Education Loan Scheme - Credit Line 1 for Minority Community (Haryana)
Haryana state government scheme
Education Loan Scheme Credit Line 1 for Minority Community is an NMDFC loan routed through Haryana's Kalyan Nigam, lending up to Rs 20 lakh for courses in India and Rs 30 lakh for courses abroad at 3% a year to minority students whose family income is up to Rs 3 lakh. Apply on saralharyana.gov.in.
What is the Education Loan Scheme Credit Line 1 for Minority Community in Haryana?
Education Loan Scheme - Credit Line 1 for Minority Community is a concessional student loan of the National Minorities Development and Finance Corporation (NMDFC), a Section 8 company under the Ministry of Minority Affairs, Government of India, delivered in Haryana by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. The Nigam has been Haryana's state channelising agency for NMDFC since 1995-96.
NMDFC splits its entire target group into two credit lines by family income. Credit Line 1 serves families earning up to Rs 3 lakh a year, and Credit Line 2 serves families earning up to Rs 8 lakh a year. The credit line decides the price of the loan, and on education that difference is large: Credit Line 1 lends at 3% a year, while Credit Line 2 charges 8% for men and 5% for women.
Under Credit Line 1, according to the NMDFC scheme table, a student may borrow up to Rs 20,00,000 for a course in India and up to Rs 30,00,000 for a course abroad. The scheme covers job-oriented technical and professional courses of duration not exceeding five years. Repayment runs for five years, and the moratorium lasts until six months after course completion or six months after getting a job, whichever comes earlier, so instalments do not start while the student is still studying.
The target group is the "backward sections" among the minority communities, NMDFC's own phrase, with preference given to occupational groups and to women. In Haryana, the notified minority communities listed by the Kalyan Nigam are Muslim, Sikh, Christian, Buddhist, Parsi and Jain.
Set the 3% figure against what the same student would otherwise pay. A commercial education loan for a professional course in India runs several times that rate, and a foreign-education loan more again. Over five years of repayment on a multi-lakh principal, the gap is measured in lakhs of rupees of interest, which is the entire point of the scheme.
Key features
- Rs 20 lakh ceiling for courses in India, Rs 30 lakh for courses abroad.
- Interest 3% a year to the student under Credit Line 1.
- Family income limit Rs 3 lakh a year.
- Five-year repayment, with moratorium until six months after course completion or employment, whichever is earlier.
- Courses must be job-oriented technical or professional, up to five years long.
- Delivered by the Kalyan Nigam, applied for on saralharyana.gov.in.
Who is eligible for Credit Line 1 education loan in Haryana?
You can apply if:
- You belong to one of the six notified minority communities: Muslim, Sikh, Christian, Buddhist, Parsi or Jain — and can produce a religious or minority certificate.
- Your annual family income is up to Rs 3,00,000. This is the defining test for Credit Line 1.
- You are a resident of Haryana, so that the Haryana Kalyan Nigam is your channelising agency.
- You have secured admission to a job-oriented technical or professional course, in India or abroad.
- The course duration does not exceed five years.
- You can arrange the security NMDFC requires for the loan size you need.
You cannot apply, or you are not eligible, if:
- You do not belong to a notified minority community. Backward Class students in Haryana use the Nigam's NBCFDC-funded education loan window instead.
- Your family income exceeds Rs 3 lakh a year, apply under Credit Line 2 instead, up to Rs 8 lakh of family income, at the higher rate.
- Your family income exceeds Rs 8 lakh a year, which puts you outside NMDFC's target group altogether.
- You are not a resident of Haryana. NMDFC lends through the channelising agency of the state you live in.
- Your course is longer than five years, or is not job-oriented technical or professional in character.
- You have not yet secured admission. The loan follows an admission letter; it is not sanctioned on the strength of an intention to study.
- You are a defaulter on an earlier NMDFC or Kalyan Nigam loan.

How to apply for the Credit Line 1 education loan in Haryana
- Confirm your credit line first. Add up annual family income. At or below Rs 3 lakh you are Credit Line 1 at 3%; above it, up to Rs 8 lakh, you are Credit Line 2. Applying under the wrong line is the commonest wasted month.
- Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so that family income and members are correct, since Haryana reads income off this record for SARAL services.
- Collect and self-attest the papers, income certificate, minority or religious certificate, residence proof, previous-year marksheet, admission letter and fee structure.
