Education Loan Scheme: Haryana Women Development Corporation
Haryana state government scheme
The Education Loan Scheme of the Haryana Women Development Corporation pays a 5 per cent simple interest subsidy on bank education loans taken by girls and women of Haryana for graduate, post-graduate, doctoral and post-doctoral study in India or abroad. The scheme has run since 1 April 2007 and has covered 10,974 students with no income or caste condition.
What is the HWDC Education Loan Scheme?
The Education Loan Scheme of the Haryana Women Development Corporation (HWDC) is an interest subsidy, not a loan. According to the Corporation's own scheme page, HWDC provides a 5 per cent simple interest subsidy out of the running bank rate on education loans taken by girls and women of Haryana, so that the student repays the bank at a materially lower effective rate.
The distinction matters and is the single thing applicants most often get wrong. The bank lends the money under its own education loan product, with its own sanction process, margin, security and repayment schedule. HWDC pays part of the interest. If a bank charges 9.5 per cent, the Corporation bears 5 percentage points and the student effectively carries 4.5 per cent. Approaching HWDC before a bank loan is sanctioned achieves nothing, because there is no interest to subsidise yet.
The Haryana Women Development Corporation was set up in 1982 and became HWDC Limited in 1991. It works, in its own words, "for the welfare of the women in need", and runs a set of loan and subsidy schemes for women's self-employment alongside this education scheme. The education interest subsidy is applicable from 1 April 2007 onwards, and the Corporation's stated purpose is to "encourage women/girls belong to Haryana State to pursue higher education" at graduate, post-graduate, doctoral and post-doctoral level in the country and abroad.
The scheme is also publicised as part of Haryana's Beti BachaoβBeti Padhao effort, and is frequently referred to simply as the shiksha rin interest subsidy scheme for girls.
How much has the scheme actually delivered?
The Corporation publishes cumulative figures rather than promises, which is useful for judging whether the scheme is live:
| Measure | Figure |
|---|---|
| Total beneficiaries since inception | 10,974 students |
| Beneficiaries studying in India | 9,552 |
| Beneficiaries studying abroad | 1,422 |
| Cumulative interest subsidy disbursed | About Rs 26.70 crore |
| Beneficiaries in 2023-24 | 542 students |
| Subsidy disbursed in 2023-24 | About Rs 3.68 crore |
An average of roughly Rs 68,000 of interest subsidy per beneficiary across the life of the scheme gives a realistic sense of what a student can expect over the full term of a loan, though the actual figure depends entirely on the loan size, the bank's rate and the repayment period.
Who is eligible for the HWDC education loan interest subsidy?
You can apply if:
- You are a girl or woman with Haryana domicile, or the daughter of a Haryana Government employee. The Corporation's condition reads: "All Haryana Domicile and Haryana Govt. Employees Girls eligible."
- You have a sanctioned education loan from a bank under the bank's education loan scheme for higher studies.
- You are pursuing study at graduate, post-graduate, doctoral or post-doctoral level, in India or abroad. Technical education and diploma courses are also covered as publicised by the Women and Child Development Department.
- Your loan and course fall on or after 1 April 2007, the date from which the subsidy applies.
You cannot apply if:
- You are male. The scheme is limited to girls and women.
- You have no Haryana domicile and are not the daughter of a Haryana Government employee.
- No bank has sanctioned an education loan to you. HWDC subsidises interest; it is not a lender of first resort and cannot substitute for a bank refusal.
- Your course is below graduate level and outside the technical education and diploma categories the scheme covers.
Notably, there is no income ceiling, no caste condition and no creed condition. The Corporation states this expressly: "No constraint of income/caste/creed for Education loan." That makes this one of the few Haryana education benefits a middle-income family can use without an income certificate fight.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application form | Yes | From the HWDC office or district office |
| Bank loan sanction letter | Yes | The loan must already be sanctioned |
| Institution letter or admission proof | Yes | For the course being funded |
| Haryana domicile / permanent residence certificate | Yes | Or proof of a parent's Haryana Government service |
| Parivar Pehchan Patra (Family ID) | Yes | Standard state identity document |
| Aadhaar card | Yes | Identity of the applicant |
| Bank account statement and loan account details | Yes | To compute interest charged and subsidy payable |
| Identity proof of Haryana Government employee parent | No | Only where eligibility runs through the parent |
Keep the loan account statement current. Because the subsidy is calculated against interest actually charged, the Corporation needs to see the running account rather than only the sanction letter, and stale statements are a common cause of delay in release.
