Stamp Duty Refund Scheme (Haryana MSME)
Haryana state government scheme
Stamp Duty Refund Scheme is a Haryana Industries and Commerce Department incentive that refunds 100% of the stamp duty paid on industrial land in 'D' category blocks, 75% in 'C' blocks and 60% in 'B' blocks to micro, small and medium enterprises. Units must apply online within 3 months of starting commercial production.
What is the Haryana Stamp Duty Refund Scheme?
Stamp Duty Refund Scheme is an industrial incentive notified by the Industries and Commerce Department, Government of Haryana under Chapter 14 of the Haryana Enterprises and Employment Policy, 2020 (HEEP 2020). The scheme was notified in the Haryana Government Gazette (Extraordinary) on 8 June 2021 and gives back to an enterprise a large share of the stamp duty it paid when it bought or leased land for a factory, a service unit or an industrial park.
Stamp duty is one of the biggest one-time costs in setting up a plant. On an industrial plot costing Rs 2 crore, the duty alone can run into several lakh rupees. Haryana's answer is a refund calibrated to how industrially backward the block is. According to the notification, the state divides its blocks into 'A', 'B', 'C' and 'D' categories, with 'D' being the least developed, and pays the largest refund where investment is hardest to attract. The block and panchayat mapping under HEEP 2020 is published separately on the Directorate of MSME site.
For micro, small and medium enterprises the day-to-day handling sits with the Directorate of MSME, Panchkula, and its District MSME Centres. For large, mega and ultra-mega projects and for industrial park developers, the Directorate of Industries and Commerce handles the claim.
How much stamp duty does Haryana refund?
The quantum depends on both the category of the enterprise and the category of the block where the land is located.
| Category of enterprise | 'B' block | 'C' block | 'D' block |
|---|---|---|---|
| Micro, Small and Medium Enterprises | 60% | 75% | 100% |
| Large units | 60% | 75% | 100% |
| Mega projects | 60% | 75% | 100% |
| Thrust sector and bio-energy enterprises (MSME, large, mega) | 80% | 100% | 100% |
| Electronics System Design and Manufacturing (ESDM) | 100% | 100% | 100% |
| Import substitution enterprises | 100% | 100% | 100% |
| Essential sector enterprises | 100% | 100% | 100% |
| Service enterprises | 30% | 50% | 50% |
| Industrial park or estate developer | : | 80% | 80% |
Data centres and co-location facilities get a 100% refund of stamp duty throughout the state, with no block restriction. Ultra-mega projects, and clusters of at least 10 enterprises in the same economic activity relocating to Haryana from another state or country, are dealt with as customised packages decided by the Haryana Enterprises Promotion Board on a cost-benefit basis.
Haryana's eight notified thrust sectors are auto and auto components and light engineering, agro-based and food processing, textiles and apparels, ESDM, defence and aerospace manufacturing, pharmaceutical and medical devices, chemical and petrochemical, and large-scale energy and data storage. Registered Farmer Producer Organisations and integrated pack houses with grading, sorting and packaging facilities are expressly eligible in the thrust-sector slab.
Who is eligible for the Haryana stamp duty refund?
Enterprises that can claim the refund:
- Micro, small, medium, large and mega units that went into commercial production on or after 1 January 2021, the commencement date of HEEP 2020.
- Units that came into commercial production within 5 years from the date of purchase of land, where the land was purchased on or before 31 December 2025.
- Existing units undertaking expansion or diversification with at least 50% additional investment in plant and machinery.
- Service enterprises as defined in the scheme, including health care, tourism other than standalone hotels, education and skill development, IT, bulk courier services, R&D centres, testing labs, engineering and design services, equipment rental and leasing, equipment maintenance and repair, environmental services and entertainment parks with over Rs 10 crore in building and equipment.
- Developers of an industrial park or estate built on minimum 25 acres, who hold the industrial licence or NOC and have completed the infrastructure.
Every applicant must also have filed an IEM or a Udyam Registration Certificate plus the Haryana Udhyam Memorandum, obtained CLU or NOC where applicable, and be in commercial production at the time of applying.
Enterprises that cannot apply or are not eligible:
- Units whose product falls in the negative or restrictive list of industries notified by the Haryana government.
