Post Matric Scholarship Scheme for OBC Students, Haryana
Haryana state government scheme
Post Matric Scholarship for OBC Students in Haryana pays a maintenance allowance of Rs 160 to Rs 750 per month to Backward Class students studying in Class 11 and above whose parents earn Rs 2.50 lakh a year or less. Running since 2007-08, the scholarship is applied for online each academic year and costs nothing to claim.
What is the Post Matric Scholarship Scheme for OBC students in Haryana?
Post Matric Scholarship for OBC Students is a Government of India scheme that Haryana has been implementing since 2007-08 through the Directorate of Welfare of Scheduled Castes and Backward Classes, part of the state's SEWA Department (Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya).
According to the SEWA Department's scheme page, OBC students studying in post-matric classes are awarded a scholarship ranging from Rs 160 to Rs 750 per month, covering the range from post-matric classes up to post-graduate classes. The department records the income ceiling for parents or guardians as Rs 2.50 lakh per annum.
In Haryana the term used officially is Backward Classes (BC), split into Block A and Block B lists notified by the state. For scholarship purposes the department uses "OBC" and "BC" interchangeably; what matters is that the certificate is issued under Haryana's own Backward Classes list, not another state's OBC list and not the central OBC list alone.
"Post-matric" covers every recognised course after Class 10: Class 11 and 12, ITI and polytechnic diplomas, undergraduate degrees, professional courses such as engineering, medicine, law and nursing, and postgraduate and research programmes. The purpose is to stop a Backward Class student from dropping out after matriculation because the household cannot absorb the cost of continuing.
At the national level this stream has been reorganised under PM-YASASVI (Pradhan Mantri Young Achievers' Scholarship Award Scheme for Vibrant India), which brings post-matric scholarships for OBC, EBC and DNT students under one umbrella. Haryana lists the PM-YASASVI post-matric scheme alongside the older OBC post-matric scheme, so check the current year's notification for which name the application is filed under.
Who is eligible for the OBC post-matric scholarship in Haryana?
You can claim the scholarship if:
- You are a domicile of Haryana with a residence certificate to prove it.
- You belong to a Backward Class notified for Haryana and hold a BC or OBC certificate in your own name issued by the Tehsildar.
- Your parents' or guardian's annual income is Rs 2.50 lakh or less, counting all sources of household income.
- You are enrolled as a regular full-time student in a recognised post-matric course in a recognised institution.
- You passed the previous examination and were promoted to the class you are claiming for.
- You hold an individual bank account in your own name, seeded with Aadhaar.
You are not eligible if:
- You do not belong to a Haryana Backward Class, or your certificate is issued by another state.
- Your family income exceeds Rs 2.50 lakh a year. The limit is on total household income.
- You fall in the creamy layer as defined by the state's Backward Classes rules, since a BC certificate is not issued or is not valid for benefit purposes in that case.
- You are studying in Class 10 or below: pre-matric scholarship schemes cover that stage instead.
- You are already receiving another scholarship or stipend for the same course from any government source. Two scholarships for one course year are not allowed.
- You are enrolled in a distance, correspondence or part-time programme where the guidelines require regular study.
- You are repeating a class after failing, for the repeated year.
- You are the third or subsequent sibling claiming in the same family where the scheme limits the benefit to two children per family.
How much money does the scholarship pay?
The published Haryana rate band is Rs 160 to Rs 750 per month. Where it is expressed annually the figure works out to roughly Rs 1,920 to Rs 9,000 for a full 12-month year, though allowances are usually paid for the months of the academic session rather than a calendar year.
Which rate applies depends on:
- Course group. Professional and postgraduate courses, engineering, medicine, MBA, MCA, research degrees, sit at the top of the band. Class 11 and 12 and general degree courses sit near the bottom.
- Hosteller or day scholar. Hostellers draw a higher rate and must attach a hostel certificate from the institution to claim it.
- The Government of India rate table in force for that academic year, which the state applies rather than fixing its own numbers.
The department's page describes the benefit primarily as a maintenance allowance. Whether compulsory non-refundable fee reimbursement is payable alongside it in a given year depends on the central guidelines applicable that year, so read the current notification instead of assuming the fee component from the SC scheme carries over.
Payment reaches the student by Direct Benefit Transfer into an Aadhaar-seeded account in the student's own name. Haryana does not credit these scholarships to a parent's account or a joint account.