How to apply for the HWDC education loan interest subsidy
- Secure admission to a graduate, post-graduate, doctoral or post-doctoral course, in India or abroad, and obtain the institution's admission letter and fee structure.
- Apply to a bank for an education loan under the bank's own education loan scheme. Collect the sanction letter and open the loan account. This step must be complete before HWDC can do anything.
- Collect the interest subsidy application form from the Haryana Women Development Corporation head office at SCO-212, Second Floor, Sector 14, Panchkula, or from the Corporation's district-level office. Districts typically route the scheme through the office of the District Women Development Officer or the Corporation's district project officer.
- Fill the form and attach the documents β sanction letter, institution letter, Haryana domicile certificate or proof of the parent's Haryana Government service, Family ID, Aadhaar, and the bank and loan account details.
- Submit the application to HWDC and obtain a receipt or diary number.
- Follow up with the Corporation on the release of subsidy against the interest charged on your loan account, and keep submitting updated loan statements as the course and repayment progress.
Because the scheme is administered through the Corporation's offices rather than a public self-service portal, an applicant should confirm the current form, document list and district contact by telephone before travelling. The head office number is 0172-2564720 and the Corporation's published email addresses are hwdc1982@gmail.com and hwdc@hry.nic.in.
Common mistakes applicants make
- Approaching HWDC before the bank. The Corporation cannot sanction a loan. Get the bank loan first.
- Assuming HWDC will cover the whole interest. The subsidy is 5 per cent simple interest, not the full rate, and the student pays the balance.
- Missing domicile proof. Where a family has moved into Haryana recently, domicile is the weak link. Daughters of Haryana Government employees can rely on the parent's service record instead.
- Letting the loan account go irregular. A subsidy scheme tied to interest charged assumes a live, serviced loan account.
- Waiting until the course ends. Apply once the loan is sanctioned and disbursement has begun, not after graduation.
- Confusing this with the NSFDC education loan. Haryana also routes an education loan scheme under the National Scheduled Castes Finance and Development Corporation, which has its own caste and income conditions. The HWDC scheme has neither.
Where to get help
- Haryana Women Development Corporation Limited: SCO-212, Second Floor, Sector 14, Panchkula, phone 0172-2564720
- Email: hwdc1982@gmail.com, hwdc@hry.nic.in
- Scheme page: hwdcl.org/educationloan.php
- District route: the Corporation's district office or the District Women Development Officer in your district
- Parent department: Women and Child Development Department, Haryana
There is no fee for applying for the interest subsidy, and no agent can secure either a bank education loan or the HWDC subsidy on your behalf for a commission. The bank's sanction rests on the bank's own credit assessment, and the subsidy follows automatically from eligibility once the paperwork is complete.
How to check your application status
The HWDC education loan interest subsidy is not tracked through a public online dashboard. There is no applicant login, no SMS-based tracker and no case-number lookup tool on the Corporation's website, so status has to be chased directly with the office that received the paperwork.
What to do after you submit:
- Keep the receipt or diary number given when the application was handed in at the HWDC head office in Panchkula or at the district office. This number is the only reference the Corporation's own staff will use to trace the file, so quote it in every call, email or visit.
- Call the HWDC head office on 0172-2564720 and ask for the status of the interest subsidy file against your diary number. Since the scheme runs through a small central office plus district touchpoints rather than a large call centre, a specific reference number gets a far more useful answer than describing the case in general terms.
- Email the Corporation at hwdc1982@gmail.com or hwdc@hry.nic.in if a phone call is inconvenient, quoting the diary number, your name, the bank loan account number and the district office through which you applied. Keep a copy of the email as your own record of follow-up.
- Check with the District Women Development Officer or the Corporation's district project officer if you applied through a district office rather than Panchkula directly. Files sometimes sit at the district level before being forwarded to head office for the subsidy release, and the district office can usually tell you which stage a file is at faster than head office can.
- Send an updated bank loan statement whenever asked. Because the subsidy is calculated against interest actually charged on a running loan account, the Corporation processes releases in cycles tied to fresh statements rather than a single one-time payout. A file that looks "stuck" is very often simply waiting on the applicant to submit the latest statement, not stuck in an approval queue at all.
- Visit in person if the file is old and unanswered. For an office-driven scheme with no online tracker, a visit to the Panchkula office with the original receipt and a set of document copies resolves queries far faster than repeated calls, particularly close to the financial year end when disbursement volumes rise.
There is no separate "rejected/approved" portal status to check. In practice a file is either awaiting more documents, awaiting a fresh loan statement, forwarded from district to head office, or cleared for release, and the only way to learn which of these applies is to ask the office holding the file, quoting the diary number every time.
