Property Registration (Sale Deed) in Haryana
Haryana state government scheme
Property registration in Haryana is done at the Sub-Registrar or Joint Sub-Registrar office after you book a Deed Registration Appointment on jamabandi.nic.in. Haryana charges stamp duty on the higher of the sale consideration or the Collector Rate, plus a registration fee, and the deed is normally executed and returned on the appointment day itself.
What is property registration in Haryana?
Property registration in Haryana is the process of presenting a sale deed before a Sub-Registrar or Joint Sub-Registrar under the Registration Act 1908, paying the stamp duty due under the Indian Stamp Act 1899 as applied in Haryana, and having the instrument admitted, endorsed and copied into the government record. Section 17 of the Registration Act makes registration compulsory for any transfer of immovable property worth more than Rs 100, which in practice means every sale of land, a plot, a house or a flat. An unregistered sale agreement does not transfer ownership in Haryana. It only creates a contractual claim.
The Revenue and Disaster Management Department, Government of Haryana runs the process through HARIS, the Haryana Registration Information System, whose citizen face is the Jamabandi portal at jamabandi.nic.in. That single portal carries the Deed Registration Appointment booking, the Deed Registration Checklist, downloadable Deed Templates, the Stamp Duty Calculator, the published Collector Rates, the Collector Rate Objection service, the Encumbrance Certificate service, the Standard Operating Procedure for deed registration and the stay-order list. Haryana deliberately puts all of these on one site so a buyer can complete every preparatory step before setting foot in a tehsil office.
Who can register a sale deed in Haryana, and who cannot?
Any competent adult can register a sale deed in Haryana. The seller must be the lawful owner shown in the revenue record or the previous registered deed, and the buyer must be a person or entity legally able to hold property in India. Both must be 18 or older and of sound mind, and both must present original identity documents.
Certain buyers cannot apply without prior permission or are barred outright:
- A non-agriculturist buying agricultural land, where the local restriction applies, cannot complete registration without the permission the revenue authority requires.
- A minor cannot execute a sale deed as seller; a natural guardian or a court-appointed guardian must act, and a court order is needed to sell a minor's property.
- A person selling property that carries a stay order listed on jamabandi.nic.in is not eligible to register until the stay is vacated.
- A seller of a plot in an HSVP, HSIIDC or licensed-colony scheme who has not obtained the required No Objection Certificate cannot register the transfer.
- A foreign national who is not an NRI or OCI cannot buy immovable property in Haryana without Reserve Bank of India approval.
- Any party who is not physically present, or represented by a properly registered Power of Attorney, cannot complete execution, because Haryana captures live photographs and biometrics of every signatory and witness.
What does property registration cost in Haryana?
Haryana charges two separate amounts. Stamp duty is a percentage of the value of the property, and the registration fee is a separate charge for the registration service itself. Both are computed on the sale consideration stated in the deed or the Collector Rate for that locality, whichever is higher. This matters in Haryana more than most states, because Collector Rates in Gurugram, Faridabad, Sonipat and Panchkula are revised frequently and a deed drafted at a lower price will still be assessed at the notified rate.
The stamp duty rate in Haryana depends on two things: whether the property lies in a municipal (urban) area or a rural area, and the gender of the buyer. Haryana's own stamp duty calculator on jamabandi.nic.in asks for exactly those inputs, transaction value, municipality or rural, and gender, and returns both the stamp duty and the registration fee for your transaction. Urban properties attract a higher rate than rural ones, and a female buyer pays less than a male buyer for the same property. Use the calculator, not a broker's estimate: it is the department's own figure and it is free.
Stamp duty is paid before execution, either as an e-Stamp certificate bought from an authorised stamp vendor or bank branch, or through the Haryana treasury challan route. The registration fee is paid separately at or before the appointment. Nothing on jamabandi.nic.in costs money to view, the Collector Rates, the deed templates, the checklist and the appointment booking are all free. If a tout at the tehsil gate asks for a "slot fee", a "file charge" or money to "get the Sub-Registrar to sign", that money is not going to the government. Deed writers and advocates may legitimately charge for drafting, but nobody may charge you for an appointment slot.
How to register a sale deed in Haryana (online steps)
- Check the Collector Rate and calculate the duty. Open jamabandi.nic.in, look up the Collector Rate for the tehsil and locality of the property, then run the Stamp Duty Calculator with the transaction value, the urban/rural status and the buyer's gender. Note down both the stamp duty and the registration fee it returns.
- Check the property is clean. From the same portal, download the Jamabandi Nakal and the mutation register entry for rural land, check the stay-order list, and apply for an Encumbrance Certificate covering the last 13 to 30 years to confirm no earlier sale or mortgage is registered against the property.
- Draft the deed. Download the Deed Template for a sale or conveyance from jamabandi.nic.in and have the deed typed with the correct property description, khasra or plot number, area, boundaries, consideration and mode of payment.
- Buy the stamp. Purchase the e-Stamp certificate for the calculated duty in the buyer's name, and print the deed on it or attach it as the department's format requires.
- Book the Deed Registration Appointment. Use the Deed Registration Appointment service on jamabandi.nic.in, select the district and tehsil, check the Deed Appointment Availability for your date range, and confirm a slot. Save or print the appointment acknowledgement.
