What is the Haryana unemployment allowance for educated unemployed youth?

Unemployment Allowance for Educated Unemployed Youth is the cash component of the Educated Youth Allowance and Honorarium Scheme 2016, run by the Department of Employment, Government of Haryana and popularly called the Saksham Yuva Scheme. The scheme has been in operation since 1 November 2016 and replaced the earlier Unemployment Employment Allowance (UEA) Scheme of 2005, whose budget head the department still uses for part of the payments.

According to the scheme document published on hreyahs.gov.in, the scheme is built from two components. This page covers the first. The Unemployment Allowance Sub-Scheme, which pays a monthly amount to educated youth of Haryana who are registered as jobseekers and are genuinely without work. The second component pays honorarium for honorary assignments.

The allowance has a purpose written into the scheme's own objectives: it is meant to support educated unemployed youth of Haryana for their skill upgradation, so that a person drawing it moves towards employment or self-employment in a sector of their own choosing rather than remaining unoccupied. That is why skill training is not optional for those who receive the allowance without a deployment.

Who is eligible for the Haryana unemployment allowance?

You can register if:

  • You are a domicile of Haryana.
  • You are registered on the Live Register of any employment exchange in Haryana on the date of application. Enrolment is done at hrex.gov.in.
  • If you are qualified only up to 10+2 or graduation, you have been on the Live Register for a minimum of 3 years as on 1 November of the year.
  • You hold one of the accepted qualifications set out below.
  • Your age is 21 to 35 years.
  • Your gross annual family income does not exceed Rs 3 lakh from all sources.

The accepted qualifications are wider than many applicants assume, because the allowance component recognises diplomas alongside degrees:

Level What qualifies
10+2 A 10+2 pass from a Board recognised by the Haryana Government, or a two-year certificate or diploma course passed after Matric from a recognised Board or University
Graduate A graduate degree from a University recognised by the Haryana Government, or a recognised three-year certificate or diploma course after 10+2
Post-Graduate A post-graduate degree from a University recognised by the Haryana Government

You cannot apply if:

  • You are in any kind of employment; public sector, private sector, quasi-government service or self-employment.
  • You are an employee dismissed from government service.
  • Your gross annual family income exceeds Rs 3 lakh.
  • You are outside the 21 to 35 age band for this component.
  • You are not on the Live Register, or your 10+2 or graduate registration falls short of the three-year requirement.

Note that the qualification rules for this allowance component are broader than those for the honorarium component. The honorarium component additionally requires that degrees come through regular courses from Punjabi University Patiala or recognised universities in Haryana, UT Chandigarh or NCT Delhi, that 10+2 was passed as a regular student from a BSEH, CBSE or ICSE school in Haryana or UT Chandigarh, and that the applicant is not a regular full-time student. An applicant can therefore be eligible for the allowance but not for deployment.

How much is the unemployment allowance in Haryana?

The rates payable, effective from 1 May 2025, are:

Qualification (male and female alike) Allowance per month
Matriculation Rs 100
10+2 Rs 1,200
Graduate Rs 2,000
Post-Graduate Rs 3,500

The matriculation rate is a legacy provision. It is paid only to applicants who were already availing benefits under the earlier scheme, and they continue to receive it until they attain 35 years of age. Under the 2016 scheme the minimum qualification is 10+2.

Payment is made through the Aadhaar Payment Bridge System into the beneficiary's own bank account, so the Aadhaar number must be seeded correctly to that account before payments can start.

Two timing rules matter. The allowance runs from the month in which the application is approved, not from the month of registration on the portal, and if an application is approved on the last day of a month, that month's allowance is still payable. At the other end, once the beneficiary crosses 35 years of age, the allowance is discontinued with immediate effect.

Where a candidate is deployed on honorary assignment with a private company or enterprise, the allowance of Rs 1,200, Rs 2,000 or Rs 3,500 is paid by that company rather than by the Department of Employment, with the Department of Industries and Commerce acting as nodal department. The exception is candidates approved for honorary work up to 1 April 2018, whose allowance continues to come from the Employment Department.

How to apply for the Haryana unemployment allowance

Application is online in digital mode only. There is no paper form and no offline counter for this component.

