Educated Youth Allowance and Honorarium Scheme 2016 (Saksham Yuva)
Haryana state government scheme
Saksham Yuva, officially the Educated Youth Allowance and Honorarium Scheme 2016, pays Haryana's educated unemployed youth a monthly allowance of Rs 1,200 to Rs 3,500 plus honorarium up to Rs 6,000 for 100 hours of honorary assignment. Benefits run for 36 months or until age 35. Register online at hreyahs.gov.in.
What is the Saksham Yuva scheme?
Saksham Yuva is the popular name of the Educated Youth Allowance and Honorarium Scheme 2016 (EYAHS), run by the Department of Employment, Government of Haryana. The scheme was approved by the Haryana Government and has been implemented from 1 November 2016. Many readers search for it as "Saksham Yuva Yojana" or simply "SYS".
According to the scheme document published on hreyahs.gov.in, Saksham Yuva combines two separate components:
- Unemployment Allowance sub-scheme, a monthly cash allowance to educated unemployed youth registered on the Live Register of a Haryana employment exchange.
- Honorarium sub-scheme. An additional amount of up to Rs 6,000 a month paid for up to 100 hours of honorary assignment in departments, boards, corporations and registered societies under the Haryana Government, and in private companies.
The stated objective goes beyond cash support. Saksham Yuva is designed so that a young person who is not yet employed either performs useful public work or undergoes skill training in a sector of their own choosing, so that they move towards employment or self-employment rather than waiting idle.
The scheme is administered by the Department of Employment from Rozgar Bhawan, Plot IP-6, Sector 14, Panchkula. The Deputy Commissioner of each district coordinates with departments to place candidates on assignments.
Who is eligible for Saksham Yuva?
You can register if:
- You are ordinarily a domicile of Haryana.
- You are registered on the Live Register of an employment exchange in Haryana. If you are not registered, enrol at hrex.gov.in first.
- You have passed 10+2 as a regular student from a school affiliated to the Board of School Education Haryana (Bhiwani), CBSE Delhi or the ICSE Board, Delhi, situated in Haryana or UT Chandigarh; or you hold a graduate or post-graduate degree obtained through a regular course from Punjabi University Patiala or a recognised university in Haryana, UT Chandigarh or NCT Delhi.
- Your age is 18 to 35 years for 10+2 applicants, or 21 to 35 years for graduates and post-graduates.
- Your gross annual family income does not exceed Rs 3 lakh from all sources.
Degrees of BE, B.Tech, B.Sc, B.Com and BA are all accepted, provided they were granted through regular courses by a recognised university or affiliated college in Haryana, NCT Delhi, UT Chandigarh or Punjabi University Patiala. Science and engineering graduates were brought in from 1 April 2017, commerce graduates in June 2017 and arts graduates in November 2018.
You cannot apply if:
- You are in any kind of employment; public sector, private sector, quasi-government or self-employment.
- You are a regular student under a full-time course.
- You passed 10+2 through correspondence or the National Open School.
- Your degree was obtained through a correspondence course. Candidates who were already drawing benefits on a correspondence degree continue to receive them, but new entrants are not eligible on that basis.
- You are an employee dismissed from government service.
- Your family income exceeds Rs 3 lakh a year.
Two further rules end an existing benefit rather than block entry. Once a beneficiary crosses 35 years of age, the unemployment allowance is discontinued with immediate effect. And if a Saksham Yuva declines a job offer paying Rs 12,000 or more a month: twice the monthly honorarium paid by the government: their name is deleted from the scheme.
How much money does Saksham Yuva give?
The rates of unemployment allowance effective from 1 May 2025 are:
| Qualification | Allowance per month |
|---|---|
| Matriculation (legacy beneficiaries only) | Rs 100 |
| 10+2 | Rs 1,200 |
| Graduate | Rs 2,000 |
| Post-Graduate | Rs 3,500 |
The matriculation rate applies only to people who were already drawing benefits under the earlier scheme; they receive it until they turn 35. Under the 2016 scheme the minimum qualification is 10+2.
On top of the allowance, a deployed candidate receives honorarium of up to Rs 6,000 a month for up to 100 hours of honorary assignment. The scheme document states the combined figures directly: a deployed graduate gets Rs 8,000 (Rs 2,000 allowance plus Rs 6,000 honorarium) and a deployed 10+2 candidate gets Rs 7,200 (Rs 1,200 plus Rs 6,000). A post-graduate on the same basis draws Rs 3,500 plus up to Rs 6,000.
