What is the Haryana Pension to Widows and Destitute Women?

Haryana Pension to Widows and Destitute Women is a state social security allowance run by the Department of Social Justice and Empowerment, Government of Haryana. The scheme was introduced in 1980-81 for women who cannot sustain themselves from their own resources, and it is one of the three big social security pensions the state runs alongside the Old Age Samman Allowance and the Divyang Pension. The scheme is often searched by its Hindi name, Vidhwa Pension.

According to the Directorate of Social Justice and Empowerment, the pension rate is Rs 3,200 per month with effect from 1 November 2025. That figure follows a Rs 200 increase over the earlier rate of Rs 3,000, which had itself applied from 1 January 2024. The rate was Rs 1,000 a month in January 2014 and just Rs 50 a month when the scheme started, so the allowance has been revised repeatedly rather than fixed once.

The scale of the scheme is large. Departmental figures put the number of beneficiaries at about 8,15,785 in 2023-24, against a budget allocation of roughly Rs 2,621 crore for the year. That makes this one of the widest cash transfer programmes the Haryana government operates for women.

Key features

  • Fully state-funded monthly allowance, not a one-time grant.
  • Paid by Direct Benefit Transfer into the beneficiary's own bank account.
  • Linked to the Parivar Pehchan Patra (Family ID), so eligibility is checked against verified family data instead of fresh certificates each year.
  • No renewal application every year. The pension continues as long as the eligibility conditions hold in the PPP record.

Who is eligible for the Haryana widow and destitute women pension?

You can get this pension if:

  • You are a woman aged 18 years or above.
  • You are domiciled in Haryana and have been residing in the state for at least one year before the date of application.
  • Your own income from all sources is below Rs 3,00,000 per year, counting provident fund receipts and annuities as income.
  • You fall into one of the three categories the department recognises:
  • a widow;
  • a destitute woman who has no husband, no parents and no son;
  • a woman destitute because of desertion or incapacity; of her husband if she is married, or of her parents if she is unmarried.

You cannot apply, or you are not eligible, if:

  • You are drawing a pension or a family pension from government service, or from a corporation, board, local body or organisation substantially financed by government funds.
  • Your own annual income is Rs 3,00,000 or more.
  • You have not completed one year of residence in Haryana.
  • You are already drawing another Haryana social security allowance, such as the Old Age Samman Allowance or the Divyang Pension, these are not paid together.

Two points cause most confusion. First, the income test looks at your own income, not the whole household's earnings, though the department reads that figure from the family record. Second, there is no upper age limit written into the scheme; women who reach 60 are generally shifted onto the Old Age Samman Allowance, which currently pays the same Rs 3,200 a month.

What documents are required for the Haryana widow pension?

Document Mandatory Notes
Parivar Pehchan Patra (Family ID) Yes Age, income and marital status are drawn from verified PPP data
Aadhaar card Yes Identity, and for seeding the bank account
Husband's death certificate For widows Destitute applicants submit desertion or incapacity proof instead
Residence proof Yes Ration card, voter ID or domicile showing one year in Haryana
Bank passbook Yes Account in the applicant's own name, Aadhaar-seeded for DBT
Age proof Yes Must show 18 years or above
Income declaration Yes Own income below Rs 3,00,000 a year
Photograph Yes Recent passport-size photo

Keep the spelling of your name identical across Aadhaar, the bank passbook and the Family ID. A mismatch of even one letter is the single most common cause of a DBT payment failing after sanction.

How to apply for the Haryana widow and destitute women pension

  1. Update your Parivar Pehchan Patra first. Open meraparivar.haryana.gov.in, check that your marital status, date of birth and income are correct, and get any wrong entry fixed at a CSC or SARAL Kendra before you file the pension form. Sanction is decided from this record.
  2. Register on saralharyana.gov.in. Choose "New User? Register Here", enter your name, email, mobile number and a password, and verify with the OTP.
  3. Sign in and open the pension service. Search the service list for the widow and destitute women pension under the Social Justice and Empowerment department, and open the application form.
  4. Fill the form. Enter your Family ID and fetch the pre-filled family data, then complete the personal, category, residence and bank account fields.
  5. Upload documents — Aadhaar, the death certificate or destitution proof, residence proof, bank passbook and photograph; in the sizes and formats the portal asks for.
  6. Submit and save the Application ID. The acknowledgement carries an Application ID; note it down, because tracking, appeals and helpline queries all need it.
  7. Wait for field verification. The district Social Welfare Officer or the block-level staff verify the case, and the sanction order is issued at district level. Payment then starts by DBT into your account.

