What is a ration card in Haryana and who issues it?

A ration card in Haryana is the household document issued by the Food, Civil Supplies and Consumer Affairs Department, Government of Haryana that records a family, its members and its entitlement category under the National Food Security Act, 2013. The card maps the family to a fair price shop and decides how much subsidised foodgrain the household draws each month. Because it lists every member with their Aadhaar and the family's address, the card is also the document most Haryana offices accept as proof of address and family composition.

Haryana runs the service through two systems that a citizen actually touches:

  • Antyodaya SARAL at saralharyana.gov.in, the state's single service delivery portal, where the ration card application is filed, tracked and appealed. The department has published user manuals for applying for a new APL ration card and for surrendering a ration card on SARAL.
  • ePDS Haryana at epds.haryanafood.gov.in, where issued cards and category-wise lists are published.

SARAL is integrated with Parivar Pehchan Patra (PPP), the Haryana Family ID. The portal states that this integration auto-fills authentic verified details, so a SARAL applicant is not asked to re-submit identity and address proofs already attached to the Family ID. In practice, this is the single biggest difference between Haryana's ration card process and that of neighbouring states: the income and family data that decide your category are pulled from the Family ID rather than from a fresh income certificate.

What are the ration card categories in Haryana?

The department publishes two application forms, and between them they cover five categories:

Category Meaning
AAY Antyodaya Anna Yojana, the poorest households
CBPL Below poverty line, central list
SBPL Below poverty line, state list
OPH Other priority household under NFSA
APL Above poverty line, a general card

The first four are applied for on the "Ration Card Form (NFSA:- AAY, CBPL, SBPL and OPH)"; APL has its own form and its own SARAL service, "Issuance of New Above Poverty Line (APL) Ration Card". The practical consequence is worth stating plainly: BPL in Haryana is a category on the ration card, not a separate certificate. A family that wants to prove BPL status shows the CBPL or SBPL card; there is no separate BPL certificate counter.

Who is eligible for a ration card in Haryana?

A household can apply if:

  • It resides in Haryana and has a Parivar Pehchan Patra Family ID.
  • No member already holds a ration card in Haryana or in another state. A family moving in from another state must surrender the earlier card and bring the surrender certificate.
  • Every member has an Aadhaar number or enrolment ID, which the NFSA form requires to be attached for all members.
  • The eldest woman aged 18 or above is named as head of household. The form provides for a male head only where no adult woman member exists.

Who cannot get a subsidised NFSA card: Part-II of the Haryana NFSA form screens the household against inclusion criteria, and a family that answers "yes" to the disqualifying ones is not placed in AAY, CBPL, SBPL or OPH. The form asks whether any member:

  • pays income tax, service tax or professional tax;
  • is a registered assessee under the Haryana VAT Act, 2003;
  • owns a four-wheeler such as a car, van or truck, or a tractor;
  • is an employee of the central government, a state government, a union territory, or any department, board, corporation, university, municipal corporation, municipal council, municipality or improvement trust;
  • is the owner or partner of an enterprise registered with the government;
  • owns an air conditioner.

The form also captures total land held in acres for rural families, the area of a residential plot or house in square yards and of a flat in square feet for urban families, and the total annual household income from all sources. A family excluded on these grounds is not barred from a ration card altogether, it can hold an APL card, which carries no subsidised entitlement but still works as family and address proof.

How to apply for a ration card in Haryana

  1. Get or check your Parivar Pehchan Patra at meraparivar.haryana.gov.in first. If the income or member details in the Family ID are wrong, correct them before applying, because SARAL will pull those figures into the ration card application.
  2. Open saralharyana.gov.in and register through "New User? Register Here" with your name, mobile number and email, then log in with the credentials sent to you.
  3. Click "Apply for Services", choose "View all available services", and search for the ration card service, the APL service and the NFSA service are listed separately, so pick the one matching your category.
  4. Fill Form D-1 online, entering the eldest woman as head of household, then every member with their Aadhaar number, the address, the LPG connection details and the Part-II inclusion-criteria answers honestly.
  5. Upload the self-attested Aadhaar copies of all members and any residence proof or surrender certificate, then submit.
  6. Save the application reference number shown on submission. It is what you use at "Track Application / Appeal" and what the Auto Appeal System uses if the deadline is missed.
  7. Cooperate with field verification by the Inspector Food and Supplies or the Assistant Food and Supply Officer, who is the designated officer for this service.
  8. Collect or download the card once approved, and check the entry on epds.haryanafood.gov.in.

