Financial Assistance for Spectacles — Haryana Labour Welfare Board
Haryana state government scheme
The Spectacles Scheme of the Haryana Labour Welfare Board reimburses up to Rs 1,500, or the actual cost of the spectacles if lower, to contributory workers and their dependents with weak eyesight. Workers need one year of service, monthly wages up to Rs 27,000, and must apply online at hrylabour.gov.in within three months of the bill.
What is the Spectacles Scheme of the Haryana Labour Welfare Board?
The Spectacles Scheme, formally listed by the Labour Department as financial assistance for spectacles to contributory workers (in Hindi, anshdata shramikon ko chashmon ke liye vittiya sahayata), is a small but practical welfare benefit run by the Haryana Labour Welfare Board (HLWB). According to the scheme page on the Labour Department's e-governance portal, the Board reimburses up to Rs 1,500, or the actual cost of the spectacles, whichever is lower, to a contributory worker or a dependent who has been prescribed spectacles for weak eyesight.
The Haryana Labour Welfare Board is not a general-purpose department. It is financed by the Labour Welfare Fund, into which employers and employees of notified industrial and commercial establishments in Haryana make periodic contributions. Only workers on whose behalf that contribution is actually being deposited; "contributory workers" in the Board's language, can draw benefits from the Fund. The Board runs a family of such benefits: education and scholarship assistance for workers' children, marriage assistance for daughters, cycle and sewing machine assistance, and this spectacles reimbursement.
The Spectacles Scheme exists because a pair of prescription glasses is a recurring, unavoidable cost for factory floor, warehouse and shop-floor workers whose jobs depend on close vision, and because Rs 1,500 is a meaningful share of that cost for a worker earning under Rs 27,000 a month.
Who is eligible for the spectacles assistance in Haryana?
You can claim if:
- You are a contributory worker of an industrial or commercial establishment in Haryana for which Labour Welfare Fund contribution is deducted and deposited with the Haryana Labour Welfare Board.
- You have completed at least one year of service with the establishment.
- Your monthly wages do not exceed Rs 27,000.
- You, or a dependent family member, have been prescribed spectacles by a doctor for weak eyesight.
- You have not drawn this particular benefit in the preceding five years.
You cannot apply if:
- Your monthly salary is above the Rs 27,000 ceiling set out on the Board's scheme page.
- You have less than one year of continuous service.
- Your employer does not deposit Labour Welfare Fund contribution for you. Self-employed persons, casual workers outside covered establishments, and employees of establishments that fall outside the Fund's coverage are not eligible, however genuine the need.
- You are a registered construction worker under the BOCW Board claiming under that registration, construction workers have a separate benefit list under the Haryana Building and Other Construction Workers Welfare Board, and the two boards are funded and administered separately.
- You already received the spectacles assistance within the last five years.
- You bought the spectacles more than three months before the date you file the claim.
Dependents are covered alongside the worker. A worker whose child or spouse has been prescribed glasses can file the claim in the worker's own name, attaching the dependent's prescription and proof of relationship.
What documents are required for the spectacles claim?
| Document | Mandatory | Notes |
|---|---|---|
| Doctor's prescription | Yes | Must record the weak eyesight and prescribed lens power |
| Bill or cash receipt for the spectacles | Yes | Fixes the three-month claim window |
| Employer certificate | Yes | Confirms employment and Labour Welfare Fund deduction |
| Salary slip | Yes | Proves wages are within the Rs 27,000 ceiling |
| Affidavit and undertaking | Yes | Declares no claim in the previous five years |
| Family ID / ration card / ESI card | Yes | Identity, and relationship where the claim is for a dependent |
| Bank passbook copy | No | For crediting the sanctioned amount |
Keep the original bill safe. Scanned uploads are accepted on the portal, but the Board's welfare officers routinely ask to see the original when the amount is verified, and a faded thermal-paper receipt is a common cause of delay. Ask the optician for a proper printed bill with the establishment's name and GST details at the time of purchase.
How to apply for the Haryana spectacles scheme
- Buy the spectacles first. The scheme is a reimbursement, not an advance, so the doctor's prescription and the purchase bill must exist before you apply. Note the bill date: your three-month clock starts there.
