What is PM-KUSUM Component-B in Haryana?

PM-KUSUM Component-B is the standalone solar agriculture pump part of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan, and in Haryana it is run by the Haryana Renewable Energy Development Agency (HAREDA) under the Department of New and Renewable Energy. Farmers in the state often refer to it simply as the saur urja pump yojana.

According to HAREDA's solar water pumping programme page, the scheme installs off-grid solar pumping systems of 3 HP to 10 HP on farms that have no electricity connection for irrigation. The pump runs on a dedicated solar array, so there is no monthly electricity bill and no diesel bill, and no grid connection is required.

The distinctive part of the Haryana version is the funding split. The Ministry of New and Renewable Energy contributes 30 per cent, the Haryana government adds 45 per cent, and the farmer pays the remaining 25 per cent. That is a materially better deal than the standard national pattern, in which the state share is usually 30 per cent.

How much does a farmer actually pay?

A selected farmer pays 25 per cent of the approved cost of the system, deposited by RTGS or NEFT once the selection is confirmed. HAREDA does not accept cash. The approved cost is not the supplier's asking price; it is the rate discovered by HAREDA's tendering and published against each capacity and pump type for the round, and the subsidy is calculated on that approved cost.

For a 10 HP system HAREDA applies a specific rule: the state subsidy covers the balance of cost beyond the level of a 7.5 HP pump. In practice that means the larger capacities do not cost the farmer proportionately more out of pocket, but farmers should confirm the exact farmer-share figure shown against the capacity they select before depositing money.

Each installed system also carries a Universal Solar Pump Controller (USPC), which lets the farmer run other farm appliances up to the rated capacity of the pump from the same solar array rather than leaving the panels idle when irrigation is not needed.

Who is eligible for a Haryana solar water pump?

You can apply if:

  • You own agricultural land in Haryana.
  • You have no existing electric agricultural connection on that land.
  • You hold a valid Parivar Pehchan Patra (Family ID).
  • You have already installed, or you undertake to install, a micro-irrigation system (drip or sprinkler) or an underground pipeline on the land.
  • You have not previously taken a solar pump under any government scheme.

You cannot apply if:

  • You already have an electric tubewell connection for the same land. This is the single most common reason applications fail.
  • You have already received a solar pump under PM-KUSUM or an earlier state solar pumping programme.
  • Your land is in an area notified by the Central Ground Water Authority and you intend to draw fresh groundwater. In these notified blocks HAREDA permits solar pumps only where the water source is a farm pond and water-conservation techniques are used.
  • You do not own the land: tenants and lessees without recorded ownership are not eligible in their own name.
  • You cannot deposit the 25 per cent farmer share within the time allowed after selection.

How to apply for a solar water pump in Haryana

  1. Watch for the round to open. HAREDA announces each round on hareda.gov.in and on the Saral Haryana portal; applications are not open continuously.
  2. Register or log in on saralharyana.gov.in with your mobile number and create your citizen account if you do not already have one.
  3. Open Apply for Services, search for the solar water pumping service of the Department of New and Renewable Energy, and start the form.
  4. Enter your Family ID (PPP). Your name, village and family details are fetched automatically; correct anything that is wrong in the PPP record first, because the Saral form will not let you overwrite it.
  5. Select the pump capacity and type you need; surface or submersible, AC or DC; from the capacities open in that round, and pick an empanelled supplier from the list shown on the portal.
  6. Upload your land record, Aadhaar, the declaration about having no electric connection, and your micro-irrigation or underground pipeline proof.
  7. Submit the form and save the Saral application reference ID shown on screen. You will need it to track the file.
  8. If you are selected, deposit your 25 per cent share by RTGS or NEFT to the account HAREDA specifies, within the period stated in the demand notice.
  9. Coordinate the site visit and installation with the empanelled supplier, and sign the commissioning report only after the pump has been demonstrated pumping water.

How do I check my application status?

