Post-Matric Scholarship for Minorities, Haryana
Haryana state government scheme
Post-Matric Scholarship for Minorities in Haryana pays course fees of up to Rs 7,000 a year for classes XI-XII and Rs 10,000 a year for technical courses, plus a monthly maintenance allowance of Rs 230 to Rs 1,200, to minority students whose parents earn under Rs 2 lakh a year. Apply online through the National Scholarship Portal.
What is the Post-Matric Scholarship for Minorities in Haryana?
Post-Matric Scholarship for Minorities is a scholarship scheme administered in Haryana by the Directorate of Social Justice and Empowerment, which sits under the Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya (SEWA) department. According to the directorate's minorities welfare page, the scheme traces back to the Prime Minister's New 15 Point Programme for the Welfare of Minorities announced in June 2006, which required a post-matric scholarship for meritorious students from minority communities to be put in place.
Post-Matric Scholarship for Minorities exists because the cost of education rises sharply after class X. A student who finishes matriculation in a village school often has to move to a town for class XI, pay admission and tuition fees for the first time, and either commute daily or live in a hostel. The scheme attacks both of those costs separately: one component reimburses the fees the institution charges, and a second component pays a monthly maintenance allowance towards living costs.
The stated objective on the Haryana directorate's page is to award scholarships to meritorious students belonging to the economically weaker sections of minority communities, so that they get better opportunities for higher education, higher attainment rates in higher education, and better employability. The scheme is a centrally designed scholarship implemented by the state, with money reaching the student by Direct Benefit Transfer.
Communities covered. Muslim, Sikh, Christian, Buddhist, Parsi and Jain students are the six notified minority communities eligible in Haryana. The directorate also earmarks 30% of scholarships for girl students across its minority scholarship schemes.
Who is eligible for the Haryana post-matric minority scholarship?
You can claim the scholarship if:
- You belong to one of the six notified minority communities, Muslim, Sikh, Christian, Buddhist, Parsi or Jain.
- You are studying in a government school, college or institute, or a private school or institute recognised by an appropriate authority. Technical and vocational courses of class XI and XII level in Industrial Training Institutes and Industrial Training Centres affiliated to NCVT are included.
- The annual income of your parents or guardian is less than Rs 2 lakh.
- You are at class XI level or above. The scheme runs from class XI right through undergraduate, postgraduate, M.Phil and PhD study.
- You secured at least 50% marks in the previous examination, which is the condition for continuation of the award.
You cannot apply, or are not eligible, if:
- You belong to a community outside the six notified minority communities.
- Your family's annual income is Rs 2 lakh or more.
- You are studying in class IX or class X. That stage is covered by the separate pre-matric minority scholarship.
- You are already receiving another scholarship of a similar nature from the central or state government. The scheme bars simultaneous benefit.
- You scored below 50% in the previous examination and are seeking renewal.
- You are enrolled in an institution that is not recognised by an appropriate authority.
How much does the Haryana post-matric minority scholarship pay?
The benefit has two parts, a fee component and a maintenance allowance.
Admission and tuition fee support, per year
| Stage of study | Ceiling per year |
|---|---|
| Classes XI and XII | Up to Rs 7,000 |
| Technical and vocational courses at XI–XII level | Up to Rs 10,000 |
| Undergraduate and postgraduate courses | Up to Rs 3,000 |
Monthly maintenance allowance
| Category | Rate per month |
|---|---|
| Class XI–XII hosteller | Rs 380 |
| Class XI–XII day scholar | Rs 230 |
| Higher education hosteller | Rs 300 to Rs 570 |
| M.Phil and PhD scholar | Rs 550 to Rs 1,200 |
Maintenance allowance is paid for the months of the academic session, not for the full twelve months of the calendar year. The fee component is a reimbursement capped at the figures above, so a student whose college charges less than the ceiling receives only the actual fee.
Both components land in the student's own bank account through Direct Benefit Transfer. A joint account with a parent, or a parent's account, is a common reason for a payment failing at the bank stage.
How to apply for the Haryana post-matric minority scholarship
- Complete One Time Registration on the National Scholarship Portal at scholarships.gov.in using your Aadhaar number and an Aadhaar-linked mobile number. The portal issues an OTR ID that you will reuse every year.
- Log in and select the post-matric scholarship for minority students, then choose Haryana as your state and your institution from the list.
- Fill in the application form with your personal details, community, parental income, course, class, hosteller or day scholar status, and bank account number with IFSC code. Keep your name spelt exactly as it appears in Aadhaar and in the bank record.
- Upload the scanned documents — community proof, income certificate, previous mark sheet, fee receipt, bonafide certificate, bank passbook and the hostel certificate if you live in a hostel.
- Submit the form and note the application ID. An unsubmitted draft is not an application and will not be seen by your institution.
- Ask your institution's nodal officer to verify your application online. Nothing moves until the institution verifies. This is the single largest cause of applications lapsing.
- Track the status on the portal until the district and state levels approve it and the payment is marked as released.
How to apply offline or with help
- Take your documents to your school or college's scholarship nodal officer, who can help you fill the online form on an institutional computer.
