Contribution towards Share Capital to Haryana Scheduled Castes Finance and Development Corporation
Haryana state government scheme
Contribution towards Share Capital to HSFDC is a Haryana budget-head scheme under which the state puts equity into the Scheduled Castes Finance and Development Corporation, shared 51:49 between the state and the Centre. The corporation was set up in January 1971 with Rs 2 crore authorised capital, raised to Rs 80 crore in 2012, and lends to SC families for self-employment.
What is the Contribution towards Share Capital to HSFDC scheme?
Contribution towards Share Capital to the Haryana Scheduled Castes Finance and Development Corporation is a state budget-head scheme administered by the Directorate of Welfare of Scheduled Castes and Backward Classes under Haryana's SEWA department. It is not a benefit paid to a person. It is the mechanism by which the Government of Haryana puts equity capital into HSFDC so that the corporation has the funds to lend to Scheduled Caste families.
According to the SEWA department, the State Government helps the corporation "by providing equity participation as Share Capital and matching assistance for promotional activities and evaluation cell, recovery wing etc.", and the amount under the scheme is shared in the ratio of 51:49 between the State Government and the Central Government.
This distinction is the single most misunderstood thing about the scheme. If you are a Scheduled Caste resident of Haryana looking for money, you do not apply under this head, you apply for one of the corporation's loan schemes that this capital pays for.
What is HSFDC and how large is it?
Haryana Scheduled Castes Finance and Development Corporation, also written HSCFDC, was set up in January 1971 with the sole object of the socio-economic development of Scheduled Castes. The department records that it was incorporated on 2 January 1971 with an authorised share capital of Rs 2.00 crore, which was subsequently enhanced to Rs 80.00 crore on 4 September 2012.
HSFDC is a wholly government-owned corporation, with 51 per cent of the shareholding held by the State Government and 49 per cent by the Government of India. It operates from Kalyan Bhawan, Sector 2, Panchkula, with district managers across the state, and channels funds from national apex bodies including the National Scheduled Castes Finance and Development Corporation (NSFDC) and the National Safai Karamcharis Finance and Development Corporation (NSKFDC).
On the scale of its work, the department records that during 2019-20 the corporation provided loans to 3,289 Scheduled Caste persons across its different income-generating schemes.
Who is eligible under this scheme?
The direct recipient of the share capital contribution is the corporation itself, HSFDC. There is no application form, no beneficiary list and no individual sanction under this budget head.
You can apply for the loans this capital funds if:
- You belong to a Scheduled Caste and hold a valid Haryana caste certificate.
- You are a permanent resident of Haryana.
- You are aged 18 to 55 years, with the exact band varying by scheme.
- Your annual family income does not exceed Rs 3,00,000, verified through the Parivar Pehchan Patra (Family ID).
- You have no default outstanding with the corporation or with any bank.
You cannot apply, or are not eligible, if:
- You are an individual seeking the share capital contribution itself. It is a government-to-corporation equity transfer and carries no citizen application.
- You are not from a Scheduled Caste. Backward Class and EWS applicants are served by a separate corporation, the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, under its own share capital head.
- Your family income on the Family ID exceeds Rs 3,00,000 a year.
- You are outside the age band prescribed for the scheme you want.
- You are a defaulter with the corporation or a bank, which is an explicit disqualification.
- You want a loan under an NSKFDC scheme but are not from a safai karamchari family, since those lines are restricted to sanitation workers and their dependants.
What loans does the share capital actually fund?
HSFDC's published scheme structure, funded by state share capital together with NSFDC and NSKFDC refinance, covers three broad sectors:
- Agriculture and allied; dairy, poultry and animal husbandry units.
- Industrial trades; carpentry, leather goods, welding and similar work.
- Business and services, retail shops, beauty parlours, auto repair and comparable small enterprises.
