What is the Haryana Progressive MSME and Export Promotion Policy 2026?

The Haryana Progressive MSME and Export Promotion Policy 2026 is the Haryana government's incentive policy for micro, small and medium enterprises and exporters. The Industries and Commerce Department notified it on 29 July 2026 (Notification No. 02/04/2026-1IB-II, Haryana Government Gazette Extraordinary No. 114-2026/Ext.) in supersession of the Haryana MSME Policy 2019 and the Haryana Enterprises and Employment Policy (HEEP) 2020. It remains in force for 5 years from notification, or until a new policy replaces it.

The policy groups its incentives under six pillars: access to finance, infrastructure and regulation, quality and technology, market access and exports, greening, and skills and employment. Agri-based and food processing units are covered by a separate policy, the Haryana Agri-Business and Food Processing Policy 2026.

Two overall rules apply. Total state incentives for one project are capped at 100% of fixed capital investment. And scheme-wise operational guidelines are to be notified within 3 months of the policy; until they are, the policy says an investor whose application is consistent with it is not barred from applying.

Who is eligible?

Eligible:

  • New enterprises that start commercial production or operations in Haryana during the policy period.
  • Existing enterprises expanding or diversifying at the same site with additional fixed capital investment of at least 50% of their current investment. This is allowed only once in the policy period. Expansion at a different site counts as a new unit.
  • Enterprises classed as micro (plant and machinery up to Rs 2.5 crore and turnover up to Rs 10 crore), small (up to Rs 25 crore and Rs 100 crore) or medium (up to Rs 125 crore and Rs 500 crore).
  • Exporters, including first time exporters with an IEC issued on or after 29 July 2026, and existing exporters with at least 25% of turnover from exports.

Thrust sectors are auto and auto components including EV; aerospace and defence; general engineering, metal products and steel fabrication; electrical, electronics and scientific instruments; pharmaceuticals and medical devices; rubber and plastic including toys and sports goods; footwear and leather; renewable energy, circular economy and green industry; and textiles and apparel.

Not eligible:

  • Units in the restrictive list in Annexure I of the policy.
  • Agri, food processing and allied units, which come under the separate Agri-Business and Food Processing Policy 2026.
  • Expansion claims beyond the one allowed in the policy period.
  • Working capital, goodwill, pre-operative expenses, capitalised interest, technology fees and machinery shifted from another unit, which do not count as fixed capital investment.

  6. Respond to scrutiny by the District MSME Centre and keep the unit running for the period the scheme requires.

What happened to the HEEP 2020 schemes?

HEEP 2020 is superseded, but units covered by the transitional clause and claims already filed continue under it. Several HEEP 2020 incentives have a 2026 counterpart with new area-based rates, including the Stamp Duty Refund Scheme, the Freight Subsidy for Exporters and the Haryana Interest Subsidy Scheme. Frequently asked questions

When did the Haryana Progressive MSME and Export Promotion Policy 2026 start?

On 29 July 2026. The Industries and Commerce Department notified it that day in the Haryana Government Gazette (Extraordinary), in supersession of the Haryana MSME Policy 2019 and the Haryana Enterprises and Employment Policy (HEEP) 2020. It runs for five years unless replaced earlier.

I started my project under HEEP 2020. Which policy applies?

You may choose HEEP 2020 if you had taken effective steps and made substantial investment before 29 July 2026 and your commercial production starts within two years of that date. Effective steps include arranging land, getting finance sanctioned and applying for CLU, NOC or a licence.

How much capital subsidy can an MSME get?

Thrust sector manufacturing MSMEs and exporters get 15% of eligible capital investment up to Rs 2 crore in Core areas, 20% up to Rs 2.5 crore in Intermediate areas, 25% up to Rs 3.5 crore in Sub-Prime areas and 30% up to Rs 4 crore in Prime or Focus areas.

What are Core, Intermediate, Sub-Prime and Prime areas?

They are the four location classes that set most incentive rates. Core areas are inside municipal limits, Intermediate areas include allotted plots in HSIIDC estates, Sub-Prime areas include unallotted plots and areas outside controlled limits, and Prime or Focus areas are notified Industrial Investment Promotion Zones.

What help is there for first-time exporters?

Under the Mukhya Mantri Pratham Niryatak Protsahan Yojna, first-time MSME exporters get 33% assistance up to Rs 20 lakh a year for 3 years. A first time exporter is one whose Import Export Code was issued on or after 29 July 2026.

Can an individual apply for money under this policy?

Not as a personal benefit. The incentives are for enterprises that invest in Haryana. An individual benefits only as the owner of an eligible micro, small or medium enterprise.

Are the schemes already open?

The policy says scheme-wise operational guidelines will be notified within 3 months of 29 July 2026, and that a scheme not yet being notified does not stop an investor whose application fits the policy from applying. Ask the District MSME Centre for the current guideline before filing.
