What is the subsidy for developing business premises for persons with disabilities?

Subsidy for Developing Business Premises for Persons with Disabilities is a self-employment credit scheme of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, the state corporation set up in December 1980 under the Department of Welfare of Scheduled Castes and Backward Classes. The Nigam functions as Haryana's state channelising agency for national disability finance funding, and this scheme is one of the products it delivers to persons with disabilities.

The scheme addresses a specific and often overlooked problem. Many persons with disabilities own a small plot of land but have no built premises from which to run a trade: no shop front, no covered workshop, no space to keep stock. A tailoring unit, a photocopy shop, a mobile repair counter or a small kirana store all need four walls before they need working capital. This scheme funds those walls.

A loan of up to Rs 3 lakh is provided to develop business premises on the applicant's own land, after which the person can begin a self-employment activity from that premises.

Key features

  • Credit of up to Rs 3 lakh for constructing or developing business premises.
  • Open at a 40 percent disability threshold: considerably more inclusive than the state's disability pension schemes.
  • Requires the applicant to own the land, or hold it on a government lease of more than 20 years.
  • Delivered through the Antyodaya-SARAL portal like other Haryana Nigam schemes.

Who is eligible for this scheme?

You can apply if:

  • You are a permanent resident of Haryana.
  • You have a certified disability of 40 percent or more.
  • You are 18 years of age or older. For persons with mental retardation, the age requirement is relaxed to 14 years.
  • The land on which the premises will be built is your own, or is held on a lease of more than 20 years from a government agency.
  • You can present a workable plan for the self-employment activity to be run from the premises.

You cannot apply if:

  • Your certified disability is below 40 percent, such applicants are not eligible under this scheme.
  • You are under 18 years of age and do not fall under the mental-retardation relaxation to 14 years.
  • You are not a permanent resident of Haryana.
  • You do not own the land and do not hold it under a long government lease. A rented shop, a family plot in someone else's name, or an unregistered arrangement will not support a sanction, because the Nigam is funding a permanent structure and needs clear title.
  • You are applying outside the notified application window.

Where the Nigam applies the funding corporation's family income ceiling, an income certificate may also be sought. Applicants should confirm the income limit applicable in the current cycle with the Nigam's district office rather than relying on figures published for other states, since these ceilings are revised periodically.

What documents are required?

Document Mandatory Notes
Disability certificate Yes 40 percent or more, from the competent medical authority
Land ownership or long-lease proof Yes Own land, or a government lease exceeding 20 years
Haryana domicile certificate Yes Permanent residence in the state
Parivar Pehchan Patra Yes Income verification and mandatory for SARAL
Aadhaar card and age proof Yes 18 or above; 14 or above for mental retardation
Project or business plan Yes Trade proposed and construction cost estimate
Bank passbook Yes Aadhaar-seeded account for disbursement
Income certificate No Where an income ceiling is applied in the cycle

The land document is the make-or-break paper. Applicants routinely file with a mutation entry or a family partition record that does not clearly establish title in their own name, and the case stalls. Get the jamabandi or registered sale deed showing your name, or the lease deed showing a term of more than 20 years from a government agency, before starting the application.

How to apply for the business premises subsidy

  1. Obtain your disability certificate showing 40 percent or more, and your Haryana domicile certificate from the competent authority.
  2. Assemble the land papers. A registered sale deed, jamabandi or the government lease deed of more than 20 years: establishing clear title or long-term possession in your own name.
  3. Prepare a project plan covering the trade you intend to run, the size of the premises you propose to build, and a costed construction estimate.
  4. Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so that income and disability details are correct before you file.
  5. Watch for the Nigam's application window notice, then register or sign in at saralharyana.gov.in and open Apply for Services.
  6. Search for the business premises scheme of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, complete the form, upload every document, and submit. Save the Application Reference ID.
  7. Attend the field verification and loan documentation at the Nigam's district office, where the land, the estimate and the proposed trade are inspected before sanction.

How much is sanctioned and how is it paid?

The ceiling is Rs 3 lakh. The sanctioned amount is fixed against the construction estimate submitted with the project plan, so a modest single-room shop draws less than a larger workshop.

Disbursement for a construction loan is normally staged against progress rather than paid as a single lump sum, and the Nigam inspects the site before releasing later instalments. Interest rate, repayment tenure, moratorium and any security or guarantor requirement are settled in the loan agreement at sanction, get these in writing from the district office before signing, because they bind for the life of the loan.

How to check your application status

  1. Enter your Application Reference ID on saralharyana.gov.in in the Track Application Status box on the home page.
  2. Sign in to the SARAL account and open Track Application Status for the full case history. SMS and email alerts go to the registered contact at each stage.
  3. For questions about the field inspection, the estimate or disbursement instalments, contact the district office of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam.

Common reasons applications fail

  • Unclear land title — by far the most common cause. The plot must be in the applicant's own name or under a qualifying government lease.
  • Lease shorter than 20 years, a 10 or 15 year lease does not qualify.
  • Disability below 40 percent. The threshold is firm.
  • Vague project plan. An application that says "shop" without a trade, a layout or a cost estimate cannot be appraised.
  • Applied outside the window, the scheme is not open continuously.
  • PPP mismatch, income or disability details in the Family ID conflicting with the uploaded certificates.
  • Construction estimate inflated, an estimate far above the market cost for the proposed structure is reduced or the case is returned.

Where to get help

  • Antyodaya-SARAL helpline: 0172-3968400, email saral.haryana@gov.in, working 7:00 AM to 8:00 PM Monday to Saturday.
  • District office of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, for scheme terms, the income ceiling in force and loan documentation.
  • District Social Welfare Officer, for disability certificate and UDID matters.
  • CM Window, the Haryana government grievance platform, for cases stuck beyond a reasonable period.

There is no application fee. No agent can arrange a sanction, and no payment should be made to anyone except the Nigam against a written receipt.

Frequently asked questions

How much money is given under this scheme?

A loan of up to Rs 3 lakh is provided to persons with disabilities to develop business premises on their own land and start a self-employment activity. The amount is fixed against the construction estimate in the project plan, not sanctioned at the ceiling automatically.

What disability percentage is required?

A certified disability of 40 percent or more qualifies. This is a lower threshold than Haryana's Divyang pension, which needs 60 percent, so many people who fail the pension test still qualify for this self-employment support.

Do I need to own the land?

Yes, or hold it on a long lease. The land must be the applicant's own, or on a lease of more than 20 years from a government agency. A tenancy or an informal arrangement will not support the application.

Who cannot apply for this scheme?

Persons with a certified disability below 40 percent, applicants under 18 years, and applicants who are not permanent residents of Haryana cannot apply. Anyone who does not own suitable land or hold it on a 20-year-plus government lease is also not eligible, since the scheme funds construction on the applicant's own plot.

What is the age limit?

The applicant must be 18 years or older. For persons with mental retardation the age requirement is relaxed to 14 years, which allows a guardian-supported application in those cases.

How do I apply?

Apply online through the Antyodaya-SARAL portal at saralharyana.gov.in under the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, uploading the disability certificate, land proof, domicile certificate and project plan.

Is this a grant or a loan?

It is credit rather than an outright grant — the scheme provides a loan of up to Rs 3 lakh, and the Nigam lends on concessional terms as a state channelising agency. Confirm the interest rate and repayment schedule in writing before signing the loan agreement.

Can the premises be used for any business?

The premises must support a genuine self-employment activity, which is what the project plan has to establish. The Nigam assesses whether the proposed trade is viable and whether the construction estimate matches it.