- Line up your security before you file. Identify the guarantor or guarantors your loan size needs, and arrange the post-dated cheques.
- Register on saralharyana.gov.in with your name, mobile number and email, and verify with the OTP.
- Open the Education Loan Scheme - Credit Line 1 for Minority Community service, listed under the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, fill it with your Family ID and course details, upload the documents and submit.
- Note the application reference number, then attend the Kalyan Nigam office when called, with originals, to complete verification and sign the loan agreement.
The application may equally be handed in at an Antyodaya SARAL Kendra or at the Nigam's head office, SCO 813-14, Sector 22-A, Chandigarh 160022. NMDFC's own portal also carries downloadable loan application forms by state and loan type, which is useful if you want to see the form before you start.
How do you check the status of the application?
Track the file on saralharyana.gov.in using Track Application Status and the reference number issued at submission.
For sanction and disbursement, contact the Kalyan Nigam directly on 0172-2701074 or 0172-2701722, or by email at hbckn222@gmail.com, quoting the application number. The Nigam's website, hbckn.org.in, has a loanee login where borrowers can view their own loan account, and lists 0172-4784040 as the technical support line for the site itself.
Education loans have a step other loans do not: disbursement is usually year-wise, against the fee demand of the institution, rather than in one payment. Ask the Nigam how your instalments are scheduled so that fee deadlines and disbursement dates do not collide.
What are the repayment terms?
Repayment under the NMDFC education loan runs for five years, at 3% a year for Credit Line 1 borrowers. The moratorium lasts until six months after course completion or six months after getting a job, whichever is earlier, the "whichever is earlier" matters, because a student who starts work before finishing loses the balance of the moratorium.
There is no gender concession under Credit Line 1, because 3% is already the floor rate. The concession appears in Credit Line 2, where the rate is 8% for men and 5% for women.
Interest accrues during the moratorium in the normal way for such loans; clarify with the Nigam whether it is to be serviced during the course or capitalised, as that changes what you owe at the first instalment.
Why do education loan applications get rejected?
- Income certificate and Family ID disagree, so the credit line cannot be fixed. Reconcile them first.
- Applied under the wrong credit line. A Rs 4 lakh family income filed under Credit Line 1.
- Course does not qualify as job-oriented technical or professional, or runs longer than five years.
- No admission letter yet. The sanction follows admission.
- Minority certificate missing or in the wrong name. A religious certificate in a sibling's or parent's name is not automatically accepted for the student.
- Surety not arranged for the loan size, which stalls a file after approval.
- Fee structure not attached, so the amount cannot be calculated.
- Funds for the year exhausted at the channelising agency. Ask where your file stands rather than filing again.

Frequently asked questions
How much can a minority student borrow under Credit Line 1 in Haryana?
Up to Rs 20,00,000 for a course in India and up to Rs 30,00,000 for a course abroad, according to the NMDFC scheme table. The sanction is worked out against the actual fee structure of the institution, so most students receive less than the ceiling.
What interest rate does Credit Line 1 carry?
3% a year to the student beneficiary, which is the lowest rate on the NMDFC education loan table. Credit Line 2, for families earning up to Rs 8 lakh, charges 8% for men and 5% for women instead.
Who qualifies as a minority for this scheme?
Members of the six notified minority communities — Muslim, Sikh, Christian, Buddhist, Parsi and Jain — as listed by the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam.
What is the income limit for Credit Line 1?
Annual family income of up to Rs 3,00,000. A family earning above Rs 3 lakh and up to Rs 8 lakh applies under Credit Line 2 instead, at a higher rate of interest.
Which courses are covered?
Job-oriented technical and professional courses of duration not exceeding five years, per the NMDFC scheme description. General degree courses with no professional or technical content usually fall outside the window.
When does repayment start?
After a moratorium that runs to six months after course completion or six months after getting a job, whichever is earlier. The repayment period itself is five years.
Do I need a guarantor?
It depends on the size of the loan. NMDFC's published security norms are self-guarantee with post-dated cheques up to Rs 1 lakh, one government, PSU or bank employee or income-tax payee as guarantor from Rs 1 lakh to Rs 5 lakh, and two such guarantors or a property mortgage from Rs 5 lakh to Rs 10 lakh.
Who do I apply to in Haryana?