- Visit a Common Service Centre or Antyodaya Saral Kendra if you have no internet access at home. Saral Kendras operate in every district and sub-division of Haryana.
- Contact the District Welfare Officer of the Social Justice and Empowerment department in your district for scheme clarifications and for the current year's cut-off date.
There is no paper-only route to this scholarship. Every application ultimately has to exist on the National Scholarship Portal, and the offline routes are assisted ways of completing the same online form.
How do I check the status of my scholarship application?
Log in to scholarships.gov.in with your OTR credentials and open the "Check Your Status" or applicant dashboard. The status moves through a fixed sequence: Applied, Verified by Institute, Verified by District, Verified by State, and finally Sanctioned or Disbursed. If your application sits at "Applied" for weeks, your institution has not yet acted on it. If it sits at "Sanctioned" but no money arrives, the problem is almost always at the bank end.
The list of past recipients under the Haryana scheme is also published as downloadable PDFs on the Directorate of Social Justice and Empowerment website, covering the years 2013 through 2023. Checking the list for your district and year is a reasonable way to confirm that a sanction was actually issued.
Why do post-matric minority scholarship applications get rejected?
- Income certificate above Rs 2 lakh or expired. Most certificates are valid for a limited period, and an old one is rejected at verification.
- Institution did not verify. The most common single reason. Follow up with the nodal officer by name, not by email alone.
- Name mismatch between Aadhaar, the bank account and the school record.
- Bank account not in the student's own name, or not Aadhaar-seeded, so the DBT transfer bounces.
- Below 50% marks in the previous examination on a renewal application.
- Duplicate scholarship detected, where the student is already drawing a similar award.
- Unrecognised institution, where the college or ITI is not recognised by an appropriate authority.
- Documents uploaded illegibly, particularly phone photographs of income certificates.
Most of these are fixable before the window closes. Correct the document, then resubmit and chase the institutional verification.
Key dates and renewal
Post-Matric Scholarship for Minorities operates on the academic year. The National Scholarship Portal opens a fresh application window each year, usually after college admissions settle, and closes it in the winter months, followed by a short defect-correction window and an institute verification window. Exact dates change every year and are published on scholarships.gov.in, so treat the portal notice as the authority rather than any date quoted on a private website.
Renewal is not automatic. A continuing student must file a renewal application each year on the same OTR ID, attach the latest mark sheet showing 50% or more, and again get the institution to verify.
Where do I complain if my scholarship is not paid?
- Institution nodal officer first, for verification delays.
- District Welfare Officer, Social Justice and Empowerment department, for district-level verification and sanction issues.
- Directorate of Social Justice and Empowerment, Haryana, through the contact details published on socialjusticehry.gov.in, for scheme-level grievances.
- National Scholarship Portal grievance module for technical faults in the online form, OTR or document upload.
No fee is charged at any stage of this scholarship. Nobody can guarantee a sanction in exchange for money, and any agent making that offer should be reported to the District Welfare Officer.

Frequently asked questions
What is the income limit for the Haryana post-matric minority scholarship?
The annual income of the parents or guardian must be less than Rs 2 lakh. The Directorate of Social Justice and Empowerment, Haryana states this ceiling on its scheme page, and an income certificate from the competent revenue authority is used to prove it. The limit applies to combined family income, not just the earning parent's salary.
Which communities can claim the post-matric minority scholarship in Haryana?
Muslim, Sikh, Christian, Buddhist, Parsi and Jain students are covered. These are the six communities notified as minorities by the Government of India, and the Haryana department applies the same list. Students from other communities must look at the SC, BC or general merit scholarship schemes instead.
How much money does the post-matric minority scholarship pay?
Admission and tuition fees are reimbursed up to Rs 7,000 a year for classes XI and XII, up to Rs 10,000 a year for technical and vocational courses, and up to Rs 3,000 a year for undergraduate and postgraduate courses. Maintenance allowance runs from Rs 230 a month for a class XI day scholar to Rs 1,200 a month for a hosteller doing M.Phil or PhD.
What marks are needed to keep the scholarship for a second year?
A minimum of 50% marks in the previous examination is required for continuation of the award. A student who fails or drops below 50% loses the renewal for that year. There is no separate entrance test.
Can a class IX or class X student apply for this scholarship?
No. Post-matric means after matriculation, so the scheme starts at class XI and runs up to PhD level. Class IX and X students of minority communities should apply under the separate Pre-Matric Scholarship for Minorities.
Is there any reservation for girls in this scholarship?
Yes, 30% of the scholarships in Haryana are earmarked for girl students. The Directorate of Social Justice and Empowerment states this earmarking for its minority scholarship schemes. If enough eligible girls do not apply, the balance can be transferred to boys.
Can I take this scholarship along with another government scholarship?
No. A student cannot draw two similar scholarships at the same time. The scheme conditions bar simultaneous benefit from another scheme of the same nature, and duplicate claims found at verification are cancelled.
Where do I apply for the Haryana post-matric minority scholarship?
Applications are filed online on the National Scholarship Portal at scholarships.gov.in after completing One Time Registration. Your institution must then verify the application online before the district and state officers approve it.
