Education Loan Scheme - Credit Line 2 for Minority Community (Haryana)
Haryana state government scheme
Education Loan Scheme Credit Line 2 for Minority Community is an NMDFC loan delivered by Haryana's Kalyan Nigam, lending up to Rs 20 lakh for courses in India and Rs 30 lakh abroad at 8% a year for men and 5% for women, to minority students whose family income is up to Rs 8 lakh. Apply on saralharyana.gov.in.
What is the Education Loan Scheme Credit Line 2 for Minority Community in Haryana?
Education Loan Scheme - Credit Line 2 for Minority Community is the higher-income window of the National Minorities Development and Finance Corporation (NMDFC) education loan, delivered in Haryana by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, which has been the state's channelising agency for NMDFC since 1995-96. NMDFC itself is a Section 8 company under the Ministry of Minority Affairs, Government of India.
NMDFC divides its target group by family income into two credit lines. Credit Line 1 covers families earning up to Rs 3 lakh a year. Credit Line 2 covers families earning up to Rs 8 lakh a year. Credit Line 2 exists for a specific category of household, the salaried or small-business minority family that earns too much for the poorest-of-the-poor windows, but nowhere near enough to pay professional-course fees from income.
Under Credit Line 2, the ceilings are Rs 20,00,000 for a course in India and Rs 30,00,000 for a course abroad; identical to Credit Line 1. What differs is the price: 8% a year for male students and 5% a year for female students, because NMDFC extends a 3% concession to women beneficiaries under this credit line. Credit Line 1 charges a flat 3%.
The eligible courses are the same across both lines: job-oriented technical and professional courses of duration not exceeding five years. Repayment runs for five years, and the moratorium ends six months after course completion or six months after getting a job, whichever is earlier.
In Haryana, the notified minority communities are Muslim, Sikh, Christian, Buddhist, Parsi and Jain, as listed by the Kalyan Nigam. NMDFC's stated preference within its target group is for occupational groups and women, which is also what the 3% women's concession is expressing in rupee terms.
It is worth being blunt about the comparison a Credit Line 2 applicant should actually make. At 8% a male student is close to what some public-sector banks charge on a secured education loan; the advantage is mainly in the terms and the moratorium, not a dramatic rate cut. At 5%, a woman student is clearly better off here than in the commercial market. Run both numbers before deciding.

Who is eligible for the Credit Line 2 education loan in Haryana?
You can apply if:
- You belong to one of the six notified minority communities, Muslim, Sikh, Christian, Buddhist, Parsi or Jain, and hold a religious or minority certificate.
- Your annual family income is up to Rs 8,00,000.
- You are a resident of Haryana, so the Haryana Kalyan Nigam is your channelising agency.
- You have secured admission to a job-oriented technical or professional course, in India or abroad.

- You can furnish the security NMDFC requires at your loan size.
You cannot apply, or you are not eligible, if:
- You do not belong to a notified minority community.
- Your annual family income exceeds Rs 8 lakh, which places you outside NMDFC's target group entirely.
- Your family earns up to Rs 3 lakh a year, you should be applying under Credit Line 1 at 3%, not paying 8% or 5% here. The Nigam will normally redirect such a file, but that costs weeks.

- Your course is longer than five years or is not job-oriented technical or professional in character.
- You have not secured admission yet.
- You are a defaulter on an earlier NMDFC or Kalyan Nigam loan.

Since Credit Line 2 loans are often large, this is the part of the file to organise first.
How to apply for the Credit Line 2 education loan in Haryana
- Fix your credit line before anything else. Total annual family income up to Rs 3 lakh means Credit Line 1 at 3%; above Rs 3 lakh and up to Rs 8 lakh means Credit Line 2. The difference on a Rs 15 lakh loan over five years is substantial.
- Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so income and family members are correctly recorded, since Haryana reads income off this record for SARAL services.
- Collect and self-attest the income certificate, minority or religious certificate, residence proof, previous-year marksheet, admission letter and fee structure. For a foreign course, add the offer letter, foreign-currency fee schedule and visa papers.
- Arrange the security, identify guarantors or the property to be mortgaged, and prepare the post-dated cheques.
- Register on saralharyana.gov.in with your name, mobile number and email, and verify with the OTP.
- Open the Education Loan Scheme - Credit Line 2 for Minority Community service under the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, complete it with your Family ID and course details, upload the documents and submit.
- Keep the application reference number and attend the Kalyan Nigam office with originals when called, to complete verification and sign the agreement.
The application may also be handed in at a SARAL Kendra or at the Nigam's head office, SCO 813-14, Sector 22-A, Chandigarh 160022. NMDFC's own site carries downloadable loan application forms by state and loan type if you want to read the form in advance.
How do you check the status of the application?
Track it on saralharyana.gov.in under Track Application Status, using the reference number generated at submission.
For sanction and disbursement, deal with the Nigam directly; 0172-2701074 or 0172-2701722, or hbckn222@gmail.com; quoting the application number. The Nigam's site, hbckn.org.in, provides a loanee login for borrowers to see their loan account, and lists 0172-4784040 for website technical support.
Ask specifically how disbursement is scheduled. Education loans are usually paid year-wise against the institution's fee demand, not as a single credit, and a mismatch between the college's fee deadline and the Nigam's disbursement date is a routine and avoidable problem.
What are the repayment terms?
Repayment runs for five years after the moratorium ends. The moratorium lasts until six months after course completion or six months after getting a job, whichever is earlier; starting work early shortens it.
Interest is 8% a year for male students and 5% a year for female students under Credit Line 2, the 3% difference being NMDFC's women's concession. Both rates are simple, published rates to the beneficiary; the Nigam borrows from NMDFC at a lower rate and the margin covers its administration.
Because Credit Line 2 loans tend to be larger, confirm with the Nigam whether interest during the moratorium is to be serviced as it accrues or capitalised into the principal. That single answer changes the size of your first instalment materially.
Why do Credit Line 2 applications get rejected?
- Income certificate and Family ID do not agree, so the credit line cannot be settled.
- Family income above Rs 8 lakh, which is outside NMDFC's target group.
- Filed under the wrong credit line, a Rs 2.5 lakh income family paying 8% when it qualified for 3%.
- Course not job-oriented technical or professional, or longer than five years.
- Admission letter or fee structure missing, so the amount cannot be worked out.
- Security not arranged for a large sanction, which stalls files after approval.
- Minority certificate in the wrong name or issued by an authority the Nigam does not accept.
- Annual funds exhausted at the channelising agency. Check where your file sits rather than reapplying.
Where do you complain?
Raise it first through the grievance option on saralharyana.gov.in with your application reference number.
Escalate to the Managing Director, Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, SCO 813-14, Sector 22-A, Chandigarh 160022, on 0172-2701074 or 0172-2701722, or at hbckn222@gmail.com.
Since the funding is central, an unresolved grievance can also go to NMDFC, 1st Floor, Core-1, Scope Minar, Laxmi Nagar, New Delhi 110092. Within the state, the Haryana Chief Minister's Window at cm-window.haryana.gov.in takes cross-department complaints. The Antyodaya SARAL helpline on 1800-2000-023, and the alternative line 0172-3968400, operate 7 am to 9 pm.