How to apply for the Haryana OBC post-matric scholarship
- Watch for the annual notification from the Directorate of Welfare of Scheduled Castes and Backward Classes, which announces the opening date for each academic year. In earlier years the department invited applications for SC and BC students from 1 August.
- Assemble the documents in advance β Haryana BC certificate, a fresh income certificate for the current financial year, residence certificate, Aadhaar, previous marksheet, and the bonafide certificate and fee receipt from your institution.
- Open or confirm a bank account in your own name and complete Aadhaar seeding at the branch, asking the bank to confirm the account is DBT-enabled.
- Register on the state scholarship portal. Haryana routes scholarship applications through harchhatravratti.highereduhry.ac.in, where students complete a One-Time Registration and log in with the Parivar Pehchan Patra (Family ID). Follow whichever portal the current departmental notification names, as the department has in the past also directed SC and BC post-matric applicants to this portal.
- Complete the application form with personal, caste, income, course, institution and bank details, and upload legible scans of every document.
- Submit and print the acknowledgement, then present it with the original documents to your institution's scholarship nodal officer.
- Have the institution verify and forward the application. An unverified application is never sanctioned, no matter how complete the student's part is.
- Track the status on the portal and watch your bank passbook for the DBT credit.
Renewal in later years follows the same eight steps, with the latest marksheet attached.
How do I check my scholarship status?
- Log in to the scholarship portal with your registered credentials or Family ID and open the application status screen.
- Ask your institution's scholarship nodal officer whether verification has been completed at the college end. This is where most applications wait.
- Check your bank statement, since DBT credits arrive with no separate letter.
- Approach the District Welfare Officer for applications stalled after the institution has forwarded them.
Why applications get rejected, and how to fix it
- BC certificate issued outside Haryana, or expired. Apply to the Tehsildar of your home tehsil for a Haryana certificate.
- Income certificate above Rs 2.50 lakh, or issued in an earlier financial year. Obtain a fresh one each year.
- Bank account in a parent's name or not Aadhaar-seeded, so DBT fails. Open an individual account and seed it.
- Name spelling mismatch across Aadhaar, caste certificate, marksheet and bank record. Fix Aadhaar first, since it is treated as the reference.
- Institution missed the verification deadline. Submit early and follow up in person.
- Previous year marksheet missing or showing that the student was not promoted.
- Second scholarship already drawn for the same course year, which the portal detects as a duplicate claim.
Key dates to plan around
- The application window is announced afresh each academic year and has historically opened around August, with last dates falling between November and February.
- Institutional verification closes after the student submission date, so never leave submission to the final week.
- No published disbursal calendar. Payments are released in batches after the Directorate receives verified institution-wise lists.
- No lifetime cap on the number of years claimed. A student can draw the scholarship through Class 11 to postgraduate study as long as eligibility holds each year.
Where do I get help or complain?

There is no fee to apply. No agent, cyber cafe or college staff member may charge for filing this scholarship application, and no official will ever ask for your bank password or OTP.

Frequently asked questions
How much is the Haryana Post Matric Scholarship for OBC students?
The SEWA Department states that OBC students in post-matric classes receive a scholarship ranging from Rs 160 to Rs 750 per month, from post-matric up to post-graduate classes. The rate depends on the course group and on whether the student is a hosteller or a day scholar.
What is the income limit for the OBC post-matric scholarship in Haryana?
The annual income of parents or guardians must not exceed Rs 2.50 lakh. The department recorded this limit for the year 2020-21 and it remains the published ceiling on its scheme page.
Since when has this scheme been running in Haryana?
The Government of India scheme has been implemented in Haryana since 2007-08. It is one of the centrally sponsored schemes administered by the Directorate of Welfare of Scheduled Castes and Backward Classes.
Who cannot get this scholarship?
Students who do not belong to a Haryana Backward Class, who are not Haryana domiciles, whose family income exceeds Rs 2.50 lakh, who are in Class 10 or below, or who already draw another scholarship for the same course are not eligible.
Do OBC students need to reapply every year?
Yes. A fresh application is required for each academic year, with the previous year's passed marksheet uploaded. Renewal is not automatic and a missed year cannot usually be claimed later.
Is the money paid to the student or to the college?
The maintenance allowance is paid directly to the student by DBT into an Aadhaar-seeded bank account held in the student's own name. Accounts in a parent's name or joint accounts are not accepted.
Does this scholarship pay tuition fees?
The published Haryana figure covers the monthly maintenance allowance. Reimbursement of compulsory non-refundable fees is applied as per the Government of India guidelines in force for the year, so confirm the fee component in the current year's notification before assuming it.
What if my BC certificate is from another state?
A Backward Class certificate issued by another state will not work. Haryana requires a certificate issued under Haryana's own Backward Classes list by a Tehsildar or competent authority in the state.