  1. Open saralharyana.gov.in and enter your application reference ID in the status box on the home page, or log in and use View Status of Application.
  2. Watch for SMS and email alerts β€” Saral sends one at each stage of processing.
  3. Use the citizen dashboard at dashboard.saralharyana.nic.in to see where the file is pending.
  4. For technical questions on the pump itself, call the HAREDA solar water pump helpline on 0172-3104346 between 9:00 AM and 5:00 PM, Monday to Friday.

Once the pump is installed, HAREDA's remote monitoring system logs power generation and water output every 15 minutes. That data is what the department uses to confirm a system is genuinely working before the supplier's payment is released.

Why do applications get rejected?

  • An electric tubewell connection already exists on the land, or is found during verification.
  • Land ownership does not match the applicant, the jamabandi shows a different name, or the land is held jointly and the co-sharers have not been reflected.
  • No micro-irrigation or underground pipeline on the land, and no acceptable undertaking to install one.
  • The land falls in a CGWA-notified block and the source is groundwater rather than a farm pond.
  • The farmer share was not deposited in time after selection, in which case the slot moves to the next applicant in the queue.
  • A previous solar pump was already sanctioned to the same beneficiary or the same landholding.

Most of these are fixable before applying rather than after rejection. Correcting your PPP and jamabandi records first, and getting the micro-irrigation proof in hand, removes the majority of the risk.

Where do I complain if something goes wrong?

  • HAREDA solar water pump helpline: 0172-3104346, 9:00 AM to 5:00 PM, Monday to Friday.
  • Saral Haryana helpline: 0172-3968400, 7:00 AM to 8:00 PM, Monday to Saturday, or write to saral.haryana@gov.in quoting your reference ID.
  • Supplier disputes; poor installation, missing components, a pump that does not deliver the rated discharge; should be raised in writing with HAREDA, because the supplier is empanelled by the agency and its payment is contingent on satisfactory commissioning.

No agent can get you a solar pump faster, and no official will ask for money beyond the notified 25 per cent farmer share paid by RTGS or NEFT into a government account.

Frequently asked questions

How much subsidy does a Haryana farmer get on a solar water pump?

A selected farmer gets 75 per cent of the approved pump cost and pays only 25 per cent. HAREDA splits the 75 per cent into a 30 per cent central subsidy from the Ministry of New and Renewable Energy and a 45 per cent Haryana state subsidy. For a 10 HP pump, the state subsidy covers the balance beyond the cost level of a 7.5 HP pump.

Which pump capacities are covered under PM-KUSUM Component-B in Haryana?

Capacities from 3 HP to 10 HP are covered. HAREDA notifies the exact mix of capacities, surface or submersible type, AC or DC, in each round, and the farmer chooses from the empanelled suppliers listed on the portal.

Can a farmer who already has an electric tubewell connection apply?

No. HAREDA states that the applicant must not have an existing electric agricultural connection. Component-B is meant to replace diesel pumping and to serve un-electrified fields, so a farmer with a working electric tubewell connection is not eligible.

Where do I apply for a Haryana solar water pump?

Applications are filed online on saralharyana.gov.in. HAREDA does not accept paper applications for Component-B, and applications are processed first come, first served until the year's target is met.

Is micro-irrigation compulsory for a solar pump in Haryana?

Yes. HAREDA requires the applicant to have installed, or to commit to installing, a micro-irrigation system or underground pipeline on the land where the pump goes, so that the saved pumping cost does not turn into wasted water.

Can a farmer in a notified dark zone get a solar pump?

Only in a restricted form. In areas notified by the Central Ground Water Authority, HAREDA allows solar pumps only to farmers who draw water from a farm pond and use water-conservation techniques, not for fresh groundwater extraction.

Can I apply twice for a solar pump?

No. HAREDA excludes farmers who have already benefited from a solar pump scheme. The same landholding cannot draw the subsidy a second time.

Who monitors whether the solar pump is working?

HAREDA's remote monitoring system reads power generation and water output from each installed pump every 15 minutes, so faults and idle pumps are visible to the department without a field visit.
