What is the Haryana top-up on PM Surya Ghar?

PM Surya Ghar Muft Bijli Yojana is the Government of India's residential rooftop solar scheme, run on a single national portal at pmsuryaghar.gov.in. Haryana layers a state top-up subsidy on top of it for households in the lower income slabs, so that the out-of-pocket cost of a small rooftop system falls further than the central subsidy alone would bring it.

In Haryana the state's renewable energy work is carried out by the Haryana Renewable Energy Development Agency (HAREDA) under the Department of New and Renewable Energy, which is also the agency behind the state's solar water pumping programme and its solar plants on government buildings, gaushalas and dharamshalas.

A note on figures. The central subsidy slabs below are as published on the national portal. The Haryana top-up amounts and the income limits attached to them are not published as a standing scheme page on hareda.gov.in, so this guide does not state them as fixed numbers. Confirm the current top-up with HAREDA or your DISCOM before you place an order, because the amount decides whether a 2 kW or a 3 kW system is the better buy for your household.

How much central subsidy is available?

According to the national portal, PM Surya Ghar pays:

  • Rs 30,000 per kW for the first 2 kW
  • Rs 18,000 for the third kW
  • capped at Rs 78,000 for any system of 3 kW or more

Worked through, that is Rs 30,000 for a 1 kW system, Rs 60,000 for 2 kW, and Rs 78,000 for 3 kW and above. A larger system than 3 kW draws no additional central subsidy, which is why the 3 kW size is the common choice for a household on a domestic connection.

The Haryana state top-up is paid in addition to this, not instead of it, and is targeted at households below the notified income limits.

Who can get rooftop solar subsidy in Haryana?

You can apply if:

  • You are a residential consumer of a Haryana DISCOM with a live connection and a consumer number.
  • You own the roof, or have the documented right to use it, on which the system will be installed.
  • You have an Aadhaar-seeded bank account to receive the DBT.
  • Your roof has enough shadow-free area for the capacity you want: roughly 10 square metres per kW is the working rule installers use.

You are not eligible if:

  • You are a commercial or industrial consumer. The subsidy slabs described here are for residential rooftops.
  • You do not own or control the roof, a tenant cannot apply against a landlord's roof without the owner's participation.
  • You install through a vendor not registered on the national portal for Haryana, in which case the system cannot be commissioned under the scheme.
  • You have already claimed the subsidy for the same connection.

For the state top-up specifically, an additional condition applies: the household income must fall within the slab notified by the Haryana government, and an income certificate is generally required to prove it.

What documents are needed?

Document Mandatory Notes
Latest electricity bill Yes Carries the consumer number that links to your DISCOM record
Aadhaar card Yes Identity and bank seeding
Bank passbook or cancelled cheque Yes Subsidy is paid by DBT after commissioning
Proof of roof ownership Yes Sale deed, property tax receipt or equivalent
Income certificate Only for the state top-up Establishes the income slab claimed

How to apply for rooftop solar in Haryana

  1. Open pmsuryaghar.gov.in and register, selecting Haryana as your state and your DISCOM: Uttar Haryana Bijli Vitran Nigam or Dakshin Haryana Bijli Vitran Nigam β€” and entering your consumer number.
  2. Log in with your consumer number and mobile number, and file the application for rooftop solar, stating the capacity in kW you want.
  3. Wait for feasibility approval from the DISCOM. Do not order equipment before this approval comes through.
  4. Choose a vendor registered on the portal for Haryana and get the system installed. Vendors not on the portal cannot be used.
  5. After installation, submit the plant details and apply for a net meter.
  6. Once the DISCOM inspects and issues the commissioning certificate, submit your bank account details and a cancelled cheque on the portal.
  7. The central subsidy is credited by DBT to that account. For the Haryana state top-up, follow the process HAREDA specifies for your income slab and keep the income certificate ready.

How do I check the status of my subsidy?

Log in to pmsuryaghar.gov.in with your registered mobile number and consumer number; the portal shows the stage your application has reached, feasibility, installation, net meter, inspection, commissioning certificate and subsidy release. Most delays sit at either the feasibility approval stage or the net meter stage, and both are DISCOM actions rather than portal problems.

For questions the portal cannot answer, the national helpline is 15555. For the Haryana-specific top-up, HAREDA under the Department of New and Renewable Energy is the state nodal agency.

Common reasons a rooftop solar subsidy stalls

  • Ordering before feasibility approval, which leaves the household holding equipment the DISCOM has not cleared.
  • Using an unregistered vendor, after which the system cannot be commissioned under the scheme.
  • Name mismatch between the electricity connection, the Aadhaar and the bank account. The DBT will not go through if these do not agree.
  • Net meter pending. The commissioning certificate cannot issue without it.
  • Income certificate not produced where the state top-up slab is being claimed.

Registration on pmsuryaghar.gov.in is free. No agent can secure the subsidy for a fee, and the money is paid only into the registered bank account after commissioning, never in cash and never through the installer.
