Haryana Gaurav Samman Scheme for the Padma Awardees
Haryana state government scheme
Haryana Gaurav Samman Scheme for the Padma Awardees pays a monthly honorarium of Rs 10,000 to residents of Haryana who have received the Padma Vibhushan, Padma Bhushan or Padma Shri from the Government of India. The Social Justice and Empowerment Department runs it, and applications are filed free through saralharyana.gov.in.
What is the Haryana Gaurav Samman Scheme for the Padma Awardees?
Haryana Gaurav Samman Scheme for the Padma Awardees is a monthly honorarium run by the Directorate of Social Justice and Empowerment, Government of Haryana. The scheme sits inside the department's social security pension family on the official portal, but it is not a welfare pension. It is a recognition payment made to residents of Haryana who hold one of India's Padma awards.
According to the Directorate of Social Justice and Empowerment, the honorarium is Rs 10,000 per month. The scheme became operational on publication in the official Gazette of Haryana, and the Directorate's scheme page carries an update dated 22 August 2023, with the gazette notification available under the documents section of socialjusticehry.gov.in.
What the scheme is meant to achieve, in the department's own framing:
- Recognise the exceptional achievement of Padma awardees who live in Haryana.
- Provide financial encouragement so that awardees can continue their work, undertake new initiatives and keep contributing in their fields.
- Inspire young people in the state by giving public standing to those who have reached the highest level of civilian recognition.
- Promote Haryana's cultural and intellectual heritage through the people who represent it.
The Padma awards themselves are conferred by the President of India in three grades: Padma Vibhushan for exceptional and distinguished service, Padma Bhushan for distinguished service of a high order, and Padma Shri for distinguished service: across fields including art, literature, education, sport, medicine, social work, science, engineering, public affairs, civil service, trade and industry. The Haryana scheme treats all three grades identically: there is no higher rate for a Padma Vibhushan than for a Padma Shri.
Who is eligible for the Haryana Gaurav Samman honorarium?
You can receive the honorarium if all of the following are true:
- You are an Indian citizen.
- You are a resident of Haryana.
- You hold a Parivar Pehchan Patra (PPP) number issued through the Citizen Resources Information Department.
- You have been awarded the Padma Vibhushan, the Padma Bhushan or the Padma Shri by the Government of India.
You are not eligible and cannot apply if:
- You do not hold a Padma award. State-level honours, national sporting awards such as the Arjuna or Dronacharya award, and lifetime achievement awards from academies do not qualify under this particular scheme, which is written only around the Padma awards.
- You are not resident in Haryana. Being born in Haryana, or being described in national coverage as "from Haryana", is not enough, the test is current residence in the state.
- You have no Parivar Pehchan Patra, or the family record is not verified.
Unlike the department's Old Age Samman Allowance, Divyang pension or widow pension, this honorarium as notified carries no income ceiling and no age bar. That is consistent with its purpose: it is a recognition payment, not a means-tested welfare benefit, so an awardee with a comfortable income is not excluded.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Padma award certificate or sanad | Yes | Or the Government of India notification naming the awardee |
| Parivar Pehchan Patra (Family ID) | Yes | PPP number issued through CRID |
| Aadhaar card | Yes | Identity plus bank seeding for DBT |
| Haryana residence proof | Yes | Applicant must be resident in the state |
| Bank passbook | Yes | Aadhaar-seeded account in the awardee's own name |
| Proof of Indian citizenship | No | Aadhaar with domicile record usually suffices |
Verification of the award itself is normally straightforward, because the Padma award lists are published in the Gazette of India each year and are a matter of public record. Where an original certificate has been lost. A real problem for awards conferred decades ago β the gazette notification for the relevant year, naming the awardee, serves the same evidentiary purpose and should be attached with an explanation.
How to apply for the Haryana Gaurav Samman Scheme
- Ensure your Parivar Pehchan Patra at meraparivar.haryana.gov.in is generated and verified, with your Haryana address recorded correctly.
- Assemble the Padma award certificate, or the Government of India gazette notification naming you as an awardee, along with Aadhaar, residence proof and a bank passbook page.
- Open the Antyodaya-SARAL portal at saralharyana.gov.in and register with your mobile number and email address, or sign in to an existing account.
- Select Apply for Services and search for the Social Justice and Empowerment Department service for the Haryana Gaurav Samman Scheme for Padma awardees.
- Fill in the Family ID, Aadhaar number, award grade and year, residence details and bank account particulars.
- Upload the scanned award certificate and supporting documents within the file size limits shown, then submit the form.
- Save the Application Reference ID displayed on screen and sent by SMS, and wait for verification by the District Social Welfare Officer.
How to apply offline
- Visit the District Social Welfare Office, a SARAL Kendra or a Common Service Centre with the originals and one photocopy set.
- Ask the operator to file the Gaurav Samman application on the Antyodaya-SARAL portal on your behalf, since the counters run the same system.
- Collect the printed acknowledgement carrying the Application Reference ID before leaving the counter.
Because the number of Padma awardees in any district is very small, the District Social Welfare Office is usually the quickest route. The office deals with the case directly rather than through a bulk queue.
How much is paid, and how?
The scheme pays Rs 10,000 per month to each eligible awardee, credited by Direct Benefit Transfer into the awardee's own Aadhaar-seeded bank account. All three grades of the Padma award draw the same amount. There is no lump sum component, no annual re-application, and no requirement to submit fresh proof of the award once the case is sanctioned.
The honorarium continues as long as the awardee remains a resident of Haryana. Ceasing to reside in the state ends eligibility, and continuing to draw the honorarium after moving away would be treated as an ineligible payment.
How to check application and payment status
- Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
- Or sign in to the SARAL account used for the application and open Track Application Status for the full case history and any query raised by the verifying officer.
- After sanction, if the monthly credit does not arrive, check the bank passbook or statement first, a sanctioned case with no credit is almost always a bank-seeding failure rather than a rejection.
Why applications get rejected, and how to fix them
- No documentary proof of the Padma award, attach the Gazette of India notification for the relevant year if the original certificate is lost.
- Award is not a Padma award; other national or state honours do not qualify under this scheme as notified.
- Residence in Haryana not established, or the address in the Parivar Pehchan Patra points outside the state.
- PPP not generated or not verified: complete it at meraparivar.haryana.gov.in first.
- Bank account not Aadhaar-seeded, so the DBT credit fails after sanction.
- Name mismatch between the award certificate, which often carries an older or fuller version of the name, and the Aadhaar or bank record. Attach an affidavit of one-and-the-same-person where the two differ.
Grievance and contact route
- District Social Welfare Officer of your district is the first authority for verification queries and sanction delays.
- Antyodaya-SARAL helpline: 0172-3968400, for portal and application tracking problems.
- Directorate of Social Justice and Empowerment, Haryana, at socialjusticehry.gov.in, which publishes the scheme page and the gazette notification for the Gaurav Samman Scheme.
- Parivar Pehchan Patra grievances are handled at meraparivar.haryana.gov.in and must be settled before the honorarium case can proceed.
Applying is free. No agent can charge a fee for adding an awardee's name to the list, and no government official will ask for an OTP or bank password.
