Dr. Ambedkar Medical Aid Scheme (Revised 2009)
Haryana state government scheme
Dr. Ambedkar Medical Aid Scheme pays 75 per cent of the estimated cost of major surgery for Scheduled Caste and Scheduled Tribe patients, up to a ceiling of Rs 1,00,000 per case. Annual family income must be below Rs 1,00,000. The money goes straight to the hospital in two halves, and the form must reach the Foundation at least 15 days before surgery.
What is the Dr. Ambedkar Medical Aid Scheme?
Dr. Ambedkar Medical Aid Scheme (Revised 2009) pays a large share of the cost of major surgery for poor Scheduled Caste and Scheduled Tribe patients. Haryana lists it among the schemes carried by the Directorate of Welfare of Scheduled Castes and Backward Classes under the SEWA department, and the SEWA scheme page sets out the eligibility, the amount and the routing of the application.
According to that page, the scheme covers patients "suffering from major ailments which need surgery such as kidney, heart, liver, cancer, brain or any other life threatening disease including knee surgery and spinal surgery". The assistance released is 75 per cent of the estimated cost of the treatment, with a maximum ceiling of Rs 1,00,000 in each case, and it is paid to the hospital rather than to the patient.
One structural point matters more than any other for a Haryana applicant: the scheme is administered by the Dr. Ambedkar Foundation, 15 Janpath, New Delhi. The Haryana welfare office helps with the caste certificate, the income certificate and the district-level recommendation, but the sanction itself is made at the Foundation. That is why the timing rule below is strict.
Who is eligible for the Dr. Ambedkar Medical Aid Scheme?
You can apply if:
- The patient belongs to a Scheduled Caste or Scheduled Tribe community and holds a caste certificate from a competent revenue authority.
- Annual family income does not exceed Rs 1,00,000 per annum, evidenced by an income certificate.
- The patient needs major surgery for one of the listed conditions; kidney, heart, liver, cancer or brain disease, another life-threatening disease, knee surgery, or spinal surgery.
- A hospital Medical Superintendent has issued a certified estimate of the cost of that surgery.
- A recommending authority, the local Member of Parliament, the District Magistrate, or the State Health Department — is willing to endorse the case.
You cannot apply, or are not eligible, if:
- The patient is not from a Scheduled Caste or Scheduled Tribe. Backward Class and general category patients are not covered under this scheme.
- Annual family income is above Rs 1,00,000. This limit is strict and is lower than the ceiling used by most other Haryana welfare schemes.
- The treatment is not a surgery, routine medicines, outpatient care, physiotherapy, diagnostics alone and long-term drug therapy do not qualify.
- The surgery has already been performed and the form did not reach the Foundation 15 days in advance.
- The hospital is not a recognised government or CGHS-approved facility with the capacity for that specialised surgery.
- No recommendation from an MP, District Magistrate or the State Health Department has been obtained. The scheme page treats an endorsed route as the only accepted channel.
How much does the Dr. Ambedkar Medical Aid Scheme pay, and when?
The assistance is 75 per cent of the estimated cost of treatment, capped at Rs 1,00,000 per case. The remaining 25 per cent, and anything above the Rs 1 lakh ceiling, has to be met by the family or by another scheme.
Payment reaches the hospital in two instalments of 50 per cent each:
- 50 per cent before the surgery, which is why the form has to be filed in advance; and
- 50 per cent after the surgery is completed, against the hospital's confirmation.
Because the money never passes through the patient's own bank account, families should not expect a DBT credit. What they should expect is a reduction in the hospital bill by the sanctioned amount.

How to apply for the Dr. Ambedkar Medical Aid Scheme
- Get the diagnosis and a written surgical plan from a recognised government hospital, CGHS-approved hospital, state medical college or district government hospital that performs the required surgery.
- Ask the Medical Superintendent for a certified estimate of the total cost of the surgery on hospital letterhead. This single document decides the size of the sanction, so it must be complete and signed.
- Collect the caste certificate, income certificate and ration card. In Haryana, a fresh caste and income certificate can be applied for through saralharyana.gov.in or at an Antyodaya Saral Kendra if the existing one is outdated.
- Obtain the recommendation from your local Member of Parliament, the District Magistrate of your district, or the State Health Department. The District Welfare Officer of the Welfare of SC and BC department can advise on the quickest route in your district.
- Fill the Dr. Ambedkar Medical Aid Scheme application form and attach the estimate, certificates, ration card, patient photograph and medical reports.
- Send the complete file to the Director, Dr. Ambedkar Foundation, 15 Janpath, New Delhi, so that it reaches the office at least 15 days before the date of surgery. Keep a photocopy of the whole file and a dispatch receipt.
- Inform the hospital that a Foundation sanction is pending, so that the accounts department is ready to receive the first 50 per cent instalment before the operation.
How do I check the status of a Dr. Ambedkar Medical Aid application?
There is no public online tracker for this scheme. Practical steps:
- Keep the dispatch receipt or courier tracking number of the file sent to the Foundation.
- Ask the hospital's accounts or medical social work department whether the first instalment has been received against the patient's name.
