What is Haryana Matrushakti Udyamita Yojana?

Haryana Matrushakti Udyamita Yojana is a credit-linked scheme for women entrepreneurs, announced in the Haryana Budget session of 2022-23 and implemented by the Haryana Women Development Corporation Limited under the Women and Child Development Department. The scheme's purpose is to get women in Haryana past the first and hardest barrier to starting a business: access to affordable, unsecured credit: by combining a collateral-free bank loan with an interest subvention paid by the corporation. It is often referred to as the Mukhyamantri Matrushakti Udyamita Yojana.

According to the Haryana Women Development Corporation, the scheme carries a maximum loan limit of Rs 5,00,000 and provides 7 per cent interest subvention on the prevailing rate of interest charged by financial institutions for three years, subject to timely EMI repayment. When first announced the ceiling was Rs 3 lakh; the corporation's current scheme page lists Rs 5 lakh.

Main features

  • Loan of up to Rs 5,00,000 through a financial institution.
  • 7 per cent interest subvention for three years, conditional on timely EMIs.
  • No collateral security required from the financial institution.
  • Three-month moratorium after disbursement before repayment begins.
  • Family income ceiling of Rs 5,00,000 verified through the Parivar Pehchan Patra.
  • Age band of 18 to 60 years at the time of applying.

Matrushakti Udyamita Yojana sits in a group of five schemes the corporation runs: the Education Loan Scheme, the Individual Loaning Scheme Through Banks, the Subsidized Scheme for Widows, this scheme, and the Drivers Training Programme for BPL girls and women.

Who is eligible for Haryana Matrushakti Udyamita Yojana?

You qualify if:

  • You are a woman domiciled in Haryana.
  • Your family annual income does not exceed Rs 5,00,000 on the basis of verified data in the Parivar Pehchan Patra.
  • Your age is between 18 and 60 years at the time of applying for the loan.
  • You are not a defaulter in respect of any loan availed earlier under any scheme.
  • You have a genuine enterprise or business plan for which a financial institution will sanction credit.

The corporation's condition on income deserves emphasis: it is family income, not the applicant's personal income, and it is read from the verified Parivar Pehchan Patra record. A wrong or outdated income figure in the PPP is therefore a live risk even for a woman who earns nothing herself.

You are not eligible, and cannot apply, if:

  • You are not domiciled in Haryana.
  • Your verified family income exceeds Rs 5 lakh a year.
  • You are below 18 or above 60 at the time of applying.
  • You are a defaulter on any earlier loan under any scheme.
  • You are a man. The scheme is exclusively for women entrepreneurs; male applicants must use general enterprise schemes such as PMEGP.
  • You want the loan for consumption, repayment of an old debt or purchase of a personal asset rather than an enterprise. The financial institution appraises the proposal on business viability.

Timely repayment is not an eligibility condition but a continuing one. The 7 per cent subvention is available for three years subject to timely EMI repayment, so it can be lost mid-way.

How to apply for Haryana Matrushakti Udyamita Yojana

  1. Collect the application form from the District Office of the Haryana Women Development Corporation Limited in your district, or from the District Women Development Officer.
  2. Prepare a business proposal covering the activity you plan to run, the machinery, stock or premises you need, the total project cost and the monthly income you expect. The financial institution appraises this, so keep the numbers realistic and supported by quotations where possible.
  3. Complete the form and attach your documents: Aadhaar, Parivar Pehchan Patra, Haryana domicile proof, age proof, bank passbook and the proposal โ€” and submit it at the district office.
  4. Sponsorship and scrutiny. The corporation checks domicile, age, the PPP income figure and the no-default declaration, and sponsors eligible cases to a financial institution.
  5. Bank appraisal and sanction. The financial institution appraises the proposal and sanctions the loan up to Rs 5,00,000 without collateral security.
  6. Disbursement and the moratorium. Once disbursed, a three-month moratorium runs before the first EMI falls due. Use it to get the enterprise operating.
  7. Repay on time for three years. The 7 per cent interest subvention is available for three years from the date of loan issuance, subject to timely repayment of EMIs.

How the interest subvention works in practice

Haryana Matrushakti Udyamita Yojana does not reduce what you borrow. It reduces what borrowing costs you. If a bank charges, say, 11 per cent on the loan, the corporation's 7 per cent subvention leaves the borrower carrying an effective rate of about 4 per cent for the subvention period. On a Rs 5 lakh loan that is a substantial saving over three years, and it is the single largest financial benefit in the scheme.

