What is the Post Matric Scholarship Scheme for SC students in Haryana?

Post Matric Scholarship for SC Students is a centrally sponsored scholarship implemented in Haryana by the Directorate of Welfare of Scheduled Castes and Backward Classes, which sits within the SEWA Department (Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya). It is the state's largest scholarship for Scheduled Caste students and the standard route by which an SC student in Haryana funds education after Class 10.

According to the SEWA Department, Scheduled Caste students studying in post-matric classes are awarded a scholarship ranging from Rs 230 to Rs 1,200 per month, covering everything from post-matric up to post-graduate classes, and students are also reimbursed compulsory non-refundable fees. The department sets the annual income limit of parents or guardians at Rs 2.50 lakh.

"Post-matric" means any recognised full-time course after matriculation; Class 11 and 12 in a school or board, ITI and diploma courses, undergraduate degrees, professional courses such as engineering, medicine and law, and postgraduate degrees and research programmes. The scheme's declared purpose is to raise the Gross Enrolment Ratio of Scheduled Caste students in higher education, particularly from economically weaker households.

Two components make up the benefit. The maintenance allowance is a monthly sum meant for living costs, books and stationery, paid at a rate set by course group and by hosteller or day-scholar status. The fee reimbursement covers the compulsory non-refundable fees the institution actually charges. Together they are intended to make the course cost nothing out of pocket at a government or government-aided institution.

Who is eligible for the SC post-matric scholarship in Haryana?

You can claim the scholarship if:

  • You are a domicile of Haryana and hold a Haryana residence certificate.
  • You belong to a Scheduled Caste notified for Haryana and hold a caste certificate in your own name issued by the Tehsildar.
  • Your parents' or guardian's annual income is Rs 2.50 lakh or less, from all sources combined.
  • You are enrolled in a recognised post-matric course, Class 11 or above: in a recognised institution, as a regular full-time student.
  • You have passed the previous examination and been promoted to the class for which you are claiming.
  • You have a bank account in your own name, seeded with Aadhaar.

You are not eligible if:

  • You do not belong to a Scheduled Caste, or your caste certificate is issued by another state. Haryana's notified SC list governs the claim.
  • Your family income exceeds Rs 2.50 lakh a year. The ceiling is on the household, not on one earner.
  • You are studying in Class 10 or below. Those students fall under the separate pre-matric scholarship schemes.
  • You are already drawing another scholarship or stipend for the same course from a central or state source. Double benefit for the same year is not allowed.
  • You are a correspondence, distance or part-time student where the scheme guidelines require regular full-time study.
  • You are repeating a class after failing, for the repeated year.
  • You are the third or subsequent child of the same parents claiming together, where the scheme restricts the benefit to two children per family.

Attendance also matters. Institutions are expected to certify satisfactory attendance and conduct, and several Haryana notifications refer to a 75% attendance expectation in the previous academic year before a renewal is forwarded.

How much money does the scholarship pay?

The department's published figure is a maintenance allowance of Rs 230 to Rs 1,200 per month, plus reimbursement of compulsory non-refundable fees. Where the sanctioned amount is expressed annually, students in higher course groups reach a total academic allowance of around Rs 13,500 a year on the maintenance side alone.

Three things drive which rate applies:

  1. Course group. Professional and postgraduate courses attract the higher end of the band; Class 11 and 12 and ordinary degree courses attract the lower end.
  2. Hosteller or day scholar. Hostellers are paid at a higher rate than day scholars, and a hostel certificate from the institution is required to claim it.
  3. Duration of the course year. The allowance is paid for the months of the academic session, not for a full 12 months in every case.

Payment reaches the student through Direct Benefit Transfer into an Aadhaar-seeded account held in the student's own name. Haryana does not route these payments through parents' accounts, and a mismatched or unseeded account is the single most frequent reason a sanctioned scholarship fails to arrive.

Fee reimbursement covers compulsory non-refundable items — tuition fee, admission fee, examination fee and similar heads that the institution charges and does not return. Refundable deposits such as caution money and library security are excluded, as are optional charges like transport and private hostel rent above the notified rate.

How to apply for the Haryana SC post-matric scholarship

  1. Wait for the annual notification. The Directorate of Welfare of Scheduled Castes and Backward Classes announces the application window for each academic year on its portal, in past years applications for the year opened around 1 August. Applying outside the window is not possible.
  2. Get the paperwork ready first: caste certificate, a fresh income certificate, Haryana residence certificate, Aadhaar, previous year marksheet and the bonafide certificate and fee receipt from your institution.
  3. Open or verify a bank account in your own name and complete Aadhaar seeding at the branch. Ask the branch to confirm the account shows as DBT-enabled.
  4. Register on the state scholarship portal. Haryana routes state scholarship applications through harchhatravratti.highereduhry.ac.in, where students complete a One-Time Registration and sign in using the Parivar Pehchan Patra (Family ID). Check the current departmental notification, because the Directorate has in past years also invited applications on this portal for the SC and BC post-matric schemes.
  5. Fill the application form with your personal, course, institution, income and bank details, and upload every supporting document as a clear scan.
  6. Submit and print the acknowledgement, then take the printout with the original documents to your institution's scholarship nodal officer.
  7. Get the institution to verify and forward your application. Nothing moves until the institution certifies enrolment, attendance and the fee charged.
  8. Track the sanction and the DBT credit on the portal and in your bank passbook.