The honorarium is split. The Department of Employment pays 25 percent at Rs 60 per hour from the budget of the existing UEA Scheme 2005, and the indenting department pays the remaining 75 percent directly into the candidate's account from its own budget. Where the assignment is with a private company, neither the honorarium nor the allowance comes from the Employment Department. The company pays both, with the Department of Industries and Commerce acting as the nodal department. The one exception is candidates approved for honorary work up to 1 April 2018, whose allowance continues to come from the Employment Department.
Travel costs for field work are reimbursed by the indenting department at the actual cost of the cheapest mode available — bus or train, and a shared auto only where bus or train is not available.
How to apply for Saksham Yuva
Registration under the honorarium component is online in digital mode only. There is no offline form.
- Register on the employment exchange Live Register at hrex.gov.in if your enrolment is not already live. This is a precondition, not an optional step.
- Open the official Saksham portal at hreyahs.gov.in and choose Sign Up / pre-registration, selecting your qualification level to 10+2, Graduate or Post-Graduate.
- Fill the application form with your personal, educational, income and bank details, and your Aadhaar number for payment through the Aadhaar Payment Bridge System.
- Choose your district for the honorary assignment; either your district of residence or a district of your choice. You may change this option only once in six months, during the first fortnight of March or September.
- Select five preferential work options in ascending order from the list in the scheme, and at least ten skill training options from the 200-plus trainings shown on the registration form.
- Submit the self-attested declaration in the prescribed Annexure-II format, covering the functional toilet, power dues, cooperative bank dues, encroachment and house tax conditions.
- Submit the application and note the acknowledgement. The Controlling Officer of the employment exchange then verifies your credentials.
- Track progress through Saksham Yuva → Applicant Status on the portal.
Allowance is paid from the month in which your application is approved, not the month you registered. If approval comes on the last day of a month, you get that month's allowance.
How is honorary work allotted under Saksham Yuva?
Assignments are offered seniority-wise, and seniority is maintained district-wise on three tie-breakers in order: the older applicant ranks higher; if ages are equal, whoever completed the qualification earlier ranks higher; if both match, the higher percentage of marks wins. The seniority list for a district is generated on the last working day of each month for assignments in the following month, and anyone not assigned carries forward.
Priority goes to Saksham Yuva who have attended a Skill Training Programme, and overall preference in deployment goes to applicants who are also eligible under the Mukhyamantri Antyodaya Parivar Utthan Yojana.
The work options listed in the scheme include information and communication work for schemes such as Beti Bachao Beti Padhao and Swachh Bharat Mission, marketing and field publicity for boards and corporations, survey work, remedial classes for weak students in government schools, coaching for competitive exams, awareness work on water conservation and stubble burning, sports and yoga coaching, old age home services, and traffic marshal or home guard assistance. In the private sector the indicated areas are IT and ITeS, auto and auto-ancillary, textiles, banking and insurance, retail and agriculture.
Deployment is done tehsil-wise by the 20th of every month, and the candidate must report within a week. Indenting departments send requisitions by the 25th of the previous month. A demand for up to 50 candidates for up to a month is approved by the Deputy Commissioner; larger or longer demands go to the head of department. To keep candidates rotating, an indenting department may deploy the same Saksham Yuva for a maximum of 6 months, a three-month demand plus a three-month extension, after which it must relieve them and demand afresh.
What happens if you skip work or training?
Saksham Yuva has firm consequences written into the scheme document, and these cause most of the benefit stoppages.
- Failing to report for an assignment within 7 days: first instance, allowance discontinued and name kept in abeyance for one month; second instance, debarred for one year; third instance, permanent rejection from the scheme.
- Leaving an assignment after joining without giving a reason: ineligible for any honorary assignment for one year. You may appeal with valid reasons to the Deputy Commissioner, whose decision is final.
- Missing a scheduled skill training: allowance suspended on the first occasion, removal from the scheme on the second.
- Poor performance: the indenting department grades every deployed candidate at the end of the month. An "average" grade cuts 25 percent of the honorarium; a "poor" grade cuts 100 percent and brings rejection from the scheme. Being graded average or poor three times in the 36-month period ends further deployment, leaving only the unemployment allowance.