Indicative published terms:
| Line | Project or loan limit | Subsidy | Interest |
|---|---|---|---|
| Bank-tied self-employment schemes (SC) | Rs 1,50,000 project cost | Up to 50%, maximum Rs 50,000 | About 4% per annum |
| NSFDC term loan | Rs 3,00,000 | , | About 8% per annum |
| NSFDC micro finance | Rs 1,40,000 | — | About 6.5% per annum |
| NSKFDC schemes (safai karamcharis) | Rs 2,00,000 | Up to 50%, maximum Rs 50,000 | About 6% to 7% per annum |
| NSFDC education loan | Up to Rs 40,00,000 | : | About 6.5% per annum |
On the bank-tied schemes the corporation also contributes 10 per cent margin money, and the repayment period runs to about five years. Some of the NSKFDC and micro finance lines are shown by the corporation as inactive at different times, so confirm current availability with the district manager before planning a project. Rates and limits are revised by the apex corporations from time to time.
How to apply for a loan funded under this share capital
- Confirm your eligibility on paper first, Scheduled Caste certificate, Haryana residence, age between 18 and 55, and family income up to Rs 3,00,000 on the Parivar Pehchan Patra.
- Download the application form from the HSFDC website, or collect it from the district manager's office of the corporation in your district. For NSFDC and NSKFDC-funded lines, applications are filed through saralharyana.gov.in.
- Attach the documents: Aadhaar, SC certificate, Family ID, PAN card, bank passbook or cancelled cheque, and income or residence certificate where asked.
- Submit the form to the district manager with a short note on the proposed activity, its cost and where the unit will run.
- Complete the field verification. Corporation field staff visit to check the applicant, the site and the proposed trade.
- Wait for the file to be forwarded to the sponsoring bank or apex corporation, which appraises and sanctions the loan.
- Receive the disbursement in instalments, tied to the stage of the project, with subsidy adjusted as per the scheme.
How does the state actually release the share capital?
The release is an internal government process, not an application-driven one. The Directorate of Welfare of Scheduled Castes and Backward Classes provides for the contribution in the state budget, the Finance Department sanctions it, and the money is subscribed as equity in HSFDC alongside the Government of India's matching share in the 51:49 ratio. Alongside equity, the state gives matching assistance for promotional activities, the evaluation cell and the recovery wing, the administrative machinery the corporation needs to appraise loans and recover them.
Because the head is an equity subscription, there is no beneficiary status to claim, no status tracker and no grievance route for an individual against the contribution itself. Grievances lie against the loan decision, not against the capital.
Why do HSFDC loan applications get rejected?
- Family income above Rs 3,00,000 on the Parivar Pehchan Patra. This is checked from the Family ID record rather than a paper certificate, so the Family ID must be corrected first if it is wrong.
- Existing default with the corporation or with a bank.
- Age outside the prescribed band for the chosen scheme.
- Caste certificate defects, including certificates issued outside Haryana.
- Weak or unviable project proposal, particularly where the applicant has no experience or no place to run the trade from.
- Applying under an inactive line. Several NSKFDC and micro finance schemes are shown as inactive at times, and files under a closed line are returned.
Correct the Family ID at meraparivar.haryana.gov.in, clear or reschedule any existing default, and refile with the district manager under a currently active scheme.
Where do I get help?
- HSFDC helpline: 0172-2584438, working 9 am to 5 pm, Monday to Friday, excluding government holidays. Email hsfdc2427[at]gmail[dot]com.
- HSFDC head office, Kalyan Bhawan, Sector 2, Panchkula-134109.
- Directorate of Welfare of Scheduled Castes and Backward Classes, Bays No. 53-54, Kalyan Bhawan, Sector 2, Panchkula: 0172-2564006, 0172-2567009.
- Antyodaya Saral helpline 0172-3968400, toll-free 1800-2000-023, for applications routed through saralharyana.gov.in.
No fee is payable to any agent for an HSFDC loan. Interest rates, subsidy caps and scheme availability change with apex corporation guidelines, so confirm the current figure with the district manager before committing to a project cost.
