Comprehensive Cashless Health Facility (CCHF) for Haryana Government Employees and Pensioners
Haryana state government scheme
The Comprehensive Cashless Health Facility gives regular Haryana Government employees, pensioners and their dependents cashless treatment for 1,340 packages of indoor and day-care procedures at empanelled hospitals, with no upper limit on the amount. Beneficiaries generate a CCHF card free on beneficiary.nha.gov.in using their Payee Code, Aadhaar or Family ID.
What is the Comprehensive Cashless Health Facility in Haryana?
The Comprehensive Cashless Health Facility (CCHF) is Haryana's cashless medical scheme for its own workforce. According to the Ayushman Bharat Haryana Health Protection Authority, CCHF "aims to reduce out of pocket healthcare expenditure by providing comprehensive cashless healthcare facilities to the Haryana Government regular employees, pensioners and their dependents for 1,340 packages of indoor treatments and day care procedures through a network of DGHS Empanelled Health Care Providers".
CCHF is the successor to the earlier arrangement that many employees still call the Haryana Employees Cashless Health Scheme, which from 2017 covered only a short list of life-threatening emergencies. The current scheme is far wider: it covers all indoor treatments and day-care procedures defined in the package master, and it extends the same cashless entitlement to dependents, who under the older arrangement were confined to reimbursement.
Two features matter most to a serving employee or pensioner. First, there is no limit on the amount of cashless treatment an employee, pensioner or dependent may take on the CCHF card, this is not a Rs 5 lakh insurance cover. Second, the scheme is run in Trust mode, meaning the State Health Authority implements it directly, "without the intermediation of any Insurance Company", and settles hospital claims itself.
Who is eligible for CCHF, and who is not?
You can be covered if:
- You are a regular Haryana Government employee.
- You are a Haryana Government pensioner.
- You are a dependent of either, as recorded against the employee's or pensioner's Payee Code and family record.
- You fall in any other category approved by the Government of Haryana from time to time, the Authority keeps this door open for categories the state adds later.
You are not eligible if:
- You are not a regular Haryana Government employee, pensioner or their dependent. General citizens are covered instead by PM-JAY / Ayushman Bharat and the state's Chirayu Haryana extension, which provide Rs 5 lakh per family per year.
- Your PPP ID and Aadhaar are not linked, mapped and approved in HRMS by the Checker or Drawing and Disbursing Officer of your department. Without that, the card cannot be generated, so the entitlement stays unusable.
- You are seeking OPD treatment for a chronic illness. Investigations and medication for the 18 chronic illnesses notified by the State Government are handled through the existing reimbursement mechanism, not cashless.
- You take emergency treatment at a non-empanelled hospital. That route falls back to reimbursement as per your entitlement.
Employees who work in Haryana but live in a neighbouring state sometimes assume they are excluded because the Parivar Pehchan Patra is issued to Haryana residents. The Authority addresses this directly: such employees should contact their DDOs for PPP ID creation.
What is covered under the 1,340 packages?
CCHF covers all types of indoor treatments and day-care procedures defined in the package master, delivered through DGHS-empanelled hospitals. Each treatment is billed at a package rate, which the Authority defines as a lump sum covering admission charges, consultation and visit fees, the patient's diet, monitoring, pre-operative and other investigations, operation charges, anaesthesia and anaesthetist's fees, operation theatre charges, the surgeon's fee, surgical disposals and consumables, gas charges, medicines used during hospitalisation, physiotherapy, nursing care, routine post-operative stay in ICU, blood transfusion including grouping and cross-matching, and medicines for seven days after discharge.
That last item is worth noting. A beneficiary discharged after surgery should not be asked to buy the first week of post-discharge medicines out of pocket at an empanelled hospital, because the package rate already includes them.
The empanelled hospital list is published district-wise on the Ayushman Bharat Haryana website, covering 22 districts within Haryana plus facilities in Chandigarh, Delhi, Punjab, Rajasthan and Maharashtra. Check the current list before planning a hospitalisation rather than relying on a hospital's own claim of empanelment.
How to apply for a CCHF card
- Get your PPP ID and Aadhaar in order. Both are prerequisites. Ensure your department's Checker or DDO has linked, mapped and approved your PPP ID and Aadhaar in HRMS โ this is the step that stalls most applications.
- Open the Beneficiary Information System portal at beneficiary.nha.gov.in and log in. You may self-register, or get it done through an operator at the nearest Common Service Centre, or at the PMAM desk of a public hospital or another designated operator.
- Verify eligibility by entering your Payee Code, Aadhaar number or Family ID. If the family is eligible, all members are displayed.
- Choose the correct Payee Code where a dependent appears twice. If a dependent is present under two payee codes, the portal shows the record twice and gives the option to choose the code against which e-KYC should be done.
