Family Planning Compensation Scheme (Haryana)
Haryana state government scheme
Family Planning Compensation Scheme in Haryana pays cash compensation for loss of wages to men and women who undergo sterilisation, with Rs 1,100 for a vasectomy acceptor and Rs 600 for a tubectomy acceptor from a BPL or SC/ST household, plus Rs 150 to Rs 200 to the motivator. Payment is made by DBT after the procedure at a government or accredited facility.
What is the Family Planning Compensation Scheme in Haryana?
Family Planning Compensation Scheme in Haryana is the cash payment made by the Department of Health and Family Welfare, through the National Health Mission, to a man or woman who undergoes sterilisation, and to the person who motivated and accompanied them. The scheme is listed on the Haryana State DBT portal among the department's onboarded schemes, which means the money moves by Direct Benefit Transfer into the acceptor's own account.
The payment is legally described as compensation for loss of wages, not as an incentive. India has run a centrally sponsored compensation scheme for sterilisation acceptors since 1981, precisely so that a daily-wage worker is not out of pocket for the day spent at the health facility. The package also covers the facility's cost of drugs, dressing, surgeon and staff charges, refreshment and camp management, which is why the sanctioned amount per case is larger than what reaches the acceptor.
Haryana falls in the non-high-focus states category for this package. In that category, the acceptor's share at a government facility is Rs 1,100 for a vasectomy, Rs 600 for a tubectomy on a BPL or SC/ST woman, and Rs 250 for a tubectomy on an APL woman.
How much does the Family Planning Compensation Scheme pay?
At a government (public) health facility, the package for non-high-focus states breaks up as follows:
| Procedure and category | Acceptor | Motivator | Total package |
|---|---|---|---|
| Vasectomy, all categories | Rs 1,100 | Rs 200 | Rs 1,500 |
| Tubectomy, BPL and SC/ST | Rs 600 | Rs 150 | Rs 1,000 |
| Tubectomy, APL | Rs 250 | Rs 150 | Rs 650 |
The balance of each package covers drugs and dressing, surgeon charges, anaesthetist, staff nurse, OT technician, refreshment and camp management at the facility.
At an accredited private or NGO facility, the package is Rs 1,500 in total for both procedures, the facility receives Rs 1,300 for a vasectomy or Rs 1,350 for a tubectomy, and the motivator receives Rs 200 or Rs 150 respectively.
For IUCD insertion, the performance-linked payment is Rs 300 to the beneficiary, Rs 150 to the service provider per insertion and Rs 150 to the ASHA for facilitating the case; the same rates apply to post-partum IUCD and post-abortion IUCD.
Separately, NHM Haryana's own incentive schedule pays an ASHA Rs 225 for accompanying a woman for PPIUCD or PAIUCD insertion, Rs 150 per dose for escorting a woman for an Antara injection, and Rs 800 each for ensuring two years of spacing after marriage or three years between two births.
Who is eligible for family planning compensation in Haryana?
A person qualifies if:
- They undergo a vasectomy or tubectomy at a government health facility in Haryana, or at a private or NGO facility accredited by the District Health Authority.
- They sign the standard application-cum-consent form for sterilisation before the procedure, of their own free will.
- They meet the age, health and parity checks in the national sterilisation standards, recorded by the operating doctor on the mandatory checklist.
- They have an Aadhaar-seeded bank account for the DBT credit.
The higher tubectomy rate of Rs 600 additionally requires a BPL ration card or an SC/ST certificate. An APL woman without either document is still eligible, but at the Rs 250 rate.
A person is not eligible if:
- They have already been sterilised. A repeat claim on the same person is rejected.
- They fall outside the age or parity band laid down in the national standards for female or male sterilisation, as judged by the operating surgeon.
- The consent form and checklist were not filled, which the Supreme Court's order in Ramakant Rai v. Union of India made compulsory for every case.
- The procedure was done at a facility that is neither a government facility nor accredited by the District Health Authority.
- They are not a resident receiving services in Haryana. The state's budget covers procedures done in Haryana facilities.
Motivators are paid the motivator share only where they actually brought the case. Anyone from the government sector or the community: most often an ASHA — can be the motivator, and cannot apply for the acceptor's share.

