Financial Assistance for Stage III and IV Cancer Patients
Haryana state government scheme
Financial Assistance for Stage III and IV Cancer Patients pays Rs 3,200 per month to Haryana residents of any age diagnosed with stage III or stage IV cancer whose family income is below Rs 3,00,000 a year. The Directorate of Social Justice and Empowerment pays it by DBT in addition to any other social security pension. Apply free at saralharyana.gov.in.
What is Haryana's financial assistance for stage III and IV cancer patients?
Financial Assistance for Stage III and IV Cancer Patients is a monthly pension run by the Directorate of Social Justice and Empowerment under Haryana's Social Justice, Empowerment, Welfare of SC and BC and Antyodaya (SEWA) Department. The scheme recognises that advanced-stage cancer removes a person's ability to earn long before it becomes terminal, and that the family's costs rise sharply at the same time.
According to the Directorate of Social Justice and Empowerment, monthly financial assistance under this scheme is payable to stage III and stage IV cancer patients of Haryana with effect from 1 January 2024. The rate at launch was Rs 3,000 per month, raised to Rs 3,200 per month with effect from 1 November 2025 when the state revised all its social security pension rates by Rs 200.
Two features set this scheme apart from Haryana's other social security allowances:
- It is applicable to all age groups. There is no minimum age of 18, so a child with stage III or IV cancer qualifies on the same terms as an adult.
- It is paid over and above any other pension. The Directorate states plainly that the financial assistance provided under this scheme is in addition to the benefit being availed under any other social security pension scheme. A 70-year-old stage IV patient drawing the Old Age Samman Allowance therefore receives both amounts.
The assistance is a cash pension, not a treatment reimbursement. It runs alongside, and does not replace, treatment funding routes such as Ayushman Bharat PM-JAY, the Chirayu Haryana extension, and the Haryana Chief Minister's Relief Fund.
Who is eligible for the Haryana cancer patient assistance?
You can apply if:
- You are a citizen of India and a bonafide resident of Haryana.
- You have been diagnosed with stage III or stage IV cancer, certified by a government hospital or government-recognised cancer institute.
- Your family income is less than Rs 3,00,000 per annum, excluding amounts received under other social security pension schemes.
- You hold a Parivar Pehchan Patra (Family ID), which the scheme notification makes mandatory.
- You are of any age. The scheme covers all age groups, and a parent or guardian may apply for a minor.
You cannot apply if:
- Your cancer is at stage I or stage II. The scheme is confined to advanced stages, and the staging on the medical certificate decides the case.
- Your family income is Rs 3,00,000 per annum or more as recorded in the verified PPP data.
- You are not a bonafide resident of Haryana, even if you are being treated at a hospital in the state.
- You do not hold a Parivar Pehchan Patra. This is a gating condition, not a supporting document, so create the Family ID first.
Note the deliberately generous reading of the income test: pension money already being received under other social security schemes is left out of the computation. A family living on two Rs 3,200 pensions is not pushed over the Rs 3 lakh line by those pensions.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Stage III/IV cancer medical certificate | Yes | From a government hospital or recognised cancer institute; must state the stage |
| Parivar Pehchan Patra (Family ID) | Yes | Mandatory under the notification; supplies the verified income figure |
| Aadhaar card | Yes | Identity and bank seeding for DBT |
| Residence/domicile proof | Yes | Bonafide resident of Haryana |
| Bank passbook | Yes | Aadhaar-seeded account, in the patient's name where possible |
| Income proof | No | Only if the PPP income figure is missing or disputed |
| Photograph | No | Usually asked for at SARAL Kendras and CSCs |
The staging certificate is the document that decides the application. Ask the treating oncologist to write the stage in words; "Stage III" or "Stage IV" β rather than only a TNM code, because the verifying officer at the district level is not a clinician.
How to apply for the cancer patient assistance online
- Get the stage III or IV certificate from the government hospital or recognised cancer institute where the patient is being treated.
- Check the Parivar Pehchan Patra record for correct family income, address and bank details, and correct it first if anything is wrong.
- Open saralharyana.gov.in, register with your mobile number and email, verify the OTP and sign in.
- Select Apply for Services, then View All Available Services, and search for the Social Justice and Empowerment Department's financial assistance service for stage III and IV cancer patients.
- Enter your Family ID to auto-fill the verified personal and income details, complete the remaining fields, and upload the staging certificate, Aadhaar, residence proof and bank passbook.
- Submit and save the SARAL reference ID printed on the acknowledgement.
How to apply offline
- Download the departmental application form for stage III and IV cancer patients from socialjusticehry.gov.in, or collect it from the District Social Welfare Office.
