicles that will be incentivised, on a first registered, first applied basis. Second, it covers strong hybrids and plug-in hybrids, which most state EV policies do not.

How much incentive is given, by vehicle category?

Vehicle category Incentive Unit limit
Electric car / light EV (BEV or FCEV), Rs 15 lakh to Rs 40 lakh 15 per cent of ex-showroom price, max Rs 6 lakh First 1,000 units
Hybrid electric car / light EV (SHEV or PHEV), Rs 15 lakh to Rs 40 lakh 15 per cent of ex-showroom price, max Rs 3 lakh First 200 units
Electric car / light EV (BEV or FCEV), Rs 40 lakh to Rs 70 lakh 15 per cent of ex-showroom price, max Rs 10 lakh First 1,000 units
Hybrid electric car / light EV (SHEV or PHEV), Rs 40 lakh to Rs 70 lakh 15 per cent of ex-showroom price, max Rs 5 lakh First 200 units
Hydrogen based vehicle 15 per cent of ex-showroom price, max Rs 10 lakh First 200 units
Electric tractor for farmers 50 per cent of ex-showroom price, up to Rs 5 lakh First 1,000 units
Hybrid electric tractor for farmers 50 per cent of ex-showroom price, up to Rs 5 lakh First 100 units
Electric bus 10 per cent of ex-showroom price, up to Rs 10 lakh First 200 units, of which 100 reserved for government and government-owned entities of Haryana

The incentive percentage is applied to the ex-showroom price, which the buyer declares in Form U1 along with the invoice amount, so on-road charges, insurance and registration costs do not enter the calculation.

Who is eligible for the Haryana EV incentive?

You can apply if:

  • You are an individual person, and the vehicle is registered in your own name.
  • The vehicle is a pure electric vehicle, fuel cell electric vehicle, strong hybrid electric vehicle or plug-in hybrid electric vehicle falling in one of the eight categories above.
  • The vehicle was purchased and registered on or after 10 July 2022.
  • The vehicle is registered within the state of Haryana.
  • You have not claimed an incentive under FAME or any other state or central government policy for that vehicle.
  • You apply within 45 days of the vehicle's registration.

You cannot apply if:

  • The vehicle is in the name of a company, corporation, firm, society or proprietorship. The scheme restricts incentives to individuals.
  • You are a government department or public sector unit, except for the reserved electric bus provision.
  • You have already claimed the incentive for another vehicle; one individual, one vehicle, across all categories.
  • Your vehicle does not fall in the listed categories. The scheme states plainly that vehicles not falling in those categories will not be eligible, so electric two-wheelers and three-wheelers are outside this particular purchase incentive.
  • The vehicle is registered outside Haryana.
  • You missed the 45-day window. There is no relaxation provision.

What documents are required?

Document Mandatory Notes
Aadhaar card of buyer Yes Individuals only
Vehicle registration certificate or number Yes Must be a Haryana registration
Purchase memo / invoice / transaction number Yes Carries the ex-showroom price
Undertaking (Annexure II) Yes Accepted online while applying
Cancelled cheque Yes For the direct bank transfer
PAN and bank details Yes Account holder name, bank, branch, account number, IFSC, MICR

How to apply for the Haryana EV purchase incentive

  1. Register the vehicle in Haryana under the prevailing Central Motor Vehicles Rules. Registration outside the state makes the claim ineligible.
  2. Collect the invoice showing the ex-showroom price, the registration certificate, your Aadhaar and PAN, and a cancelled cheque of the account where you want the money.
  3. Go to the web portal of the Department of Industries and Commerce, Haryana and open the EV purchase incentive application.
  4. Fill Form U1 with your name, address, Aadhaar number, PAN, mobile number, bank details, and the vehicle's manufacturer, dealer, model and variant, invoice number and amount, ex-showroom cost, registration number and chassis number.
  5. Declare whether any incentive was claimed for the vehicle under FAME or any other government policy, and accept the Annexure II undertaking online.
  6. Upload the cancelled cheque and submit the application within 45 days of registration, or within 45 days of the portal's launch if that is later.
  7. Wait for scrutiny by the office of the Director General or Director, Department of Industries and Commerce. Where no deficiency is found, the time limit for approval is 30 days.
  8. Receive the incentive by direct transfer into the bank account you gave.

The scheme states that all incentives are made available online with no requirement of any face-to-face visit, so no dealer or agent needs to be paid to process the claim.

What if my application is rejected?

Take rejection seriously here, because in case of rejection, applications will not be entertained again. That single line in the scheme makes the first submission effectively the only one, so it is worth checking the ex-showroom price, chassis number and bank details letter by letter before submitting.

An appeal lies with the Administrative Secretary, Department of Industries and Commerce, Haryana, within 30 days of communication of the order. The appeal is filed in writing at the Administrative Secretary's office with the subject line "Appeal for Purchase Incentives to Buyers of Electric Vehicles under the Haryana Electric Vehicle Policy - 2022". The Administrative Secretary's order in appeal is final.

What are the key dates?

  • 8 July 2022, Haryana Electric Vehicle Policy 2022 notified in the Gazette.
  • 10 July 2022 β€” the purchase incentive scheme commences; vehicles purchased on or after this date are eligible.
  • 3 November 2022, the purchase incentive scheme itself notified.
  • 9 July 2027: end of the five-year operative period, subject to the category unit targets being exhausted earlier.
  • 45 days, the window to apply after registering the vehicle.

