What is the Dr Ambedkar Pre-Matric and Post-Matric Scholarship for DNTs?

Dr Ambedkar Pre-Matric and Post-Matric Scholarship for DNTs is a Centrally Sponsored Scheme of the Ministry of Social Justice and Empowerment, Government of India, in operation since 2014-15. The scheme supports students of Denotified, Nomadic and Semi-Nomadic Tribes (DNTs) who are not covered under the Scheduled Castes, Scheduled Tribes or Other Backward Classes lists, a group that would otherwise fall through every existing scholarship because the standard SC, ST and OBC scholarships do not reach them.

In Haryana the scheme is implemented by the Directorate of Welfare of Scheduled Castes and Backward Classes under the SEWA Department. Funding is shared 75 percent by the Centre and 25 percent by the state, and payment is made by Direct Benefit Transfer into the student's Aadhaar-linked bank account.

Communities in Haryana commonly described as Vimukt Jatis and Tapriwas Jatis are the constituency this scholarship is aimed at, and the directorate's own notices use those names alongside "DNT". The essential test is not the community name but the negative condition: the student must not already be classified as SC, ST or OBC, because a student in any of those lists is served by a separate scholarship.

What is the scholarship amount?

Pre-matric rates, paid for a 10-month academic year:

Stage Amount
Classes IX and X Rs 1,500 for 10 months
Classes I to VIII (earlier guideline) Rs 1,000 for 10 months

Post-matric maintenance allowance, paid for 10 months a year:

Course group Hosteller Day scholar
Group A Rs 1,200 per month Rs 550 per month
Group B Rs 820 per month Rs 530 per month
Group C Rs 570 per month Rs 300 per month
Group D Rs 380 per month Rs 230 per month

Group A covers degree and postgraduate professional courses such as medicine and engineering; the groups then step down through general degree courses to certificate and other post-matriculation courses in Group D. The maximum benefit is Rs 12,000 a year, for a Group A hosteller drawing Rs 1,200 a month across 10 months.

A student can draw only one scholarship for the same course in the same year. This one cannot be stacked on another government scholarship for the same period, and any other scholarship held must be declared on the form.

Who is eligible for the Dr Ambedkar DNT scholarship?

You can get the scholarship if all of the following are true:

  • You belong to a Denotified, Nomadic or Semi-Nomadic Tribe and hold a certificate to that effect from the competent revenue authority.
  • You are not covered under the SC, ST or OBC lists.
  • The annual income of your parent or guardian from all sources does not exceed Rs 2,00,000.
  • You are a bonafide resident of Haryana and studying in a recognised institution, whether in Haryana or elsewhere in India.
  • You have passed the previous class or year and are enrolled in the next.

You cannot apply if:

  • You are already classified as SC, ST or OBC. That is not a technicality. It is the defining exclusion of the scheme, and such students are not eligible here because separate pre-matric and post-matric scholarships cover them.
  • Your family income exceeds Rs 2,00,000 a year.
  • You are already drawing another scholarship for the same course and year.
  • You are studying abroad. The scheme covers studies in India only.

What documents are required?

Document Mandatory Notes
DNT certificate Yes From the competent revenue authority
Income certificate Yes Parent or guardian income within Rs 2,00,000
Parivar Pehchan Patra (Family ID) Yes Haryana verifies income and residence from the PPP
Aadhaar card of the student Yes Required for the DBT credit
Previous year marksheet Yes Proves the student passed and is enrolled onward
Bonafide certificate from institution Yes Must state course, year and hosteller or day-scholar status
Bank passbook of the student Yes Own account, Aadhaar-seeded
Haryana domicile or residence proof Yes The state scholarship is for bonafide residents

The hosteller or day scholar declaration carries real money. The gap between the two rates in Group A is Rs 650 a month, or Rs 6,500 across the year, so the institution's certificate must state the status correctly and match the hostel records.

How to apply for the Dr Ambedkar DNT scholarship

  1. Obtain the DNT certificate from the competent revenue authority first. Without it no application in this scheme can be processed, and it takes the longest to arrange.
  2. Update your Parivar Pehchan Patra at meraparivar.haryana.gov.in so the verified family income is within Rs 2,00,000 a year.
  3. Collect the bonafide certificate from your school or college, stating your course, year of study, and whether you are a hosteller or a day scholar.
  4. Check the current application notice on haryanascbc.gov.in, the Directorate of Welfare of Scheduled Castes and Backward Classes website, for the open window and the exact route for the session.
  5. Apply online through the Antyodaya-SARAL portal at saralharyana.gov.in, registering with your mobile number and searching for the scholarship service of the SC and BC Welfare Directorate.
  6. Upload the DNT certificate, income certificate, marksheet, bonafide certificate, Aadhaar and bank passbook page, then submit and save the Application Reference ID.
  7. Have the application verified by your institution, which forwards it to the directorate โ€” a scholarship application that the institution has not endorsed does not move forward.

