Death Certificate in Haryana
Haryana state government scheme
Death Certificate in Haryana is issued by the local Registrar of Births and Deaths. The Municipal Corporation, Municipal Committee or Gram Panchayat, and applied for through the Antyodaya SARAL portal at saralharyana.gov.in. The death must be reported within 21 days, the fee is the small amount SARAL displays at the payment step, and the SARAL helpline is 0172-3968400.
Death Certificate in Haryana is the legal record of a person's death, its date and its place, made by the local Registrar of Births and Deaths under the Registration of Births and Deaths Act 1969 and delivered to citizens through the Antyodaya SARAL platform at saralharyana.gov.in. No life insurance claim, no family pension transfer, no bank account closure, no mutation of land in the heirs' names and no succession certificate application moves without it.
What is a death certificate in Haryana and who issues it?
Haryana registers deaths through its local bodies, not through the revenue hierarchy. District administrations state plainly that "birth or death registration has been done in the State of Haryana as per Birth & Death Registration Act and Haryana Birth & Death Registration ruling." The Registrar is the Municipal Corporation or Municipal Committee for an urban death and the Gram Panchayat for a rural one, and the certificate carries that body's authority.
This makes death registration different in kind from the Haryana income or caste certificate. Those are issued by the ADC-cum-DCRIO and run off the Parivar Pehchan Patra database. A death certificate instead records a legal event in a statutory register, and the register is kept by the local body with jurisdiction over the place where the death happened. A Haryana family whose parent died in a Delhi hospital must register that death in Delhi, not in Haryana, no matter where the family lives.
The registration is jurisdictional and one-time. Once the entry exists in the register, any number of certified copies can be issued from it later.
Who can and cannot apply for a death certificate in Haryana?
The informant is normally the nearest relative present at the death, the spouse, a son or daughter, a parent, or the head of the household. Any legal heir of the deceased can apply for a certified copy afterwards, and so can a person who needs it for a legitimate legal purpose such as an insurance nominee pressing a claim.
For an institutional death, the hospital, nursing home or medical institution is the reporting authority and files the report itself; the family collects the certificate rather than reporting the death. For a death in a jail, the officer in charge reports it. For an unclaimed body or a death in a public place, the officer in charge of the local police station is the informant.
You cannot apply in Haryana for a death that occurred outside Haryana: registration follows the place of occurrence. You cannot register a death that is already registered; a second registration is not permitted, and the correct route for an existing entry is a certified copy, not a fresh application. A person with no relationship to the deceased and no legal interest in the record cannot demand a copy. And a death older than one year cannot be registered at the counter at all; it requires the order of a first-class magistrate.
What documents are required for a death certificate in Haryana?
The core set is short. The death report in the prescribed form, the Medical Certificate of Cause of Death from the treating hospital or doctor, identity proof of the deceased, identity proof and relationship proof of the applicant, and proof of the address where the death occurred.
Where the death happened at home with no doctor in attendance, there is no medical certificate to produce. Haryana Registrars in that situation record the cause as stated by the informant and generally ask for a letter from the ward councillor or the sarpanch confirming the death, along with the cremation or burial receipt from the shamshan ghat or graveyard. Carry both even if the portal does not force an upload.
Delayed cases need more. Beyond 30 days, add an affidavit and the written permission of the District Registrar. Beyond one year, the magistrate's order is the document that unlocks the registration, and nothing else will substitute for it.
How to apply for a death certificate in Haryana online
- Open saralharyana.gov.in and sign in to your citizen account, or register one with your mobile number and email if you do not have one.
- Choose Apply for Services, then View All Available Services, and search for the death certificate or death registration service. The service sits under the local body that covers the place of death.
- Fill the death details exactly as they appear on the hospital record, full name of the deceased, father's or husband's name, date and time of death, place of death, age and sex, and the cause where a medical certificate exists.
- Enter the informant's details and relationship to the deceased. This is the field that decides whether the certificate will be accepted later by a bank or insurer, so state the relationship precisely.
- Upload the scanned documents in the formats and sizes the portal specifies. Illegible scans are one of the most common causes of rejection on SARAL.
- Pay the fee shown at the payment step by net banking, card or UPI, together with the late fee if the death is being registered after 21 days. Pay only the displayed amount.
- Submit and save the SARAL ID from the acknowledgement slip. Note it somewhere permanent, it is the reference for every status check and every escalation.
- Track the SARAL ID until the status shows approved, then download the digitally signed certificate.
How to apply offline at the local body or a SARAL Kendra
- Go to the office of the Registrar for the place where the death occurred — the Municipal Corporation, Municipal Committee or Gram Panchayat office, or to the nearest Antyodaya SARAL Kendra, Atal Seva Kendra or Common Service Centre.
- Submit the death report form with the medical certificate of cause of death, the identity documents and the cremation or burial receipt.
- The counter files the same electronic application, collects the notified fee and prints an acknowledgement carrying the SARAL ID.
