Dr. B.R. Ambedkar Awas Navinikarn Yojna, Haryana
Haryana state government scheme
Dr. B.R. Ambedkar Awas Navinikarn Yojna gives Haryana families a grant of Rs 80,000 to repair or renovate an old house. The house must be at least 10 years old and in the applicant's own name, and verified family income in the Parivar Pehchan Patra must be Rs 1.80 lakh a year or less. Apply online at saralharyana.gov.in.
What is Dr. B.R. Ambedkar Awas Navinikarn Yojna?
Dr. B.R. Ambedkar Awas Navinikarn Yojna is a Haryana state housing-repair grant of Rs 80,000, paid to families who already own a house but cannot afford to repair it. The scheme is run by the Directorate of Welfare of Scheduled Castes and Backward Classes, which sits under the Department of Social Justice, Empowerment, Welfare of SC and BC and Antyodaya, known in short as the SEWA department. Readers also search for it as Ambedkar Awas Navinikaran Yojana, and that is the same scheme.
The scheme fills a real gap in Indian housing policy. Central and state housing schemes overwhelmingly fund the construction of new houses, and a family that already owns a small, old, leaking house is often left out of every list. Dr. B.R. Ambedkar Awas Navinikarn Yojna is designed exactly for that family: the house exists, it is theirs, and what they lack is the Rs 80,000 needed to fix a roof, a wall, a floor or a drain.
The department describes the objective as providing a grant for repair of the house to families whose annual income recorded in the Parivar Pehchan Patra is less than or equal to Rs 1.80 lakh, and its own scheme page also describes the target group in terms of the Below Poverty Line list. Both descriptions point at the same population of low-income home-owning households.
How much does the scheme pay, and how?
The grant is Rs 80,000, given once for a house. Payment is made through Direct Benefit Transfer into the applicant's own Aadhaar-seeded bank account after the District Welfare Officer sanctions the case following field verification.
There is no matching contribution required from the applicant on paper, and the department does not appoint a contractor. The family arranges the repair itself. Because the money reaches the family rather than a vendor, applicants should keep bills and photographs of the work done in case the district office asks for utilisation evidence later.
The grant is not annual. A household that has drawn Rs 80,000 under this scheme cannot come back the following year for the same house.
Who is eligible for Dr. B.R. Ambedkar Awas Navinikarn Yojna?
You can apply if:
- You are a domicile of Haryana.
- Your verified annual family income in the Parivar Pehchan Patra is Rs 1.80 lakh or less. The department has separately described the scheme in terms of the BPL list, so an applicant sitting close to the ceiling should confirm which test the district is applying this year.
- The house is in your own name. A house in a parent's, sibling's or spouse's name does not qualify for your application.
- The house is at least 10 years old.
- The house is in a repairable condition; damaged enough to need work, but not so far gone that only reconstruction would help.
- You have not taken a house-repair grant from any other department.
You cannot apply if:
- You are not a domicile of Haryana.
- Your verified family income exceeds Rs 1.80 lakh a year.
- The house is less than 10 years old.
- The house is not registered in your name, or the ownership record is disputed.
- You do not own a house at all. This scheme repairs an existing house; it does not build one.
- You have already received a repair grant for the same house from this or any other government department. Double-funding is expressly excluded.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Parivar Pehchan Patra (Family ID) | Yes | Source of verified income |
| Aadhaar card | Yes | Identity, must match PPP and bank |
| Haryana domicile certificate | Yes | Residence test |
| House ownership proof | Yes | Registry, mutation, allotment or municipal record |
| Proof the house is 10+ years old | Yes | House tax receipt, old bill, registry date |
| Bank passbook | Yes | Aadhaar-seeded, for DBT |
| Self-declaration of no earlier repair grant | Yes | Prevents double-funding |
| Caste certificate | Where claimed | For the SC category record |
| Photographs of the house | No | Often collected at field verification |
Two documents cause most of the trouble. The ownership proof must show the applicant's own name, and families where the house is still recorded in a deceased father's name should complete mutation before applying. The age proof is easiest to satisfy with an old house tax receipt or an electricity connection dated more than ten years back.
How to apply for Dr. B.R. Ambedkar Awas Navinikarn Yojna
- Update your Parivar Pehchan Patra first. Check that the family income and the list of members are correct. The department reads income straight from the Family ID, so a stale figure there will reject your application regardless of what you upload.
- Get your ownership and age documents in order; mutation completed if needed, and one document that clearly dates the house beyond ten years.
- Register and log in at saralharyana.gov.in, the Antyodaya SARAL portal. Only online applications are accepted under this scheme.
- Search for "Dr. B.R. Ambedkar Awas Navinikarn Yojna" in the list of services and open the application form.
