What is an encumbrance certificate in Haryana?

An encumbrance certificate in Haryana is an official statement of every transaction registered against a property in a stated period, issued by the Registration wing of the Revenue and Disaster Management Department and applied for on the Jamabandi portal, jamabandi.nic.in. An encumbrance is any registered claim that limits an owner's freedom to sell clean, a bank mortgage, a court attachment, a registered lease, a gift, a partition, a release or an earlier sale.

Haryana runs two linked systems, and knowing which is which saves a wasted trip. HARIS, the Haryana Registration Information System, holds registered deeds. HALRIS, the Haryana Land Records Information System, holds the Jamabandi record of rights and mutations. Both surface on the same Jamabandi portal, and the Encumbrance Certificate service sits under the Property Registration menu there, with an Apply New link, a View Status link and a published Procedure to obtain Encumbrance Certificate document.

Haryana does not issue a numbered "Form 15" or "Form 16". Those formats belong to the Tamil Nadu, Andhra Pradesh and Telangana registration systems, and a Haryana Sub-Registrar will not recognise the request. Ask instead for the encumbrance certificate for the property, for a stated number of years.

Who can apply for an encumbrance certificate in Haryana?

You can apply if:

  • You are the owner of the plot, house, flat or agricultural land.
  • You are a prospective buyer carrying out due diligence before paying earnest money.
  • You are a bank, housing finance company or advocate verifying title for a loan, a sale or a suit.
  • You are a legal heir establishing what a deceased relative owned and what charges sit against it.
  • You are any member of the public. The register of registered documents is a public record under the Registration Act, 1908, so Haryana does not require the owner's consent, a power of attorney or a stated reason.

There is no income limit, no caste or category condition and no domicile requirement, an encumbrance certificate is a property record, not a welfare benefit, and a person living outside Haryana can apply for a Haryana property.

You cannot apply; or will get nothing useful — if:

  • You cannot give a property identifier. Without a killa, khasra, murabba or plot number with the revenue estate name, the index cannot be searched. A street address alone is not enough.
  • You cannot name the correct tehsil. Deeds are registered tehsil-wise in Haryana, and a search in the wrong tehsil returns an empty result that means nothing.
  • You expect unregistered dealings to appear. An oral family arrangement, an unregistered agreement to sell, a pending civil suit or an unpaid personal loan will not show in the register.
  • You expect it to prove ownership. The certificate lists registered transactions; ownership in Haryana is evidenced by the Jamabandi record of rights read together with the mutation register and the deed chain.

How to apply for an encumbrance certificate in Haryana online

  1. Open the Encumbrance Certificate service at jamabandi.nic.in/EncumbranceCertificate/ECLogin, reached from the Property Registration menu on the Jamabandi home page.
  2. Read the published procedure document linked in the same section before you start, so you enter the property description the way the office expects it.
  3. Log in or register with your mobile number and complete the OTP verification.
  4. Choose Apply New and select the district and tehsil or sub-tehsil in which the property is registered.
  5. Enter the property details; killa, khasra, murabba or plot number with the revenue estate, village or town; exactly as they appear on the deed or the Jamabandi nakal.
  6. State the search period with precise from and to dates. Ask for the full period you need in one application; extending it later means a fresh application.
  7. Pay the fee shown on the portal payment screen by net banking, card or UPI and save the receipt. The acknowledgement ID is the number every later query depends on.
  8. Track it under View Status and download or collect the certificate when the Sub-Registrar has signed it.

How to get an encumbrance certificate offline in Haryana

  1. Go to the tehsil or sub-tehsil office that has registration jurisdiction over the property. In Haryana the Tehsildar and Naib Tehsildar work as ex-officio Sub-Registrar and Joint Sub-Registrar, so this is the same complex where deeds are registered.
  2. Collect and fill the application form, describing the property by khasra or plot number with the revenue estate, and stating the exact period to be searched.
  3. Attach your identity proof and any non-judicial stamp the counter tells you is required, and submit the form.
  4. Pay the notified fee at the counter and take the printed receipt carrying the acknowledgement ID. An SMS with the same ID follows on the mobile number you gave.
  5. Collect the signed certificate on the date given, or track it in the meantime through View Status on the Jamabandi portal.

The offline route still matters in Haryana because the oldest registration records in many tehsils exist only as physical registers, and a 30-year search may need a manual check of those volumes.

How do I check my application status?

  • Online: the View Status link inside the Encumbrance Certificate section of jamabandi.nic.in, using the acknowledgement ID.
  • By SMS: status messages go to the mobile number given in the application.
  • In person: at the tehsil counter, quoting the same acknowledgement ID.
  • By phone: the Jamabandi complaint and suggestion helpline, 0172-2707321.

Without the acknowledgement ID no office can trace the application, so photograph the receipt the day you get it.

Why are Haryana EC applications rejected or returned empty?

