Domicile / Residence Certificate in Haryana (Haryana Resident Certificate)

Haryana state government scheme

Quick answer

Haryana issues its domicile document as the Haryana Resident Certificate, applied for on the Antyodaya Saral portal at saralharyana.gov.in and processed by the SDM through the district e-Disha centre. Haryana requires a Parivar Pehchan Patra Family ID, accepts a self-declaration instead of an affidavit, and runs a Saral helpline on 0172-3968400.

Haryana issues its domicile document under its own name, the Haryana Resident Certificate, listed as a live service on the state's single-window citizen platform, Antyodaya Saral (saralharyana.gov.in). Older district pages and counter staff still say "residence certificate" or "domicile certificate"; it is the same document. It certifies that you are a permanent resident of Haryana, and it is what Haryana Staff Selection Commission and Haryana Public Service Commission recruitments, state-quota seats in Haryana universities and medical colleges, state scholarships and most Haryana welfare schemes ask for when they screen for state residence.

Which department issues the residence certificate in Haryana?

The Revenue and Disaster Management Department is the certifying authority, and the Sub-Divisional Magistrate is the officer who signs. The delivery machinery is split across two systems that work together. Antyodaya Saral is the citizen-facing portal and the network of Antyodaya Saral Kendras where applications are filed and tracked, and it publishes the helpline 0172-3968400 (Monday to Saturday, 7:00 AM to 8:00 PM, excluding government holidays) and the email saral.haryana@gov.in. e-Disha (edisha.gov.in) is the older certificate back end that still handles departmental login, certificate verification, application status and Saral certificate download; the district e-Disha Centre, for example the one at Karnal: is the physical counter.

Haryana layers one more thing on top that no neighbouring state does in the same way: the Parivar Pehchan Patra, or Family ID. Haryana's citizen services are built around this verified family database, and the Saral portal pulls your family composition, address and other attributes from it. If the Family ID record carries a wrong address or a missing member, the resident certificate application inherits that error, so correcting the Family ID comes first.

Who can and cannot apply for a Haryana resident certificate?

You can apply if Haryana is your permanent home. You or your family have lived in the state on a settled basis, your name sits on a Haryana Family ID with a Haryana address, and you hold Haryana address documents such as a ration card, a voter ID from a Haryana constituency, or utility bills for that address. Adults apply in their own name. For a child or student, the application rests on the parents' Haryana residence, supported by the Family ID and a birth certificate where date and place of birth matter to the claim.

Haryana's bona-fide-resident rules require a long, settled connection to the state rather than a recent move; the qualifying residence period is set out in the state's bona fide resident instructions, and you should confirm the exact figure that applies to your category with the SDM office or on the Saral service page before you rely on it.

You cannot apply on the strength of a temporary stay. A person posted to Gurugram or Faridabad for work whose permanent home and Family ID sit in another state is not a Haryana resident for this purpose, and neither is a student who has taken a room near a coaching centre. You also cannot hold a Haryana resident certificate together with another state's domicile certificate for the same recruitment or admission; selection boards treat that as a false declaration and cancel candidature. Applications where the Family ID address and the submitted address proof disagree are rejected at verification rather than at the counter.

What documents does Haryana ask for?

The Karnal district portal, listing the residence certificate for the e-Disha Centre there, names: the application form in the prescribed format, an affidavit, the voter card, the ration card, the Aadhaar card and the birth certificate. That affidavit line is now overtaken by policy, the e-Disha Haryana portal states explicitly that self declaration is sufficient, hence there is no need to submit affidavit as per government instructions. Treat a self-declaration as the norm and an affidavit as something to question.

In practice you should carry, in digital form:

  • the Parivar Pehchan Patra (Family ID) number
  • Aadhaar for identity and e-KYC on Saral
  • voter ID issued from a Haryana constituency
  • the ration card for the household and address
  • a birth certificate, where it supports the claim
  • your self-declaration of permanent residence
  • a passport-size photograph

Rural applicants are commonly asked for a pre-verification input from the village-level functionaries (Sarpanch or Nambardar and the Patwari) and urban applicants from the ward member and the municipal office; that is a field-verification step inside the process rather than a document you upload up front.

What does it cost, and what should you refuse to pay?

Haryana delivers the resident certificate as a notified citizen service at a government-listed fee, and the amount payable is shown to you on the Antyodaya Saral portal at the payment step for the service. Pay exactly that, on the portal or at the Antyodaya Saral Kendra counter, and take the receipt. That receipt and your Saral ID are the whole of your entitlement: there is nothing extra to "arrange".

Because the state has removed the affidavit requirement, two classic middleman charges have lost their basis: the stamp paper and the notary fee. If anyone quotes you hundreds or thousands of rupees to obtain a resident certificate, or asks for cash outside the counter, decline and report it on 0172-3968400. The certificate is not discretionary, it is a right-to-service deliverable with a designated officer and a tracked application number.