- Fill in the form with your personal details, house details, the age of the house and your bank account details for Direct Benefit Transfer.
- Upload the scanned documents and submit the application.
- Save the SARAL reference ID from the acknowledgement. This is the number used for every status check and grievance afterwards.
- Cooperate with field verification. A department official inspects the house to confirm it is at least ten years old and genuinely repairable before the case is sanctioned.
Applicants who cannot fill the form themselves should visit an Antyodaya SARAL Kendra, Atal Seva Kendra or Common Service Centre with the original documents. Staff there fill the identical online form. The department's own page directs applicants to submit through Antyodaya centres.
How do you check your application status?
- Open saralharyana.gov.in and select Track Application Status.
- Choose the department and the service name.
- Enter your SARAL reference ID and submit.
The screen shows whether the application is pending with the district office, under field verification, sanctioned, or returned. Once sanctioned, check the credit in your bank passbook rather than the portal, because the final leg is a DBT transaction handled by the treasury.
If the case has been pending beyond the notified service delivery period, the SARAL portal carries an appeal option against the delay, which is a faster route than repeated visits to the district office.
Why do applications get rejected?
- Family income in the Parivar Pehchan Patra is above Rs 1.80 lakh, or has not been updated. This is the most frequent rejection reason across all Haryana SARAL schemes.
- House not in the applicant's own name. Very common where an inheritance has not been mutated.
- House less than 10 years old, or no document that proves the age.
- House found beyond repair at field verification, so the case falls outside a renovation scheme.
- Earlier repair grant already drawn from another department, discovered at cross-verification.
- Bank account not Aadhaar-seeded, so the sanctioned amount fails to credit.
- Name mismatch between Aadhaar, Family ID, ownership record and bank account.
Most of these are curable. Correct the underlying record — the PPP income, the mutation, the bank seeding, and file a fresh application rather than arguing the rejected one.
When can you apply?
The scheme runs through the year on the SARAL portal rather than in an annual window, but sanctions in any district depend on the budget allotted to that district for the financial year. Applying early in the financial year, soon after April, gives a case a better chance of being sanctioned in the same year than applying in February or March. Confirm the current position with your District Welfare Officer.
Where do you get help or file a grievance?
- Antyodaya SARAL helpline: 0172-3968400, 7 am to 8 pm, Monday to Saturday, excluding government holidays.
- Email: saral.haryana@gov.in
- District Welfare Officer, Welfare of SC and BC department, for verification, sanction and payment questions in your district.
- SARAL appeal option on the portal, where the service has crossed its notified delivery time.
Applying is free. No agent can get an Rs 80,000 repair grant sanctioned for a commission, and no government official will ask for your bank OTP.

Frequently asked questions
How much money does Dr. B.R. Ambedkar Awas Navinikarn Yojna give?
The scheme provides a grant of Rs 80,000 for repairing a house. The Directorate of Welfare of Scheduled Castes and Backward Classes, Haryana states this single amount for the scheme; there is no larger slab and the grant is one-time, not annual.
How old must the house be to qualify?
The house must be at least 10 years old and in a repairable condition. A newly built house does not qualify, and neither does a house so damaged that it needs full reconstruction rather than repair.
What is the income limit for Ambedkar Awas Navinikarn Yojna?
Verified annual family income in the Parivar Pehchan Patra must be Rs 1.80 lakh or less. The department has also described the scheme as being for families on the BPL list, so applicants near the ceiling should confirm the criterion applied in the current year with the District Welfare Officer.
Who cannot apply for this scheme?
People who are not domiciles of Haryana are not eligible, and neither is anyone whose house is less than 10 years old or is not registered in their own name. Families whose verified income exceeds Rs 1.80 lakh a year cannot apply, and an applicant who has already taken a house-repair grant from any other government department cannot apply again.
Can the grant be used to build a new house?
No. Dr. B.R. Ambedkar Awas Navinikarn Yojna funds repair and renovation of an existing house only. A family that needs a new house should look at the housing schemes run under Pradhan Mantri Awas Yojana instead.
Is there an offline application form?
No. The department states that only online applications on saralharyana.gov.in are accepted, and that applications are to be submitted through Antyodaya centres. Staff at those centres fill the same online form for you, so there is no paper channel.
How is the money paid?
Payment is made by Direct Benefit Transfer to the applicant's own Aadhaar-seeded bank account after the District Welfare Officer sanctions the case. Money is not paid to a contractor or a mason on the applicant's behalf.
Is the Parivar Pehchan Patra compulsory?
Yes, in practice. The Family ID is the record the department reads for verified family income, so an out-of-date income figure there is the most common reason an application is rejected. Correct the PPP before you apply.