- False declaration: any fraudulent or false information invites civil or criminal action along with recovery of the allowance and honorarium already paid.
Training given by the indenting department counts as part of the honorary assignment provided it does not exceed two working days. Deputy Commissioners also arrange random physical inspection of deployed candidates at indenting departments.
How do you raise a grievance under Saksham Yuva?
Where an indenting department does not allot work, the scheme gives a written, three-stage route:
- Submit a written application to the Controlling Officer of the employment exchange. The officer must give you a fair opportunity to defend your case in person, and the indenting department must produce its records so that a speaking order can be passed.
- Appeal online to the Additional Deputy Commissioner of the district, the First Appellate Authority, within 30 days of the order being communicated. The ADC may confirm, alter or rescind the Controlling Officer's decision.
- Appeal to the Deputy Commissioner, the second and final appellate authority, within fifteen days. The Deputy Commissioner may accept a late application if satisfied that you were prevented by sufficient cause.
The power to interpret, amend or relax the scheme rests with the Department of Employment.
Points readers most often get wrong
Saksham Yuva is not a government job. The scheme document defines an honorary assignment as work of an occasional or intermittent character, states that it is not employment provided by the Government of Haryana, and records that labour laws do not apply. Completing 36 months creates no claim to a regular post.
Registration is also free and online only. No agent can add your name to the seniority list, and the seniority order is generated by the portal on fixed mechanical criteria; age, year of qualification and marks: not by discretion.
How to check your Saksham Yuva application status
Saksham Yuva does not use a separate tracking number sent by SMS. Status lives inside the same portal account you registered with.
- Go to hreyahs.gov.in and log in with the credentials you created at pre-registration, generally your registered mobile number or the login ID issued at sign-up.
- Open the Saksham Yuva menu and select Applicant Status (sometimes shown as "Check Status" or "Track Application" depending on the portal update in use).
- The status page shows where the file currently sits: whether the Controlling Officer at your employment exchange has verified your credentials, whether you have been placed on the seniority list for your district, and, if you have been deployed, which indenting department and month the assignment covers.
- If the online status has not moved for several weeks, the next real step is offline: visit or call the employment exchange under whose Live Register you are registered, since it is the Controlling Officer's office, not the state helpdesk, that holds your verification file and can tell you what is pending.
- For the honorarium component specifically, deployed candidates should also check with the indenting department's office (the board, corporation, or department where the assignment was allotted), since that office runs the monthly grading and pays 75 percent of the honorarium directly.
Two status states are worth watching for separately: verification status (has the Controlling Officer accepted your documents and put you on the Live Register-linked seniority list) and deployment status (have you actually been assigned honorary work for the coming month). A candidate can be verified and eligible for months while waiting in seniority order before deployment comes through, since assignments are released district-wise and tehsil-wise only as indenting departments send requisitions.
Because the scheme has no published toll-free helpline number, the employment exchange office and the hreyahs.gov.in portal are the only two channels to rely on; be wary of anyone outside these two claiming to expedite status for a fee.
Common reasons for rejection
Most Saksham Yuva applications are turned down or held up at the verification stage, before any honorary work is ever offered, for reasons that are specific to how this scheme's eligibility is checked.
Not registered on the employment exchange Live Register first. The scheme treats hrex.gov.in registration as a precondition, not a parallel step. An application filed on hreyahs.gov.in without a live, current registration on the exchange's Live Register is rejected at verification. Fix: complete or renew the hrex.gov.in registration before applying, and keep it active, since a lapsed Live Register entry can invalidate an otherwise-approved file.
Degree or 10+2 obtained through correspondence or the National Open School. The scheme explicitly excludes correspondence-mode 10+2 and correspondence degrees for new applicants. A transcript that shows a distance or open-school mode gets rejected on eligibility grounds even if the marksheet is genuine. Fix: this is not fixable after the fact for new applicants; only those already drawing benefit on an old correspondence degree are grandfathered in.
Family income certificate missing, expired, or above Rs 3 lakh. The Rs 3 lakh annual family income ceiling applies from all sources combined, not just the applicant's own income. A stale income certificate, or one that omits a family member's earnings, is a common cause of rejection at document verification. Fix: obtain a current income certificate from the competent revenue authority that reflects the full family income, and reapply if an earlier certificate has expired.
