Term Loan Scheme for Backward Classes (Haryana)
Haryana state government scheme
Term Loan Scheme for Backward Classes is a Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam credit scheme lending up to Rs 15 lakh at roughly 6% to 8% a year to Backward Class residents aged 18 to 55 with family income up to Rs 3 lakh, for self-employment. Apply on saralharyana.gov.in.
What is the Term Loan Scheme for Backward Classes in Haryana?
Term Loan Scheme for Backward Classes is the main self-employment lending window of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam (commonly written as HBCKN, and often called the Pichhra Varg Kalyan Nigam in Hindi). The Nigam was set up in December 1980 for the socio-economic development of Backward Classes in Haryana and works under the Department of Welfare of Scheduled Castes and Backward Classes, Government of Haryana.
A term loan here means exactly what it means at a bank: a fixed sum, lent for a defined purpose, repaid in instalments over a set term. What differs is the price and the paperwork. According to the scheme description published for the Nigam, the ceiling is Rs 15,00,000 per beneficiary and interest is charged at roughly 6% to 8% a year; several percentage points below what an unsecured commercial business loan would cost the same borrower.
The Nigam does not fund these loans out of state revenue alone. It is the state channelising agency for the National Backward Classes Finance and Development Corporation (NBCFDC), the Government of India company under the Ministry of Social Justice and Empowerment. NBCFDC lends to the Nigam, the Nigam lends to the borrower, and the loan terms follow the NBCFDC pattern of finance.
That link matters when you are checking numbers. NBCFDC revised its Pattern of Finance with effect from 1 April 2025. Under the current Individual Loan Scheme, the ceiling is Rs 25 lakh per beneficiary, family income up to Rs 5 lakh is eligible, and the beneficiary rate is 7% a year on loans up to Rs 1.25 lakh and 8% a year from Rs 1.25 lakh to Rs 25 lakh. NBCFDC also contributes 85% of the loan, with the channel partner or beneficiary putting in the remaining 15%, and applies a 1% timely-payment rebate each year, split equally between the channel partner and the borrower.
Haryana's own published service parameters still show the older figures, a Rs 15 lakh ceiling and a Rs 3 lakh income test. Both sets of numbers are real; the state's are what the SARAL service currently states, and the NBCFDC set is what the funding line now permits. Ask the district office which figures your file will be assessed against before you build a project report around a number.
Key features
- Loan, not a grant; repayable with interest.
- Rs 15,00,000 ceiling per beneficiary as published for Haryana.
- Interest roughly 6% to 8% a year.
- Family income limit Rs 3 lakh a year, rural and urban alike.
- Age 18 to 55 years, and Parivar Pehchan Patra required.
- Applied for on saralharyana.gov.in, service ID 9870002.
Who is eligible for the Haryana BC term loan?
You can apply if:
- You belong to a Backward Class notified in Haryana and hold a valid Backward Class certificate from the competent authority.
- You are a permanent resident of Haryana.
- You are aged between 18 and 55 years.
- Your annual family income does not exceed Rs 3,00,000, whether you live in a village or a town.
- You hold a Parivar Pehchan Patra (Family ID) with correct income and member details.
- You have a specific income-generating activity in mind, a shop, a trade, a service unit, a vehicle, dairy, a small manufacturing job. NBCFDC's own wording is that the activity can be anything with the potential to provide sustainable income.
You cannot apply, or you are not eligible, if:
- You do not belong to a notified Backward Class in Haryana. Scheduled Caste applicants are served by the Haryana Scheduled Castes Finance and Development Corporation, and minority-community applicants by the Nigam's separate NMDFC credit lines.
- Your family income exceeds the published limit, as read from your Family ID.
- You are under 18 or over 55.
- You are not a resident of Haryana, each state has its own channelising agency for NBCFDC funds.
- You are a defaulter on an earlier Kalyan Nigam or NBCFDC loan, or on another government loan that has not been cleared.
- You want the money for consumption, repaying old debt, or buying land — the scheme finances income generation, not personal expenditure.
The single most common misunderstanding is the last one on the first list. Applications that describe no activity at all, or describe one the district office does not consider viable, are rejected at appraisal even when every certificate in the file is valid.
What documents are required?

On security, the practice across these channelising-agency loans is graded: small loans are backed by self-guarantee and post-dated cheques, mid-sized loans by one or two guarantors who are government, PSU or bank employees or income-tax payees, and larger loans by mortgage of immovable property. The Nigam's district office will tell you which band your sanction falls in.
How to apply for the Haryana BC term loan
- Check your Parivar Pehchan Patra first at meraparivar.haryana.gov.in. Correct the family income and member details before anything else, because the Rs 3 lakh test is read straight off this record and a stale entry is the most common single cause of rejection.
- Collect the certificates, Backward Class certificate, residence proof, income certificate, Aadhaar, age proof and bank passbook, and get them self-attested.
- Write a short project report covering what you will do, what it costs, what you will earn from it and how you will repay. Attach supplier quotations where the loan pays for an asset.
- Register on saralharyana.gov.in with your name, mobile number and email, and verify with the OTP.
- Open the Term Loan Scheme for Backward Classes service (service ID 9870002, listed under the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam) and fill the application with your Family ID.
- Upload the scanned documents, submit, and note down the application reference number the portal generates.