How to apply offline at the food and supplies office

  1. Collect the correct form. The APL form or the NFSA (AAY, CBPL, SBPL, OPH) form; from the office of the District Food and Supplies Controller, the Block Food and Supply Officer, a field office or an Antyodaya SARAL Kendra. Both forms are also downloadable free from haryanafood.gov.in under "Forms for Public Use", along with a checklist and an FAQ.
  2. Fill the form in capital letters, as the form itself instructs, and sign the Part-IV affidavit and undertaking.
  3. Submit it with the Aadhaar copies and take a dated receipt.
  4. Book an appointment at a SARAL Kendra through the portal's "Book Appointment for SARAL Kendra" option if you would rather not queue.

What does a ration card cost in Haryana?

The department does not publish a fee for issuing a ration card, and Antyodaya SARAL describes itself as a faceless, paperless and cashless service delivery model. Apply directly on saralharyana.gov.in or at a departmental office and no one should ask you for money for the card itself. A Common Service Centre or SARAL Kendra operator may charge only its own notified service charge for typing and uploading; ask to see that notified rate before paying, and pay nothing to an agent who promises to "get the card made" or to "get you into the BPL list". Category is decided by the verified Family ID data and the Part-II criteria, not by anyone's influence.

How long does it take, and what are the deadlines?

The Haryana Right to Service notified schedule of services, published on saralharyana.gov.in, fixes these timelines for the Food, Civil Supplies and Consumer Affairs Department:

Service Notified time limit
New ration card on Form D-1, all categories 22 days
New card on receipt of a surrender certificate 15 days
Duplicate ration card 15 days
Inclusion or deletion of a family member 15 days
Change of address within the same jurisdiction 15 days
Change of address including change of fair price shop 15 days
Surrender certificate, member migration, card transfer 7 days
Ration card data correction, head of household change 7 days

The department's own citizen-centric services page lists shorter internal targets for several of these to 15 days for a new card and 7 days for a duplicate — so treat the notified Right to Service limits above as the enforceable ones and the departmental page as the service standard the offices aim at.

How do I check the status of my application?

  • Use "Track Application / Appeal" on saralharyana.gov.in with the reference number issued at submission.
  • Use the Citizen Dashboard on the same portal to see all your service requests together.
  • Check the issued card on epds.haryanafood.gov.in.
  • Call the Antyodaya SARAL helpline on 0172-3968400, open 7:00 am to 8:00 pm Monday to Saturday excluding government holidays.

Why Haryana ration card applications get rejected

  • A card already exists for the family in Haryana or another state, and no surrender certificate was filed.
  • Aadhaar of one or more members is missing or does not match the name entered.
  • Part-II answers conflict with the Family ID data, for example an income declared in the form that does not match the verified PPP income.
  • The household falls in an exclusion ground such as government employment, a four-wheeler or a tax-paying member, so a subsidised category cannot be granted even though an APL card can.
  • Address proof is missing where the current address differs from Aadhaar.
  • The wrong form was used, for example the APL form for an AAY claim.

Every one of these except the exclusion grounds is curable. Fix the underlying record, most often in the Parivar Pehchan Patra, and refile on SARAL.

Where to complain about a delayed or wrong ration card

  • Inspector Incharge or Assistant Food and Supply Officer, the designated officer who decides the application.
  • District Food and Supplies Controller, the first grievance redressal authority for all eight notified ration card services.
  • Deputy Commissioner of the district. The second grievance redressal authority.
  • Haryana Right to Service Commission, which may impose a penalty on a designated officer and award part of it to the applicant as compensation.
  • PDS and consumer helpline 1967 or 1800-180-2087, the One Nation One Ration Card helpline 14445 or 1800-180-2405, and the SARAL helpline 0172-3968400.

