Shop & Establishment Registration in Haryana
Haryana state government scheme
Shop & Establishment Registration in Haryana is granted by the Labour Department under the Shops & Commercial Establishment Act 1958 and is filed online at hrylabour.gov.in. The portal issues an unverified registration within 24 hours of a complete application, sends an inspector for physical verification within five working days, and works to a 15-day mandate for fresh registration. Fees are paid through e-GRAS or a treasury challan.
What is Shop & Establishment Registration in Haryana?
Shop & Establishment Registration in Haryana is the basic legal registration that every shop, office, hotel, restaurant and other commercial establishment in the state takes from the Labour Department. On government records it is a registration under the Shops & Commercial Establishment Act 1958, which is the name the department's own e-governance portal uses on its registration page.
The Labour Department runs the process end to end on its portal at hrylabour.gov.in, with the shop registration module sitting at hrylabour.gov.in/shops/front/shop_terms. That is where an employer creates a login, fills the Basic Information Performa (BIP), uploads documents, pays the fee and later downloads the certificate. The department's site also carries a standing note directing citizens to www.saralharyana.gov.in, the Antyodaya SARAL portal, and to the nearest SARAL Kendra for assisted service.
Why the certificate matters in practice:
- Bank current account. Banks across Gurugram, Faridabad, Hisar and Panipat accept the shop registration certificate as constitution proof for a proprietorship current account.
- Existence and address proof. Landlords, marketplaces, payment gateways and aggregators ask a Haryana seller for it during onboarding.
- Labour-law compliance. Registration is what puts the establishment on the Labour Department's rolls for working hours, weekly off, leave and wage records.
- Verifiable on demand. The certificate carries a 16-digit verification number, so a bank or department can confirm it is genuine rather than take a printout on trust.
Shop registration is not GST registration, not a municipal trade licence and not Udyam/MSME registration. Those are separate filings with separate authorities.
Who can and cannot apply in Haryana?
You can apply if:
- You run a shop in Haryana, retail or wholesale sale of goods, or premises where services are rendered to customers.
- You run a commercial establishment: an office, a trading or banking office, an insurance or broking office, an IT or consultancy firm, or a godown attached to a business.
- You run a hotel, eating house, restaurant, café, cinema or other place of public entertainment in the state.
- You are the employer; proprietor, partner, director, or a person formally authorised to act as employer for the establishment.
- Your establishment has just commenced business, in which case apply straight away rather than waiting for an inspector to arrive.
You cannot apply, or should not apply through this route, if:
- Your unit is a factory covered by the Factories Act. Factories take a factory licence from the Labour Department under a different service, not a shop registration.
- Your activity is domestic or non-commercial. A household employing domestic help is not a commercial establishment.
- You are an employee of the shop. Only the employer registers the establishment; workers have no application of their own here.
- Your establishment falls in a class the Act or a state notification exempts from registration: government offices and certain notified categories are handled separately.
- You cannot show possession of the premises. Without a lease deed, rent deed, registration deed or other proof of possession, the portal will not let the application through, because that document is mandatory.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Proof of establishment; lease deed / rent deed / registration deed / other proof of possession | Yes | Explicitly required by the Haryana Labour Department portal |
| Front photo of the establishment | Yes | Required upload; must be legible |
| Employer's identity proof (Aadhaar / PAN / voter ID / passport / DL) | Yes | Name must match the BIP |
| PAN of the firm or proprietor | Yes | Entity PAN where the business has one |
| Employee details and date of commencement | Yes | Decide category and fee slab |
| Proof of fee payment (e-GRAS receipt or scanned treasury challan) | Yes | Challan proof must be uploaded immediately |
| Partnership deed / incorporation certificate / LLP agreement | For firms, companies, LLPs | Constitution proof for non-proprietors |
| FSSAI licence, drug licence or other trade NOC | Sometimes | Asked of food, chemist and similar trades |
The portal sets a hard rule on uploads: every document must be legible and under 2 MB. Scan at a moderate resolution rather than photographing a document at full phone-camera size, because oversized files are the commonest upload failure.
How to apply for Shop & Establishment Registration in Haryana
- Create your login at hrylabour.gov.in/shops/front/shop_terms using an email address and mobile number you actually operate. Every OTP and status alert goes to those two.
- Fill the Basic Information Performa (BIP) with the establishment's name exactly as it appears on the name board, the full address with district, the nature of business, the date of commencement and the number of workers — male and female separately.
- Upload the prescribed documents, proof of possession of the premises, the front photo of the establishment, identity and PAN, and constitution documents where applicable. Keep each file legible and under 2 MB.
- Pay the applicable fee, either online through e-GRAS using a debit or credit card, or by depositing a treasury challan and uploading the scanned proof of payment immediately afterwards.
- Collect the unverified registration. If the information you submitted is complete, the portal issues an unverified registration within 24 hours. This is not the final certificate.
- Allow the physical site verification, which the department conducts within five working days. Keep the premises documents and the name board ready for the visiting officer.
- Download the verified permanent registration, granted within 24 hours of approval after verification. The whole fresh-registration process runs to a 15-day mandate. Print the certificate, note the 16-digit verification number, and display it at the establishment.
Is there an offline route in Haryana?