- Units that started commercial production before 1 January 2021, which are "existing enterprises" under the policy definition.
- General-category enterprises located in 'A' category blocks, where the MSME, large and mega slabs do not offer a refund.
- Units that have stopped production, since annual inspection must confirm the unit is functional.
- Industrial park developers on less than 25 acres, or who have not completed the infrastructure.
The notification is explicit that general-category industrial units are eligible for the MSME, small, medium and large slabs even if they are not in a thrust area, so a plain engineering workshop in a 'D' block is not shut out.

How to apply for the Haryana stamp duty refund
- Complete your registrations first. File the Udyam Registration Certificate on the national Udyam portal, and file the Haryana Udhyam Memorandum (HUM) through the Directorate of MSME site. Large and mega units file an IEM instead of URC.
- Start commercial production and note the date. The date on your first sale bill is the date from which you have exactly 3 months to file.
- Assemble the annexure documents listed above, including the CA certificate and the notarised undertaking on Rs 50 non-judicial stamp paper.
- File the claim online in the prescribed Annexure-I form on the web portal of the Industries and Commerce Department, addressed to the Director or Director General, Industries and Commerce for large, mega and park claims, or to the Director or Director General, MSME for micro, small and medium units. The scheme documents and forms are hosted on the Access to Finance page of msme.haryana.gov.in.
- Attend the unit inspection. The Joint Director or Deputy Director of the District Industries Centre or District MSME Centre scrutinises the file and inspects the unit before recommending approval or rejection.
- Clear deficiencies within 10 days. Deficiencies are communicated within 7 days of scrutiny and you get 10 days to fix them.
- Track the sanction and the credit. The published service delivery timeline for state incentive claims is 30 working days for the Letter of Approval, 7 days for the Letter of Sanction and 7 days for disbursement.
An offline route is available in practice through the District MSME Centre or District Industries Centre in your district, which will accept the papers and guide the online filing, but the claim itself is decided on the departmental web portal.
Why Haryana stamp duty refund claims get rejected
- Filing after the 3-month window from commercial production, without seeking condonation of delay.
- Land purchased after 31 December 2025, which falls outside the scheme's applicability window.
- Product in the restrictive or negative list notified by the state.
- Missing HUM filing even though the Udyam certificate is in place; the notification requires both.
- Land not shown as meant for industrial use, or CLU not obtained where it was needed.
- CA certificate absent or inconsistent with the investment slab claimed, so the enterprise category cannot be fixed.
- Unit found closed at inspection, which blocks disbursement.
If deficiencies are not removed in the prescribed period the claim is filed away by the competent authority, with intimation by email. The department cannot demand documents beyond Annexure-I unless they are needed to establish the genuineness of the claim.
Key dates for the Haryana stamp duty scheme
- 1 January 2021: HEEP 2020 commences; only units in commercial production on or after this date are eligible.
- 8 June 2021; Stamp Duty Refund Scheme notified in the Haryana Government Gazette (Extraordinary).
- 31 December 2025 โ last date by which the land must have been purchased for a claim to qualify.
- Within 5 years of land purchase, the unit must reach commercial production, so genuine claims from land bought in 2025 can still arise up to
- 3 months from commercial production, the claim filing window.
As on the fact-check date the Directorate of MSME has not published a successor notification replacing the HEEP 2020 stamp duty scheme, so intending applicants should confirm the current position with their District MSME Centre before buying land on the strength of the incentive.
Help and grievance redressal
- Directorate of MSME, Haryana: 0172-2580710, Plot No. C-3, HSVP Complex, Sector 6, Panchkula 134109.
- District MSME Centre / District Industries Centre in your district for scrutiny, inspection and status queries.
- Appeals: against the Additional Director, MSME to the Director or Director General, MSME within 30 days; against the Director to the Administrative Secretary, Industries and Commerce, whose order is final. All appeals under state incentive schemes have been online-only since 1 December 2022.
- Haryana public grievance portal: harsamadhan.gov.in for unresolved complaints.
No agent or consultant is needed to file a stamp duty refund claim, and the department charges no fee for processing it.
How to check your application status
Once your Annexure-I claim has been filed on the departmental web portal, you can follow it up in a few ways rather than waiting passively for a letter.