Because each category is capped by unit count, the practical deadline for any given category may arrive well before July 2027. Buyers in the popular Rs 15-40 lakh electric car band should check the portal for remaining availability before counting on the incentive.

What happens if a claim is found to be false?

The scheme's penal clause is strict. An applicant who has claimed assistance on the basis of wrong facts must refund the assistance with compound interest at 12 per cent per annum, faces legal action, and is debarred from any future incentive or assistance from the state government.

Where to get help

The Haryana Enterprises Promotion Centre (HEPC) is the state's front desk for industrial and EV policy incentives, on 0172-2701344 and toll-free 1800-180-2132, with e-mail to ipcharyana@yahoo.com. Buyers can also visit the HEPC office in person for assistance, although the application itself is entirely online.

How to check your application status

The purchase incentive is applied for and tracked entirely on the Department of Industries and Commerce, Haryana web portal, since the scheme rules explicitly rule out any face-to-face processing. There is no separate mobile app or SMS-based tracker for this particular incentive, so the portal and the department's help desk are the two real channels.

  1. Keep your submission reference safe. When you complete Form U1 online, the portal generates an application or transaction reference number. Note it down (or screenshot the confirmation page) immediately, since this reference is what any status check, phone call or written follow-up will be built around.
  2. Log back into the portal with the same credentials or mobile number you registered with. Once logged in, the application should show under your dashboard with a status such as under scrutiny, deficiency raised, approved, or incentive disbursed. Because scrutiny is done by the office of the Director General or Director of Industries and Commerce, and the scheme commits to a 30-day decision where no deficiency is found, a status that has not moved after roughly a month is worth escalating rather than waiting on.
  3. If the portal shows a deficiency or objection, it typically means one of your uploaded documents or declared figures did not match what the department could verify (see the rejection reasons below); respond to any resubmission window the portal opens rather than assuming the case will be revisited automatically, since the scheme is strict about not re-entertaining a rejected claim.
  4. For anything the portal itself cannot answer, for example a payment that shows as approved but has not reached your bank account, contact the Haryana Enterprises Promotion Centre on 0172-2701344 or the toll-free number 1800-180-2132, or write to ipcharyana@yahoo.com quoting your application reference number, the vehicle's registration number and the date of submission.
  5. A visit to the HEPC office is also an option if phone and email follow-up does not resolve the query, though this is for clarifying status only; the actual application and any resubmission must still go through the online portal.

Since disbursal is a direct bank transfer, the surest confirmation of final approval is the credit itself appearing in the account and IFSC you declared in Form U1, matched against the status shown on the portal.

Common reasons for rejection

Because the scheme states plainly that a rejected application will not be entertained again, it is worth understanding exactly where claims typically fail rather than treating the form as a formality.

  • Vehicle registered outside Haryana. The incentive is tied to a Haryana registration certificate. A vehicle bought in Haryana but registered against an address or RTO in another state does not qualify, and this is checked directly against the registration certificate uploaded with the claim.
  • Vehicle registered in a company, firm or institutional name. The scheme is restricted to individual buyers. If the invoice or registration certificate shows a company, partnership, proprietorship or society as the owner rather than a natural person, the claim is rejected regardless of who actually uses the vehicle.
  • Application filed after the 45-day window. The scheme sets a firm 45-day limit from the date of registration, with no relaxation provision mentioned in the policy. A late submission, even by a few days, is a straightforward ground for rejection, so applicants should not wait to gather documents after the vehicle is registered.
  • Vehicle does not fall into one of the listed categories. Electric two-wheelers and three-wheelers, for instance, are outside this particular purchase incentive even though they are electric vehicles; applying for a category the scheme does not cover leads to automatic rejection.
  • Mismatch between the declared ex-showroom price and the invoice. Since the incentive amount is calculated as a percentage of the ex-showroom price declared in Form U1, any inconsistency between that figure and the purchase invoice or transaction record is flagged during scrutiny and can hold up or sink the claim.
  • Incentive already claimed under FAME or another government policy for the same vehicle. The scheme requires an explicit declaration on this point; a vehicle that has already drawn a central FAME subsidy or another state incentive is not eligible for this one, and a false declaration attracts the scheme's penal clause of refund with 12 per cent compound interest and debarment, in addition to rejection.
  • One incentive per individual. An applicant who has already received the purchase incentive for an earlier vehicle cannot claim it again for a second vehicle; a repeat application in the same name is rejected on that basis alone.
  • Incomplete or mismatched bank details. Errors in the account number, IFSC or account holder name on the cancelled cheque, or a mismatch between the bank details and the applicant's own name, are a common technical reason claims get held up or bounced back, since the payout is a direct transfer and the department will not disburse to an unverifiable account.
  • Category quota already exhausted. Each vehicle category under this scheme is capped by a fixed number of units. An otherwise complete and eligible application submitted after a category's quota is filled will not be sanctioned, independent of any error on the applicant's part, so checking remaining availability on the portal before purchase is worthwhile for popular categories like the mid-range electric car band.

The practical fix for nearly all of these is the same: register the vehicle in Haryana in your own name, apply well inside the 45-day window, and cross-check the ex-showroom price, vehicle category and bank details against the source documents before hitting submit, since a single rejected claim under this scheme cannot be refiled.

How many vehicles can one person claim for?

One. An individual is entitled to claim the incentive for only one electric vehicle across all the listed categories.

How is the incentive paid?