- Open the Labour Department portal at hrylabour.gov.in and go to the Haryana Labour Welfare Board section. Register as a worker if you do not already have an account, using your mobile number and Aadhaar or Family ID.
- Log in to your worker account and open the list of Haryana Labour Welfare Board schemes. Select the spectacles assistance scheme from the list.
- Fill the application form with your establishment details, employee code, period of service, monthly wages and bank account with IFSC code.
- Upload the documents — prescription, bill, employer certificate, salary slip, affidavit and undertaking, and identity proof: as clear scans within the size limits shown on the upload screen.
- Submit the application within three months of the bill date and save the acknowledgement or application number shown on screen.
- Follow up with your establishment's HR or welfare officer, who is usually required to verify the employer certificate before the claim moves to the Labour Welfare Officer of the district.
If you do not have internet access, the practical offline route is to approach the Labour Welfare Officer of your district or your establishment's welfare officer, who will help lodge the application on the portal. The Board's own office is at Bays No. 29-30 (Pocket-II), Sector 4, Panchkula.
How to check your application status
- Log in to your worker account on hrylabour.gov.in.
- Open the applied schemes or application status section.
- Locate the spectacles application by its application number and read the current stage, pending with employer, pending with Labour Welfare Officer, sanctioned, or rejected.
- If the status has not moved for several weeks, call the Haryana Labour Welfare Board on 1800-180-4818 or 0172-2560015 with the application number ready.
Processing times vary by district and by how quickly the employer verification comes through. Workers should budget for several weeks rather than days.
Why spectacles claims get rejected, and how to fix them
- Filed after three months from the bill date. There is no workaround for this. Apply as soon as you buy the glasses.
- No doctor's prescription attached, or a prescription that does not name the applicant or the dependent.
- Employer certificate missing or unsigned. Chase your HR department before submitting rather than after.
- Wages above Rs 27,000 on the salary slip.
- Less than one year of service at the establishment.
- Benefit already drawn within five years, the Board's records will catch a repeat claim even if the undertaking says otherwise.
- Bank account details mismatched with the name on the application, which stops the transfer at the payment stage even after sanction.
Most rejections under this scheme are documentary rather than substantive. Where a claim is rejected for a fixable defect, the usual remedy is to correct the document and re-file, provided the three-month window has not closed.

Frequently asked questions
How much money does the Haryana Labour Welfare Board give for spectacles?
The Board pays up to Rs 1,500, or the actual cost of the spectacles if that is lower. The amount is a reimbursement, so you buy the spectacles first and then claim against the bill. The sanctioned amount is credited to the worker's bank account.
How often can a worker claim the spectacles assistance?
Once in five years. The Haryana Labour Welfare Board scheme page states the benefit is admissible only once in a five-year block, and applicants must submit an undertaking confirming they have not drawn it earlier within that period.
Who is not eligible for the spectacles scheme?
Workers whose monthly wages exceed Rs 27,000, workers with less than one year of service, and anyone whose employer does not deposit Labour Welfare Fund contribution for them cannot apply. Self-employed persons and workers outside industrial or commercial establishments covered by the Punjab Labour Welfare Fund Act as applicable to Haryana are also not eligible.
Can I claim for my wife's or child's spectacles?
Yes. The scheme covers the contributory worker and dependents with weak eyesight. You will need the dependent's doctor prescription and a document such as the Family ID or ration card establishing the relationship.
What is the last date to submit the spectacles claim?
Three months from the date on the spectacles bill. Applications filed after that window are liable to be rejected as time-barred, which is the single most common reason claims fail under this scheme.
Is the spectacles scheme the same as the BOCW construction worker schemes?
No. This scheme belongs to the Haryana Labour Welfare Board, funded by Labour Welfare Fund contributions from industrial and commercial establishments. Registered construction workers come under the separate Haryana Building and Other Construction Workers Welfare Board, which runs its own benefit list on the same hrylabour.gov.in portal.
How do I check the status of my spectacles application?
Log in to your worker account on hrylabour.gov.in and open the applied schemes or application status section. The Haryana Labour Welfare Board helpline 1800-180-4818 can also confirm the stage of a pending claim.
