EWS (Economically Weaker Section) Certificate in Haryana

Haryana state government scheme

Quick answer

An EWS Certificate in Haryana is the Income and Asset Certificate for Economically Weaker Sections, listed as a Revenue and Disaster Management Department service on the Antyodaya SARAL portal at saralharyana.gov.in. Haryana issues it against the family's Parivar Pehchan Number and the income already verified in the Family Information Data Repository, and the SARAL helpline 0172-3968400 handles portal problems.

What is an EWS certificate in Haryana?

An EWS certificate in Haryana is the Income and Asset Certificate for Economically Weaker Sections, the document proving that a general-category family earns and owns little enough to claim the 10% EWS reservation created by the 103rd Constitutional Amendment in 2019. Haryana delivers it as a service of the Revenue and Disaster Management Department on the Antyodaya SARAL portal at saralharyana.gov.in, where it is listed by name as "Income and Asset Certificate for Economically Weaker Section-EWS" and classified as a regulatory service, meaning the government can refuse it where the applicant does not qualify.

Haryana's version of this process is unusual, and worth understanding before you file. Most states send a fresh field enquiry to a Patwari every time an income-based certificate is requested. Haryana instead maintains the Parivar Pehchan Patra (PPP) family database, and the Family Information Data Repository (FIDR) inside it holds a verified annual income figure for every family. The Haryana Parivar Pehchan Authority states plainly that a resident of Haryana is entitled to an income certificate "on provision of PPN and having income verified in FIDR", and that certificates are issued through the SARAL portal by the ADC-cum-DCRIO, the Additional Deputy Commissioner cum District Citizen Resources Information Officer: using facsimile signatures.

The practical consequence is that in Haryana the hard work happens before you apply. If your family's income is already verified in FIDR, the certificate is largely a database transaction. If it is not, or if the figure recorded against your family is wrong, you must first get the income verified or corrected through the PPP process, and no amount of chasing the SARAL application will move it.

For the central EWS quota, the Government of India recognises certificates signed by a District Magistrate, Additional District Magistrate, Collector, Deputy Commissioner, Additional Deputy Commissioner, or a revenue officer not below the rank of Tehsildar. Haryana's SARAL-issued certificate and a Tehsildar-signed certificate both fall inside that list.

Where can you use a Haryana EWS certificate?

A Haryana EWS certificate opens the 10% reserved quota in:

  • Central government recruitment; UPSC Civil Services, SSC, railway, banking and defence civilian posts.
  • Haryana state recruitment through the Haryana Public Service Commission and the Haryana Staff Selection Commission, whose advertisements carry an EWS category.
  • Admission to central institutions; IITs, NITs, IIITs, central universities and the All India Quota in NEET.
  • Admission to Haryana government and government-aided colleges and to state-quota professional counselling.
  • Certain state benefits and school admissions that use EWS status as the eligibility test.

An EWS certificate is not the same document as a plain income certificate, even though Haryana issues both through SARAL off the same FIDR income. An income certificate states only what the family earns. The EWS certificate states income and assets and is issued in the Government of India's prescribed format. Uploading an income certificate where an EWS income and asset certificate was demanded is the single most common reason a candidate loses an EWS claim at document verification.

Who can and who cannot apply?

You can apply for a Haryana EWS certificate if you are a resident of Haryana with a valid Parivar Pehchan Number, belong to the general or unreserved category, and your family's gross annual income is below the notified EWS ceiling, Rs 8 lakh under the Government of India's EWS criteria. Family here means the applicant, the applicant's parents, unmarried siblings below 18 years, and, where the applicant is married, the spouse and children below 18. Income counts every source: salary, agriculture, business, profession, rent, interest and pension, for the financial year before the year of application.

You cannot apply if your family is already covered by an existing reservation: Haryana's Scheduled Caste list or its Backward Classes (BC-A, BC-B and related) lists. EWS exists for the population outside every reservation, and a family cannot hold both a BC certificate and an EWS certificate for the same purpose.

You are also not eligible, whatever your income, if the family owns assets above the Government of India's EWS ceilings:

  • 5 acres or more of agricultural land;
  • a residential flat of 1,000 square feet or more;
  • a residential plot of 100 square yards or more in a notified municipality;
  • a residential plot of 200 square yards or more outside a notified municipality.

Assets held by different family members are added together before the test is applied, an important rule in Haryana, where joint family agricultural holdings in districts such as Hisar, Sirsa, Jind and Bhiwani cross five acres easily even when income per head is modest.

Haryana has at different times operated its own income ceiling for state-level EWS benefits alongside the central Rs 8 lakh figure. Read the amount shown on the SARAL service page and in the specific advertisement or admission notice you are applying against, rather than assuming one number covers both.

What documents are required?