Renewal follows exactly the same route each year, with the previous year's marksheet as the extra document.

How do I check my scholarship status?

  • Sign in to the scholarship portal with your registered credentials or Family ID and open the application status page.
  • Ask your institution's scholarship nodal officer, the institution can see whether your application is pending verification at its end, which is where most applications sit.
  • Check your bank passbook or statement, because DBT credits arrive without a separate letter.
  • Contact the District Welfare Officer of your district for cases stuck after institutional verification.

Why applications get rejected, and how to fix it

  • Income certificate expired or above Rs 2.50 lakh. Get a fresh certificate for the current financial year before applying.
  • Bank account not in the student's name, or not Aadhaar-seeded. Open an individual account and complete seeding at the branch.
  • Name mismatch between Aadhaar, the caste certificate, the marksheet and the bank record. Correct Aadhaar first, then align the rest.
  • Institution did not verify the application before the portal closed. Follow up with the nodal officer well before the last date, not after.
  • Previous year marksheet not uploaded, or the student was not promoted.
  • Caste certificate from another state, which does not establish Haryana Scheduled Caste status.
  • Duplicate claim where the student is already drawing another scholarship for the same course.

Key dates to watch

  • The application window is announced fresh each academic year, historically opening around August and running into the winter; Haryana notifications in recent years have set last dates in the November-to-February range.
  • Institutional verification always closes after the student submission date, so submit early and chase your college.
  • No fixed disbursal date is published. Payments are released in batches once the Directorate receives verified lists from institutions.

Where do I get help or complain?

  • Directorate of Welfare of Scheduled Castes and Backward Classes, Bays No. 53-54, Kalyan Bhawan, Sector 2, Panchkula-134109, telephone 0172-2564006 and 0172-2567009, email dbcharyana[at]gmail[dot]com.
  • Your institution's scholarship nodal officer, the first stop for anything about verification or fee heads.
  • District Welfare Officer of your district.
  • Scholarship portal helpdesk, helpdeskscholarship[at]highereduhry[dot]ac[dot]in, for portal, login and Aadhaar-seeding problems.
  • CM Window, Haryana's grievance platform, for escalation.

Applying is free at every stage. No college official, cyber cafe or agent may charge a fee to "get your scholarship sanctioned", and no government officer will ask for your bank password or OTP.

Frequently asked questions

How much is the Haryana Post Matric Scholarship for SC students?

The SEWA Department states the scholarship ranges from Rs 230 to Rs 1,200 per month from post-matric to post-graduate classes, and that students are additionally reimbursed compulsory non-refundable fees. The monthly rate depends on the course group and on whether the student is a hosteller or a day scholar.

What is the income limit for the SC post-matric scholarship in Haryana?

The annual income of parents or guardians must be Rs 2.50 lakh or less. The limit applies to total family income from all sources, not to the father's salary alone, and is proved with a current income certificate.

Who is not eligible for this scholarship?

Students who are not Scheduled Caste, who are not Haryana domiciles, whose family income exceeds Rs 2.50 lakh, who are still in Class 10 or below, or who are drawing another scholarship for the same course are not eligible. More than two children of the same parents cannot normally draw it together.

Does the scholarship cover college fees?

Yes. Compulsory non-refundable fees charged by the institution are reimbursed in addition to the monthly maintenance allowance. Refundable deposits such as caution money and security are not reimbursed.

Do I have to apply again every year?

Yes. The scholarship is renewed annually and a fresh application with the previous year's marksheet is required for each academic year. Renewal is not automatic even if you were sanctioned the previous year.

How is the scholarship paid?

By Direct Benefit Transfer into the student's own Aadhaar-seeded bank account. Payments into a parent's account or a joint account are not made, which is why the account must be opened in the student's name before applying.

Can a student who failed a year still get the scholarship?

Generally no for the repeated year. Post-matric scholarships are continued for students promoted to the next class, and a student who fails is usually not paid for repeating the same year, though the scholarship can resume once the student is promoted.

Who do I contact if the scholarship is not credited?

Start with your institution's scholarship nodal officer, since the institution verifies every application. If that does not resolve it, contact the Directorate of Welfare of Scheduled Castes and Backward Classes in Panchkula on 0172-2564006 or 0172-2567009.