  1. Enrol on the employment exchange Live Register at hrex.gov.in. If you are qualified only up to 10+2 or graduation, this enrolment must have been live for at least three years as on 1 November before the allowance becomes payable, so register as early as possible.
  2. Open hreyahs.gov.in and use the Sign Up or pre-registration option, choosing your qualification level — 10+2, Graduate or Post-Graduate.
  3. Complete the application form with your personal details, domicile, educational qualification, family income, Aadhaar number and bank account details.
  4. Select at least ten skill training options from the 200-plus trainings listed on the registration form. This selection is mandatory and determines the trainings you may later be sponsored for.
  5. Submit the application and keep the acknowledgement. The Controlling Officer of the employment exchange verifies your credentials before approval.
  6. Check progress under Saksham Yuva → Applicant Status on the portal, and watch for the month in which the application is marked approved, since that fixes your first month of allowance.

What are the skill training obligations?

The allowance is conditional. The scheme states that eligible applicants whom the designated department is not able to engage for honorary assignments shall be given the allowance subject to the condition that the applicant attends skill training under the various skill development programmes organised by the Government, as and when their name is sponsored and nominated.

The consequences of not attending are specific:

  • First missed training. The allowance is suspended.
  • Second missed training. The applicant is removed from the scheme.

The District Employment Officer prepares a list of 10+2, graduate and post-graduate applicants whom departments could not engage and sends it to the Department of Industrial Training and Skill Development, which is responsible for enrolling them in an appropriate skill training module. The training options span the sectors set out in the scheme annexure, including agriculture and allied activities, farm mechanisation, animal husbandry, horticulture, dairying and many others.

Attending skill training also carries a benefit inside the scheme: applicants who have attended a Skill Training Programme are given priority when honorary assignments are allotted, which is the route to the additional honorarium of up to Rs 6,000 a month.

Why do unemployment allowance payments stop?

  • The beneficiary turned 35. The allowance ends immediately on the exact date of completing 35 years.
  • A scheduled skill training was missed. One miss suspends the allowance, a second removes the beneficiary from the scheme.
  • Employment was taken up. Any public, private, quasi-government employment or self-employment ends eligibility.
  • A job offer of Rs 12,000 or more a month was declined. If a beneficiary does not accept an offer with monthly emoluments equal to or greater than twice the monthly government honorarium, their name is deleted from the scheme.
  • An honorary assignment was not taken up. Failure to report within 7 days discontinues the allowance and debars the candidate for one month on the first occasion and one year on the second, with permanent rejection on the third.
  • The Aadhaar-bank seeding failed. Since payment runs through the Aadhaar Payment Bridge System, an unseeded or dormant account stops the credit even where eligibility is intact.
  • False information was found. Fraudulent declarations attract civil or criminal action together with recovery of the amounts already disbursed.

Controlling Officers are required to check the status of eligible applicants periodically against the scheme's terms and forward a consolidated monthly report to the head of department, so a change in employment status is normally picked up at that stage.

Where do you complain about the allowance?

The scheme provides a written grievance route with two appellate stages:

  1. Apply in writing to the Controlling Officer of your employment exchange. The officer must give you a reasonable and fair opportunity to present your case in person and record a speaking order.
  2. Appeal online to the Additional Deputy Commissioner of the district, who is the First Appellate Authority, within 30 days of the order being communicated to you. The ADC may confirm, alter or rescind the order.
  3. Appeal to the Deputy Commissioner of the district, the second and final appellate authority, within fifteen days. A late application may still be entertained if the Deputy Commissioner is satisfied that you were prevented by sufficient cause.

The Department of Employment operates from Rozgar Bhawan, Plot IP-6, Sector 14, Panchkula, and holds the power to interpret, amend and relax the scheme. Registration and application are free of charge, and the portal is the only valid channel.

How to check your application status

The scheme runs entirely on the hreyahs.gov.in portal, so status tracking is a login-based check rather than an SMS or helpline system.

  1. Go to hreyahs.gov.in and log in with the credentials you created at the time of registration (your registered mobile number or the ID generated during sign-up, plus your password).
  2. Open the Saksham Yuva section and select Applicant Status from the menu.
  3. The status page shows where your application sits: submitted and awaiting verification, verified and forwarded to the Controlling Officer, approved with the approval month recorded, or sent back for correction.
  4. If the status shows "sent back" or flags a document, the portal usually names the field or upload that needs fixing. Correct it and resubmit through the same login rather than filing a fresh application, since a second registration can create a duplicate record and delay both.
  5. Once the status turns to approved, note the month shown against the approval. That is the month your allowance is counted from, and it is also the reference point if a monthly credit later goes missing and you need to raise it with the Controlling Officer.
  6. If the status has not moved for several weeks and shows no reason, the working alternative is an in-person or written follow-up with the Controlling Officer of the employment exchange where you enrolled on the Live Register, since verification of Live Register standing and qualification documents is done at that office, not centrally by the portal.