The SARAL service page for the EWS income and asset certificate lists:

  • Address proof in original; Aadhaar card, ration card, voter ID, driving licence or passport.
  • Identity proof in original.
  • Family annual income certificate in original.
  • A pre-verified report from the Sarpanch, Patwari, Commissioner, Executive Officer or Secretary of the Municipal Committee, depending on whether you live in a village or a municipal area.
  • The completed application form with a self-declaration of total family income and of the family's assets.

Bring the Parivar Pehchan Patra / Family ID to every step: it is the key the whole process turns on. Where the family owns agricultural land or a house, carry the jamabandi or registry papers too, because the asset side of the certificate has to be established from records, not from the FIDR income figure alone.

How to apply for an EWS certificate in Haryana online

  1. Register on Antyodaya SARAL. Open saralharyana.gov.in and create a citizen account with your mobile number and email, or sign in if you already have one from an earlier SARAL service.
  2. Check your Parivar Pehchan record first. Confirm that your family's income is marked verified in FIDR against your PPN. If it is not, or the figure is wrong, get it verified or corrected through the PPP process before filing — the certificate cannot be issued against an unverified income.
  3. Open the service. From "Apply for Services", search for "Income and Asset Certificate for Economically Weaker Section" under the Revenue and Disaster Management Department. The service page shows the document checklist before you start.
  4. Fill the application form. Enter the Family ID, the applicant's details as they appear in the PPP record, the district, tehsil and full address, and the family's gross annual income for the previous financial year.
  5. Declare the family's assets: every piece of agricultural land, residential flat and residential plot the family owns, with its record reference.
  6. Upload the documents; identity proof, address proof, the family income certificate, the pre-verified local-authority report and the signed self-declaration.
  7. Submit and save the Application Reference ID. SARAL prints the reference ID on the acknowledgement and sends it by SMS and email. It is the only reference you need for tracking.

How to apply offline at a SARAL Kendra or the Tehsildar office

  1. Visit a SARAL Kendra at the district, tehsil or sub-division level, a CSC, or the office of the Tehsildar or SDM, carrying originals and photocopies of the Family ID, identity proof, address proof, the income certificate and the pre-verified report.
  2. Ask the operator to file the Revenue and Disaster Management Department EWS income and asset certificate application in your name. The file enters the same SARAL queue as an online application; there is no separate paper channel.
  3. Pay the counter charge and collect the printed acknowledgement carrying the Application Reference ID.
  4. Answer any verification call from the Patwari or the municipal office promptly.
  5. Collect the signed certificate from the same kendra, or download it from your SARAL login once it is issued.

How do you check the application status?

Antyodaya SARAL gives two routes. Enter the Application Reference ID on the saralharyana.gov.in home page, or log in and use "View Status of Application" → "Track Application Status". SARAL also pushes an SMS and an email after each step of the workflow, so the reference ID plus the phone number registered on your account is normally enough to know where a file has reached.

For anything the portal cannot answer, the SARAL helpline is 0172-3968400, open 7:00 AM to 8:00 PM, Monday to Saturday, excluding government holidays, with email support at saral.haryana@gov.in. If the problem is the income figure rather than the application, the escalation runs through the Parivar Pehchan Patra grievance route and the local verification committee, not through SARAL.

The SARAL service page for this certificate does not publish a service delivery timeline, the field is shown as not available, so do not plan a recruitment deadline around an assumed number of days. Apply as soon as an advertisement is out.

How long is the certificate valid?

Haryana's published rule for the income certificate is that a certificate once issued is valid for the current financial year with respect to its date of issue, and EWS status rests on the same annual income test. Every recruiting and admitting body sets its own requirement about which financial year's certificate it will accept: UPSC, HPSC, HSSC, SSC, NEET and JEE each state this in the advertisement or brochure. Read that line before relying on a certificate issued in an earlier year, and apply for a fresh one at the start of a recruitment season.

Why are EWS applications rejected in Haryana?

  • The family's income in FIDR is not verified, or the verified figure exceeds the EWS ceiling.
  • Details on the application do not match the Parivar Pehchan Patra record; names, family composition or address.
  • Combined family agricultural land reaches or crosses 5 acres.
  • A residential plot or flat crosses the 100 square yard, 200 square yard or 1,000 square foot ceiling.
  • The family is on the Scheduled Caste or Backward Classes list and therefore outside EWS.
  • The pre-verified report from the Sarpanch, Patwari or municipal officer is missing.
  • A plain income certificate was produced where the Government of India income and asset format was demanded.

What does it cost, and what about agents?

