What is the Pre-Matric Scholarship for children of those in unclean occupations?

Pre-Matric Scholarship for the Children of Those Engaged in Unclean Occupations is a centrally sponsored scholarship implemented in Haryana by the Directorate of Welfare of Scheduled Castes and Backward Classes, part of the SEWA Department (Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya). Its full central name is the Pre-Matric Scholarship to the Children of Those Engaged in Occupations Involving Cleaning and Prone to Health Hazards.

According to the SEWA Department's page, the regulations governing the scheme in Haryana are those applicable with effect from 1 July 2011, covering the children of those engaged in unclean occupations, namely scavenging, tanning and flaying. The Government of India has run this scholarship nationally since 1977-78, making it one of the oldest continuously running scholarship programmes in the country.

The scheme exists because of a specific social fact. Households whose earnings come from manual scavenging, waste picking, tanning, flaying and hazardous cleaning face both extreme income insecurity and stigma, and their children have historically been pulled out of school early to join the same work. The scholarship targets the school years: Class 1 to Class 10, precisely because that is where the drop-out happens.

The most important design feature is what it does not require: there is no income ceiling and no caste condition. Eligibility rests entirely on the parent's or guardian's occupation. That makes it different from the Pre-Matric Scholarship for Scheduled Caste Students studying in Classes 9 and 10, which Haryana runs separately.

Who is eligible for this pre-matric scholarship?

Your child can claim the scholarship if:

  • The parent or guardian is engaged in an occupation involving cleaning and prone to health hazards. The recognised categories are:
  • Manual scavengers, including those identified under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013;
  • Tanners and flayers;
  • Waste pickers;
  • Persons engaged in hazardous cleaning, including sewer and septic tank cleaning.
  • The student is studying in Class 1 to Class 10 on a full-time basis in a recognised school.
  • The family lives in Haryana and the claim is filed through a Haryana school and district office.
  • An occupation certificate has been obtained from the District Social Welfare Officer or an identified officer of the local body or civic agency.
  • The student has an Aadhaar-seeded bank account for DBT.

Your child is not eligible if:

  • The parent's occupation does not fall in the notified categories. General daily-wage labour, construction work, domestic service or agricultural labour are not covered by this scheme, however low the household income.
  • No occupation certificate can be obtained from the District Welfare Officer or the local body. Without it, the application cannot be processed.
  • The student is in Class 11 or above. That stage falls under post-matric schemes.
  • The student is not a regular full-time student: private, distance or irregular enrolment does not qualify.
  • The student is already drawing another pre-matric scholarship for the same academic year from a government source. Only one pre-matric scholarship per student per year is allowed.

Note the reverse of the usual advice: do not rule your child out because the household earns too much. There is no income test here at all.

How much does the scholarship pay?

Rates for this scheme are set by the Government of India in the guidelines in force for the academic year, and the state applies that table rather than fixing its own figures. The benefit is built from these components:

  • An annual scholarship for the academic session, paid at one rate for day scholars and a higher rate for hostellers, with the rate stepping up when the student reaches the higher classes.
  • An ad-hoc grant towards books, stationery and other educational material, paid once a year.
  • Where applicable, additional allowances for students with disabilities — the central guidelines provide for a reader allowance for blind students and a coaching allowance for students with intellectual disability in Classes 9 and 10, each at Rs 100 per month.

Because the Haryana page publishes the scheme regulations as downloadable PDFs rather than an on-page rate table, and because the central rates have been revised more than once since 2011, the current-year figures should be taken from the notification for that year rather than from any secondary source. Ask your District Welfare Officer for the applicable rate table before you plan around a number.

Payment is made by Direct Benefit Transfer into an Aadhaar-seeded bank account. For younger children a minor account operated by a parent or guardian is the normal arrangement; schools do not distribute this money in cash.

How to apply for this pre-matric scholarship in Haryana

  1. Get the occupation certificate first. Approach the District Social Welfare Officer of your district, or the identified officer of your municipal corporation, municipal council or panchayat, with proof of the parent's work; employment record, sanitation worker card, waste-picker identity card, or a self-declaration that the officer can verify. Every later step depends on this certificate.
  2. Collect the school papers. Ask the school for a bonafide certificate showing the student's class, section, admission number and full-time regular status, and for the previous class result if this is a renewal.
  3. Open an Aadhaar-seeded bank account for the student, or a minor account operated by the parent, and confirm with the branch that it is DBT-enabled.
  4. File the application through the scholarship portal notified by the Directorate of Welfare of Scheduled Castes and Backward Classes for the current academic year, uploading the occupation certificate, Aadhaar, bank passbook, bonafide certificate and residence proof. Where the department directs applications through the school, submit the completed form and documents to the school's scholarship in-charge instead.
  5. Get the school to verify and forward the application. The school's certification of enrolment and attendance is a mandatory stage; an unverified form is not sanctioned.
  6. Save the acknowledgement or reference number printed after submission and keep a photocopy of the full document set.
  7. Follow up with the District Welfare Officer if the status does not change for several weeks, and watch the bank passbook for the DBT credit.