How to apply offline

  1. Download the application form from haryanascbc.gov.in under the application forms section, or collect it from your institution.
  2. Fill it in, attach self-attested copies of every document, and get it countersigned by the head of the institution.
  3. Submit it to the institution or the District Welfare Officer (SC and BC) of your district within the window notified for the session, and keep a stamped receipt.

How to check status and payment

  1. Enter your Application Reference ID in the Track Application Status box on saralharyana.gov.in, or sign in to your SARAL account.
  2. Ask your institution's scholarship coordinator where the application stands, institutional verification is where most cases wait.
  3. If the scholarship shows as sanctioned but no money has arrived, check that your bank account is Aadhaar-seeded before raising a grievance. A non-seeded account is the commonest cause of a failed DBT credit.

Common reasons an application fails

  • No DNT certificate, or a caste certificate that names a community already in the SC, ST or OBC list.
  • Family income above Rs 2,00,000 in the verified PPP or income certificate.
  • Institution has not verified the application, so it never reaches the directorate.
  • Bank account not in the student's own name or not Aadhaar-seeded.
  • Another scholarship already drawn for the same course and year.
  • Application filed after the session window closed. The directorate publishes the dates each year rather than keeping a permanent window.

Where to get help

  • Directorate of Welfare of Scheduled Castes and Backward Classes, Haryana, at haryanascbc.gov.in, which publishes the scheme notices and forms.
  • District Welfare Officer (SC and BC) of your district, for the status of a forwarded application.
  • Antyodaya-SARAL helpline: 0172-3968400, and saral.haryana@gov.in, for problems with the online form itself.
  • CM Window, Haryana's central grievance platform, for cases stuck beyond a reasonable period.

Applying for this scholarship is free. No institution or agent may charge a fee for forwarding a scholarship application, and the case is decided on the DNT certificate, the income record and the institution's verification alone.

Frequently asked questions

Who is eligible for the Dr Ambedkar scholarship for DNTs?

Students belonging to Denotified, Nomadic and Semi-Nomadic Tribes who are not covered under the Scheduled Castes, Scheduled Tribes or Other Backward Classes lists are eligible, provided the annual income of the parent or guardian does not exceed Rs 2,00,000. In Haryana the student must also be a bonafide resident of the state.

How much is the Dr Ambedkar pre-matric scholarship for DNT students?

Pre-matric students in Classes IX and X receive Rs 1,500 for a 10-month academic year, paid by DBT into an Aadhaar-linked bank account. The older guideline rate for Classes I to VIII was Rs 1,000 for 10 months.

How much is the post-matric maintenance allowance under this scheme?

Post-matric maintenance allowance is paid for 10 months a year at Rs 1,200 a month for Group A hostellers and Rs 550 for Group A day scholars, Rs 820 and Rs 530 for Group B, Rs 570 and Rs 300 for Group C, and Rs 380 and Rs 230 for Group D courses.

Who cannot apply for the Dr Ambedkar DNT scholarship?

Students already covered under the Scheduled Castes, Scheduled Tribes or Other Backward Classes lists are not eligible, because separate pre-matric and post-matric scholarships exist for those categories. Students whose family income exceeds Rs 2,00,000 a year also cannot apply.

Who funds the Dr Ambedkar scholarship for DNTs?

The scheme is a Centrally Sponsored Scheme of the Ministry of Social Justice and Empowerment in operation since 2014-15, with the Centre contributing 75 percent and the state 25 percent. In Haryana the Directorate of Welfare of Scheduled Castes and Backward Classes implements it.

Can a student get this scholarship and another scholarship at the same time?

No. A student may draw only one scholarship for the same course in the same year, so this scholarship cannot be combined with another government scholarship for the same period. Declare any other scholarship held in the application.

How is the scholarship money paid?

Payment is made by Direct Benefit Transfer into the student's own Aadhaar-linked bank account. An account that is not seeded with Aadhaar is the commonest reason a sanctioned scholarship does not arrive.

When do applications open in Haryana?

Applications follow the academic session and the Directorate of Welfare of Scheduled Castes and Backward Classes publishes the window each year on haryanascbc.gov.in. No fixed permanent last date is announced, so check the directorate's notices at the start of the session.