  • Wrong khasra or killa number, or the murabba number written where the killa number belongs. One wrong digit returns a different field.
  • Wrong tehsil selected, producing a nil result that the applicant misreads as a clean title.
  • Revenue estate spelt differently in the register from the way it appears on the deed, so the search misses.
  • Vague search period: "last few years" is not a period; the office needs dates.
  • Urban plots described by colony address rather than by the plot and sector number used at registration.
  • Assuming a nil encumbrance means a clean title. A mortgage repaid in real life but never released in the register still shows as a live charge, and an unregistered claim never shows at all.

What does it cost, and what should you refuse to pay?

An encumbrance certificate in Haryana costs only the fee displayed on the Jamabandi payment screen, or the notified fee charged at the tehsil counter against a printed receipt. The amount rises with the number of years searched, which is why asking for 30 years costs more than asking for 12. Those are the only legitimate charges.

Deed writers and agents sitting outside Haryana tehsil complexes offer to "get the EC done fast" for a few thousand rupees. They are filling the same form on the same portal. There is no paid priority queue, and no officer can add or remove an entry in the register. Apply yourself on jamabandi.nic.in, pay only the portal or counter rate, never share your login OTP or Aadhaar OTP with an agent, and never accept a certificate that did not come from the portal or the Sub-Registrar's counter.

Grievance and helpline route

  • Jamabandi complaint and suggestion helpline: 0172-2707321

  • State level: the Revenue and Disaster Management Department, Government of Haryana, Chandigarh

Carry the acknowledgement ID to any of these.

Documents required

Property identification details
Killa number, khasra number, murabba number or the urban plot number, with the village or town, tehsil and district. The registration index is searched on these, not on a postal address.
District and tehsil or sub-tehsil
Deeds in Haryana are registered tehsil by tehsil, so the correct tehsil must be selected before a search can run.
Search period
State the exact from and to dates. Lenders in Haryana commonly ask for 12 or 13 years, buyers' advocates for 30 years.
Identity proof of the applicant
Aadhaar, voter ID, driving licence or passport, for the application and for collection at the counter.
Copy of the sale deed or Jamabandi nakaloptional
Not required to run the search, but it carries the exact khasra or killa number and the correct spelling of the revenue estate.
Registered mobile number
Used for the login and OTP on the Jamabandi Encumbrance Certificate service and for the SMS carrying the acknowledgement ID.
Written application on the prescribed formoptional
For the offline route at the tehsil office, describing the property and the period to be searched.

Frequently asked questions

Which portal issues the encumbrance certificate in Haryana?

jamabandi.nic.in, the Haryana Revenue and Disaster Management Department's land records and registration portal, carries the Encumbrance Certificate service with Apply New and View Status links and a published "Procedure to obtain Encumbrance Certificate" document. The same portal also hosts the registered deed search built on HARIS data.

Does Haryana issue Form 15 or Form 16?

No, Haryana does not use the Form 15 and Form 16 formats. Those numbered forms belong to the Tamil Nadu, Andhra Pradesh and Telangana registration systems. Haryana issues an encumbrance certificate through the Jamabandi portal and the tehsil Sub-Registrar office in its own format.

Who signs the encumbrance certificate in Haryana?

The Sub-Registrar or Joint Sub-Registrar of the tehsil or sub-tehsil where the property lies signs it. In Haryana the Tehsildar and Naib Tehsildar act as ex-officio Sub-Registrar and Joint Sub-Registrar for registration work, so the certificate comes out of the same tehsil complex where deeds are registered.

Can I check registered deeds on Jamabandi without applying?

Yes, the Jamabandi portal has a separate registered deed search where you select district, tehsil, registry number, registry date, deed name, seller name and buyer name. That search is a useful first look, but it is not a certified encumbrance certificate and a bank will not accept a screenshot of it.

How much does an encumbrance certificate cost in Haryana?

Only the fee displayed on the Jamabandi Encumbrance Certificate payment screen, or the notified fee charged at the tehsil counter against a printed receipt. The charge varies with the number of years searched. No agent is entitled to charge anything above that.

How do I check the status of my Haryana EC application?

Use the View Status link inside the Encumbrance Certificate section of jamabandi.nic.in with the acknowledgement ID printed on your receipt and sent to you by SMS. The tehsil counter can also trace it against the same ID.

How long is a Haryana encumbrance certificate valid?

An encumbrance certificate has no expiry date, but it is only true up to the last date of the period it covers. Haryana lenders therefore ask for a freshly issued certificate, usually within a few weeks of the transaction, and many buyers run a second short search just before the sale deed is registered.

Whom do I contact if the Jamabandi portal is not working?

Call the Jamabandi complaint and suggestion helpline on 0172-2707321. For a records problem rather than a portal problem, take the acknowledgement ID to the tehsil Sub-Registrar first, then to the District Revenue Officer and the Deputy Commissioner.