Antyodaya SARAL also files the first appeal automatically when a notified timeline is breached, so an applicant who kept the reference number does not have to draft anything to start the clock on redressal.

Documents required

Aadhaar card of every family member
The Haryana NFSA application form states plainly that a self-attested photocopy of the Aadhaar or enrolment number must be attached for all members of the household.
Parivar Pehchan Patra (Family ID)
Antyodaya SARAL is integrated with Parivar Pehchan Patra, so the family's verified details are auto-filled from the Family ID and separate identity and address proofs are not demanded again.
Proof of residence in Haryana
Needed where the current address is not the one printed on Aadhaar. Electricity bill, water bill, rent agreement or voter card are accepted at the field office.
Surrender certificate from the previous state or districtoptional
Required only if the family already held a ration card elsewhere. Producing it shortens the statutory timeline from 22 days to 15 days.
Bank account details of the head of the householdoptional
Sought in Part-II of the NFSA form as an optional field, used for DBT-linked benefits.
Details of the LPG connection
The Haryana NFSA form asks for the gas consumer number, connection type (single, double or PNG) and the gas agency name and address.
Declaration on the inclusion criteria
Part-II of the form asks about income tax or professional tax payment, VAT registration, land held in acres, four-wheeler or tractor ownership, government employment, plot or flat area, air conditioner ownership and total annual household income.

Frequently asked questions

How long does a new ration card take in Haryana?

22 days. The Haryana Right to Service notified schedule of services lists "Issue of New Ration Card on receipt of D-I form i.e. Application Form for all Categories" at 22 days, with the Inspector Incharge or Assistant Food and Supply Officer as the designated officer. Where the family produces a surrender certificate from its earlier card, the notified timeline is 15 days.

Where do I apply for a ration card in Haryana?

Apply on the Antyodaya SARAL portal at saralharyana.gov.in, which the Food, Civil Supplies and Consumer Affairs Department lists as the online route for ration card services. The same application can be filed at an Antyodaya SARAL Kendra, a Common Service Centre, the office of the District Food and Supplies Controller, or the Block Food and Supply Officer.

What are the ration card categories in Haryana?

Haryana issues cards in five categories — AAY (Antyodaya Anna Yojana), CBPL (below poverty line, central), SBPL (below poverty line, state), OPH (other priority household) and APL. The department publishes two separate forms, one for APL and one covering AAY, CBPL, SBPL and OPH. BPL in Haryana is therefore a category printed on the ration card itself, not a separate certificate you apply for.

Is a separate BPL certificate needed in Haryana?

No. BPL status in Haryana is recorded as the CBPL or SBPL category on the ration card, driven by the family's verified income in the Parivar Pehchan Patra database. There is no distinct BPL certificate application on SARAL for a household that already holds a categorised ration card.

Who cannot get an NFSA ration card in Haryana?

Families that fail the inclusion criteria in Part-II of the NFSA form cannot be placed in a subsidised category. The form screens for income tax, service tax or professional tax payment, registration as an assessee under the Haryana VAT Act 2003, four-wheeler or tractor ownership, government or board or corporation employment, ownership of an enterprise registered with the government, air conditioner ownership, plot and flat area, and total annual household income. Such a family may still hold an APL card.

Whose name goes on the ration card in Haryana?

The eldest woman of the household. The Haryana NFSA application form asks for the "Name of the Head of the Household (Eldest Woman)" in its very first field, in line with section 13 of the National Food Security Act, 2013.

What happens if the office misses the 22-day deadline?

An appeal is filed automatically. Antyodaya SARAL runs an Auto Appeal System that files an appeal with the First Grievance Redressal Authority when a notified timeline is breached, and escalates to the Second Grievance Redressal Authority and then to the Haryana Right to Service Commission if no final decision follows within 30 working days. For ration cards the first appellate authority is the District Food and Supplies Controller and the second is the Deputy Commissioner.

Can I check my Haryana ration card online?

Yes, at the department's ePDS portal at epds.haryanafood.gov.in, which publishes ration card details and lists. Application progress on SARAL is tracked through "Track Application / Appeal" using the application reference number sent when the form is submitted.