- Collect the printed certificate after approval, or download it yourself once the status turns approved.
The offline route exists for families without internet access and for the many cases where the paperwork is easier to explain at a counter than to upload. It is not faster; it enters the same queue.
How do I check the status of my application?
Use Track Application Status on saralharyana.gov.in with the SARAL ID. Haryana's SARAL platform also runs an Auto Appeal System that files an appeal to a higher authority automatically when a service breaches its notified delivery timeline, which means a stalled death certificate application escalates on its own rather than sitting silently. If nothing moves, call the SARAL helpline on 0172-3968400, open 7:00 AM to 8:00 PM Monday to Saturday except government holidays, with the SARAL ID in hand.
Do not file a second application while the first is pending. Duplicate applications for the same death slow down the original and can produce conflicting register entries.
Is a death certificate valid forever, and how many copies do I need?
A death certificate does not expire. The register entry is permanent and certified copies can be issued from it decades later. What families run short of is copies, not validity. Life insurance, the bank, the employer's pension section, the property mutation file, the LPG connection transfer and the electricity connection transfer each want an original. Order four or five at the outset rather than reapplying each time.
Why do Haryana death certificate applications get rejected?
The most common causes are a mismatch between the name on the hospital record and the name on the deceased's Aadhaar or voter ID, a place of death that falls outside the jurisdiction of the local body applied to, a missing medical certificate of cause of death for an institutional death, unreadable document uploads, and an application made after 30 days without the District Registrar's permission attached. Applications made after one year without a magistrate's order are refused outright, and no amount of follow-up at the counter changes that, the order has to be obtained first.
Where do I complain if the certificate is delayed?
Start with the SARAL helpline on 0172-3968400 or saral.haryana@gov.in with the SARAL ID. Escalation within SARAL runs to the district officer responsible for the service, and the platform's automatic appeal mechanism triggers when the notified timeline is breached. For persistent delay, the Haryana Right to Service Commission is the statutory route. Keep the acknowledgement, the SARAL ID and the payment receipt, every escalation asks for all three.
Finally, a warning worth repeating to a grieving family, because this is exactly when people are easiest to overcharge. The government fee for this service is the small amount displayed on the SARAL portal, plus the statutory late fee where one applies. Nobody needs to be paid to "speed it up".

Frequently asked questions
How many days do I have to register a death in Haryana?
A death must be reported within 21 days of its occurrence in Haryana, as the district administrations state in their birth and death registration pages. Registration inside that window carries no late fee. Reporting between 21 and 30 days needs the Registrar's permission and a late fee, between 30 days and one year needs the written permission of the District Registrar with an affidavit, and after one year the death can only be registered on the order of a first-class magistrate.
Who issues the death certificate in Haryana?
The local Registrar of Births and Deaths issues it — the Municipal Corporation or Municipal Committee in a town, and the Gram Panchayat in a village. Haryana does not centralise this with the Tehsildar the way it does the income and caste certificates; the certificate comes from the local body with jurisdiction over the place where the death occurred.
Where do I apply for a death certificate in Haryana online?
Apply at saralharyana.gov.in, the Antyodaya SARAL portal, which district administrations including Hisar, Jind and Mahendragarh point citizens to for birth and death registration forms and applications. The same application can be filed at any Antyodaya SARAL Kendra, Atal Seva Kendra or Common Service Centre if you would rather have an operator do it.
Is a medical certificate of cause of death compulsory in Haryana?
Yes for any death that occurred in a hospital, nursing home or other medical institution — the institution issues the Medical Certificate of Cause of Death and files the death report itself. For a death at home with no doctor in attendance, the Registrar records the cause as stated by the informant, and usually asks for a supporting letter from the ward councillor or sarpanch and the cremation or burial receipt.
What does a death certificate cost in Haryana?
Pay only the fee that the SARAL portal displays at the payment step for the service, plus the notified late fee if the death is being registered after 21 days. Registration inside 21 days attracts no late fee anywhere in India under the Registration of Births and Deaths Act 1969. Anyone quoting several hundred rupees to "get it issued" is a middleman charging for a workflow the portal already runs at the government rate.
How do I check my Haryana death certificate application status?
Use Track Application Status on saralharyana.gov.in with the SARAL ID printed on the acknowledgement slip. Keep that SARAL ID — it is the only handle you have on the application, and every escalation and helpline call asks for it first.
How many copies of the death certificate should I get?
Order at least four or five copies at the time of application. Life insurance, the bank, the pension office, the property mutation file and the LPG or electricity connection transfer each keep an original, and going back for more copies later means a fresh application and a fresh fee.
Can a death certificate be corrected in Haryana after it is issued?
Yes, through the Registrar who issued it, under the correction provisions of the Registration of Births and Deaths Act 1969. A spelling error in the name or a wrong date is corrected on documentary proof; the corrected entry is made in the margin of the register and a fresh certificate issues. Apply as soon as you spot the error, because banks and insurers will reject a certificate whose name does not match their records.