How to check your application status
There is no status to check for the share capital contribution itself. It is an equity subscription the state makes into HSFDC's books, not something an individual applies for, so no application ID or tracker exists for it. What you can check is the status of a loan application filed with the corporation using this capital.
If you applied directly at a district manager's office:
- Note the acknowledgement or file number given at the time of submission. If you were not given one, ask for it, since the district office logs files by this number.
- Call or visit the district manager's office where you filed the form and quote the file number. Field verification and forwarding to the bank or apex corporation are handled at this level, so the district office is the first and fastest point of contact for a status update.
- If the file has already gone to a bank for sanction, the bank's branch handling the account can confirm whether it has been sanctioned, returned for correction, or is still pending appraisal.
- For a final check, call the HSFDC helpline at 0172-2584438 (9 am to 5 pm, Monday to Friday) or write to hsfdc2427@gmail.com, quoting your file number, your district and the scheme you applied under.
If you applied through an NSFDC or NSKFDC line via saralharyana.gov.in:
- Log in to saralharyana.gov.in with the credentials used at the time of application.
- Open "Track Application Status" and enter your application or reference number to see the current stage, submitted, under verification, forwarded to corporation, or sanctioned.
- If the portal shows no movement for several weeks, call the Antyodaya Saral helpline on 0172-3968400 or the toll-free number 1800-2000-023 and quote the application number for a manual check.
Keep a copy of the acknowledgement receipt or the SMS confirming submission. If the status shows "returned" or "objection raised," the reason is usually a document gap or a Family ID income mismatch, contact the district manager's office directly to find out what is missing rather than refiling from scratch.

Frequently asked questions
Can an individual apply for the share capital contribution scheme?
No. Contribution towards Share Capital to HSFDC is a state budget head, not a citizen benefit — the money is equity put into the corporation by the government. Individuals cannot apply for it. What a Scheduled Caste family can apply for is a loan under one of the corporation's income-generating schemes, which this capital funds.
What is the funding ratio for this scheme?
The amount under the scheme is shared in the ratio of 51:49 between the State Government and the Government of India. The corporation itself is wholly government-owned on the same 51 per cent state and 49 per cent central pattern.
When was HSFDC set up and how large is its capital?
Haryana Scheduled Castes Finance and Development Corporation was set up in January 1971 for the socio-economic development of Scheduled Castes. It was incorporated on 2 January 1971 with an authorised share capital of Rs 2.00 crore, which was enhanced to Rs 80.00 crore on 4 September 2012.
What loans does the corporation give with this money?
HSFDC funds self-employment in agriculture, industry, business and service trades — dairy, poultry and animal husbandry; carpentry, leather goods and welding; retail shops, beauty parlours and auto repair. Bank-tied schemes carry a project cost limit of Rs 1,50,000 with subsidy up to 50 per cent capped at Rs 50,000, and NSFDC term loans go up to Rs 3,00,000.
Who can take an HSFDC loan?
A Scheduled Caste permanent resident of Haryana aged between 18 and 55 years, whose annual family income does not exceed Rs 3,00,000 as verified through the Family ID, and who is not a defaulter with the corporation or any bank.
How many people has HSFDC helped?
The department records that during 2019-20 the corporation provided loans to 3,289 Scheduled Caste persons under its different income-generating schemes.
Where do I apply for an HSFDC loan?
Apply to the district manager of HSFDC in your district with the downloaded application form and documents. NSFDC and NSKFDC-funded loan applications are routed through saralharyana.gov.in.
Is the subsidy the same as the loan?
No. The subsidy is a grant portion of the project cost that the applicant does not repay — up to 50 per cent capped at Rs 50,000 on the bank-tied schemes. The rest is a loan that must be repaid with interest, which the corporation prices from about 4 per cent to 8 per cent a year depending on the scheme.
