What is the Financial Assistance to Widower and Unmarried Persons Scheme?

Financial Assistance to Widower and Unmarried Persons Scheme, 2023 is a state-funded monthly allowance run by the Directorate of Social Justice and Empowerment, Government of Haryana. The scheme fills a gap that Haryana's older social security pensions left open: widows had a pension from 1980, and the elderly had the Old Age Samman Allowance, but men who had lost a spouse before 60, and adults who had never married at all, had no comparable support.

According to the scheme notification published in the Haryana Government Gazette, the scheme came into operation on 1 July 2023. Its stated aim is to provide social security to widowers and unmarried persons who are unable to sustain themselves from their own sources and are in need of financial assistance from the State.

The rate of assistance was Rs 2,750 per month at launch and stands at Rs 3,200 per month with effect from 1 November 2025, following the state-wide increase of Rs 200 applied across Haryana's social security pensions. Payment is made by Direct Benefit Transfer into the beneficiary's own bank account.

What the scheme is designed to do

  • Extend a monthly income floor to two groups previously outside Haryana's pension net: widowers and never-married adults.
  • Bridge the years between middle age and 60, at which point the beneficiary can move to the Old Age Samman Allowance.
  • Keep verification inside the Parivar Pehchan Patra system, so that income and marital status come from a single verified family record.

The scheme is commonly searched in Haryana as the "vidhur pension" or the "akele rehne walon ki pension", but its official name is the Financial Assistance to Widower and Unmarried Persons Scheme, 2023.

Who is eligible for the widower and unmarried persons allowance?

The scheme has two separate eligibility tracks, with different ages, income limits and residence requirements. Applicants often assume the widow pension rules apply, and they do not.

A widower can receive the assistance if:

  • He has attained 40 years of age.
  • His own verified annual income is up to Rs 3,00,000.
  • He is a domicile of Haryana and has been residing in Haryana for the last 15 years at the time of submitting the application.
  • His spouse has died and he has not remarried.

An unmarried person, male or female, can receive the assistance if:

  • They have attained 45 years of age.
  • They belong to a family whose verified annual income is up to Rs 1,80,000.
  • They are a domicile of Haryana and have been residing in Haryana for 1 year.
  • They have never married.

You are not eligible and cannot apply if:

  • You are a divorcee. The notification excludes divorced persons expressly.
  • You are in a live-in relationship. This is also an express exclusion.
  • You are a widower under 40, or an unmarried applicant under 45.
  • Your income exceeds the limit for your category, over Rs 3,00,000 for a widower, or a family income over Rs 1,80,000 for an unmarried applicant.
  • You have not completed the residence requirement: 15 years for widowers, 1 year for unmarried applicants.
  • You have turned 60, at which point this assistance ends and the Old Age Samman Allowance becomes the right scheme to apply for.

The asymmetry between the two tracks is deliberate and worth restating, because it decides most cases: a widower is tested on his own income against a Rs 3 lakh limit, while an unmarried applicant is tested on the whole family's income against a Rs 1.80 lakh limit.

What documents are required?

Document Mandatory Notes
Parivar Pehchan Patra (Family ID) Yes Verified income and marital status are read from here
Aadhaar card Yes Identity plus bank seeding for DBT
Age proof Yes 40 or above for widowers, 45 or above for unmarried applicants
Death certificate of spouse Widowers only Not applicable to unmarried applicants
Domicile and residence proof Yes 15 years for widowers, 1 year for unmarried applicants
Income certificate or verified PPP income Yes Rs 3,00,000 limit for widowers, Rs 1,80,000 for unmarried applicants
Bank passbook Yes Aadhaar-seeded account in the applicant's own name

The Parivar Pehchan Patra is the deciding document. Marital status in the PPP must show "widower" or "unmarried" correctly, and the income field must be verified and within the limit. A widower whose PPP still records him as married, because the spouse's death was never updated, will be rejected however complete the rest of the file is. Fix the Family ID at meraparivar.haryana.gov.in first and wait for the verification to complete.

How to apply for the widower and unmarried persons allowance online

  1. Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so that marital status and annual income are recorded correctly and shown as verified.
  2. Collect the supporting papers: age proof, domicile and residence proof, the spouse's death certificate if you are a widower, and the bank passbook.
  3. Open the Antyodaya-SARAL portal at saralharyana.gov.in and register with your mobile number and email, or sign in to an existing account.
  4. Choose Apply for Services, search for the Social Justice and Empowerment Department service for financial assistance to widower and unmarried persons, and open the form.
  5. Select your category: widower or unmarried, because the age, income and residence rules the form applies depend on that choice.
  6. Enter your Family ID, Aadhaar number, date of birth, residence details and bank account particulars.
  7. Upload the scanned documents within the file size limits shown, submit the form, and save the Application Reference ID displayed on screen and sent by SMS.
  8. Wait for verification by the District Social Welfare Officer, who checks marital status, income and residence against the PPP before sanction.