How to apply offline in Haryana

  1. Visit the nearest Antyodaya SARAL Kendra, Common Service Centre or Atal Seva Kendra with your Family ID, Aadhaar and supporting papers.
  2. Ask the operator to file the widow and destitute women pension application on the SARAL portal on your behalf and to enter the bank account details exactly as printed in your passbook.
  3. Collect the printed acknowledgement slip with the Application ID.
  4. If a document is disputed, follow up with the District Social Welfare Officer in your district headquarters, who is the sanctioning authority for this pension.

How do you check the application and payment status?

  1. Open saralharyana.gov.in and choose Track Application Status on the home page.
  2. Select the department and service, enter your Application ID, and submit.
  3. From any mobile phone, send an SMS reading SARAL Application ID to 7738299899 to get the current stage by return message.
  4. Once sanctioned, check the credit in your bank passbook or through your bank's mini statement: pensions are credited monthly by DBT.

The tracking portal at status.saralharyana.nic.in shows the stage each application has reached and which officer is holding it, which is useful when a case has been pending unusually long.

Why do Haryana widow pension applications get rejected or stopped?

  • Income shown above Rs 3,00,000 in the Parivar Pehchan Patra record, even when the actual income is lower. This is the most frequent cause and is fixed by getting the PPP income entry corrected.
  • Bank account not Aadhaar-seeded, or an account that has gone dormant, so the DBT credit bounces back.
  • Name mismatch between Aadhaar, the bank record and the Family ID.
  • Remarriage or a change of marital status recorded in the PPP.
  • Wrong death or migration entry in the family data, which stops payment until the record is corrected at the district level.
  • Another pension already drawn by the same person, the state pays only one social security allowance per beneficiary.
  • Residence condition not met, where documents do not show one year of stay in Haryana.

Where do you complain if the pension is delayed?

  • Antyodaya SARAL helpline: 1800-2000-023, open 7 am to 9 pm, for application status, delays and portal problems.
  • District Social Welfare Officer at the district headquarters, who is the sanctioning authority and the first appellate point for rejection.
  • Directorate of Social Justice and Empowerment, Haryana, through the contact details published on socialjusticehry.gov.in.
  • The CM Window grievance system, used across Haryana departments for unresolved complaints.

Applying for this pension is free. Neither a SARAL operator nor any middleman can charge you for getting your name added to the widow pension list, and no government officer will ask for an OTP sent to your mobile.

Frequently asked questions

How much is the widow pension in Haryana in 2026?

Haryana pays Rs 3,200 per month, a rate effective from 1 November 2025. The Department of Social Justice and Empowerment lists the same rate for the Old Age Samman Allowance and the Divyang Pension. The pension began at Rs 50 a month in 1980-81 and was Rs 3,000 before the November 2025 revision.

What is the income limit for the Haryana widow pension?

The applicant's own income from all sources must be below Rs 3,00,000 per year. The department counts provident fund receipts and annuities as income. Income is normally verified from the family's Parivar Pehchan Patra record rather than from a fresh certificate.

Is there an upper age limit for the Haryana widow pension?

No upper age limit applies — the departmental notification sets the qualifying age at 18 years and above. A woman who turns 60 is usually moved to, or offered, the Old Age Samman Allowance, which pays the same Rs 3,200 a month; the two cannot be drawn together.

Who cannot get the Haryana widow and destitute women pension?

Women who are drawing a pension or family pension from government service, or from a body substantially financed by government, are not eligible. Women whose own annual income is Rs 3,00,000 or more, women who have not lived in Haryana for at least one year, and women already drawing another state social security allowance are also excluded.

How do I apply for the Haryana widow pension online?

Register on saralharyana.gov.in, sign in, search for the widow and destitute women pension service, fill the form using your Family ID and upload the documents. Save the Application ID printed on the acknowledgement — it is the only way to track the case later.

How can I check the status of my Haryana pension application?

Use the "Track Application Status" option on saralharyana.gov.in with your Application ID, or send an SMS reading SARAL followed by a space and your Application ID to 7738299899 from any mobile number. The Antyodaya SARAL helpline 1800-2000-023 answers status queries between 7 am and 9 pm.

Why has my Haryana widow pension stopped?

The commonest causes are a Family ID record that shows income above Rs 3,00,000, an unseeded or closed bank account, a name mismatch between Aadhaar and bank records, remarriage recorded in the PPP, or a death or migration entry generated wrongly by the family data system. Get the PPP record corrected first — the pension is recomputed from it.

Do I have to pay anything to get the widow pension sanctioned?

No. Application through saralharyana.gov.in and through Antyodaya SARAL Kendras is free of cost for this pension. No official or agent is authorised to charge a fee for adding a name to the pension list.