- Follow up through the office that gave the recommendation, the District Magistrate's office or the Member of Parliament's office usually keeps a record of the endorsements it forwards.
- Contact the Directorate of Welfare of Scheduled Castes and Backward Classes, Panchkula, on 0172-2564006 or 0172-2567009 for help chasing the district end of the file.
Why do applications under this scheme fail?
- Late filing. The 15-day advance rule is the single most common cause of rejection, because families apply only after the surgery date is fixed at short notice.
- Income above Rs 1,00,000. Income certificates in Haryana are now often auto-generated from Parivar Pehchan Patra data, and a family income recorded above Rs 1 lakh on the Family ID will block the claim.
- Uncertified cost estimate. An estimate signed by a treating doctor but not by the Medical Superintendent is routinely returned.
- Non-surgical treatment. Claims for chemotherapy cycles, dialysis or medicines alone do not fit the scheme's surgical framing.
- Missing recommendation from an MP, District Magistrate or State Health Department.
- Caste certificate in a different name from the patient, for example the head of family's certificate submitted for a dependant.
Most of these are fixable: correct the Family ID income entry at meraparivar.haryana.gov.in, get the estimate re-signed by the Medical Superintendent, and refile before the new surgery date.
What else should a Haryana SC or ST patient use alongside this scheme?
Haryana families should first check whether they are covered by Ayushman Bharat PM-JAY or the state's Chirayu Haryana extension, which give cashless hospitalisation cover at empanelled hospitals for a very wide list of procedures. Where the procedure is covered there, that route is faster and needs no advance paperwork. Dr. Ambedkar Medical Aid Scheme is most useful when the required surgery or the residual cost falls outside that cover, or where the family's share of the bill is still unaffordable.
Where do I complain or get help?
- Directorate of Welfare of Scheduled Castes and Backward Classes, Bays No. 53-54, Kalyan Bhawan, Sector 2, Panchkula-134109. Phone 0172-2564006, 0172-2567009. Email dbcharyana[at]gmail[dot]com.
- District Welfare Officer / Tehsil Welfare Officer in your district for certificates and district-level recommendations.
- Antyodaya Saral helpline 0172-3968400 or toll-free 1800-2000-023 for caste and income certificate applications on saralharyana.gov.in.
No fee is payable to any agent for this scheme. The caste certificate, income certificate and the hospital estimate are all obtained free or at notified government charges.

Frequently asked questions
How much money does the Dr. Ambedkar Medical Aid Scheme give?
The scheme releases 75 per cent of the estimated cost of treatment, subject to a maximum ceiling of Rs 1,00,000 in each case. The amount is paid directly to the hospital, not to the patient, and it is split in two halves — 50 per cent before the surgery and 50 per cent after it is completed.
Who is eligible for the Dr. Ambedkar Medical Aid Scheme?
A patient belonging to a Scheduled Caste or Scheduled Tribe whose annual family income does not exceed Rs 1,00,000 and who needs major surgery is eligible. The listed ailments cover kidney, heart, liver, cancer and brain conditions, and other life-threatening diseases including knee surgery and spinal surgery.
Where do I send the application form?
The completed form must reach the Director, Dr. Ambedkar Foundation, 15 Janpath, New Delhi, at least 15 days before the date of surgery. It cannot be posted directly by the patient alone — it must carry a recommendation from the local Member of Parliament, the District Magistrate, or the State Health Department.
Can I apply after the operation is already done?
No. The scheme requires the form to reach the Foundation at least 15 days before the date of surgery, and half the sanctioned amount is meant to be released before the operation. A post-surgery claim generally fails this condition.
What is the income limit for this scheme?
Annual family income must not exceed Rs 1,00,000 per annum. This is a much tighter ceiling than most other Haryana welfare schemes, several of which use Rs 1.80 lakh or Rs 2.50 lakh limits, so check the income certificate figure carefully before applying.
Which hospitals can the surgery be done at?
Treatment must be at a recognised government facility — major government medical institutions, CGHS-approved hospitals, state government medical colleges, and district government hospitals that carry out the specialised surgery. A private hospital of the patient's own choosing is not automatically covered.
Does this replace Ayushman Bharat or Chirayu Haryana?
No. Dr. Ambedkar Medical Aid Scheme is a separate SC/ST-specific assistance scheme, and a Haryana family holding an Ayushman Bharat PM-JAY or Chirayu Haryana card should use that cashless cover first, because it covers a far wider list of procedures. This scheme is useful where the procedure or the cost falls outside that cover.
Is a Backward Class patient covered?
No. Dr. Ambedkar Medical Aid Scheme is restricted to Scheduled Caste and Scheduled Tribe patients. Backward Class patients are not eligible under this head and should ask the District Welfare Officer about other assistance routes and about the Chirayu Haryana health cover.
How do I check the status of my Dr. Ambedkar Medical Aid application?
There is no public online tracker. Keep the dispatch receipt or courier tracking number of the file sent to the Foundation, ask the hospital's accounts department whether the first instalment has been received against the patient's name, follow up through the office that gave the recommendation, and contact the Directorate of Welfare of Scheduled Castes and Backward Classes, Panchkula, on 0172-2564006 or 0172-2567009 for help chasing the district end of the file.