Haryana has moved shop registration onto the Labour Department portal, and the department's own site tells citizens to use www.saralharyana.gov.in or visit the nearest SARAL Kendra to avail any service. The practical offline option is therefore the assisted one: walk into an Antyodaya SARAL Kendra at the district, subdivision or tehsil level, or a CSC, with your documents and have the operator file the same online application. SARAL Kendras and CSCs charge only the notified service charge on top of the government fee. For anything the portal cannot resolve, a stuck e-GRAS payment, a wrongly rejected file, a name correction after issue, approach the Labour Inspector / designated officer for your area under the Labour Department.
How do I check status, renew or amend?
Status. Track the application from your login on hrylabour.gov.in. The portal is built to let applicants follow the file from submission through payment, verification and issue.
Verification. Once issued, the certificate carries a 16-digit verification number. Banks and other departments verify against that number, so quote it rather than emailing a scan when someone questions authenticity.
Renewal. The Labour Department states that renewal follows the identical procedure to fresh registration on the same portal. Start before the validity on your certificate ends; a lapsed certificate is treated as running without registration, not as a minor delay.
Amendment. Changes in the establishment's details are made through Form G on the portal, and the corresponding fee is payable with the amendment. Report a change of address, name, employer or worker strength rather than leaving an old certificate to contradict your current papers.
Why do applications get rejected in Haryana?
- No valid proof of possession of the premises, or a rent deed whose address differs from the address typed in the BIP.
- Illegible or oversized uploads. The portal's 2 MB and legibility rules are enforced, and a blurred rent deed is the commonest query.
- Missing or unmatched fee proof, especially where a treasury challan was deposited but the scanned proof was never uploaded.
- Name mismatch between the name board photograph, the PAN and the establishment name in the application.
- Wrong date of commencement, contradicting the rent deed or the GST registration.
- Under-declared worker count, which puts the fee in the wrong slab.
- A factory filed as a shop. Manufacturing units belong under the Factories Act, not the Shops & Commercial Establishment Act 1958.
- Failed site verification, where the inspector finds no establishment operating at the declared address.
What does it cost, and what about agents?
The only money you owe the government is the fee published on the Haryana Labour Department portal, and it is paid directly: through e-GRAS by debit or credit card, or by treasury challan. If you file at a SARAL Kendra or a CSC, add only the notified service charge. Agents around district offices routinely quote several thousand rupees for a "shop licence" and present it as unavoidable. It is not. No agent has a faster channel into hrylabour.gov.in than you do, and the 24-hour unverified registration is issued by the system itself, not by anybody's influence.
Where do I complain if the application is stuck?
Call the Labour Department's toll-free helpline 1800-180-2129, which the department publishes as operating from 8 am to 8 pm, Monday to Saturday. The department also lists the Shramik Helpline 0172-2971057 and the technical support email itlabourharyana@gmail.com for portal faults such as a failed payment or a document that will not upload. For service-delivery delays, the SARAL helpline 0172-3968400 and the email saral.haryana@gov.in handle application tracking and grievance redressal, and the Haryana Right to Service Act 2014 requires designated officers to either deliver a service or formally reject the application within the notified time, with an automatic appeal when that deadline is breached. Quote your application reference number, the date of payment and the e-GRAS or challan reference in every escalation: almost every complaint that moves quickly begins with proof that the fee was actually paid.

Frequently asked questions
Which portal issues Shop & Establishment Registration in Haryana?
The Haryana Labour Department's own portal at hrylabour.gov.in issues it, through the Shops & Commercial Establishment Act 1958 module reached at hrylabour.gov.in/shops/front/shop_terms. The department also directs citizens to www.saralharyana.gov.in and to the nearest SARAL Kendra for assisted filing.
How long does Haryana take to issue the shop registration certificate?
The Labour Department portal states a 15-day mandate for fresh registrations, with an unverified registration issued within 24 hours if the information submitted is complete. Physical site verification then happens within five working days, and verified permanent registration is granted within 24 hours of that approval.
How do I pay the registration fee in Haryana?
Pay online through e-GRAS with a debit or credit card on the Labour Department portal, or deposit a treasury challan and upload the scanned proof of payment immediately. Only the government fee shown on the portal is payable — no agent commission is part of the process.
What documents does the Haryana portal insist on?
A scanned proof of establishment — lease deed, rent deed, registration deed or any other proof of possession — together with a front photo of the establishment. The portal requires every document to be legible and under 2 MB per file.
How do I verify a Haryana shop registration certificate?
Every certificate downloaded from hrylabour.gov.in carries a 16-digit verification number, which is what banks and other departments check. Anyone can verify the certificate against that number on the Labour Department portal.
How do I change details on an existing Haryana registration?
File an amendment in Form G on the Labour Department portal for changes in the establishment's details, and pay the corresponding fee. Renewal follows exactly the same procedure as a fresh registration on the same portal.
Which helpline handles Haryana shop registration problems?
The Labour Department's toll-free number 1800-180-2129 operates from 8 am to 8 pm, Monday to Saturday. The department also publishes the Shramik Helpline 0172-2971057, the SARAL helpline 0172-3968400 and the technical support email itlabourharyana@gmail.com.
Do I still need a trade licence from the municipality?
Yes, shop registration under the Shops & Commercial Establishment Act 1958 is separate from a municipal trade licence, GST registration and Udyam registration. Each is a different authority, and a new business in Haryana usually needs several of them in the same month.