- Complete e-KYC through Aadhaar OTP, a fingerprint scanner, or IRIS authentication.
- Submit the card request for approval. The card is auto-approved when most details match, or lands in the ISA queue and is processed in 2 to 3 days.
- Download or collect the e-card. The NHA Android mobile application also supports card creation, with step-by-step guides published in Hindi and English on the Ayushman Bharat Haryana CCHF page. Pensioners have a separate documented card generation process on the same page.
Card validity runs until the date of retirement, which the Authority uses for future deletion of the record. Pensioners therefore go through a separate generation flow after retirement rather than continuing on the serving-employee card.
How to use the CCHF card at a hospital
- Confirm the hospital is empanelled for CCHF, using the district-wise list on ayushmanbharat.haryana.gov.in.
- Present the CCHF card at the Ayushman Mitra or PMAM desk in the hospital at the time of admission or before a day-care procedure.
- Complete the identity check. The beneficiary's identity is verified against Payee Code, Aadhaar or Family ID.
- Let the hospital raise the pre-authorisation for the applicable package from the package master. Treatment proceeds cashless once approved.
- Do not pay for items inside the package rate. If an empanelled hospital asks for money towards anything the package covers, including seven days of post-discharge medicines, raise it with the hospital's PMAM desk immediately and then on the grievance portal.
Where CCHF ends and reimbursement begins
Two situations remain outside the cashless route and are settled by reimbursement at the beneficiary's entitlement:
- OPD investigations and medication for the 18 notified chronic illnesses.
- Emergency treatment at a non-empanelled hospital.
In both cases the correct step is to keep every bill, prescription and discharge document, and file the claim through the existing departmental reimbursement process. Assuming that a CCHF card makes reimbursement paperwork unnecessary is the most expensive mistake a beneficiary can make.
How to raise a grievance under CCHF
- Call the CCHF helpline on 1800-180-2036.
- Register the complaint on the Central Grievance Redressal Management System at cgrms.pmjay.gov.in/GRMS/loginnew.htm.
- The complaint enters a three-tier committee structure: a district-level committee chaired by the Deputy Commissioner, a State Health Authority committee chaired by the CEO, AB-HHPA, and a state-level committee chaired by the Additional Chief Secretary, Health.
The Authority states that the decision of the state-level committee is final and binding on all parties, and that grievances must be redressed by the committees in a time-bound manner as specified under the scheme.
Common problems and how to fix them
- Card generation fails at eligibility check. Almost always an HRMS issue, the PPP ID and Aadhaar have not been linked, mapped and approved by the Checker or DDO. Go to your DDO, not the hospital.
- No PPP ID because you live outside Haryana. Ask your DDO to arrange PPP ID creation, which the Authority provides for expressly.
- Dependent's record appears twice. Choose one Payee Code deliberately at the e-KYC stage; duplicate e-KYC against both creates avoidable rework.
- e-KYC by OTP fails. Use the fingerprint scanner or IRIS route at a CSC or a public hospital PMAM desk instead.
- Card stuck in the ISA queue past three days. Call 1800-180-2036 with the Payee Code and the request reference.
- Hospital refuses cashless treatment. Verify empanelment against the current district list, then escalate to the PMAM desk and the grievance portal.
Applying for a CCHF card is free at every stage. No operator, agent or hospital representative may charge for card generation, and no official will ask for your Aadhaar OTP over the phone.
How to check your CCHF card and claim status
A beneficiary typically needs to track two separate things under CCHF: the status of the card request itself, and the status of a pre-authorisation or claim raised by a hospital. Both are tracked differently.
- Check card request status online. Log back in at beneficiary.nha.gov.in with the same Payee Code, Aadhaar number or Family ID used at the time of e-KYC. The portal shows whether the request is still pending, has moved to the ISA queue, or has been approved and is ready for download.
- Watch the timeline. Most requests where the details match cleanly are auto-approved within minutes. A request that instead lands in the ISA queue is meant to clear in 2 to 3 days; if the portal still shows it pending well past that window, treat it as stuck rather than waiting further.
- Call the helpline for a stuck request. Dial 1800-180-2036 and keep the Payee Code and the request reference number ready. The helpline can look up where in the workflow the request is sitting, which the portal's status label alone does not always explain.
- Ask your DDO to check the HRMS side. If the portal shows no record of a request at all, the more likely cause is that the PPP ID and Aadhaar link has not been approved in HRMS yet by the department's Checker or DDO. This has to be confirmed departmentally, the beneficiary cannot see or fix this from the public portal.
- Track a hospital pre-authorisation separately, through the hospital. Once admitted, the pre-authorisation for the applicable package is raised and tracked by the empanelled hospital's Ayushman Mitra or PMAM desk, not by the beneficiary on the public portal. Ask the PMAM desk directly for the pre-authorisation status before assuming a delay is on the beneficiary's end.