How to apply for family planning compensation in Haryana
- Visit the nearest government health facility. A PHC, CHC, Sub-District Hospital or District Hospital, and ask for the family planning counsellor, or speak to your ASHA, who will tell you the fixed-day sterilisation schedule for your block.
- Take counselling on all methods, including spacing methods such as IUCD, Antara injection and Chhaya pills, before choosing a terminal method. Counselling is mandatory and free.
- Fill and sign the application-cum-consent form, and let the doctor complete the medical record and checklist for male or female sterilisation.
- Carry your Aadhaar card, bank passbook and, if claiming the higher tubectomy rate, your BPL card or caste certificate on the day of the procedure and hand copies to the facility clerk.
- Undergo the procedure and collect the sterilisation certificate before you leave. Do not leave without it.
- Check your bank account for the DBT credit, which the facility raises through the district health society after the operation record is closed.
There is no separate online form for this scheme. The claim is raised by the facility from the consent form and operation register, so the accuracy of your Aadhaar and bank details on the form is what decides whether payment reaches you.
How to check the status of a compensation payment
- Check the bank passbook or SMS alerts for the DBT credit.
- Ask the facility clerk or Medical Officer for the date on which the claim was uploaded to the district health society.
- Follow up with the District Family Welfare Officer / RCHO at the Civil Surgeon's office, quoting the date of the procedure and the sterilisation certificate number.
Why family planning compensation payments fail
- Bank account not Aadhaar-seeded, the commonest reason for a returned DBT.
- Name mismatch between the consent form, Aadhaar and the bank record.
- Missing BPL or caste document, which downgrades a tubectomy claim from Rs 600 to Rs 250 rather than rejecting it.
- Incomplete consent form or checklist, which stops the claim at facility level.
- Procedure at a non-accredited private facility, which is outside the scheme entirely.
- Duplicate claim where the person was already sterilised earlier.
What if the sterilisation fails or causes harm?
Compensation for loss of wages is a different scheme from compensation for a bad outcome. If sterilisation fails, causes a complication or results in death, the Family Planning Indemnity Scheme applies: Rs 2 lakh for death in hospital or within 7 days of discharge, Rs 50,000 for death within 8 to 30 days of discharge, Rs 30,000 for failure of sterilisation, and actual treatment cost up to Rs 25,000 for complications within 60 days of discharge. The claim must be filed with the District Quality Assurance Committee within 90 days of the event. This is why the sterilisation certificate and consent form should be kept permanently.

Sterilisation in India must be voluntary. No official, ASHA or facility can make any government benefit, ration or service conditional on accepting a family planning method, and no fee is payable for the procedure or for release of the compensation.

Frequently asked questions
How much compensation does a sterilisation acceptor get in Haryana?
A vasectomy acceptor receives Rs 1,100 and a tubectomy acceptor from a BPL or SC/ST household receives Rs 600 at a government facility, while an APL tubectomy acceptor receives Rs 250, under the national compensation package applied in non-high-focus states such as Haryana. The motivator receives Rs 200 for a vasectomy and Rs 150 for a tubectomy.
Do I have to apply separately for family planning compensation?
No. There is no separate application form — the compensation claim is generated by the health facility from the consent form and operation record once the sterilisation is done, and the amount is credited by DBT to the acceptor's Aadhaar-seeded bank account.
Who is not eligible for the Family Planning Compensation Scheme?
A person who has already been sterilised, someone outside the eligible age band under the national sterilisation standards, a person who has not signed the standard consent form, and anyone who undergoes the procedure at a facility that is neither a government facility nor accredited by the District Health Authority is not eligible.
Is the compensation an incentive to get sterilised?
No. The payment is officially compensation for loss of wages and for transport, diet, drugs and dressing on the day of the procedure, not a reward, and sterilisation in India must be voluntary and based on informed written consent.
What does the ASHA get for a family planning case in Haryana?
An ASHA in Haryana receives Rs 225 for accompanying a woman for a PPIUCD or PAIUCD insertion, Rs 150 per dose for escorting a woman for an Antara injection, and Rs 800 each for ensuring two years of spacing after marriage or three years between two births, counting the state's additional share.
What happens if sterilisation fails or causes complications?
The Family Planning Indemnity Scheme, a separate scheme, pays Rs 30,000 for a failure of sterilisation and actual treatment cost up to Rs 25,000 for complications within 60 days of discharge. The claim must be filed with the District Quality Assurance Committee within 90 days of the event.
Where is sterilisation done in Haryana?
Sterilisation is performed at government District Hospitals, Sub-District Hospitals, Community Health Centres and Primary Health Centres on fixed-day static services, and at private facilities accredited by the District Health Authority.