How to apply offline

  1. Visit the nearest SARAL Kendra, Common Service Centre or the District Social Welfare Office with the originals and one photocopy set.
  2. Ask the operator to file the application on the Antyodaya-SARAL portal on your behalf, stating clearly whether you are applying as a widower or as an unmarried person.
  3. Give the OTP or biometric confirmation where asked, and collect the printed acknowledgement carrying the Application Reference ID.

Counters run at both district and tehsil level, so an applicant in a rural block does not have to travel to the district headquarters.

How much is paid and until when?

The scheme pays Rs 3,200 per month, effective 1 November 2025, credited by Direct Benefit Transfer into the beneficiary's Aadhaar-seeded bank account once sanction is issued. There is no lump sum element and no annual re-application.

Assistance continues until the beneficiary attains the age of 60. At that point this allowance stops and the person becomes eligible for the Old Age Samman Allowance, which is currently Rs 3,200 per month, subject to that scheme's own eligibility conditions. The switch is not automatic in practice, so file the Old Age Samman Allowance application in the month you turn 60 rather than waiting for the department to move the case.

Assistance also stops if the beneficiary remarries, if income rises above the category limit, or if the beneficiary ceases to reside in Haryana. Continuing to draw the allowance after any of these changes is treated as an ineligible payment and is recoverable.

How to check application and payment status

  1. Open saralharyana.gov.in and enter your Application Reference ID in the Track Application Status box on the home page.
  2. Or sign in to the SARAL account used for the application and open Track Application Status for the full case history.
  3. After sanction, if the monthly credit does not reach you, check the bank passbook or statement first β€” a sanctioned case with no credit is usually a bank-seeding failure rather than a rejection.

SMS and email alerts are sent at each stage, so keep the registered mobile number active.

Why applications get rejected, and how to fix them

  • Marital status wrong in the PPP. A widower still shown as married, or an unmarried applicant shown with a spouse. Correct it at meraparivar.haryana.gov.in.
  • Income above the category limit: remember the limits differ: Rs 3,00,000 own income for widowers, Rs 1,80,000 family income for unmarried applicants.
  • Divorcee or live-in status, both are express exclusions and cannot be cured by documentation.
  • Residence period not met to 15 years in Haryana for widowers is a long requirement and a frequent ground for rejection.
  • Applicant under the age threshold, 40 for widowers or 45 for unmarried persons, on the date of application.
  • Bank account not Aadhaar-seeded, so DBT fails after sanction.
  • Name mismatch between Aadhaar, the PPP and the bank record.

Grievance and contact route

  • District Social Welfare Officer of your district is the first authority for verification disputes and sanction delays.
  • Antyodaya-SARAL helpline: 0172-3968400, for portal and application tracking problems.

  • Parivar Pehchan Patra grievances are raised separately at meraparivar.haryana.gov.in and must be settled before the case moves.

What is the age limit for the Haryana widower allowance?

A widower must have attained 40 years of age, while an unmarried man or woman must have attained 45 years. Assistance is paid until the beneficiary turns 60, after which the person becomes eligible for the Old Age Samman Allowance subject to that scheme's own conditions.

What is the income limit for this Haryana scheme?

A widower's own verified annual income must be up to Rs 3,00,000, while an unmarried applicant must belong to a family with verified annual income up to Rs 1,80,000. The two categories have different limits, and the figure used is the verified Parivar Pehchan Patra income.

Can a divorced person get the Haryana widower allowance?

No. The scheme notification states that a person who is a divorcee or is in a live-in relationship is not eligible for financial assistance under the scheme. Only widowers whose spouse has died, and never-married persons, qualify.

How long must I have lived in Haryana to qualify?

A widower must be a domicile of Haryana and must have been residing in the state for the last 15 years at the time of application, while an unmarried applicant must have been residing in Haryana for 1 year. The residence requirement is much stricter for widowers.

Can unmarried women apply for this Haryana scheme?

Yes. The unmarried category covers both men and women aged 45 and above from families with verified annual income up to Rs 1,80,000. The scheme is one of the few Haryana social security allowances written to include never-married adults of either sex.

When did the Haryana widower and unmarried persons scheme start?

The scheme came into operation on 1 July 2023, and the Haryana Government Gazette notification was published in July 2023 with a further amendment in September 2023. It is administered by the Directorate of Social Justice and Empowerment.

How do I apply for the Haryana widower or unmarried persons allowance?

Apply free on the Antyodaya-SARAL portal at saralharyana.gov.in, or at a SARAL Kendra, Common Service Centre or the District Social Welfare Office. Update your Parivar Pehchan Patra income and marital status first, since the department verifies both from the Family ID.