How to apply online for a Haryana domicile certificate on Antyodaya Saral

  1. Open saralharyana.gov.in and register as a new user with your name, mobile number, email and state, or sign in if you already have a Saral account. The mobile number matters — your Saral ID and status messages go there.
  2. Verify your Family ID details. Use the Family ID (Parivar Pehchan Patra) number and confirm that the member list, address and district shown are correct. Fix errors in the Family ID record before proceeding, not afterwards.
  3. Search the service list for "Haryana Resident Certificate" and open it. The portal's "Check Eligibility" tool on the same site is worth running first if you are unsure whether your category qualifies.
  4. Fill the application form; applicant details, parentage, complete Haryana address with district, tehsil and village or ward, the period of residence, and the purpose for which the certificate is required.
  5. Upload the documents: Aadhaar, voter ID, ration card, birth certificate where applicable, the photograph and the self-declaration. Scans must be clear and within the size limits shown on the form.
  6. Pay the fee shown on the portal through the online payment option and submit.
  7. Save the Saral ID printed on the acknowledgement. Every later step; status tracking, escalation, download; runs on that number.

How to apply offline at an e-Disha or Antyodaya Saral Kendra

  1. Visit the district or sub-division e-Disha Centre / Antyodaya Saral Kendra, for instance the e-Disha Centre at Karnal, with originals and photocopies of your Aadhaar, voter ID, ration card, birth certificate and Family ID.
  2. Ask the operator to file the Haryana Resident Certificate application on Saral on your behalf. Sign the self-declaration at the counter; do not buy stamp paper for an affidavit unless the officer specifically records why one is needed.
  3. Pay the listed fee and collect the acknowledgement slip carrying the Saral ID.
  4. Attend the field verification if the Patwari, Nambardar, Sarpanch or ward-level official calls for it, and keep the original address documents ready to show.
  5. Collect or download the certificate once the status shows it issued.

How do I check status and download the certificate?

Enter your Saral ID in the "Track Application" option on saralharyana.gov.in, or use the application status page on edisha.gov.in. e-Disha also carries the Saral certificate download link and a certificate verification option, so a department receiving your certificate can confirm it is genuine by checking the number online. Because the issued certificate is a digitally generated document, the downloaded copy is the valid one and needs no further attestation.

How long is the Haryana resident certificate valid?

Haryana does not print a routine expiry on the resident certificate and it is generally treated as a standing document once issued. The real constraint comes from the body demanding it: HSSC and HPSC advertisements, university admission notices and scholarship portals frequently specify a certificate issued within a stated recency window. Read the notification, and apply afresh if your copy falls outside it. A change of permanent address within Haryana is also a good reason to obtain a fresh certificate rather than reuse an old one carrying a stale address.

Why do Haryana applications get rejected, and where do I complain?

The recurring failures are a Family ID record that disagrees with the submitted address proof, illegible uploads, a village or tehsil entered incorrectly so the file reaches the wrong Patwari, and a residence period that field verification cannot support. Each rejection is shown with a reason against the Saral ID: correct that one point and re-file rather than starting a duplicate application, which only confuses the queue.

For delays, call the Antyodaya Saral helpline on 0172-3968400 or write to saral.haryana@gov.in with your Saral ID. If the file is stuck in field verification rather than in the portal, take it to the Tehsildar and then to the Sub-Divisional Magistrate, who is the competent authority for this certificate. Haryana's right-to-service framework gives the service a designated officer and an appeal route above him, which is exactly what your Saral ID lets you invoke.

Frequently asked questions

What is the domicile certificate called in Haryana?

Haryana issues it as the Haryana Resident Certificate, listed by that name as a service on the Antyodaya Saral portal at saralharyana.gov.in. Older district pages and e-Disha counters still call the same document a residence or domicile certificate, and the terms are used interchangeably.

Do I need an affidavit for a Haryana residence certificate?

No. The e-Disha Haryana portal states that self declaration is sufficient and there is no need to submit an affidavit, as per government instructions. Anyone insisting on a notarised affidavit on stamp paper is adding a step the state has already removed.

Is Family ID compulsory for a Haryana resident certificate?

Yes, in practice. Haryana routes its citizen services through the Parivar Pehchan Patra, and the Antyodaya Saral portal draws verified family, address and income data from the Family ID record, so the Family ID must exist and be correct before you apply.

Where do I apply for a domicile certificate in Haryana?

Apply on the Antyodaya Saral portal at saralharyana.gov.in, which lists Haryana Resident Certificate among its services, or in person at a district or sub-division e-Disha / Antyodaya Saral Kendra such as the e-Disha Centre in Karnal.

How do I check my Haryana residence certificate status?

Track it with the Saral ID on the Antyodaya Saral portal, or use the application status page on e-Disha at edisha.gov.in. The finished certificate is downloaded from the Saral certificate download link.

Who signs the Haryana resident certificate?

The Sub-Divisional Magistrate is the competent authority for the resident certificate, working through the district and sub-division e-Disha infrastructure under the Revenue and Disaster Management Department.

What is the Antyodaya Saral helpline number?

The Antyodaya Saral portal lists 0172-3968400, staffed Monday to Saturday from 7:00 AM to 8:00 PM excluding government holidays, along with the email saral.haryana@gov.in.