Renewal for the next class follows the same route, with the previous year's result added and the occupation certificate re-validated if the officer has set an expiry on it.

How do I check the status of the application?

  • Ask the school scholarship in-charge, who can see whether the school has forwarded the application and whether the district has raised any query.
  • Check the status page of the scholarship portal used for the current year, using the reference number from your acknowledgement.
  • Visit or telephone the District Welfare Office, which holds the file during sanction.
  • Check the bank passbook, since DBT credits arrive without a separate intimation letter.

Why applications get rejected, and how to fix it

  • Occupation certificate missing, vague or issued by the wrong officer. The certificate must come from the District Social Welfare Officer or an identified officer of the local body or civic agency, and must name the specific occupation. This is the number one cause of rejection in this scheme.
  • Bank account not Aadhaar-seeded, so the DBT credit fails and reverses. Complete seeding at the branch and resubmit the account details.
  • Name mismatch between Aadhaar, the school record and the bank account. Fix the Aadhaar record first and then align the school and bank records to it.
  • School did not verify the application before the portal closed. Submit early and confirm with the school in person.
  • Student in Class 11 or above, filed in the wrong scheme. Move to the applicable post-matric scholarship.
  • Duplicate claim where the student is already sanctioned another pre-matric scholarship for the same year.

Where a parent works informally and no employer will confirm the occupation, ask the local body officer about the self-declaration route, in which a parental declaration is countersigned after local verification. Many genuine families are lost to the scheme simply because nobody told them this route exists.

Where do I get help or complain?

  • Directorate of Welfare of Scheduled Castes and Backward Classes, Bays No. 53-54, Kalyan Bhawan, Sector 2, Panchkula-134109, telephone 0172-2564006 and 0172-2567009, email dbcharyana[at]gmail[dot]com.
  • District Social Welfare Officer of your district, for the occupation certificate and for the status of the sanction.
  • Municipal corporation, council or panchayat office, for identification of sanitation and hazardous-cleaning workers.
  • CM Window, Haryana's grievance platform, when the district level does not respond.

There is no fee for this scholarship at any stage; not for the occupation certificate, not for the school verification, and not for the application. No official or agent may charge to "get the scholarship sanctioned".

Frequently asked questions

Who is this pre-matric scholarship for?

It is for children in Class 1 to 10 whose parents or guardians are engaged in occupations involving cleaning and prone to health hazards — manual scavengers, tanners and flayers, waste pickers, and persons engaged in hazardous cleaning. The parent's occupation, not the child's caste, decides eligibility.

Is there an income limit for this scholarship?

No income ceiling applies to this scheme. Eligibility is based entirely on the parent's or guardian's occupation, certified by the District Social Welfare Officer or an identified officer of the local body or civic agency.

Does the child have to belong to a Scheduled Caste?

No. Caste is not a condition. A child of any community whose parent is in a certified unclean or hazardous cleaning occupation is covered, which is what distinguishes this scheme from the SC pre-matric scholarship.

Which classes are covered?

Classes 1 to 10, studying on a full-time basis in a recognised school. Once the student passes Class 10, the family should move to the relevant post-matric scholarship scheme instead.

What is the single most important document?

The occupation certificate from the District Social Welfare Officer or an identified officer of the local body or civic agency. Without that certificate no application in this scheme can be processed, however complete the rest of the file is.

Since when has Haryana run this scheme?

The Haryana department applies the current regulations with effect from 1 July 2011, while the Government of India has been implementing the scheme nationally since 1977-78.

Can two children in the same family get the scholarship?

Yes, this scheme is generally applied without the two-child restriction found in some other pre-matric schemes, because it targets the household's occupation. Confirm the position for the current year with your District Welfare Officer before applying for a third child.

How is the scholarship paid?

By Direct Benefit Transfer into an Aadhaar-seeded bank account in the student's name, or a guardian-operated minor account for younger children. Cash payment through the school is not the route.