- For a pensioner's card, follow the separate pensioner card-generation status flow documented on the Ayushman Bharat Haryana CCHF page, since pensioners move to a distinct process after retirement rather than continuing to track the serving-employee request.
Common reasons CCHF card requests and cashless claims get rejected or stall
- PPP ID and Aadhaar not linked, mapped and approved in HRMS. This is by far the most common blocker, and it is a departmental step, not something the beneficiary can complete alone. Fix: follow up directly with the department's Checker or Drawing and Disbursing Officer until the HRMS approval is recorded; do not keep retrying the eligibility check on the portal expecting a different result.
- No PPP ID because the employee resides outside Haryana. The Parivar Pehchan Patra is normally issued to Haryana residents, so an employee living across the border can find no PPP ID exists to link. Fix: ask the DDO to arrange PPP ID creation for the employee, which the Authority explicitly provides for; this is not a permanent exclusion.
- Duplicate dependent record across two Payee Codes. When a dependent is attached to two different employees' or pensioners' records, the system shows the entry twice and e-KYC against the wrong one, or against both, creates conflicting records. Fix: deliberately pick a single Payee Code for that dependent's e-KYC and avoid repeating the process against the other code.
- e-KYC authentication failure. Aadhaar OTP fails for a range of reasons, including a mobile number no longer linked to Aadhaar or a weak network at the point of enrolment. Fix: switch to the fingerprint scanner or IRIS authentication route available at a Common Service Centre or a public hospital's PMAM desk instead of repeatedly retrying OTP.
- Claim raised for OPD treatment of a chronic illness. CCHF's cashless route does not cover OPD investigations or medication for the 18 chronic illnesses notified by the State Government, so a cashless claim for this category is turned away by design. Fix: retain all bills and prescriptions and route the claim through the existing departmental reimbursement mechanism instead.
- Treatment taken at a non-empanelled hospital. Even a genuine emergency does not become cashless simply because it was urgent, if the hospital is not on the current DGHS-empanelled list, the cashless route does not apply. Fix: verify empanelment on the district-wise list at ayushmanbharat.haryana.gov.in before a planned admission, and for an emergency at a non-empanelled hospital, preserve every bill and discharge document for a reimbursement claim.
- Hospital bills the beneficiary for something already inside the package rate, such as post-operative medicines for the first seven days after discharge. This is not a rejection of the beneficiary's entitlement but an incorrect charge by the hospital. Fix: raise it immediately with the hospital's PMAM desk, and if unresolved, escalate through the CCHF helpline and the grievance portal rather than paying and dropping the matter.
- Card request rejected outright due to a mismatch in eligibility data, for example a Payee Code that HRMS no longer shows as active, or a family record that does not match what the department has on file. Fix: this has to be corrected at the HRMS/departmental record level before the portal will re-run eligibility successfully; resubmitting the same request without that correction will fail again.

Frequently asked questions
Is there a limit on the cashless treatment amount under CCHF?
No. The Ayushman Bharat Haryana Health Protection Authority states that for employees, pensioners and their dependents there is no limit on the amount of cashless treatment one may take on the CCHF card. This is what separates CCHF from the Rs 5 lakh cover under PM-JAY.
Who is eligible for the Comprehensive Cashless Health Facility?
Regular Haryana Government employees, pensioners and their dependents, or any other category approved by the Government of Haryana from time to time. Dependents are covered on the same footing as the employee.
What is needed before applying for a CCHF card?
A generated PPP ID and Aadhaar card, both linked, mapped and approved in HRMS by the Checker or DDO of the department. Card generation cannot proceed until that HRMS approval is in place.
Are OPD treatments for chronic diseases covered under CCHF?
No. Expenses on investigations and medication for the 18 chronic illnesses notified by the State Government are reimbursed under the existing reimbursement mechanism and the beneficiary's entitlement, not paid cashless under CCHF.
What happens in an emergency at a hospital that is not empanelled?
Cashless treatment is not available there. If emergency treatment is taken at a non-empanelled hospital, the beneficiary claims reimbursement under the current reimbursement mechanism and entitlement instead.
How long does the CCHF card take to be issued?
The card is either auto-approved when most details match, or routed to the ISA queue and processed in 2 to 3 days. Card validity runs until the date of retirement.
Is CCHF run through an insurance company?
No. The scheme is implemented in Trust mode, directly by the State Health Authority without the intermediation of any insurance company, so hospital claims are settled by the Authority itself.
What is the CCHF helpline number?
1800-180-2036. Complaints can also be registered on the PM-JAY central grievance portal at cgrms.pmjay.gov.in, which feeds a three-tier committee structure at district, State Health Authority and state level.
