What is PMMSY and how does Haryana run it?

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the Government of India's flagship fisheries scheme, and in Haryana it is implemented by the Department of Fisheries, Haryana from its headquarters at Bays 31-32, Sector 4, Panchkula. According to the Department of Fisheries, Government of India, PMMSY has been implemented for five years from 2020-21 to 2024-25 at a total outlay of Rs 20,050 crore, the largest investment ever made in the Indian fisheries sector, with the stated aim of bringing about a Blue Revolution through sustainable and responsible development of fisheries.

Haryana is a landlocked state with no marine fishery, so PMMSY here is entirely an inland aquaculture programme. The state's fisheries economy runs on village ponds, panchayati water bodies, government reservoirs, private ponds dug on agricultural land, and increasingly on intensive systems like recirculating aquaculture and biofloc. Haryana also has a large tract of saline and waterlogged land in its southern and western districts that has been converted to inland saline aquaculture. PMMSY money in Haryana therefore goes into ponds, hatcheries, seed, feed, cold chain, markets and value addition rather than into boats and harbours.

Every PMMSY component page published by the Fisheries Department, Haryana carries the same application route: saralharyana.gov.in, the state's Antyodaya-SARAL single-window service portal.

How much subsidy does a beneficiary get?

PMMSY works on a fixed beneficiary subsidy split that the Fisheries Department, Haryana repeats on component after component:

Beneficiary category Government share of project cost
General category Up to 40 per cent
SC, ST and women beneficiaries Up to 60 per cent

The balance to 60 per cent or 40 per cent; is the beneficiary contribution, raised from own funds or from a bank loan.

The department publishes unit costs component by component. Examples drawn from the Haryana scheme pages:

Component Unit cost or ceiling
Extension and Support Services, Matsya Seva Kendra Rs 25 lakh per unit
Integrated ornamental fish unit: breeding and rearing, freshwater Rs 25 lakh per unit
Innovative projects Up to Rs 1 crore
Start-ups Up to Rs 50 lakh
Technology demonstration Up to Rs 2 crore
Pilot projects Up to Rs 2 crore
Incubation centres Up to Rs 3 crore
Genetic improvement and Nucleus Breeding Centres Decided project by project by the Competent Authority Committee
E-platform for e-trading and e-marketing of fish As per DPR or State Component Plan
State-level awareness cum training programme on PMMSY Rs 5 lakh per state, with at least 500 participants

Alongside PMMSY, the Haryana Fisheries Department also runs its own Plan Scheme for Intensive Fisheries Development, whose components the department lists as a 60 per cent subsidy on solar systems for aquaculture up to Rs 15 lakh for 30 kW, 40 per cent on fishing nets for general beneficiaries and 60 per cent for SC and women, up to 60 per cent on pond inputs subject to a maximum of 4 hectares per beneficiary, 50 per cent on crop insurance premium, and 40 to 60 per cent on pond renovation with a three-year gap between benefits. A Haryana applicant should ask the District Fisheries Officer which of the two routes fits the proposal better, because a component often exists in both.

Which PMMSY components does Haryana offer?

The Fisheries Department, Haryana lists PMMSY components including:

  • Extension and support services; Matsya Seva Kendras
  • Integrated ornamental fish units, breeding and rearing, for freshwater species, and ornamental fish brood banks
  • Cold storage and ice plant construction and modernisation
  • Fish value addition enterprise units
  • Fish retail markets and fish kiosks
  • E-platforms for e-trading and e-marketing of fish and fisheries products
  • Genetic improvement programmes and Nucleus Breeding Centres
  • Recreational fisheries
  • Innovations, innovative projects, technology demonstration, startups, incubators and pilot projects
  • Training, awareness and capacity building programmes for stakeholders

The department also provides purely technical help that costs the farmer nothing: assistance in getting a village pond on lease, help in obtaining a bank loan, training and refresher courses, pond site analysis and planning, supply of quality seed and feed, disease monitoring and fish health management, and support with harvesting, transport and marketing.

Who is eligible for PMMSY in Haryana?

A person or body qualifies if:

  • The applicant is a fisher, fish farmer, fish worker, fish vendor or fisheries entrepreneur in Haryana, or a fish farmer producer organisation, cooperative, self-help group, firm or company working in fisheries.
  • The applicant has secure access to the land or water body for the project: ownership papers for own land, or a lease or allotment covering a panchayati pond or government reservoir for a period long enough to cover the project.
  • The applicant can put up the beneficiary contribution, which is 60 per cent of project cost for general category and 40 per cent for SC, ST and women.
  • The applicant submits a Detailed Project Report that fits an approved PMMSY component and unit cost.
  • The applicant holds a Family ID, Aadhaar and an Aadhaar-seeded bank account for the Haryana application and DBT release.