- Check the online claim record. The claim is logged against your application ID on the web portal hosted through msme.haryana.gov.in's Access to Finance section. Log in with the same credentials used to file the claim to see whether it is still under scrutiny, listed as deficient, or has moved to the inspection stage.
- Watch for a deficiency communication. If the District MSME Centre or District Industries Centre finds the file incomplete, it is required to flag deficiencies within 7 days of scrutiny, usually by email to the address given in the application. No email means the file has either passed scrutiny or has not yet been picked up, so this is worth checking against the date you filed.
- Match your timeline against the published service standard. The state's service delivery benchmark for incentive claims is 30 working days for the Letter of Approval, a further 7 days for the Letter of Sanction, and 7 more days for disbursement once sanctioned. If your filing date plus these windows has passed with no update, that is the point to escalate rather than keep waiting.
- Call or visit the District MSME Centre or District Industries Centre in the district where your unit is located. Since the Joint Director or Deputy Director there is the officer who scrutinises the file and conducts the unit inspection, they can tell you exactly which stage your claim is sitting at.
- Use the Directorate of MSME helpline at 0172-2580710 (Directorate of MSME, Plot No. C-3, HSVP Complex, Sector 6, Panchkula) for claims that are not moving, or where the district office is unresponsive.
- Escalate through appeal if a claim is rejected or delayed unreasonably. An order of the Additional Director, MSME can be appealed to the Director or Director General, MSME within 30 days; an order of the Director can be further appealed to the Administrative Secretary, Industries and Commerce, whose decision is final. All such appeals under state incentive schemes have been filed online only since 1 December 2022.
- Fall back on the state grievance portal, harsamadhan.gov.in, if the claim remains unresolved through the departmental channel and the district office and helpline have not helped.
Keep your application ID, the date of filing, and the date commercial production began on hand for every one of these follow-ups, since officers will ask for them to pull up the file.

Frequently asked questions
How much stamp duty does Haryana refund to an MSME?
Haryana refunds 100% of the stamp duty in 'D' category blocks, 75% in 'C' category blocks and 60% in 'B' category blocks to micro, small and medium enterprises, on land meant for industrial use. Thrust-sector, ESDM, import substitution and essential-sector units get 100% in 'C' and 'D' blocks and 80% to 100% in 'B' blocks. There is no 'A' block refund for general MSMEs.
By when must a Haryana unit apply for the stamp duty refund?
The industrial unit must apply within 3 months after commencing commercial production. A developer of an industrial park or estate applies within three months of completing infrastructure development, or within three months of the notification, whichever is later. Delay can be condoned by the competent authority.
Who cannot claim the Haryana stamp duty refund?
Units in the negative or restrictive list of industries notified by the Haryana government cannot claim the refund, and neither can enterprises that went into commercial production before 1 January 2021. Units in 'A' category blocks are outside the general MSME slab, and a unit that is not in commercial production at the time of the claim is not eligible.
Does the refund apply to leased industrial land as well as purchased land?
Yes. The notification covers stamp duty paid on the purchase or leasing of land for establishing enterprises, industrial estates and industrial parks, provided the land is meant for industrial use.
Can an existing Haryana unit get a stamp duty refund for expansion?
Yes, if the existing unit puts in at least 50% additional investment in plant and machinery for expansion or diversification. An existing enterprise expanding at a different location is treated as a new enterprise under the scheme.
How long must the unit stay in production after getting the refund?
The unit must remain in production for 5 years from the date of commercial production. The Joint Director or Deputy Director of the District Industries Centre or District MSME Centre carries out an annual inspection to confirm the unit is still functional.
What happens if a wrong claim is filed?
The applicant must refund the assistance with compound interest at 12% per annum, faces legal action, and is debarred from all future state incentives. Unrecovered amounts are recovered as arrears of land revenue, and the applicant is debarred from public procurement.
Where can a rejected stamp duty claim be appealed?
An appeal against an order of the Additional Director, MSME lies with the Director or Director General, MSME, Haryana within 30 days. Appeals against the Director's own orders go to the Administrative Secretary, Industries and Commerce, whose decision is final. Since 1 December 2022 all appeals under state incentive schemes must be filed online.