There is no separate SMS-based or call-centre status system published for this component; the portal login is the authoritative source, and the employment exchange is the fallback when the portal itself gives no explanation.

Common reasons for rejection

Most rejections at the application stage trace back to a mismatch between what the applicant enters online and what the Controlling Officer can verify against the employment exchange and income records, rather than to the eligibility rules themselves being unclear.

  • Live Register standing does not match the claim. If you selected the 10+2 or graduate track but your registration at hrex.gov.in is younger than three years as on 1 November, the application is rejected on verification even though you may otherwise qualify. The fix is to keep the Live Register enrolment continuous from as early as possible and to apply only once the three-year mark is actually reached, not before it.
  • Qualification does not fit the accepted list. A diploma or certificate that was not issued by a Board or University recognised by the Haryana Government, or a diploma that does not fit the two-year (post-Matric) or three-year (post-10+2) structure the scheme specifies, gets rejected at document verification. Check your certificate's issuing authority against the recognised-Board or recognised-University requirement before applying, not after.
  • Family income declared does not match supporting proof. The Rs 3 lakh ceiling is checked against the income certificate or affidavit submitted, and a declared figure that the Controlling Officer cannot reconcile with the supporting document is a common ground for rejection. Get the income certificate from the competent revenue authority before you start the online form, rather than estimating a figure and correcting it later.
  • Age falls outside the 21 to 35 band on the date of application, including cases where an applicant applies just before turning 21 or after crossing 35. There is no relaxation built into this component, so applications outside the band are rejected outright.
  • Aadhaar and bank account details do not match or are not seeded. Since disbursal runs through the Aadhaar Payment Bridge System, an application where the Aadhaar number, name, or bank account fails the seeding check is held up or rejected at the payment-linking stage even after approval. Confirm Aadhaar-bank seeding at your bank beforehand.
  • Applicant is already in employment or was dismissed from government service. Any current employment, public or private, or a record of dismissal from government service, disqualifies the application, and the Controlling Officer's verification is specifically designed to catch this.
  • Duplicate or overlapping application. Applying afresh instead of correcting a returned application, or registering more than once across different qualification levels, creates a conflicting record that gets rejected rather than merged. Track and correct the original application instead of starting over.

In each case, the corrective path is the same: fix the specific document or record the Controlling Officer flagged, and resubmit through the existing login rather than filing a new application from scratch.

Frequently asked questions

How much unemployment allowance does Haryana pay educated unemployed youth?

Haryana pays Rs 1,200 a month to 10+2 qualified applicants, Rs 2,000 to graduates and Rs 3,500 to post-graduates, at the rates effective from 1 May 2025. Legacy beneficiaries from the earlier matriculation-level scheme continue on Rs 100 a month until they turn 35.

Do I need three years on the employment exchange register to get the allowance?

Yes, if you are qualified only up to 10+2 or graduation. Those applicants must have been on the Live Register of a Haryana employment exchange for a minimum of 3 years as on 1 November of the year. All applicants, including post-graduates, must be on the Live Register on the date of application.

Who is not eligible for the Haryana unemployment allowance?

Anyone in public sector, private sector, quasi-government employment or self-employment is not eligible, nor is anyone dismissed from government service or whose gross annual family income exceeds Rs 3 lakh. The allowance also stops immediately once the beneficiary turns 35.

Is skill training compulsory to keep receiving the allowance?

Yes, for applicants the department is unable to place on honorary assignment. You must attend skill training when your name is sponsored and nominated. Missing the first scheduled training suspends the allowance, and missing a second one removes you from the scheme.

From which month is the unemployment allowance paid?

The allowance is paid from the month in which your application is approved, not the month you registered on the portal. If your application is approved on the last day of a month, the allowance for that month is still payable.

Can I get the allowance and the honorarium together?

Yes. The unemployment allowance is one of two components of the Educated Youth Allowance and Honorarium Scheme 2016, and a candidate deployed on honorary assignment receives both — for example Rs 2,000 allowance plus up to Rs 6,000 honorarium for a graduate. Those not deployed receive the allowance alone and undergo skill training.

Does a diploma count for the Haryana unemployment allowance?

Yes. A two-year certificate or diploma course passed after Matric from a Board or University recognised by the Haryana Government counts at the 10+2 level, and a recognised three-year certificate or diploma course after 10+2 counts at the graduate level.

What happens if I give wrong information in the application?

Any fraudulent declaration or false information invites civil or criminal action under the applicable Acts, along with recovery of the entire allowance already disbursed. Controlling Officers also check beneficiary status periodically and report monthly to the head of department.