- Visit the Kalyan Nigam district office when called, for verification of the originals, appraisal of the activity, and completion of the surety and agreement formalities.
If you would rather not file it yourself, the SARAL service record confirms the application may also be submitted by hand or through a SARAL Kendra (kiosk). The address on record for hand submission is SCO 813-14, Sector 22-A, Chandigarh, PIN 160022, the Nigam's head office. In practice, working through the district office of the Nigam covering your district is faster, because that is where the appraisal happens.
How do you check the status of the application?
Track the file on saralharyana.gov.in using the Track Application Status option and the reference number issued at submission. The same reference works on the SARAL helpline.
For the sanction and disbursement stage, the record that matters sits with the Kalyan Nigam, not with SARAL. Call the district office, or the head office on 0172-2701074 or 0172-2701722, and quote your application number. The Nigam's own portal, hbckn.org.in, carries a loanee login for borrowers to see their account, and lists 0172-4784040 as the technical support number for the website itself.
Note that the SARAL service record shows no fixed service-delivery timeline for this scheme. Sanction depends on appraisal and on the year's fund allocation, so there is no statutory number of days to hold the department to.
What are the repayment terms?
Repayment under the NBCFDC pattern in force from 1 April 2025 runs to four years for loans up to Rs 1.25 lakh and seven years for loans above Rs 1.25 lakh. A moratorium of one quarter applies before the first instalment falls due, which gives the activity a little time to start earning.
Interest to the beneficiary is 7% a year up to Rs 1.25 lakh and 8% a year above it. A 1% rebate for timely payment is applied annually and shared equally between the channel partner and the borrower, so paying on schedule genuinely lowers your cost, and missing instalments does the reverse.
Repayment is by instalment into the loan account linked to your bank account. Keep the account funded on the due date; a bounced instalment on a government channelising-agency loan makes any future application from the same family harder.
Why do term loan applications get rejected?
- Family ID income does not match the income certificate. Fix the Family ID record first; the two must agree.
- Backward Class certificate issued in another state, or naming a caste not on Haryana's notified list.
- Age outside 18 to 55 on the date of application.
- No project report, or an unconvincing one. "Shop" is not a plan. Cost, location, expected monthly income and repayment capacity are.
- Surety not arranged. Applicants often complete every certificate and then stall for months because no guarantor has been lined up for the loan size.
- Existing default on a Nigam, NBCFDC or bank loan in the family.
- Duplicate application. A second file for the same activity while the first is under process.
- Funds exhausted for the year. Not a defect in your file, but a real reason a valid application waits. Ask the district office where it stands in the queue rather than reapplying.
Where do you complain?
Raise a grievance through the grievance option on saralharyana.gov.in, using your application reference number, that is the fastest route for a file stuck in the online workflow.
For anything the portal cannot resolve, escalate to the Managing Director, Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, SCO 813-14, Sector 22-A, Chandigarh 160022, by post or on 0172-2701074 and 0172-2701722, or by email at hbckn222@gmail.com. Keep a copy of your application and every acknowledgement.
Unresolved matters can then go to the Haryana Chief Minister's Window at cm-window.haryana.gov.in, which is the state's cross-department grievance system, or to the parent Department of Welfare of Scheduled Castes and Backward Classes. The Antyodaya SARAL helpline 1800-2000-023, and the alternative line 0172-3968400, run 7 am to 9 pm for scheme and service queries.

Frequently asked questions
How much can I borrow under the Haryana Term Loan Scheme for Backward Classes?
Up to Rs 15,00,000 per beneficiary, according to the scheme description published for the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. Most sanctions are far smaller — small trades, service units and vehicle purchases usually fall well under Rs 5 lakh.
What interest rate does the term loan carry?
Roughly 6% to 8% a year, depending on the size of the loan. The rate is set by the National Backward Classes Finance and Development Corporation funding line, which charges beneficiaries 7% a year on loans up to Rs 1.25 lakh and 8% a year above that, with a 1% timely-repayment rebate shared between the channel partner and the borrower.
What is the income limit?
Annual family income of up to Rs 3 lakh, applied identically in rural and urban Haryana. The national funding norms of NBCFDC were revised with effect from 1 April 2025 to allow family income up to Rs 5 lakh, so confirm the figure being applied to your file at the Kalyan Nigam district office.
What is the age limit for the term loan?
Applicants must be between 18 and 55 years of age. Age is checked from the Family ID and the supporting age proof, so both must agree.
Can I apply online?
Yes — the application is filed on the Antyodaya-SARAL portal at saralharyana.gov.in after registering with your mobile number. The Kalyan Nigam also accepts the application by hand and through SARAL Kendras.
How long do I get to repay?
Four years for loans up to Rs 1.25 lakh and seven years for larger loans, under the NBCFDC repayment pattern in force from 1 April 2025. A moratorium of one quarter applies before the first instalment falls due.
Is the term loan a subsidy I do not have to repay?
No — the term loan is credit and must be repaid with interest. Backward Class applicants looking for an outright grant should look at the Directorate of Welfare of Scheduled Castes and Backward Classes schemes instead, not at the Kalyan Nigam's lending window.
Who runs the scheme in Haryana?
The Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, set up in December 1980, which works under the Department of Welfare of Scheduled Castes and Backward Classes and acts as the state channelising agency for NBCFDC.