- Attend with everyone. On the appointment date, the seller, the buyer and two witnesses attend the Sub-Registrar office with original Aadhaar, PAN, the deed, the e-Stamp, the fee receipt and the title documents. The office captures photographs and thumb impressions of all four persons.
- Execute and collect. The Sub-Registrar verifies the documents against the Deed Registration Checklist, records the admission of execution, endorses the deed and returns the registered document, usually the same day in Haryana.
How do I register offline if I cannot use the portal?
Haryana has not abolished the counter route, but the appointment itself is online. If you cannot book yourself, go to a Common Service Centre or Atal Seva Kendra and have the operator book the Deed Registration Appointment on jamabandi.nic.in for you at the notified CSC service charge. Collector Rates are also displayed on notice boards in tehsil offices, and deed writers sitting at the tehsil complex can draft the document. Everything that follows — stamp purchase, attendance, biometrics, execution; happens physically at the Sub-Registrar office in either route. There is no way to register a Haryana sale deed without attending in person.
How do I check status and get the registered copy?
Haryana returns the registered deed at the counter on the appointment day in most tehsils, with the registration number, book number and volume endorsed on it. After that, use jamabandi.nic.in to confirm the transaction shows up: apply for a fresh Encumbrance Certificate, and for rural land watch the mutation register for the intkaal entry raised on the strength of your deed. If the mutation does not appear within a few weeks, take the registered deed to the Tehsildar and ask for the mutation to be entered and sanctioned, because a registered deed alone does not change the jamabandi.
Why do Haryana sale deed registrations get rejected or held up?
- The stamp duty was calculated on the sale price when the Collector Rate for the locality was higher, so the deed is undervalued and impounded.
- A witness or a party is absent, so biometric capture cannot be completed.
- The deed describes the property differently from the revenue record, a mismatch in khasra number, area or boundaries against the jamabandi.
- A required NOC from HSVP, HSIIDC, the municipal corporation or the colonizer is missing.
- The property carries a stay order or an unreleased mortgage that shows in the encumbrance search.
- The e-Stamp certificate is in the wrong person's name or of the wrong value.
- The appointment was booked for the wrong tehsil, which has no jurisdiction over the land.
Where do I complain about a Haryana registration problem?
Raise a complaint or suggestion on the number published on jamabandi.nic.in, 0172-2707321, for portal and registration issues. For a Collector Rate you believe is wrong, use the Collector Rate Objection service on the portal rather than arguing at the counter. For a Sub-Registrar refusing to register, the Registration Act provides an appeal to the Registrar of the district, and the department's Standard Operating Procedure for deed registration: published on jamabandi.nic.in, sets out what the Sub-Registrar may and may not insist on. Quoting that SOP is usually enough to stop an unlisted demand. Never pay cash to anyone to "clear" a registration; the fee is the stamp duty and registration fee shown by the department's own calculator, and nothing more.

Frequently asked questions
Where do I register a sale deed in Haryana?
Register the sale deed at the Sub-Registrar or Joint Sub-Registrar office of the tehsil or sub-tehsil in which the property physically lies. Haryana does not allow you to register a Gurugram property in Hisar — jurisdiction follows the land, not your address.
Do I have to book an appointment before going to the Sub-Registrar?
Yes, Haryana requires an online Deed Registration Appointment booked through the HARIS module on jamabandi.nic.in. The portal shows district-wise and tehsil-wise slot availability so you can pick a date before you print the deed.
How is stamp duty calculated in Haryana?
Stamp duty is charged on the sale consideration or the Collector Rate for that locality, whichever is higher. Haryana publishes Collector Rates and a stamp duty calculator on jamabandi.nic.in, and the calculator asks for the transaction value, the municipality/rural status and the gender of the buyer.
Does a woman buyer pay less stamp duty in Haryana?
Haryana's stamp duty calculator asks for the buyer's gender, which means a concessional rate applies to female buyers compared with male buyers for the same property. Enter your actual details in the calculator on jamabandi.nic.in to get the exact figure, because the rate also depends on urban or rural location.
Who must be present at the Sub-Registrar office?
The seller, the buyer and two witnesses must all attend in person on the appointment date with original Aadhaar. Haryana Sub-Registrar offices capture photographs and thumb impressions of all of them electronically before the deed is admitted to registration.
Is registration the same as mutation in Haryana?
No. Registration records the transfer instrument with the Sub-Registrar, while mutation (intkaal) updates the revenue record so the property stands in your name in the jamabandi. Haryana triggers mutation from the registered deed, but you should track the mutation entry separately on jamabandi.nic.in.
How do I check that my registered deed exists?
Apply for an Encumbrance Certificate through jamabandi.nic.in, which lists registered transactions against a property for the period you request. Use it before buying to check for an earlier sale, mortgage or stay order.
Can I dispute the Collector Rate applied to my property?
Yes, jamabandi.nic.in carries a Collector Rate Objection service for the public, with a parallel login for district administrators to decide the objection. File it before registration, since duty once paid on a higher rate is refunded only through a separate refund process.