The Haryana EWS certificate is issued at the fee Antyodaya SARAL shows on the payment screen, plus only the notified counter charge if you file at a SARAL Kendra or CSC. No Patwari, Sarpanch, clerk or middleman is entitled to anything beyond that. Because Haryana draws the income figure from a state database rather than a fresh discretionary enquiry, an agent has even less to sell here than elsewhere; nobody can raise or lower the FIDR figure for a fee, and the file goes to the same ADC-cum-DCRIO either way.

Keep the receipt SARAL generates, and report any demand for money to the SARAL helpline on 0172-3968400 or to the Deputy Commissioner's grievance cell in your district. A certificate obtained on a false income declaration is cancelled when the discrepancy surfaces, and a candidature selected on it falls with it.

Where do you complain if the certificate does not come?

Start with the SARAL Application Reference ID and the helpline. If the application is stuck at the verification stage, take the matter to the SDM or the Tehsildar of your sub-division with the acknowledgement and the pre-verified report. If the block is the income figure in the Family Information Data Repository, use the Parivar Pehchan Patra grievance and income-verification route through the local committee, since SARAL can only issue against what FIDR holds. The Deputy Commissioner's public grievance hearing is the standard escalation once both routes have been tried.

Documents required

Parivar Pehchan Patra (Family ID / PPN)
Haryana runs certificate issue off the Parivar Pehchan Number and the Family Information Data Repository, so the family income must be verified in FIDR before the certificate can be issued.
Identity proof (original)
The SARAL service page lists identity proof in original among the required documents.
Address proof (original)
The SARAL service page accepts Aadhaar card, ration card, voter ID, driving licence or passport as address proof.
Family annual income certificate (original)
Named on the SARAL service page. In Haryana the income certificate itself is issued through SARAL by the ADC-cum-DCRIO against FIDR-verified income.
Pre-verified report from Sarpanch, Patwari, Commissioner, EO or MC Secretary
The SARAL service page requires a pre-verification report from the local authority appropriate to your village or municipal area.
Completed application form with self-declaration
Declares total family income from all sources and that the family holds no asset above the EWS ceilings.
Land and property recordsoptional
Jamabandi or registry papers, asked for where the family owns agricultural land or a house, because EWS is an asset test as well as an income test.
Passport-size photographoptional
Asked for at the counter in several districts and by some certificate formats.

Frequently asked questions

Who issues the EWS certificate in Haryana?

Haryana issues income-related certificates through the Antyodaya SARAL portal under the Revenue and Disaster Management Department, and the Haryana Parivar Pehchan Authority states that income certificates are issued by the ADC-cum-DCRIO — the Additional Deputy Commissioner cum District Citizen Resources Information Officer — using facsimile signatures. Revenue officers not below the rank of Tehsildar are also competent authorities for the Government of India EWS format.

How do I apply for an EWS certificate in Haryana?

Apply on the Antyodaya SARAL portal at saralharyana.gov.in, where the service is listed as "Income and Asset Certificate for Economically Weaker Section-EWS" under the Revenue and Disaster Management Department. The same application can be filed at a SARAL Kendra at district, tehsil or sub-division level, at a CSC, or at the Tehsildar or SDM office.

Do I need a Parivar Pehchan Patra for a Haryana EWS certificate?

Yes — Haryana issues income-linked certificates against the Parivar Pehchan Number, and the Haryana Parivar Pehchan Authority states that a resident is entitled to an income certificate on provision of the PPN with income verified in the Family Information Data Repository. Get the family income verified in FIDR first if it is not already marked verified.

What is the income limit for an EWS certificate?

The Government of India set Rs 8 lakh of gross annual family income as the ceiling for the 10% EWS reservation created by the 103rd Constitutional Amendment, and that is the limit the central EWS format applies. Haryana has at different times used a different ceiling for its own state EWS benefits, so read the figure shown on the SARAL service page and in the advertisement you are applying against.

How long does a Haryana EWS certificate take?

The SARAL service page does not publish a service delivery timeline for the EWS income and asset certificate — the field is listed as not available. Because Haryana draws income straight from FIDR, applications for families already verified in the repository move faster than those where income verification has to be done first.

Can a BC or SC family in Haryana get an EWS certificate?

No — EWS is only for people outside every existing reservation category, so a family covered by Haryana's Scheduled Caste or Backward Classes lists cannot apply. A family cannot claim reservation as both BC and EWS.

How long is a Haryana EWS certificate valid?

Haryana's rule for the income certificate is that it is valid for the financial year in which it is issued, and EWS status rests on the same annual income test. Recruitment and admission authorities each name the financial year whose certificate they accept, so read the advertisement before you rely on an older certificate.

How do I check my Haryana EWS application status?

Enter the Application Reference ID on the saralharyana.gov.in home page, or log in and use "View Status of Application" then "Track Application Status". SARAL also sends an SMS and an email after each step, and the helpline 0172-3968400 operates 7:00 AM to 8:00 PM Monday to Saturday.