Degree or diploma not from a recognised institution in the eligible list. Only regular-mode qualifications from Punjabi University Patiala or a university or affiliated college recognised and situated in Haryana, NCT Delhi, or UT Chandigarh count. A degree from an institution outside this list, even if UGC-recognised nationally, does not meet this scheme's narrower eligibility and is rejected. Fix: check the affiliating university and college against the scheme's accepted list before applying; there is no waiver for out-of-list institutions.
Already in employment, including self-employment, at the time of application. Verification cross-checks are meant to catch anyone drawing a salary or running a registered business. Declaring unemployment while holding any paid engagement, public, private, quasi-government, or self-employed, is treated as ineligibility, and if discovered after benefits start it is treated as a false declaration inviting recovery action. Fix: apply only once genuinely unemployed, and inform the Controlling Officer immediately if employment status changes.
Age outside the qualifying band for the qualification held. 10+2 applicants must be 18 to 35; graduates and post-graduates must be 21 to 35. An 18-year-old graduate, or a 36-year-old 10+2 holder, is rejected on age grounds regardless of other qualifications. Fix: there is no age relaxation written into the scheme, so this is a hard cutoff to check before applying.
Dismissal from government service. Anyone dismissed from a government post is barred outright. This is checked at verification through service record cross-reference where available, and a concealed dismissal discovered later is grounds for removal and recovery, not just rejection.
Incomplete self-attested declaration (Annexure-II). The declaration covers conditions like a functional household toilet, no pending power dues, no cooperative bank dues, no encroachment, and no house tax arrears. A declaration left blank in any field, or one that is later found false on physical verification, causes the application to be sent back or rejected outright. Fix: fill every field of the Annexure-II declaration accurately rather than leaving contested items blank.
Where a rejection or an adverse order does happen after review, the scheme's own written appeal route applies: a written application to the Controlling Officer first, then an online appeal to the Additional Deputy Commissioner within 30 days, and finally the Deputy Commissioner as the last appellate authority.

Frequently asked questions
How much does Saksham Yuva pay every month?
Saksham Yuva pays an unemployment allowance of Rs 1,200 for 10+2 applicants, Rs 2,000 for graduates and Rs 3,500 for post-graduates at the rates effective from 1 May 2025, plus honorarium of up to Rs 6,000 a month once a candidate is deployed on honorary assignment. A deployed graduate therefore receives Rs 8,000 a month and a deployed 10+2 candidate Rs 7,200.
How long do Saksham Yuva benefits continue?
Saksham Yuva benefits run for a maximum of 3 years, that is 36 months, or until the beneficiary turns 35, whichever comes first. The 36-month clock starts from the date the honorary assignment is allotted, and the age limit is counted from the exact date of completing 35 years.
What is the income limit for Saksham Yuva?
The gross annual family income of the applicant must not exceed Rs 3 lakh from all sources. This ceiling applies identically to the unemployment allowance component and the honorarium component.
Who cannot apply for Saksham Yuva?
Anyone already in public sector, private sector, quasi-government employment or self-employment cannot apply, nor can a regular full-time student or a person dismissed from government service. Candidates who passed 10+2 through correspondence or the National Open School, and those whose degrees came through correspondence courses, are also not eligible.
How many hours of work does Saksham Yuva require?
Saksham Yuva requires up to 100 hours of honorary assignment in a month, which departments schedule as roughly 12 and a half working days. The Department of Employment pays 25 percent of the honorarium at Rs 60 per hour and the indenting department pays the remaining 75 percent directly.
Is Saksham Yuva a government job?
No. The scheme document states plainly that an honorary assignment is occasional or intermittent work, is not employment provided by the Government of Haryana, and that labour laws do not apply to it. Completing 36 months confers no claim to a regular post.
What happens if a Saksham Yuva does not report for an assignment?
Failing to report within 7 days stops the unemployment allowance and debars the candidate for one month on the first occasion, one year on the second, and results in permanent rejection from the scheme on the third. Leaving an assignment after joining without reason brings a one-year bar, appealable to the Deputy Commissioner.
Where do I complain if no honorary work is assigned to me?
Submit a written application to the Controlling Officer of your employment exchange, who must give you a personal hearing and pass a speaking order. Appeal online to the Additional Deputy Commissioner within 30 days, and then to the Deputy Commissioner, who is the second and final appellate authority.