Two conditions shape it:

  • The subvention runs for three years from the date of loan issuance, not for the whole tenure of the loan. Interest after that period is entirely on the borrower.
  • It is payable subject to timely EMI repayment. A pattern of late payment puts the subvention at risk, and the same corporation's widow scheme states the principle explicitly; no subsidy on interest for delayed EMIs.

Because the scheme is collateral-free, the bank's decision rests almost entirely on the strength of the business proposal and the applicant's repayment capacity. That makes the proposal the most important document in the file, not the identity papers.

How to check your application status

  1. Follow up at the District Office of the Haryana Women Development Corporation where you filed the application, quoting the file or acknowledgement number on your receipt.
  2. Once the case is sponsored, track it at the branch of the financial institution the corporation forwarded it to. Sanction and disbursement are decided there.
  3. After disbursement, check that the interest subvention is being adjusted in your loan account statement each period, and raise it with the corporation if it is not.
  4. For general Haryana government service queries, call the Antyodaya SARAL helpline on 1800-2000-023, 7 am to 9 pm.

Why applications get rejected, and how to avoid it

  • Family income in the Parivar Pehchan Patra above Rs 5 lakh. Correct the PPP record at an Antyodaya SARAL Kendra before applying if the figure is wrong; the corporation will not go behind the verified data.
  • Age outside 18 to 60 at the time of applying.
  • Existing loan default, which is an explicit disqualification in the corporation's conditions.
  • Weak or unrealistic business proposal. Since there is no collateral, the financial institution's only comfort is the viability of the enterprise.
  • Domicile not established. Residence in Haryana must be documented.
  • Incomplete documentation, particularly missing bank details, which holds up disbursement even after sanction.
  • District target exhausted for the financial year, in which case the case may be carried forward rather than rejected.

Where to get help

  • District Office, Haryana Women Development Corporation, at your district headquarters; forms, sponsorship and status.
  • District Women Development Officer, for advice on which corporation scheme suits your circumstances.
  • Antyodaya SARAL helpline: 1800-2000-023, 7 am to 9 pm.
  • Corporation scheme pages: hwdcl.org and hwdc.gov.in.

Applicants who are widowed, divorced or legally separated and whose income is below Rs 3 lakh should compare this scheme with the corporation's Subsidized Scheme for Widows, which offers a smaller Rs 3 lakh ceiling but a far deeper 100 per cent interest subvention capped at Rs 50,000. Choosing the right scheme before filing saves a rejection and a second application.

No fee is charged for the application form or for sponsorship. The financial institution may levy its own notified processing charges on the loan, which are a banking cost rather than a scheme fee.

Frequently asked questions

How much loan does Haryana Matrushakti Udyamita Yojana give?

Haryana Matrushakti Udyamita Yojana carries a maximum loan limit of Rs 5,00,000 as published by the Haryana Women Development Corporation. When the scheme was announced in the 2022-23 state budget the ceiling was Rs 3 lakh; the corporation now lists Rs 5 lakh.

What is the interest subsidy under Matrushakti Udyamita Yojana?

The corporation provides 7 per cent interest subvention on the prevailing rate of interest charged by financial institutions, for three years, subject to timely EMI repayment. The subvention lowers the effective cost of the loan rather than reducing the principal.

Who is eligible for Haryana Matrushakti Udyamita Yojana?

Haryana domiciled women entrepreneurs aged between 18 and 60 years at the time of applying, whose family annual income does not exceed Rs 5,00,000 on the basis of verified Parivar Pehchan Patra data, are eligible. The applicant must not be a defaulter on any loan availed earlier under any scheme.

Is collateral security required?

No. The Haryana Women Development Corporation states that no collateral security is required from financial institutions under this scheme, which is the main reason a first-time woman entrepreneur without property in her own name can access credit through it.

When do repayments start?

A three-month moratorium applies after the loan is disbursed, so the first EMI falls due after that period. The moratorium is intended to let the new enterprise begin earning before repayment starts.

Where do I apply for Matrushakti Udyamita Yojana?

Application forms are obtained from and submitted at the District Office of the Haryana Women Development Corporation, along with Aadhaar, Parivar Pehchan Patra, income proof and the business proposal. The corporation publishes the scheme at hwdcl.org and hwdc.gov.in.

How is this different from the widow subsidised scheme?

Haryana Matrushakti Udyamita Yojana is open to any Haryana domiciled woman entrepreneur with family income up to Rs 5 lakh and carries a Rs 5 lakh ceiling with 7 per cent subvention. The Subsidized Scheme for Widows, run by the same corporation, is restricted to widowed, divorced and legally separated women with income up to Rs 3 lakh but gives 100 per cent interest subvention capped at Rs 50,000.