Common reasons for rejection
Because this is an interest subsidy layered on top of a bank loan rather than a loan in its own right, most rejections trace back to the loan or the paperwork around it, not to income, caste or any means test, since the scheme has none.
- No sanctioned bank loan exists yet. HWDC subsidises interest on a loan the bank has already approved. An application filed before the bank issues a sanction letter has nothing to subsidise and will not be processed. Fix: get the bank sanction letter and open the loan account first, then apply to HWDC.
- Applicant is male. The scheme is restricted to girls and women. There is no exception route for a male applicant regardless of course or family circumstances.
- No Haryana domicile and no Haryana Government employee parent. Eligibility runs through either the applicant's own domicile or a parent's Haryana Government service record. An application with neither gets rejected at the eligibility check. Fix: attach the domicile certificate, or if relying on a parent's government service, attach clear proof of that service instead.
- Course level falls outside what the scheme covers. The subsidy applies to graduate, post-graduate, doctoral and post-doctoral study, plus the technical education and diploma courses the Women and Child Development Department has separately publicised. A school-level or short certificate course does not qualify. Fix: confirm the course level against the scheme's own eligible categories before applying, not after.
- Incomplete or mismatched documents. A missing Parivar Pehchan Patra, an Aadhaar number that does not match the bank loan application, or a domicile certificate in a different name (for example a maiden name versus a married name on the loan) are common paperwork snags. Fix: make sure every document in the set carries the same name and identity details as the bank loan file.
- Stale or missing loan account statements. Since the subsidy is computed against interest actually charged, an application supported only by the original sanction letter with no current statement cannot be assessed for what is actually due. Fix: attach a recent statement with the application and keep submitting updated statements as instalments are charged.
- Applying through the wrong office. Sending the form to a district office that does not handle this scheme, or to head office when the district route is the correct channel for a given case, delays or stalls a file rather than outright rejecting it, but the practical effect on the applicant is the same. Fix: confirm by phone with HWDC head office, 0172-2564720, which office should receive the application before submitting.
- Confusing this scheme with a different education loan scheme. Haryana also runs an education loan scheme for Scheduled Caste students through the National Scheduled Castes Finance and Development Corporation, with its own income and caste conditions. An application meant for that scheme but filed with HWDC, or the reverse, will not be processed as intended. Fix: confirm with the receiving office which scheme the form belongs to before submission, since the HWDC scheme has no income or caste condition at all.
None of these are appeal-driven rejections with a formal reconsideration process; because the scheme is administered directly by HWDC's own office rather than through a portal with a grievance module, the practical remedy in every case above is to correct the document or timing issue and resubmit or follow up with the same office, quoting the original diary number.

Frequently asked questions
Does the Haryana Women Development Corporation give the education loan itself?
No. The Corporation does not lend money; it pays a 5 per cent simple interest subsidy on an education loan sanctioned by a bank. You must first get a bank education loan under the bank's own scheme, then claim the subsidy from HWDC.
How much does the interest subsidy actually save?
Five percentage points of interest. If a bank charges 9.5 per cent on the education loan, the Corporation bears 5 per cent and the student effectively pays 4.5 per cent, which on a multi-lakh loan over several years is a substantial reduction in total repayment.
Is there an income or caste condition for the education loan subsidy?
No. The Haryana Women Development Corporation states there is no constraint of income, caste or creed for the education loan interest subsidy. The only real conditions are Haryana domicile or Haryana Government service of a parent, a sanctioned bank education loan, and an eligible course.
Which courses are covered?
Graduate, post-graduate, doctoral and post-doctoral level study, both in India and abroad. Technical education and diploma courses are also covered under the scheme as publicised by the department.
Can boys or male students apply?
No. The scheme is confined to girls and women, which is why it sits with the Haryana Women Development Corporation rather than a general education department. Male students are not eligible.
Can a girl studying abroad claim the subsidy?
Yes. The Corporation's own figures show 1,422 of 10,974 beneficiaries have studied abroad, against 9,552 within India, so overseas study is squarely within the scheme.
Since when has the scheme been running?
The interest subsidy is applicable from 1 April 2007 onwards. Between then and 2023-24 the Corporation has disbursed roughly Rs 26.7 crore in actual interest subsidy to 10,974 students.
Where do I apply for the interest subsidy?
At the Haryana Women Development Corporation head office, SCO-212, Second Floor, Sector 14, Panchkula, phone 0172-2564720, or through the Corporation's district-level office in your district.