- Fill it and attach the staging certificate, Family ID, Aadhaar, residence proof and bank passbook.
- Submit it at a SARAL Kendra, an Atal Seva Kendra (CSC) or the District Social Welfare Office, and collect the acknowledgement with the SARAL reference ID.
- Follow up with the District Social Welfare Officer, who sanctions the assistance after verification.
Where the patient is too ill to travel, a family member can submit the form on their behalf; the bank account should still be the patient's own wherever one exists.
How much is paid and when?
Financial Assistance for Stage III and IV Cancer Patients pays Rs 3,200 per month with effect from 1 November 2025, up from Rs 3,000 per month when the scheme began on 1 January 2024. The money is credited monthly by Direct Benefit Transfer into the beneficiary's Aadhaar-seeded bank account, in the same disbursement cycle as Haryana's other social security pensions.
Because the assistance is additional to any other pension, a beneficiary drawing both this and, say, the Divyang Pension receives two separate credits of Rs 3,200 each in the same month rather than a single combined payment.
How to check your application and payment status
- Open saralharyana.gov.in and choose Track Application Status.
- Select the Social Justice and Empowerment department and enter your SARAL reference ID.
- After sanction, search on pension.socialjusticehry.gov.in using the pension ID, Aadhaar number or Family ID to see each month's credit.
- If a credit shows as released but has not reached the account, take the transaction reference to the bank branch before raising it with the DSWO.
Why cancer assistance applications get rejected
- Certificate does not state the stage, or states stage I or II.
- Certificate from a private hospital that is not a recognised cancer institute.
- PPP income above Rs 3,00,000, often because an old or wrongly captured income figure sits in the Family ID record. Get the income corrected through the PPP grievance route before reapplying.
- No Parivar Pehchan Patra, which stops the application at the first step.
- Bank account not Aadhaar-seeded, so the DBT credit fails silently.
- Residence not established where the patient is being treated in Haryana but is domiciled elsewhere.
An application stopped on income grounds is the most common and the most fixable. Update the PPP income record first, then ask the DSWO to reopen the existing file rather than filing afresh.
Grievance route
- Directorate of Social Justice and Empowerment, SCO 20-27, Jeevandeep Building, 3rd floor, Sector 17-A, Chandigarh; phone 0172-2715090, email sje[at]hry[dot]nic[dot]in.
- District Social Welfare Officer for sanction, verification and payment complaints.
- Antyodaya-SARAL grievance option on saralharyana.gov.in for delays in the online application.
- Parivar Pehchan Patra grievance through the PPP portal or a CRID update centre, for income and family data corrections.
Applying is free. No official will ask for your OTP, and no agent can charge a fee for adding a patient's name to the beneficiary list.

Frequently asked questions
How much does Haryana pay stage III and IV cancer patients per month?
Haryana pays Rs 3,200 per month to stage III and stage IV cancer patients with effect from 1 November 2025. The scheme began on 1 January 2024 at Rs 3,000 per month, and the rate was raised by Rs 200 along with the state's other social security pensions.
What is the income limit for the Haryana cancer patient pension?
Family income must be less than Rs 3,00,000 per annum. The scheme notification states that amounts received under other social security pension schemes are excluded when this income is computed, so an existing pension does not push a family over the limit.
Can a cancer patient draw this assistance along with another pension?
Yes. The Directorate states that assistance under this scheme is in addition to the benefit being availed under any other social security pension scheme. A stage IV patient already drawing the Rs 3,200 old age or Divyang pension can therefore receive both.
Is there an age limit for the Haryana cancer assistance scheme?
No. The scheme is applicable for all age groups, stage III and IV cancer patients throughout the State of Haryana. Children and senior citizens are covered on the same terms, with a parent or guardian applying on behalf of a minor.
Who cannot apply for the Haryana stage III and IV cancer assistance?
Patients diagnosed at stage I or stage II are not eligible, nor are families whose annual income is Rs 3,00,000 or more. Applicants who are not bonafide residents of Haryana, and those without a Parivar Pehchan Patra, also cannot apply until those conditions are met.
How do I apply for the Haryana cancer patient pension?
Apply free on the Antyodaya-SARAL portal at saralharyana.gov.in, or submit the departmental application form at a SARAL Kendra, an Atal Seva Kendra or the District Social Welfare Office. The staging certificate from a government hospital must be attached.
When did the Haryana cancer patient assistance scheme start?
The scheme took effect from 1 January 2024, when the Social Justice and Empowerment Department notified monthly financial assistance of Rs 3,000 for stage III and IV cancer patients in Haryana. The Directorate published the notification and application form on socialjusticehry.gov.in.