A person cannot apply if:

  • The applicant has no title, lease or allotment over the water body. A verbal arrangement over a village pond is not enough.
  • The proposal does not correspond to any approved PMMSY component or unit cost. PMMSY does not fund open-ended requests for cash.
  • The applicant cannot raise the beneficiary share. PMMSY is a partial subsidy, never a full grant.
  • The applicant is claiming the 60 per cent rate without being SC, ST or a woman, or without a valid caste certificate.
  • The same project has already been funded under another central or state scheme. Double subsidy on the same asset is not permitted.
  • The applicant seeks funding for a project outside Haryana, which must be routed through the relevant state's fisheries department.

How to apply for PMMSY in Haryana

  1. Meet the District Fisheries Officer in your district and discuss the proposal. The officer will tell you which PMMSY component fits, what the notified unit cost is, and whether the district has an allocation left for the year.
  2. Secure the water body. Complete the purchase, the panchayat lease or the government reservoir allotment, and get the papers in your own name for a period long enough to cover the project.
  3. Prepare a Detailed Project Report for the chosen component, showing the unit, the technical design, the cost against the notified unit cost, the subsidy claimed at 40 or 60 per cent, and how the beneficiary contribution will be met.
  4. Register on the Antyodaya-SARAL portal at saralharyana.gov.in using your Family ID and mobile number, and log in.
  5. Search for the Fisheries Department service matching your component, for example the integrated ornamental fish unit or the Matsya Seva Kendra, and open the application form.
  6. Fill the form and upload the documents: Aadhaar, land or lease papers, DPR, bank passbook, caste certificate where the 60 per cent rate is claimed; then submit and save the SARAL reference number.
  7. Cooperate with the departmental inspection. Fisheries staff verify the site and the proposal before the project is placed before the sanctioning committee.
  8. Execute the project after sanction, keeping every bill, invoice and photograph, and inform the department when the unit is complete.
  9. Get the completed unit physically verified and then track the DBT credit of the subsidy into your Aadhaar-seeded bank account.

How to check the status of a PMMSY application

  1. Log in to saralharyana.gov.in and use the Track Application Status option with your SARAL reference number.
  2. Use the Track Now service on the SARAL home page, which works with the reference number without a login.
  3. Contact the District Fisheries Officer for the file's stage inside the department, especially after site inspection.
  4. Escalate to the Fisheries Department, Bays 31-32, Sector 4, Panchkula, or write to the department at the email published on harfish.gov.in.

The department lists a service delivery period of within 50 days for the ornamental fish unit services routed through SARAL, and SARAL displays the notified timeline for each service on its own service page.

Why PMMSY applications get rejected

  • Weak or missing water body papers. The single commonest reason. A pond held informally, or a panchayat lease shorter than the project life, will not clear.
  • DPR that does not match a notified component or unit cost.
  • Beneficiary contribution not demonstrated; no bank loan sanction and no proof of own funds.
  • Caste certificate absent where the 60 per cent rate has been claimed.
  • Duplicate funding. The same pond or the same asset already assisted under another scheme.
  • District allocation exhausted for the component in that financial year.
  • Unit built differently from the sanctioned DPR, found at the completion inspection.
  • Bank account not Aadhaar-seeded, which causes the DBT release to fail.

Where to get help

  • District Fisheries Officer in your district, the working contact for component selection, site inspection and file movement.
  • Fisheries Department, Haryana, Bays No 31-32, Sector 4, Panchkula, with contact details published at harfish.gov.in/contact-us.
  • harfish.gov.in, the department portal, which carries every PMMSY component page with its unit cost and subsidy rate.
  • saralharyana.gov.in, the Antyodaya-SARAL portal, for the application itself and for status tracking.
  • CM Window, the SMGT portal, the Jan Samvaad portal and CPGRAMS, all linked from the Fisheries Department's citizen corner, for grievances.

Applying under PMMSY costs nothing beyond the SARAL service charge, if any, shown on the portal. No agent can guarantee a sanction, and the subsidy is released only by Direct Benefit Transfer after the department physically verifies the completed unit.
