Financial Assistance to Destitute Children pays Rs 2,300 per month per child in Haryana to a maximum of 2 children in a family, where a child under 21 has lost parental support and family income is under Rs 2,00,000 a year. The Directorate of Social Justice and Empowerment pays it by DBT. Apply free at saralharyana.gov.in.
What is Financial Assistance to Destitute Children in Haryana?
Financial Assistance to Destitute Children, often written as FADC, is a state scheme of the Directorate of Social Justice and Empowerment under Haryana's Social Justice, Empowerment, Welfare of SC and BC and Antyodaya (SEWA) Department. The scheme pays a monthly cash allowance to the parent or guardian of a child who has lost the support of a parent, so that the child can stay in the household and in school rather than being pushed into work or institutional care.
According to the Directorate of Social Justice and Empowerment, the scheme pays Rs 2,300 per month per child with effect from 1 November 2025, for a maximum of two children in one family. A ceiling of Rs 4,600 per month for a household. The rate was Rs 2,100 per child from 1 January 2024, and the scheme has grown from a starting rate of Rs 200 per month in 2009.
FADC is one of the largest schemes the Directorate runs. Departmental figures show roughly 1.58 lakh children covered in 2022-23 and about 1.66 lakh beneficiaries as of June 2024. Payment is made monthly by Direct Benefit Transfer, in the same cycle as Haryana's social security pensions.
The scheme is not a scholarship and is not tied to school attendance. It is an income-support payment attached to the child's circumstances, and it continues until the child turns 21 as long as the eligibility conditions still hold.
Who is eligible for the Haryana destitute children assistance?
A child can be covered if:
- The child is below 21 years of age.
- The child has been deprived of parental support or care for one of the four reasons the department recognises:
- death of a parent;
- continued absence of the father from the home for the last 2 years;
- a parent sentenced to imprisonment for a period of not less than one year;
- physical or mental incapacity of a parent.
- Income of the parents or guardian from all sources does not exceed Rs 2,00,000 per annum.
- The child and the applying parent or guardian are residents of Haryana and are recorded in a Parivar Pehchan Patra.
- No more than two children of the same family are already drawing the assistance.
You cannot apply if:
- The child has turned 21. The assistance stops automatically at that point; it is not extended for continuing study.
- The family's annual income from all sources is above Rs 2,00,000 as recorded in the verified PPP data.
- Two children in the family are already sanctioned. A third or fourth child is not eligible while the first two continue to draw the benefit.
- The child's situation does not fall in one of the four recognised grounds. Poverty on its own, or a parent working away from home for less than two years, does not qualify.
The father's-absence ground is the one most often misunderstood. The department looks for a continued absence from the home for the last two years, not a short migration for work, and the District Social Welfare Officer verifies it through local enquiry rather than on an affidavit alone.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Parivar Pehchan Patra (Family ID) | Yes | Supplies the verified family income and family composition |
| Proof of deprivation | Yes | Death certificate, court order, medical incapacity certificate, or evidence of 2-year absence |
| Child's date of birth proof | Yes | Birth certificate or school record; child must be under 21 |
| Aadhaar of child and guardian | Yes | Identity and bank seeding for DBT |
| Residence proof | Yes | Haryana residence of the child and applicant |
| Bank passbook | Yes | Aadhaar-seeded account, usually the guardian's for a minor |
| Income proof | No | Only where the PPP income figure is missing or disputed |
Get the proof of deprivation right before anything else. A death certificate is straightforward; imprisonment needs a certified copy of the court order or a jail certificate; incapacity needs a medical certificate; and continued absence needs a police report or a certificate from the Sarpanch or municipal councillor plus field verification.

How much is paid and when?
Financial Assistance to Destitute Children pays Rs 2,300 per month per child with effect from 1 November 2025, capped at two children per family.
| Effective from | Per child, per month | Family maximum |
|---|---|---|
| 1 January 2024 | Rs 2,100 | Rs 4,200 |
| 1 November 2025 | Rs 2,300 | Rs 4,600 |
Payment is monthly by Direct Benefit Transfer. Where two children of the same family are sanctioned, the combined Rs 4,600 is credited to the guardian's account. Rate revisions notified by the SEWA Department are normally given retrospective effect, so arrears are released with a later monthly credit.
The assistance stops on the day the child turns 21. Families should plan for that date, and where the young adult has a disability, apply separately for the Haryana Divyang Pension, which starts at 18.
How to check your application and payment status
- Open saralharyana.gov.in and select Track Application Status.
- Choose the Social Justice and Empowerment department and enter the SARAL reference ID from your acknowledgement.
- After sanction, use pension.socialjusticehry.gov.in with the pension ID, Aadhaar number or Family ID to see each month's credit against the child's name.
- If a credit shows as released but has not arrived, check the bank branch with the transaction reference first.
Why destitute children applications get rejected
- Deprivation ground not proved β an affidavit alone, without a death certificate, court order, medical certificate or verified absence report.
- PPP income above Rs 2,00,000, often an outdated income entry rather than the family's real position.
- Child's age over 21, or a date of birth in the Family ID that differs from the birth certificate.
- Two children already sanctioned in the same family.
- Bank account not Aadhaar-seeded, so the DBT credit fails.
- Family ID mismatch. The child not being linked to the correct family record.
Correct the Parivar Pehchan Patra entry first through the PPP portal or a CRID update centre, then ask the District Social Welfare Officer to revive the existing file. A fresh application restarts the verification queue.
Grievance route
- Directorate of Social Justice and Empowerment, SCO 20-27, Jeevandeep Building, 3rd floor, Sector 17-A, Chandigarh: phone 0172-2715090, email sje[at]hry[dot]nic[dot]in.
- District Social Welfare Officer at the district headquarters for verification, sanction and payment complaints.
- Antyodaya-SARAL grievance option on saralharyana.gov.in for delays in the online application.
Applying is free. No official will ask for your OTP, and no agent can charge a fee to get a child's name added to the beneficiary list.

Frequently asked questions
How much is the destitute children assistance in Haryana?
Financial Assistance to Destitute Children pays Rs 2,300 per month per child with effect from 1 November 2025, so a family with two eligible children receives Rs 4,600 a month. The rate was Rs 2,100 per child from 1 January 2024 and Rs 200 per month when the scheme was expanded in 2009.
